IF F has 30 d ays from receip t of the viola­ tion n otice to pay $2.55 m illion or the D E P w ill seek the entire $5.1 m illion penalty in court, according to D E P sp ok esm an G eorge Klenk. D alton stressed that IF F w as contesting the fine only. “ W e’re com m itted to go ahead with the rem ed ial a ctio n s,” he sa id v “and plan to conduct a study of conditions a t the arom a ch em ica l p lan t.” The consent order allow ed a 15 percent d isch arge into the bay, requiring IF F to catch and treat 85 percent of its ground w ater runoff. G roundwater is pum ped to IF F ’s pre­ treatm en t facility, and the effluent is then pum ped to the B aysh ore R egional S ew erage Authority for further treatm ent. A telegram order sen t by the D E P Nov. 22 ordered IF F to red u ce the am ount of d is­ ch a rg e into the bay. The order w as prom pted by a D E P in sp ec­ tion that reportedly revealed an unperm it­

ted d isch arge into the bay. The D E P con­ tends that IF F violated the N .J. Water Pollution Control Act and the N .J. Spill C om pensation and Control A ct, a s w ell as the consent order. D E P sp ok esm an Loretta O’Donnell said at the tim e that IF F w as not in com pliance w ith the con sen t order at the tim e of the N ovem ber inspection. “ A se e p a g e condition” at the ch em ical plant w as corrected D ec. 26, according to a sta tem en t from IFF. The D E P ’s inspection c a m e one month after county o fficials entered the IF F plant w ith a sea rch w arrant looking for a pipe they su sp ected w as discharging ch em icals into the bay. • A ccording to County P rosecutor John A. Later, in a m em o from C om m itteem an John B radshaw , the fee w as am ended to $2,250. HTSC refused to pay the fee. Both the township and HTSC have since decided to rely on their attorneys to n egotiate an agreem ent. A ccording to M u lvey’s letter, attorneys for both sid es requested that everyone refrain from m aking statem en ts intended to ca u se "hard feelin gs." • M ulvey contends that Mahan ca st the first stone. Mahan has denied HTSC a perm it to host

its annual Labor D ay T ournam ent, he said, and sh e asked the County Park S ystem to re­ quire HTSC to obtain a food handler’s cer­ tificate for its refreshm ent stand at the tournam ent, which w ill be held at Thom pson Park, Middletown. M ulvey said Mahan has not m ad e sim iliar requests of other groups. ' A pparently," M ulvey .wrote, “ keeping us out of town w as not quite good en ou gh .” M ulvey also contends that Mahan allow ed HYSA to use the tow nship’s tax exem p t num ber to purchase trophies. A ccording to M ulvey, the trophies cost the tow nship $1,500 to $2,000. M ulvey has sent copies of the letter to Mahan, the D E P , the County P ark S ystem , the State Dept, of Taxation, the Internal R evenue S ervice, and local new spapers.

Health O fficer Stephen J. P apenberg said the w arning has been in effect sin ce January 1983. Pap en b erg said he distributed flyers July 7 containing the w arning in the borough halls of Union B each, K eansburg, Keyport,. and other towns serv iced by the M atawan Health D ept., b eca u se there has not enough public a w a ren ess about the contam ination. ‘T v e talked to people who w ere fishing in Sandy Hook B a y ,” he said, “ and th ey've told m e they had no idea there w ere w arn­ ings about eatin g the fish .” The a d v iso ry r e c o m m en d s p reg n a n t w om en, nursing m others, w om en of child­ bearing a g e, and young children not eat the : five sp ec ie s of fish b eca u se of PCB con­ tam ination. The health e ffe c ts a sso cia ted with PCB contam ination include liver d am age, repro­ duction disorders, skin lesions, and cancer. The ad visory recom m en d s that everyon e else ea t only one m ea l per w eek of the fish. PCBs or polychlorinated bipheyls are a group of syn th etic com pounds used for heat tran sfer sy stem s, hydraulic fluids, and elec trical com ponents found in television sets, transform ers, and air conditioners, accord ­ ing to a report by B ruce Ruppel, of the S tate

O ffice of S cien ce and R esearch. The dum ping of PCBs in area w aters has been prohibited sin ce 1976, according to the report, “ F ish in g G uidelines for New J ersey W aters,” but tons of PCBs stored in sed i­ m ent prior to the ban continues to con­ tam in ate the fish, the report states. R uppel’s report m aintains that unless the PCB is clean ed up, it w ill rem ain in local w a ters for the next 20 y ears. To reduce PCB contam ination, Ruppel recom m ends clean in g fish by rem oving only the fillet section s for eating, and trim m ing

aw ay the belly flap, back strap, skin, and lateral lines. For blue fish, he recom m en ds eating only ones that are under six pounds or 24 inches in length. To cook the fish, he recom m ends m ethods rem oving fats, w here the PC Bs are stored, by broiling on an elevated rack, boiling in w ater, or canning fish w ithout skins. "In all c a ses, do not u se the liquid that contains the oils and fats as a food ite m ,” the report states. “ In addition, coatings w hich hold in oil or fats should also be avoid­ ed." •

MRTA president. PE R C is exp ected to decide by the end of this w eek w hether it w ill appoint a m ediator send both parties back to the bargaining

table, said Tim Hundley, ch ief P E R C m e­ diator. “We have received notice of im p a sse ,” Hundley said, “ but other than that, I really ca n ’t d iscu ss the situ ation .” The issu e w hich cau sed the im p asse, P anos said, is the distribution of $25,000 in sta te aid, m ade availab le to im p lem en t a m inim um startin g salary of $18,500 per year for teachers. The MRTA, P anos said, w ants the m oney distributed equally am ong its 355 m em b ers, increasing each salary by about $70. "This is absolutely a terrible w a ste of tim e," sh e said.

N ew Y orkers by the thou­ s a n d s t h r o n g e d to th e “ b r e e z y s h o r e s o f N ew J e r se y .” On any su m m er day, hun­ dreds of bathers w ould frolic in the bay, protected from the odd shark by shark-proof netting. H o te ls a n d c o n c e s s io n stan d s flourished along the boardw alk. B y th e 1930s, K eansburg had firm ly estab lish ed itself a s the principal reso rt on the northern J e r se y shore. W orking m en and their fa m ilies, m an y from north­ ern N ew J ersey built sm a ll su m m er bungalow s in the borough. On su m m er w eek ­ ends, they would pack the fa m ily into the ca r and travel sc e n ic R oute 36 to relax a t the B ayshore. B u t by th e 1960s, the K eansburg boardw alk began to d eclin e. In 1962, H urricane Donna d em olished the steam b oat pier. T he ferry betw een N ew York and the borough cea sed operation. With the opening of the G arden S tate P ark w ay, the d is t a n c e b e tw e e n n o rth J e r se y and the southern

J e r se y sh ore w as com ­ p ressed . S easid e P ark, P oint P lea sa n t, and points south suddenly w ere m ore a c c e ss i­ ble. B y the early 1970s, the K ean sb u rg A m u sem en t P ark w as a ll but dead. But a local b u sin essm an, Al R eid, refu sed to g iv e up. In 1973, R eid, and h is part­ ner Grand Cantalupo, pur­ ch a sed the a m u sem en t park from G ehlhaus’ son, Henry. F or the p a st 13 y ea r s, th ey h a v e worked to turn the park around. T heir efforts, R eid said, a re paying off, and the park is com in g back. A ccording to R eid, the K ean sb u rg A m u sem en t P ark is now the second la rg est a m u sem en t en tity on the sta te—secon d only to S ea sid e P ark. C o n c e ssio n sta n d s , a r ­ ca d es, and a m u sem en ts are beginning to flourish again. R eid has outlined plans to rebuild the old steam b oat pier. “ We a ll h a v e fond m em o ­ ries of the old ferry ,” he said. " With a little luck, R eid said , he hopes to rev iv e it. “ T hat’s w hy w ere rebuild­ ing the p ier ,” h e said . Danger sign in bargaining C ontract talks betw een the M atawan R egional T each ers A ssn. and the Board of E ducation are not off to a good start. The board declared an im p a sse last m onth over a rela tiv ely m inor issu e, the distribution of $25,000 in sta te aid am ong the regional school d istrict’s 335 teachers. Six w eek s h ave elap sed sin ce the im p a sse w as declared, and the P ublic E m p loym en t R elations C om m ission has not appointed a m ediator. The union h as d em on strated in the past—notably in 1975 and 1977—that it w ill not work w ithout a contract, and there is not m uch tim e left before the scheduled reopen­ ing of schools in Septem ber. The two sid es h ave not y e t exch an ged con­ tract proposals. If the spirit of cooperation, w hich pre­ vailed from 1978 to 1984 betw een the MRTA and the board still p revailed , there m ight not be m uch ca u se for concern. But the MRTA has resu m ed its ad versar­ ial role in its relationship w ith both the board and adm inistrators. A con tract w ill not be ea sy to negotiate this year. If the deadlock in n egotiations is not brok­ en soon, the prospect of a job action w ill be real. The board and the MRTA should not w ait lor a m ediator to be appointed. They should resu m e negotiations im m ed iately.

b y p ir a te s Andy, The Independent’s popular cartoon character, was kidnapped last week by Barbary pirates as he strolled along the shore of Raritan Bay, according to Advertising Mana­ ger Roger Dunn. “There we were,” Dunn said, “walking along the waterfront, when we were suddenly accosted by three men wearing earrings and carrying daggers in their teeth.” “I fought like a wild man,” Dunn said, “but they were just too much for me. Before I knew it, they were dragging poor little Andy off.” Dunn said he followed the pirates to a bar somewhere in North Jersey, where they planned to sell Andy into slavery. Dunn claims that he had just enough change in his pocket to buy Andy’s freedom and set up drinks for the house. Meanwhile, several readers maintain that they found Andy in the July 23 issue, lurking in an advertisement for The Independent. In fact, a facimile of Andy was in the ad, and so the paper will be forced to fork over a few prizes. G. Papa, 266 Forest Ave., E. Keansburg, was the first name drawn. Papa won a free dinner for two at the Ironside Pub, '.500 Union Ave., Union Beach, and two “I Found Andy” t-shirts. Howard Terry Jr., 58 Tenth St., VV. U nfortunately, those a re two of the Love of My L ife’s favorite things to do. We com p rom ise on th ese issu es. I a g r e e to a ccom p an y her to the ballet once a y ea r and shop for cloth es at le a st once ev ery two y ears. S om eone w iser than I would sp a ce out two unpleasant task s, but la st w eek w e did both in one d a y —shopping in the afternoon and going to the b a llet in the evening. “ I hope yo u ’ll su r v iv e ,” the L ove of My L ife said. I w ouldn’t m ind shopping for cloth es if I had som ething to sa y about the selection. But the Love of My L ife is convinced that bag lad ies on Forty-Second Street h ave bet­ ter ta ste in cloth es than I do. So, sh e and the lucky sa lesm a n d ecid e w hat m y w ardrobe w ill contain. The sa le sm a n is lucky b eca u se n ever is his job ea sie r than w hen he w aits on the L ove of My Life. It’s about tim e you started throw ing out so m e th in g s.” “ All of those su its,” I said, “ a re perfectly g ood .” “ M ost of th em ,” sh e countered, “ have been out of sty le for y ea rs, and m ore than a few no longer fit y o u .” I could h a v e argued the sty le issu e, but the fit w as another m atter. W hatever w eigh t I h ave gain ed in recent y ea rs has been added to the area betw een m y ch est and m y w aist. “ The w a ist could be let out on so m e of m y p a n ts,” I su ggested .

“ There is not enough m aterial to let out for them to fit you ,” sh e said. 1 sw itch ed to the cost issue. “ We ca n ’t afford all of th ese su its,” I said. “ I’ve been putting aw ay a little m oney ev ery w e ek ,” sh e said . “T his is m y trea t.” R ecognizing d efeat, I agreed to try on the suits for the tailor who would alter them . F irst, I tried on the suit w hich the sa lesm a n said had the cut w hich is p erfect for m e. The tailor began m arking the ja ck et for alterations. “ L engthen the left s le e v e ,” he said to the sa lesm a n , who w as w riting the instructions. “ How can they m ake a ja ck et with uneven s le e v e s ? ” I asked. “ The s le e v e s ,” he said, “ are the sam e. Your arm s a re u n ev en .” Then, he began m arking the back of the ja ck et. B y the tim e he w as finished, I w as certain he had w ritten the D eclaration of In­ dependence on it. N ext, h e turned his attention to the trousers. L et out the w aist, he said. L et out the crotch, he continued. Let out the seat, he added. “ I thought this w a s the p erfect cu t,” I said to the sa lesm a n . “ With your b ody,” he said, “ this is as clo se to p erfect as w e can get. W ait until you try on the other su its. Y ou’ll se e w hat I m e a n .” He w ould not h ave had the audacity to say that w ithout the assu ra n ce that the Love of My L ife w as m aking all buying decisions. When w e had finished buying clothes, w e w ere ready for the ballet. The L ove of My L ife had obtained tickets a t half the price paid by the couple w e w ere m eetin g a t Lincoln Center. “ Half the p r ice,” sh e said proudly, “ and the se a ts a re in a b ox.” The sea ts w ere in a box—50 feet above the sta g e and a g a in st one w all of the auditor­ ium . One-third of the left sid e of the stage w as blocked from view . “ T ell m e w hether you ’re going to lean to the left or to the right,” said the m an sitting behind m e. “ Do I h ave to rtiake a ch o ice? ” I asked. “ T hat’s the w ay it w orks up h ere.” he said. “ You lean one w ay or the oth er.” “ Y ou’re lu ck y ,” said the w om an to m y right. “ I h ave to stand to see an yth in g.”

I con fess that I do not understand ballet. “ Why do you like it? ” I once ask ed a friend. “ Think of b ask etb all,” he said, “ and im ­ agin e Dr. J going up for one of his sp ec­ tacular shots. Then im agin e him landing on h is toes. T hat’s b a llet.” I w atched N uryev and tried to im agine Dr. J., but Rudy just couldn’t m atch D oc’s elevation. When I m entioned this to the Love of My Life, sh e said, “ What do you expect? H e’s 46 y ea rs o ld .” D uring the interm ission, I overheard b allet buffs poking fun at Rudy. But after the final curtain, the audien ce g a v e him a dozen curtain ca lls and show ered him with flow ers. "I don’t understand it,” I said to the Love of My Life. “ T hey’re show ing their appreciation for w hat h e’s m eant to b a llet,” sh e said. “ Dr. J. w ill call it quits long before he loses that m uch elev a tio n ,” I said.

T his c a m e about b eca u se Superinten­ dent of R ecreation , K ay M ahan and the R ecreation C om m ittee denied u se perm its to HTSC b eca u se w e w ould not a g r ee to pay an exorb itan t and d iscrim in atory fe e of $2,500. In a m em o from C om m itteem an John B radshaw this fe e w as am en d ed to $2,250 alon g w ith a deadline for paym ent, and w as again refu sed by HTSC for the sa m e reason. K ay M ahan and the Soccer W orkshop C om m ittee also im p osed num erous a r­ b itrary and cap riciou s restriction s (ie., 14-point proposal) w hich further prohibited HTSC u se of the soccer field s. Such fe e s and restriction s only apply to u se of the soccer fields and a re not required in order to u se any other recreation al fa cility in the town (i.e ., softb all fie ld s). T his d iscrim in atory treatm en t n ecessita ted our seek in g leg a l counsel to protect our rights and those of our children w ho w ished to p lay so c ce r in H azlet. Our a ttorn eys, in conjunction w ith the tow nship attorneys, a re still attem p tin g to r eso lv e the en tire issu e, contrary to w hat K a y M ahan h a s sta te d in th e lo c a l new spapers. In an effort to exp ed ite m atters and let tem p ers cool, attorneys for both sid es req u ested that a ll p arties concerned refrain from m aking sta tem en ts or doing things that w ould lead to igniting the em b ers of hard feelin g s and drive both sid es further apart, HTSC agreed w holeh earted ly w ith this concept and has abided by the request. U n f o r t u n a t e l y , H a z le t T o w n s h ip ’s Superintendent of R ecreation, K ay M ahan, d oes not feel bound by the req u est nor does sh e fe e l content to h ave cooler heads p revail. She has taken it upon h erself, un­ b iased a s sh e p ro fesses to be, to ca ll the

M onmouth County P ark S ystem and ad vise the people in ch arge there that if HTSC is to se ll food a t our Labor D ay T ournam ent, w hich w ill be held at T hom pson P ark, she b e lie v e s a food handler’s certifica te would be required by HTSC. A pparently, keeping us out of town w a s not quite good enough. Y ou se e , HTSC w as denied a p erm it by K ay M ahan to h ost our annual Labor D ay Tournam ent at the H azlet soccer fields. To quote M s. M ahan, “ HTSC has m ad e too m uch m on ey th ese past two y e a r s,” and the R ecreation C om m ittee decided to g iv e the H azlet Y outh Soccer A ssoc. (HYSA) a per­ m it for Labor D ay w eekend a s w ell a s Col­ um bus D ay w eekend, thereby exclud ing HTSC fro m a n y to u r n a m e n t h o lid a y w eekend on the H azlet soccer fields. HTSC voiced our objections to M s. M ahan b eca u se of this d iscrim inatory attitude, but our p lea s fell on d eaf ears. R ather than belabor the issu e, HTSC m ade application to T hom pson P ark in Lincroft, part of the Mon­ m outh County P ark S ystem , and w as granted a p erm it for the Labor D ay w eekend with approval to se ll refresh m en ts and T-shirts a t nom inal fees, a s is done at ev e ry other m ajor com p etitive soccer tour­ nam ent. HTSC h as stated rep eated ly that K ay M ahan is the ca u se of the so ccer problem in H azlet. Over the past tw o y ea rs, sh e has continually gone out of her w a y to inten­ tionally hurt HTSC and try to d iscredit our club. T his la test episode of callin g Thomp­ son P ark regarding HTSC having food handling ce r tifica tes for our tounam ent is not a concern of K ay M ahan, Superinten­ dent of H azlet R ecreation. It only substan­ tia tes our c la im s a s to w hat ex trem es she w ill go to try to hurt HTSC and, u ltim ately, our children. We would like to know if K ay M ahan has c o n c e r n e d h e r se lf w ith a ll th e oth er volu n teer groups in H azlet who h ave had oc­ casion to se r v e refresh m en ts a t their func­ tions. F or sta rters, how about the la st 15 y e a rs w ith HYSA and HYAL refreshm ent stands? How about cup cak es and coffee after Girl Scout or B oy Scout m eetin gs? How about PTO covered-dish affairs at the local schools? How about R aritan High

School booster clubs? How about a ll the p rivate, so cia l, and civ ic groups w ho utilize our fireh ou ses a n d /o r R ecreation C enter 1? How about the D em ocratic and R epublican p icn ics at V eteran ’s P ark? How about the H azlet P ool Club? The list could go on and on. W hat K ay M ahan should concern h erself w ith is doing her job w ithin the law . P erh ap s som eon e from the tow nship should check out w hy sh e has w rongfully allow ed private groups (i.e ., HYSA) to u se the H azlet Township R ecreation T ax E x em p t N um ber to m ak e p rivate pu rch ases (i.e., trophies) for their resp ectiv e organizations. This p ractice has been going on for several y e a r s . P e r h a p s th is a b u se of H a zlet T ow nship’s tax exem p t num ber w ould also ca u se so m e concern to the S tate of N ew J e r se y D ept, of Taxation. In our opinion, the office of superintendent of recreation has been abused and w e urge you and the Township C om m ittee to im ­ m ed iately suspend M s. M ahan, conduct an in vestigation into her action s and, if sh e is guilty, term in ate her. The m oney spent on K ay M ahan’s salary, plus the cost of the tow nship ca r at her disposal 24 hours a day, could be better s p e n t t o w a r d s r e c o n d i t i o n i n g th e deteriorating recreation al fa cilities that can be found tow nship-w ide. T hose neglected fa cilities a re further testim on y that Kay M ahan has not been doing her job. A s tow nship officials, you should be con­ cerned that the right kind of person g ets ap­ pointed to the position of superintendent of recreation -on e, w ithout preju d ice, who p o ssesses a p ositive and en th u siastic a t­ titude tow ard overseein g H azlet’s recrea­ tio n a l p r o g r a m s an d e n s u r in g th e ir availab ility to all township residents. As a la st resort, Gorman said, the borough w ould con­ dem n the properties. The project, G orm an said, is in a fo rm ative sta g e. He w ould not sp ecu late on how m uch the county and the b o ro u g h w ou ld h a v e to spend. The board, G orm an said, se e m e d r e c e p tiv e to the gen era l proposal. In a telephone interview M onday, F reeholder Theo­ dore N arozanick said he w as en th u siastic about the plan. The project, he said, could cre a te an additional shop­ ping a rea in K eyport. But N arozanick said he would r e serv e ju dgm en t on the plan until he has had an opportunity to review it.

R oad Dept, w orkers began clearin g fol­ ia g e from the property July 21 and by T hursday, the lot w a s covered w ith gravel. The narrow strip lead s to R aritan B ay. “ It’s a w a ste of m o n ey ,” said M ayor C arm en Stop­ piello, a R epublican. “ I think it w as constructed to sa tisfy a few boat ow n ers.” The m ayor contends that the property w as clea red to provide a launching area for boat ow ners.
