This report summarizes activities under U.S. Agency for International Development (USAID) Contract Number 497-M-00-05-00029-00 for the period January – March, 2008.

Executive summary This quarter saw the Mid-Term Review conducted and a resulting shift in focus for the project. In general terms, the findings of the review team confirm the approach and direction taken by DBE1 during the initial two years of project implementation. As a result DBE1 has continued to develop and strengthen the program following our original course during this quarter. The most significant outcome for project planning and implementation is a rethink of the original plan to scale up in Cohort 3 to 100 districts. Consequently, DBE1 has not proceeded as planned with selection of additional districts during this quarter. School Development Plans (RKS) Work continued throughout the quarter on updating training manuals and materials for RKS, culminating in a high-level consultative workshop in Bandung in March. At this meeting, attended by senior representatives of MONE, MORA, Menkokesra and USAID, the revised materials were presented, discussed and ratified by national counterparts. Meanwhile in the field, DBE1 commenced assistance in elementary schools and madrasah to facilitate the updating of plans in line with the new government regulation (Permendiknas 19/2007). The training and mentoring to facilitate the development of RKS in junior secondary schools and madrasah was completed in most districts and will be completed in the coming quarter in all. Where the process has been completed, district level workshops were held to present the completed plans and increase awareness amongst district level stakeholders of the condition, needs and aspirations of schools expressed in the plans. The model used for junior secondary is already aligned with the new regulations. District Planning and Management During the reporting period major work took place in 17 districts, to develop information-based, medium-term education plans (renstra). This represents three districts in each DBE1-supported province except in Aceh where two districts are being assisted. The full process is likely to take three or four months, including 20 days of DBE1 inputs. Initial work has focused on collection and analysis of data using the DBE1-developed District Planning Information Support System or DPISS. This approach puts the focus very much on schools as the point of delivery for education and helps district stakeholders to better see where the needs and priorities lie. The renstra process should be completed next quarter and data collection will commence for the next round of districts.

Building on the earlier work on capacity development planning, the pilot program in Kudus has gained a much sharper focus and direction during this quarter. The intensive work being conducted in this district has resulted in the formation of a team to reform the system and regulatory framework for management of human resources in education. Following a series of internal workshops and consultations a study-tour is planned to four districts and one province which demonstrate good practice in aspects of resource management: Jembrana, Gorontalo, Sleman, Sragen and Yogyakarta Province. The team has developed a draft decree to support the reform in Kudus. It is anticipated that this draft will be revised as a result of the study visits. The personnel management system developed consultatively in Kudus will be progressively implemented in additional districts commencing next quarter. Education Finance During the quarter the District Education Financial Analysis (DEFA)1 manual was updated in line with the new district budgetary and financial system introduced by MOHA. In Java, Banten, Central Java, East Java, and South Sulawesi during the quarter cross-sectoral teams began conducting the financial analysis using the DEFA materials and approach. This work is ongoing. As the work is completed, the teams are able to report on the total district education expenditure and its share of district total expenditure, the expenditure per pupil for each level of education, and what the money is spent on (operational expenditure: salary and non-salary or capital expenditure). The analysis is now also being linked to educational outcomes which will greatly enrich the district planning process. It is planned to complete this work in the coming and report the results to district, provincial and national stakeholders. Two additional programs have been added to support this financial analysis and both are proving very popular with the districts: (1) School Unit Cost Analysis (SUCA) which provides detailed information on how much it costs to operate a school, expressed in terms of expenditure per pupil, and (2) BOS Impact Analysis, which calculates the impact of the national government direct funding mechanism known as BOS (Bantuan Operasi Sekolah, or School Operation Support grant). As these two programs have been discussed and introduced, interest from districts has been very high. The potential for the newly developed and revised suite of DBE1 financial analysis programs to support informed policy debate and planning at district level is strong and will begin to be realized in the next quarter as SUCA

and BOS analysis is completed in the first districts and can feed into the district planning and governance programs. Good Governance Program In this reporting period, governance activities (referred to in the project as Good Governance Sektor Pendidikan or GGSP) included mapping of stakeholders, a second round of multi-stakeholder workshops, establishment and facilitation of GGSP forums at district level, and facilitation during the development of drafts of District Regulations on Education (Rancangan Peraturan Daerah Pendidikan.) A recently completed mapping of 28 districts highlights the limited understanding amongst education stakeholders at district level and the lack of coordination between the various groups: local legislature (DPRD), education councils (Dewan Pendidikan), civil society organizations and local press. This mapping has also provided a good basis for running multi-stakeholder workshops many of which have led to the formation of education governance forums. Increased understanding and coordination amongst the stakeholders will support the district planning process and should have a positive impact on financial planning and preparation of annual district budgets (APBD) for 2009 which will mainly take place in the coming quarter. The links between the governance programs, financial analysis and district planning are becoming clearer as the project develops and the programs mature. These links will be further developed in the coming quarter. DBE1 also facilitated the drafting of District Rules and Regulations on Education (Rancangan Peraturan Daerah.) in Sidoarjo, Sibolga and Soppeng districts. This is a very new process and is evolving as the project proceeds. Many districts have expressed a desire for DBE1 to support them in formulating local regulations to improve educational quality. Few have a good idea of what they want to regulate or how the regulations could function to achieve this aim. As a result early independent efforts have often resulted in a reformulation of existing higher-level laws, such as the National Education System Act which does not achieve anything useful. DBE1 is beginning to develop an approach through which local regulations can be participatively developed to address local needs and priorities. This will build on the work done in strengthening data management, educational planning, financial analysis, governance and capacity development. School Committee and Leadership Training DBE1 continued to provide training for elementary as well as junior secondary school and madrasah committees during this quarter. The cluster level training was followed up in schools and madrasah with mentoring visits conducted by local supervisors to assist in the implementation of the new approaches learnt in the training. The impact of this program is broad: a total of 2,008 members of school and madrasah committees were trained in this period (M:1,565, F:443).

The focus of the training included school committee participation in planning and budgeting, transparency, and accountability in management and ways to support school activities. Participants also reviewed their roles and functions as committee members and learnt about committee establishment mechanisms in line with MONE regulations (Kepmendiknas 044/U/2002). In addition, training in leadership was provided to school and madrasah principals and supervisors in many districts. This leadership training, school committee training and mentoring directly supports implementation of school development plan (RKS) programs in schools and contributes in a very concrete way to improved management and governance at school level and, through the RKS process, to improved quality. Replication of good practice 2 Replication of DBE1 programs and best practices is occurring across 30 Cohort 1 and Cohort 2 districts. A total of Rp 1.176 billion (USD 130,000) has been committed by districts and other agencies in 2008, mainly to replicate school development planning (RKS). The bulk of these funds are allocations from APBD (district budgets). Around 20% is from non-APBD funds, including private foundations such as Muhammadiyah, MORA funds or from the schools themselves (using BOS funds). According to district plans, replication is planned in 1,950 schools and madrasah. Whilst we cannot predict exactly how these funds will be used or guarantee the quality of replication efforts, we can report that planning and implementation of replication activities is taking place across many districts. The process varies widely, with some programs closely following the DBE1 model and, at the other extreme, some only providing an introductory ‘socialization’ to school development planning or a study tour. In some districts, activity has commenced in this quarter and others it is planned for later in the year. In order to better understand the reality of planning and implementation of replication programs by districts and others, a thorough study of replication was commenced in this quarter and will be completed in the coming quarter. This study will help determine the factors associated with successful replication and those associated with failure and will enable us to better target efforts to support successful replication. Data and Information Management EMIS-related activity this quarter focused on data collection and analysis to support the district education planning (renstra) process. Whilst MONE’s PADATIWEB (Pangkalan Data dan Informasi berbasis WEB) should provide most of the required data, it has been found in practice that much of the data is incomplete or out of date. 2

This has led to the use of DBE’s own DPISS approach (described above) in many districts. Work will continue on assessing and using PADATIWEB in addition or in conjunction with the DPISS system. Usage of the DBE website is increasing markedly. The most popular pages accessed through the website are resource materials uploaded by DBE1 relating to various ministerial decrees and DBE1 and 3 manuals. Work to improve and expand the website is ongoing, with plans for next quarter to add a continually updated calendar of events, a photo gallery, update on the geographic information system (GIS), and a search engine to improve usability. The project data management system (PDMS) is being continually updated and improved. This quarter saw the enhancement of the training report module and addition of Cohort 2 districts GIS maps. Two new modules were added to the Training Activities Tracking System, specifically, tracking activity by province and training participant distribution. The PDMS will be further improved next quarter to include a project implementation tracking system module which will facilitate monitoring of project activity. DBE1 has been assisting DBE2 to develop a software application called School Report Card (SRC) which will enable schools to provide simple reports on school performance to parents and community members. During the quarter DBE1 expanded the SRC program by developing an integrated School Database System (SDS) that will include all the data needed for several reporting requirements in addition to the SRC; these include: submissions for school accreditation to the National Accreditation Board (Badan Akreditasi Nasional or BAN), reports on the use of BOS grants, and medium term and annual plans and budgets. A pilot version of SDS was introduced to district facilitators and on the basis of the positive response will be fully developed in the coming quarter. Information and Communication Technology (ICT) Grants Thirteen grants (seven Tier-1 3 and six Tier-2 4 grants) are currently being implemented in five provinces. Most of the activity funded focuses on capacity building improvement through training, IT Center/Connectivity/ network establishment, and Internet Café. In line with recommendations by the Mid-Term Review, DBE1 does not propose to offer any further ICT grants. Current grants will be monitored and supported. This will include site visits in the coming quarter. Public-Private Alliances (PPA) DBE1 continues to support a number of public-private alliances.

DBE1 Yogyakarta team conducted training for schools and madrasah management and reconstruction/rehabilitation teams in Yogyakarta, Klaten, Bantul, and Sleman under the ConocoPhillips PPA. This training developed the capacity of school teams to carry out the rehabilitation and reconstruction process independently and selfsufficiently. In the coming quarter, Phase 2 Grant Proposals for 35 schools under the ConocoPhilips alliance will be finalized and submitted for USAID approval. Monitoring of progress with school reconstruction will also be conducted in the coming quarter. A meeting was held with USAID, BP and DBE2 to discuss progress with the PPA in West Papua. As a result, work on this program was suspended pending further advice from USAID. In the coming quarter it is hoped that agreement will be reached enabling the completion of work commenced under the first alliance with BP in West Papua. It is also hoped that plans for an alliance between Gramedia, DBE 23 and USAID will be finalized in the coming quarter. As a result of the Mid-Term Review recommendations it is likely that no further public alliances will be entered into.

Ringkasan Eksekutif Dalam triwulan ini telah dilakukan Kaji-ulang Tengah Masa dan terjadi pergeseran fokus proyek. Secara umum, temuan-temuan tim kaji-ulang mendukung pendekatan dan arah yang ditempuh oleh DBE1 selama dua tahun pertama implementasi proyek. Atas dasar itulah, selama triwulan ini, DBE1 telah melanjutkan pengembangan dan penguatan program dan tetap berada pada alur kerja yang selama ini dikerjakan. Hasil terpenting untuk perencanaan dan implementasi proyek adalah sebuah pemikiran kembali terhadap rencana semula untuk memperluas Kohor 3 menjadi 100 kabupaten. Atas dasar pemikiran kembali itulah, selama triwulan ini, DBE1 tidak menjalankan rencana sebelumnya untuk memilih kabupaten-kabupaten tambahan. Rencana Pengembangan Sekolah (RKS) Selama triwulan ini, DBE1 memutakhirkan panduan dan materi pelatihan RKS. Usaha ini mencapai puncaknya pada saat lokakarya konsultasi tingkat tinggi di Bandung pada bulan Maret yang dihadiri oleh pejabat senior Depdiknas, Depag, Menkokesra dan USAID. Dalam pertemuan ini, materi yang telah dimutakhirkan tersebut disajikan, didiskusikan dan diratifikasi oleh mitra imbangan (counterparts) tingkat nasional. Sementara itu di lapangan, DBE 1 memulai bantuannya untuk memfasilitasi sekolah dasar dan madrasah dalam memutakhirkan rencana-rencana agar sejalan dengan peraturan baru pemerintah (Permendiknas 19/2007). Pelatihan dan pendampingan untuk memfasilitasi pengembangan RKS di SMP dan MTs telah rampung di hampir semua kabupaten dan akan dirampungkan seluruhnya pada triwulan yang akan datang. Pada saat proses itu selesai, lokakarya tingkat kabupaten diadakan untuk menyajikan rencana yang telah lengkap tersebut. Lokakarya dimaksudkan juga untuk meningkatkan kesadaran di antara pemangku kepentingan tingkat kabupaten mengenai kondisi, kebutuhan dan aspirasi sekolah sebagaimana dikemukakan dalam rencana. Model yang digunakan untuk sekolah lanjutan pertama sudah diselaraskan dengan peraturan baru. Perencanan dan Manajemen Kabupaten Dalam priode pelaporan ini, pekerjaan utama berlangsung di 17 kabupaten untuk mengembangkan rencana strategis (renstra) jangka menengah yang berbasiskan informasi. Hal ini berlangsung di tiga kabupaten di setiap provinsi binaan DBE1, kecuali Aceh dimana bantuan diberikan kepada dua kabupaten. Keseluruhan proses direncanakan akan memakan waktu tiga atau empat bulan yang sudah termasuk 20 hari input dari DBE1. Pekerjaan awal terfokus pada pengumpulan dan analisis data

dengan menggunakan District Planning Information Support System (DPISS) atau Sistim Pendukung Informasi Perencanaan Kabupaten/Kota (SPIPK) yang dikembangkan oleh DBE1. Pendekatan ini memberikan perhatian yang sangat besar pada sekolah sebagai titik pengiriman data dan informasi pendidikan dan membantu pemangku kepentingan kabupaten agar dapat menelaah lebih baik dimana sebenarnya kebutuhan dan prioritas itu berada. Proses Renstra diharapkan akan selesai dalam triwulan yang akan datang dan pengumpulan data akan dimulai di kabupaten-kabupaten pada putaran berikutnya. Berdasarkan usaha perencanaan pengembangan kapasitas yang telah dilakukan sebelumnya, program rintisan di Kudus telah mendapatkan fokus dan arahan yang lebih baik dalam triwulan ini. Garapan yang intensif yang dilakukan di kabupaten ini telah membuahkan hasil dengan terbentuknya sebuah tim untuk mereformasi sistim dan kerangka regulasi manajemen sumber daya manusia dalam bidang pendidikan. Menindak-lanjuti serangkaian lokakarya dan konsultasi internal, studi banding akan dilakukan ke empat kabupaten dan satu provinsi yang berhasil menunjukkan praktik-praktik yang layak dicontoh dalam aspek-aspek manajemen sumber daya yaitu di Jembrana, Gorontalo, Sleman, Sragen dan Daerah Istimiwa Yogyakarta. Tim ini telah mengembangkan sebuah rancangan keputusan untuk mendukung reformasi di Kudus. Diharapkan rancangan ini akan direvisi berdasarkan hasil lawatan studi tersebut. Sistim manajemen personalia yang dikembangkan secara konsultatif di Kudus, selanjutnya akan diimplementasikan di kabupaten-kabupaten tambahan mulai triwulan yang akan datang. Keuangan Pendidikan Selama triwulan ini, panduan Analisis Keuangan Pendidikan Kabupaten/Kota (AKPK/DEFA)5 telah dimutakhirkan sejalan dengan sistim keuangan dan anggaran kabupaten yang baru yang diperkenalkan oleh Departemen Dalam Negeri. Di Jawa Barat, Banten, Jawa Tengah, Jawa Timur, dan Sulawesi Selatan, selama triwulan ini, tim lintas sektoral mulai melaksanakan analisis keuangan dengan menggunakan pendekatan dan bahan-bahan AKPK dan hal ini masih berlanjut. Setelah analisis ini selesai, tim dapat melaporkan biaya pendidikan kabupaten secara keseluruhan dan porsi biaya pendidikan kabupaten terhadap APBD, biaya per murid untuk setiap jenjang pendidikan, dan untuk apa uang itu dipakai (biaya operasional: gaji dan non-gaji atau biaya modal). Analisis yang dilakukan sekarang ini juga dikaitkan dengan pendapatan pendidikan, sehingga akan lebih memperkaya proses perencanaan kabupaten.

5 Selama triwulan ini, menindak-lanjuti saran dari USAID, berbagai istilah yang dipakai dalam programprogram analisis keuangan telah dibakukan dengan menggunakan istilah-istilah yang dipakai dalam bahasa Indonesia. Dengan demikan, “District Education Financial Analysis (DEFA)” menjadi Analisis Keuangan Pendidikan Kab/Kota (AKPK); “School Unit Cost Analysis (SUCA)” menjadi Biaya Operasional Satuan Pendidikan (BOSP) dan “BOS Impact Study (BIS)” menjadi Analisis Dampak BOS (ADB). Dalam laporan ini, istilah dalam bahasa Inggris masih tetap dipakai dihampir semua bagian laporan.

Menurut rencana, pekerjaan ini akan rampung dalam triwulan yang akan datang dan hasil-hasilnya akan dilaporkan ke pemangku kepentingan pendidikan tingkat kabupaten, provinsi dan nasional. Dua program telah ditambahan untuk mendukung kegiatan analisis keuangan dan ke dua program ini diterima dengan baik oleh berbagai kabupaten. Kedua program ini adalah: (1) School Unit Cost Analysis (SUCA) atau Biaya Operasional Satuan Pendidikan (BOSP) yang memaparkan secara rinci informasi mengenai bagaimana kabupaten/kota membiaya operasi sebuah sekolah, yang dinyatakan dengan istilah ”biaya per siswa”, dan (2) BOS Impact Analysis atau Analisis Dampak BOS (ADB), yang menghitung dampak mekanisme pendanaan langsung pemerintah pusat yang dikenal dengan singkatan BOS (Bantuan Operasi Sekolah.) Seperti yang telah disebutkan di atas, saat ke dua program ini diperbincangkan dan diperkenalkan di kabupaten-kabupaten, ke dua program mendapatkan perhatian yang sangat tinggi dari pihak kabupaten. Potensi untuk program analisis keuangan DBE1 yang diperbaharui dan direvisi untuk mendukung debat kebijakan yang berlandaskan informasi dan perencanaan di tingkat kabupaten tampak kuat. Program analisis ini akan direalisasikan dalam triwulan berikutnya sebagai BOSP, sedangkan analisis BOS akan rampung di kabupaten-kabupaten kohor pertama, yang selanjutnya akan dijadikan masukan bagi perencanaan dan program pemerintah kabupaten. Program Tata Layanan Dalam laporan priode ini, kegiatan tatalayanan kepemerintahan (di proyek ini mengacu pada istilah Good Governance Sektor Pendidikan atau GGSP) mencakup pemetaan pemangku kepentingan, lokakarya berbagai pemangku kepentingan putaran kedua, pembentukan dan fasilitasi forum GGSP di tingkat kabupaten, dan fasilitasi yang dilakukan selama pengembangan Rancangan Peraturan Daerah Pendidikan. Pemetaan untuk 28 kabupaten yang baru saja rampung menunjukan adanya keterbatasan pemahaman di kalangan pemangku kepentingan pendidikan di tingkat kabupaten, dan kurangnya koordinasi di antara berbagai kelompok yaitu: DPRD, Dewan Pendidikan, organisasi masyarakat sipil dan press atau media lokal. Pemetaan ini juga memberikan basis yang baik untuk melaksanakan lokakarya bagi pemangku kepentingan yang berasal dari berbagai kelompok, dimana banyak di antaranya yang telah berperanan penting dalam pembentukan forum governance sektor pendidikan. Pemahaman dan koordinasi yang meningkat di kalangan pemangku kepentingan akan mendukung proses perencanaan kabupaten dan hal inipun akan mempunyai dampak positif terhadap perencanaan keuangan dan persiapan anggaran tahunan kabupaten (APBD) untuk tahun 2009, yang sebagian besar akan berlangsusng selama triwulan yang akan datang. Keterkaitan antara program governance, analisis keuangan dan perencanaan kabupaten akan menjadi lebih jelas pada saat proyek dan

program-programnya itu berkembang dan matang. Keterkaitan ini akan dikembangkan lebih jauh dalam triwulan yang akan datang. DBE1 juga memfasilitasi penyusunan Rancangan Peraturan Daerah untuk Pendidikan di kabupaten Sidoarjo, Sibolga dan Soppeng. Ini adalah proses penyusunan yang baru dan akan terus berkembang sejalan dengan kegiatan DBE1. Banyak kabupaten-kabupaten yang telah menyatakan keinginan mereka agar DBE1 memberikan bantuan dalam memformulasikan peraturan daerah guna meningkatkan mutu pendidikan. Beberapa di antaranya telah mengutarakan gagasan yang baik mengenai apa yang akan diatur atau bagaimana peraturan itu dapat berfungsi untuk mencapai tujuan tersebut. Perlu juga disebutkan bahwa berbagai upaya awal yang dilakukan secara terlepas dari pendekatan DBE1 seringkali menghasilkan sebuah reformulasi terhadap hukum yang ada pada tingkat yang lebih tinggi, misalnya Undang-undang Sistim Pendidikan Nasional. Pencapaian seperti ini pada dasarnya tidak memiliki makna yang mendalam. DBE1 saat ini mulai mengembangkan sebuah pendekatan, dan melalui pendekatan ini peraturan daerah dapat dikembangkan secara partisipatif untuk memenuhi kebutuhan dan prioritas daerah. Usaha pengembangan ini dilakukan berdasarkan berbagai upaya sebelumnya untuk memperkokoh manajemen data, perencanaan pendidikan, analisis keuangan, tata layanan dan pengembangan kapasitas. Pelatihan Komite Sekolah dan Kepemimpinan Selama triwulan ini, DBE1 melanjutkan penyelenggaraan pelatihan bagi komite sekolah dasar/madrasah, dan SMP/MTs. Pelatihan tingkat gugus telah ditindaklanjuti dengan kunjungan pendampingan ke sekolah dan madrasah yang dilakukan oleh pengawas setempat untuk membantu mengimplementasikan pendekatan baru yang mereka pelajari selama pelatihan. Dampak program ini cukup luas: seluruhnya ada 2008 anggota komite sekolah dan madrasah yang dilatih dalam priode ini ((Pria:1.565; Wanita: 443). Fokus pelatihan mencakup partisipasi komite sekolah dalam perencanaan dan pendanaan, transparansi, dan akuntabilitas dalam manajemen serta cara-cara untuk mendukung kegiatan-kegiatan sekolah. Para peserta juga mereviu peran dan fungsi mereka sebagai anggota komite sekolah dan mendalami mekanisme pembentukan komite sekolah yang sejalan dengan peraturan Depdiknas (Kepmendiknas 044/U/2002). Pelatihan dalam kepemimpinan diberikan kepada kepala sekolah dan madrasah di banyak kabupaten. Latihan kepemimpinan kepala sekolah, pelatihan komite sekolah/madrasah, dan pendampingan secara langsung dapat menopang implementasi program rencana pengembangan sekolah (RKS). Pelatihan inipun memberikan kontribusi yang sangat nyata kearah terbentuknya manajemen dan tata layanan yang berkembang di tingkat sekolah, dan melalui proses RKS, sekolah/madrasah bergerak maju menuju mutu pendidikan yang lebih baik.

Diseminasi praktik kegiatan yang layak untuk dicontoh 6 Replikasi program-program DBE1 dan praktik-praktik yang layak dicontoh terjadi di 30 kabupaten-kabupaten Kohor 1 dan Kohor 2. Sejumlah Rp. 1,176 milyar (USD 130,000), telah dijanjikan oleh kabupaten-kabupaten dan badan-badan terkait untuk tahun 2008 , terutama untuk membiayai diseminasi rencana pengembangan sekolah (RKS). Bagian terbesar dari dana ini adalah merupakan alokasi dari APBD. Sekitar 20 persen adalah dari dana non-APBD, termasuk dari yayasan swasta Muhammadiyah, dana Depag atau swadana dari sekolah-sekolah itu sendiri (dengan menggunakan dana BOS). Menurut rencana kabupaten, kegiatan diseminasi ini akan dilaksanakan di 1950 sekolah dan madrasah. Walaupun DBE1 belum dapat mengetahui secara pasti untuk dimasa yang akan datang bagaimana dana diseminasi akan digunakan atau bagaimana menjamin mutu berbagai upaya diseminasi, DBE1 dapat melaporkan bahwa perencanaan dan implementasi dari kegiatan ini sedang berlangsung di banyak kabupaten. Proses ini sangat bervariasi: ada beberapa program yang mendekati model yang dikembangkan oleh DBE1, sedangkan yang lainnya ada yang melaksanakannya secara ekstrim yaitu yang menyimpang sama sekali dari model DBE1, dan beberapa lainnya lagi hanya sekedar memberikan pengantar sosialisasi perencanaan pengembangan sekolah, atau studi banding. Di beberapa kabupaten, kegiatan itu telah dimulai di dalam triwulan ini, sedangkan yang lainnya direncanakan akan dimulai pada akhir tahun. Untuk memahami lebih baik perencanaan dan implementasi program diseminasi yang dilakukan kabupaten-kabupaten dan pihak-pihak lainnya, sebuah kajian replikasi yang direncanakan dengan seksama telah dimulai dalam triwulan ini dan akan dirampungkan dalam triwulan yang akan datang. Kajian ini akan membantu dalam menentukan faktor-faktor yang berkaitan dengan kesuksesan dan kegagalan proses diseminasi, sehingga akan memungkinkan DBE1 untuk mengarahkan usaha diseminasi kepada sasaran yang lebih baik lagi dalam upaya untuk membuahkan keberhasilan. Manajemen Data dan Informasi Kegiatan EMIS/MDI dalam triwulan ini terfokus pada pengumpulan dan analisis data untuk mendukung proses penyusunan renstra kabupaten/kota. Pada awalnya, PADATIWEB (Pangkalan Data dan Informasi berbasis Web) yang dikembangkan oleh Depdiknas diharapkan dapat berfungsi sebagai sumber data yang diperlukan. Namun dalam kenyataannya, hampir seluruh data yang diperlukan itu tidak lengkap atau sudah melewati masa berlakunya. Keyataan ini mendorong penggunaan pendekatan DPISS yang dikembangkan oleh DBE1 (sebagaimana dipaparkan di

atas) di banyak kabupaten. DBE1 akan terus menilai dan menggunakan PADATIWEB sebagai tambahan atau yang terkait dengan sistim DPISS. Penggunaan situs DBE meningkat secara signifikan. Informasi yang paling banyak diakses adalah materi yang diunggah oleh DBE1 yang berkaitan dengan berbagai keputusan tingkat kementerian dan DBE1, dan juga tiga panduan. Usaha untuk mengembangkan dan meningkatkan fungsi situs sedang terus berlanjut, berdasarkan rencana-rencana triwulan yang akan datang untuk menambah pemutakhiran kalender, galeri foto, pemutakhiran sistim informasi geografis (GIS/SIG), dan ”search engine” yang dapat meningkatkan kemudahan penggunaan situs. Didalam triwulan ini, proyek sistim manajemen data (PDMS) terus menerus dimutakhirkan. Perbaikan telah dilakukan untuk modul laporan pelatihan dan tambahan peta GIS untuk kabupaten-kabupaten Kohor 2. Dua modul baru telah ditambahkan pada Sistim Pelacakan Kegiatan Pelatihan, khususnya pelacakan kegiatan yang dilakukan oleh kabupaten dan sebaran peserta pelatihan. PDMS akan dikembangkan lebih jauh dalam triwulan yang akan datang, salah satunya hádala dengan memasukkan modul sistim pelacakan implementasi proyek yang akan memfasilitasi pemantauan kegiatan proyek. DBE 1 hingga saat ini membantu DBE2 dalam mengembangkan aplikasi perangkat lunak yang disebut School Report Card (SRC) atau Kartu Laporan Sekolah (KLS) yang memungkinkan sekolah untuk menyampaikan laporan sederhana mengenai kinerja sekolah kepada orang tua siswa dan anggota-anggota masyarakat. Selama triwulan ini, DBE1 memperluas program SRC dengan mengembangkaan School Database System (SDS) atau Sistim Data Sekolah terpadu yang akan memuat semua data yang diperlukan untuk memenuhi berbagai permintaan pelaporan seperti: penyampaian permohonan untuk akreditasi sekolah ke Badan Akreditasi Nasional (BAN), laporan mengenai penggunaan hibah atau dana BOS, rencana dan anggaran tengah tahunan dan tahunan. Sebuah versi rintisan SDS ini telah diperkenalkan kepada fasilitator kabupaten. Sehubungan dengan baiknya tanggapan yang diterima, SDS akan dikembangkan secara penuh dalam triwulan yang akan datang. Hibah Teknologi Informasi dan Komunikasi Tiga belas hibah (tujuh hibah untuk Tier-1 7dan enam hibah untukTier-28 baru-baru ini telah diimplementasikan di lima provinsi. Hampir semua kegiatan hibah berfokus pada peningkatan pembangunan kapasitas melalui pelatihan, pembangunan pusat kegiatan IT dan jaringan, pemberdayaan akses IT, dan pengadaan Warung Internet. Sejalan dengan rekomendasi yang disampaikan oleh tim Reviu Tengah Masa, DBE1 tidak mengusulkan untuk mengadakan program hibah ICT baru. Sebuah pertemuan dengan USAID, BP dan DBE2 telah dilaksanakan untuk mendiskusikan kemajuan program yang dilakukan melalui kegiatan kemitraan di Papua Barat. Sebagai hasil dari pertemuan, pekerjaan di bawah naungan kemitraan ini ditunda menunggu lebih jauh saran dan masukan dari USAID. Dalam triwulan yang akan datang, diharapkan telah ada suatu kesepakatan yang akan memungkinkan penyelesaian program yang telah dimulai dengan BP di Papua Barat. Juga diharapkan rencana-rencana untuk membangun kemitraan dengan Gramedia, DBE23 dan USAID dapat diselesaikan dalam triwulan yang akan datang. Sebagai hasil rekomendasi Reviu Tengah Masa, kemungkinan tidak akan ada lagi program kemitraan baru yang akan dikerjakan.

II.

Progress in implementing Tasks and Activities 1. District Selection The Mid-Term Review has initially recommended not to add new districts to the project. DBE1 is planning to extend our work in Cohort 1 and 2 districts until the end of the project. Anticipated Next Steps



Provincial stakeholders must be informed of decisions on Cohort 3 by teams comprised of USAID, Menko Kesra and DBE123.

2. District Coordinators District Coordinators (DC) continued to play an active role in the implementation of DBE1 programs in this reporting period. Training for them continued during the quarter. During the period there was a small turn-over in district coordinators. During the quarter two District Coordinators were promoted to become Senior District Coordinators who will serve all districts in the province. One District Coordinator in Sampang, East Java resigned; his replacement will be made in the next quarter. Two new Assistant District Coordinators for Tuban, East Java and Klaten, Central Java, were appointed during the quarter. Both districts have twice number of schools as most districts; hence additional support is required. Anticipated Next Steps

2.1 District Level Coordination All DBE1 Provinces carried out coordination activities with stakeholders in their respective provinces and districts for various DBE1 programs and activities. The coordination meetings are detailed in provincial reports in Annex 1. Some highlights are as follows. DBE1 team in Aceh met with provincial Bappeda and education Office to discuss databases for renstra formation. Although other donors had produced databases, the Head of the Education Office as well as the AusAID CEPA Project prefer the DBE1 database. Team members in North Sumatra together with DBE2 and 3 staff met with the provincial Bappeda office too, resulting in a commitment from Bappeda to be actively engaged with DBE1 at the district level.

Central Java team took part in a provincial level coordination forum attended by representatives of the international donor community. 3. Decentralized Planning and Management of Education Services 3.1 School Development Plans (RPS/RKS) Elementary Schools (SD/MI) Cohort 1

Initial school development plans for Cohort 1 elementary schools were completed in the period February-August 2006. In 2007 DBE1 conducted training on plan implementation and assisted these schools to update their plans. The updating was completed in four provinces by July/August 2006; North Sumatra completed this by December 2006; Aceh has not yet begun updating. DBE1’s Year 3 workplan calls for another round of updating assistance for Cohort 1 schools. The updating to take place this year will also include changes in the structure of the plans in accordance with a new regulation on school planning issued by MONE in 2007. In this reporting period, Central and East Java began the second round of plan updating. The second round of updating is expected to be completed in all provinces except Aceh in the next quarter. Aceh is expected to begin first round of updating in the coming quarters. Cohort 2

Meanwhile, the RPS/M development process has reached different stages in different Cohort 2 districts. In Aceh, RPS training was completed for nine schools and madrasah in Aceh Tengah and seven in Bireun. Team members in Aceh were also involved in presentation of completed RPS to school-level stakeholders in Aceh Besar and Pidie. Initial RPS for Cohort 2 schools has Community consultation at MI been completed in all the other Miftahul Huda, Sampang, East Java provinces. Completed plans as well as strategic issues identified in the plans have been presented to community and district level stakeholders consisting of the Head of District, Head of Education Office, District Development Planning Board, and others. These events provided opportunities for school community members and district stakeholders to engage in open discussions and provide suggestions regarding the presented programs.

Because school development plans for Cohort 2 as well as Cohort 1 schools were based on MONE’s 2005 regulations, when the plans for Cohort 2 are updated they will be aligned with the new 2007 regulations. Updating for all Cohort 2 schools will be completed by July 2008 except for Aceh. Junior Secondary Schools (SMP/MTs)

Training for all DBE Cohort 1 and 2 junior secondary was completed in most provinces during the quarter excepting North Sumatra where the process will be completed in the next quarter and Aceh where we are not yet working with junior secondary. In Central Java, workshops were conducted to present completed RKS/M for all DBE schools (40) to district-level stakeholders such as Head/Vice Head of District, Regional Secretary (Sekretaris Daerah/Sekda), Head of District Education Office, District Development and Planning Board, District Parliament, Education Council, and others. A total of 339 people (M: 281, F:58) took part in these workshops. During the workshop in Karanganyar, for example, issues that were discussed included uneven distribution of teachers among schools and the fact that around 50% of student tuition fees have not been directly allocated to support efforts to improve education quality. During a similar workshop in Klaten, participants raised the issue of the mismatch of teachers’s qualificiation with subjects they are required to teach. In South Sulawesi, similar workshops were also carried out in all nine districts and attended by total of 296 people (M:207, F:89). In Pinrang and Soppeng completed RKS/M were presented and discussed in renstra development workshops thereby adding a bottom-up planning element to the district planning process. 3.2 District Planning and Management9 Strategic Plan Preparation for Education Office (Rencana Strategis/Renstra) During the reporting period, information-based, medium-term education planning work commenced in 17 districts: three districts in each DBE1 supported province 9

except in NAD where two districts are being assisted10. The assistance program started with a special two-and-a-half day off-the-job training program for the district planning teams from three districts in each cluster. Each planning team has ten members with eight focusing on the actual planning work and two on data analysis. In reality, two different programs were conducted in parallel: the first providing an overview of how to carry out the different steps in the planning process and the second one on how to use DPISS for data analysis. Further there was a number of overlapping sessions explaining the DPISS application and how DPISS results can be used in plan preparation. It is estimated that it will take the district planning teams three to four months to complete a strategic plan for their district. DBE1 technical support is estimated at 20 days per district which will be provided during around six visits spread out over the entire planning period. A key feature of DBE1 planning methodology is a strong focus on schools as the schools are the places of service delivery. Consequently, schoolbased data is required to prepare school-based plans. Not unexpectedly, district planning teams had major difficulties in collecting school-based data. In some districts this kind of data was available but only in hard copy format, which made it necessary to do major data entry work.11 In other districts, we found data aggregated at the Renstra Training in Central Java sub-district level and again in other districts it required a lot of patience to trace the school-based data sets. After having completed this task, all in the first cluster of 17 districts have now moved to the next stages in the planning process. The experience gained till now clearly demonstrates that major work remains to be undertaken to help the districts move towards information-based planning and management. The next round of school data collection scheduled for September 2008 constitutes a great opportunity to make progress in this area. Another problem encountered was the collection of reliable population data. The official source is BPS but, as its estimates are made on the basis of projections, the majority of the districts refused to use this data to calculate gross and net enrollment 10

District level interventions in Year 3 of the project for the most part will be carried out sequentially in 3 clusters of about 17 districts per cluster. Some activities involve joint meetings/workshops with representatives from representatives from each district in the cluster; other activities take place within each district. 11 In April we checked MoNE’s Padatiwebsite and found that data was available for only 17 out of the 49 DBE1 assisted districts, which clearly demonstrates that we are not the only ones who have difficulty in getting education related data.

indicators. As to the latter indicator, there is a major problem of interpretation as the percentage of children aged below seven years is steadily increasing, which negatively influences this indicator. When all grade-1 elementary school learners are six years old, the net enrollment rate will drop to around 84%. Some interesting data analysis results include the following: •

Repeater rates in grade-1 elementary are relatively high which seems to indicate a lack of school preparedness.



Repeater rates gradually drop for higher grades with the lowest rate for grade-6.



In general, dropout rates are low with almost all schools reporting a rate of under 1%, which is the minimum service standard. Admittedly, this may have been caused by under reporting.



Strikingly, girls perform better than boys on a wide range of indicators (e.g. lower repeater rates, lower dropout rates).



As to gender balance, an interesting development was found in Sukabumi, a rural district with one of the largest education delivery system in the country, where more girls (53.7%) attend kindergarten than boys (46.3%), although participation at this level of education is still low.

Many districts still have a considerable number of small schools (between 10 and 20% schools with less than 90 learners), and classroom condition is still far from satisfactory. In general, student to teacher ratios are low and teacher distribution remains a problem with teacher surpluses in Participant of Renstra Training in North Sumatra read group discussion result on some schools and teacher shortages “Vision and Mission” in others. Interestingly, we found in some districts a cluster of good schools in a specific area (for instance in Tapanuli Utara eleven out of the twelve high performing SMPs were found in Kecamatan Siborong Borong, which is, by the way, not the district capital). Also clusters of low performing schools were found. High performing school clusters should be studied to find out what they do right and the low performing ones what they do wrong. Experience to date clearly demonstrates that DPISS analysis results enrich the planning process and help the district planning teams to get a much more detailed picture of strengths and weaknesses of the education delivery system. Experience, however, also tells that it will take time to develop effective education planning capacity at the district level as planners will have to learn to ask the right questions

and see the interrelationships between the different components of the education delivery system. Anticipated Next Steps

Human Resource Management, Asset Management and School Supervision

The Capacity Development Plan (RPK) prepared with DBE1 assistance in Year 2 of the project constituted the basis for DBE1 interventions at Education Office of Kudus District. During a two-day workshop in January 2008, the Education Office officials decided that priority should be given to human Workshop of Kudus Human Resource resource management development. Management Officials also decided that development of asset management and school supervision should commence at a later stage. Further, they opted for a phased approach with efforts during the first phase focusing on identifying policy issues in human resource management, identifying options to address these issues and then selecting the preferred solutions. It is planned that the results of this process will be laid down in a Head of District Decree (Peraturan Bupati). The second phase will focus on developing the systems and procedures to support implementation of the policy objectives. Here again, it is planned that these systems and procedures will be formalized through Head of District or Education Office Decree. The third phase will focus on disseminating the results to other DBE-1 assisted districts. A special team has been established for human resource management development. The team is comprised of members from Education Office, District Personnel Board (Badan Kepegawaian Daerah) and principals of both public and private schools from all levels of education. To ensure progress, a core team of five members led the development process of District Head Decree. During the initial stage, team members were reluctant to look for innovative solutions and restricted themselves to “cutting and pasting” text and articles from central government regulations. However, gradually a shift occurred. Options that were beyond consideration during the early stages of the process were heatedly

discussed later on. Examples of new approaches to human resource management included in the draft Decree are the following: 1. A shift to a performance-based approach for staff appraisal, candidate selection for academic programs, certification, and other career development programs. 2. A shift from “past entitlements” to a more rational and needs-based approach that will help rationalize the use of resources. 3. Introduction of more plan-based management practices. 4. Introduction of human resource management information system. During a one-day workshop in March school principals, teachers and school supervisors - the key persons concerned with Decree - had an opportunity to give their views on the draft document. Key inputs were related to staffing requirements (for instance each Elementary School should have one administrative staff, one librarian, and a night-guard, whereas Junior Secondary, Vocational and High Schools should have one laboratory assistant), staffing arrangements (married couples should not be allowed to teach in the same school), teacher work load (24 hours or 18 hours with six hours preparation time), the formulae to determine the number of vice-principals, status of head of subject area for vocational schools, how to deal with private school teachers and whether to introduce a system of specialized school supervisors (special supervisors for subject area and others for school management). To widen the team’s understanding, DBE1 designed a special program to visit four districts and one province that are well-known for their innovative public administration practices. The districts selected to visit were: (i) Jembrana for introducing a performance-based incentive system, an effective management information system, and the introduction of free-education program; (ii) Gorontalo for its effective practices in teacher recruitment, deployment, introduction of multigrade teaching and school mergers; (iii) Sleman for performance appraisal, career development, and promotion: (iv) Sragen for its information systems; and (v) Yogyakarta Province for early retirement mechanism and outsourcing. Interview guidelines for the field visits were prepared during the reporting period and the program is scheduled to be implemented in April. It is planned that the draft decree will be adjusted on the basis of study visit results, although it remains to be seen to what extent the team is ready to work innovative practices into the document. 3.3. Education Finance District Education Financial Analysis (DEFA) DEFA is designed to answer three key questions: 1. What is total education expenditure and what is its share of district total expenditure? 2. What is the per pupil expenditure for each level of education? 3. What is the money spent on (operational expenditure: salary and non-salary and capital expenditure)? During the quarter the DEFA manual was updated with a view to ensuring that there is consistency between the manual and the new district budgetary and financial system introduced by Ministry of Home Affairs (Regulation No. 13 of 2005 and its subsequent revision No. 59 of 2007). The changes were relatively minor and principally concerned the introduction of the new terms and alignment of the Excel sheets to the new formats. During January, the DBE1 West Java/Banten, Central Java, East Java, and South Sulawesi provincial teams visited Cohort 1 and Cohort 2 districts to discuss their interest in DEFA, obtain their commitment and decide on the establishment of DEFA technical team. A typical DEFA team comprises five members: three from Dinas Pendidikan, one from Bappeda and one from the district Finance Department. The inclusion of non-Dinas Pendidikan members in the team has proved to be effective as it has helped to get access to district financial documents (APBD and other documents). During February and March support has been provided for conducting the analysis. Progress has been satisfactory. During the reporting period work has also been undertaken to enrich DEFA analysis by linking educational outputs and outcomes to DEFA results. The complete picture of use of funds and results achieved will help improve internal management and external accountability. Further, it is expected that by disseminating results-toinputs information the public policy debate will become more focused and profound resulting in better policies, which in turn should lead to improved education. School Unit Cost Analysis (Biaya Operasional Satuan Pendidikan – BOSP) The overall purpose of the School Unit Cost Analysis program is to provide detailed information on “how much it costs to operate a school”. The result is expressed in terms of expenditure per pupil and not in terms of expenditure per school since, if

the latter were used, there is no incentive to merge small schools as all schools will get the same amount irrespective of the number of children they serve. The SUCA program is implemented through a series of four workshops at the district level. Workshop 1 aims to build a common perception, including an introduction to the methods used. Workshops 2 and 3 focus on calculating school unit costs for primary, junior secondary and senior secondary education. Workshop 4 aims to identify policy issues and options for review by decision makers. By using a participatory approach, the workshops are expected not only to produce “numbers” (SUCA), but also to promote policy discussion among education stakeholders. In general, the response has been very positive. After having been introduced to DBE1’s education finance related programs, almost all DBE districts in West Java/Banten expressed interest in calculating BOSP with support from DBE1. The same has been the case in other provinces, in particular in South Sulawesi. In reality, the districts’ interest in the BOSP program has only increased during program implementation. All participants are very enthusiastic with their respective roles with school representatives focusing on the technical aspects of BOSP calculation and policy makers on providing inputs where necessary. By being involved in the SUCA calculation process, policy makers have a great opportunity to learn from the different stakeholders, which will be of use to them when they are involved in education planning. Some districts have already a clear strategy on how they want to use SUCA results. For instance, in Karawang, which has a free-education policy for primary and junior secondary education, the Education Office plans to write on the basis of SUCA results an official note (nota dinas) to the Head of Karawang District outlining “policy implications of and implicit recommendations for” freeDiscussion among Karawang education policy. Meanwhile, in Sukabumi District SUCA team members and Lebak, districts that have no freeeducation policy, the results will be used to increase awareness among the community of school needs to support teaching-learning processes and to assess whether or not financial contributions from the community are still needed in addition to the BOS funds. In short, there is the high but realistic expectation that the SUCA program will better inform education policy discussions at the district level. Anticipated Next Steps

Good Governance Sektor Pendidikan - GGSP In this reporting period, GGSP activities included mapping of stakeholders, Cluster 2 Multi-Stakeholder workshops, establishment and facilitation of GGSP Forum at district level, and facilitation during the development of drafts of District Regulations on Education (Rancangan Peraturan Daerah Pendidikan.) Mapping of stakeholders in 28 districts showed that the understanding of stakeholders, namely representatives of District Parliaments, Education Council, and CSO regarding matters related to education is still considerably limited, in particular for districts located outside Java. This can be inferred from the low number of district representatives who are familiar with the laws and strategic regulations related to education. This limitation affects their productivity in developing and establishing education-related rules and regulations. Out of 28 mapped districts, only five districts had Education Councils that actually established regulations for education improvement. Although in general Education Councils are committed to increasing the education budget, the process of developing rules and regulations still has not accommodated public participation, transparency, and concerns related to gender. Organizationally, most of the council members consist of former or current Education Office personnel and the councils still heavily dominated by men, most of whom are in or near retirement age. These characteristics play a significant role in their rather low contribution in the process of advocating and monitoring education quality in their region. Despite the fact that some Education Council members are highly educated, and were former personnel of Education Office or academics, the overall contribution of the Council is often very limited. This was found to be partly due to their inability to understand the complexity of issues related to education. In general, Education Councils do not have their own work plan, let alone being involved in the process of managing education. In addition, they also have to deal with a limited budget. Participants of Good Governance Focus Group Discussion in Surabaya

Contributions of Civil Society Organizations (CSOs) have been very limited in all the mapped districts. The main CSO tasks of advocacy and monitoring are often

conducted without in-depth analysis. As a result, strategies used are often ineffective, not innovative, and not supported by adequate publications. Most CSOs tend to discuss alternative education as a possible way out, but there is very little or no consideration for matters such as rules, regulations, and budgeting. Up until today, because of their limited contribution, CSOs are not considered as main actors in the effort to improve education in the country. Education is one of the main focus areas for many of the major media organizations in the provinces, such as Jawa Pos in East Java and Harian Indonesia Baru in North Sumatra. The newspapers publish columns on education issues, employ a journalist that handles these issues specifically, and report on education matters with great interest almost always on a daily basis. On the other hand, the media in the districts rarely include education-based news in their reporting. This is due to a limited ability in writing articles as well as understanding of education issues. For both media in the provinces and districts, most news is often sensationalized, although some bigger-market media are becoming more facts-based and use news to encourage readers’ opinion and input in the matters. Lack of available and valid information seems to be the constant constraint of informative reporting. In this reporting period, nine districts in North Sumatra, South Sulawesi, and East Java conducted Cluster 2 multi-stakeholder workshops. These meetings were attended by representatives of District Parliaments, Education Councils, Civil Society Organization, and media. The level of interest was high as these events provided a rare opportunity for stakeholders to meet. Previously, the lack of such meetings caused a level of distrust to exist between the organizations, even though it is clear that education development requires a concerted and coordinated effort from all parties involved. However, as a result of these workshops, stakeholders have begun to realize the need to have a regular coordination and cooperation effort. This was stated, for example, by the Head of Education of Tebing Tinggi, North Sumatra as well as in East Java and South Sulawesi. The media response to the workshop was positive. In addition to reporting actual events, media reported on related issues such as good governance, gender analysis, education budget analysis, and others. In South Sulawesi, for instance, the GGSP related issues were published as part of a series of article reports. Ujung Express published the report in a series of four articles, Palopo Post in 2 series, and Parepare in 2 series. The workshop also encouraged the establishment of Good Governance Education Sektor (Good Governance Sektor Pendidikan.) In North Sumatra, several district parliaments stated their commitment to develop rules, regulations, and education budgets in transparency. Other District Parliaments also stated their commitment to be more open to public participation and transparence in discussing and developing the whole process. They also indicated that they would encourage full participation of Education Council and CSOs in their related activities. In addition to workshops, DBE1 team members facilitated the development process as well. In East Java, DBE1 team members provided facilitation to Sidoarjo District

Parliament in developing a draft of District Rules and Regulations on Education (Rancangan Peraturan Daerah.) The drafting of the legal paper was supported by a DBE1 consultant. In Sibolga, North Sumatra, a similar activity took place. In Soppeng, South Sulawesi, together with several CSO representatives, the team also facilitated the District’s Ranperda process. Multi-stakeholder forums were also established in several districts. Usually, the forum is lead by the current head of the district education office and regularly meets once a month. In Tapanuli North Sumatra, as a result of the forum, the district government agreed to allocate Rp. 45 million from its Annual Budget to support forum activities and is committed to try to reduce incidents of teachers’ excessive use of physical force on students. The Education Council also provided in-depth analysis on the current need and requirement for teachers’ certification. These initiatives will be presented to the Head of District and other district governments for further review. Anticipated Next Steps

4. Increased Community Participation in the Provision of Education: School Committee Training 4.1 School Committee Capacity Building and Training on Role and Function Training on Role and Function of School Committee

DBE1 provincial offices continued to facilitate training of elementary as well as junior secondary school and madrasah committees in this reporting period. As can be seen from Annex 3: Analysis of Training Beneficiaries, a total of 2,008 members of school and madrasah committees were trained in this quarter (M:1,565, F:443).

Elementary

During January and February, committees in Bireuen, Pidie, and Aceh Besar received training. In West Java and Banten, training for Phase 3 was provided for committee members in Cohort 1 schools (Lebak, Tangerang, and Karawang.) In Central Java, training for all Cohort 1 schools and madrasah committees was completed, with schools and madrasah in Jepara as the last district trained. A total of 176 people took part (M:104, F:72.)

Mentoring of school/madrasah committees was also conducted during this quarter to support their activities, such as the development of internal rules and regulations (Anggaran Dasar/Anggaran Rumah Tangga or AD/ART), work plans, or committee restructuring. In East Java, a total of 168 people (M:103, F:65) took part in these facilitation sessions in Pasuruan Committee of SDN Komis 3, Sampang, and Sampang. On January 9, for met to develop school’s internal roles example, Pasuruan District Facilitators and regulations. together with DBE1 East Java team members facilitated AD/ART and program development in SDN Kedawungwetan 4. In SDN Banjar Tabulu, Sampang, team members also provided assistance when the school committee restructured the organization. Junior Secondary

School committee training for junior secondary was conducted in North Sumatra Cohort 1 (Deli Serdang) and Cohort 2 (Tanjung Balai and Dairi) districts. A total of 45 participants took part in these training sessions (M:34, F:11.) Topics of training included school committee’s participation, transparency, and accountability in supporting school activities. Committee members also reviewed their roles and functions as well as committee establishment mechanisms in accordance with MONE regulations (Kepmendiknas 044/U/2002.) Training for the rest of North Sumatra districts was completed in the last quarter. Anticipated Next Steps

4.2 Leadership Training for Principals In this quarter, principals from junior secondary schools and madrasah in North Sumatra Cohort 1 (Deli Serdang) and Cohort 2 (Tanjung Balai and Dairi) received training. A total of 25 people took part (M:19, F:6) in training sessions that included review of participants understanding of leadership, study of different leadership styles, as well as analysis of participants previous experiences in leading their

schools. In Deli Serdang, in addition to school principals, the vice principals also attended the sessions. In Tanjung Balai and Dairi, school supervisors also took part. Meanwhile, on March 25, DBE1 Central Java conducted district-level leadership training for principals from five Cohort 1 districts (Kudus, Jepara, Boyolali, Klaten, Karanganyar) and 1 Cohort 2 district (Purworejo.) This Leadership Training participants in Tanjung training, facilitated by the Provincial Balai, North Sumatra Coordinator, specialists, senior district coordinator, and facilitators, was attended by principals from SD/MI and SMP/MTS, supervisors of SD/MI and SMP/MTS, and Islamic schools supervisors (pengawas pendidikan Agama Islam.) A total of 233 people took part (M:181, F:52.) Anticipated Next Steps

5. Replication of Local Governments’ Best Practices Replication of DBE1 programs and best practices is occurring across 30 Cohort 1 and Cohort 2 districts as described in the table below. A total of 1.176 billion rupiah (USD 130,000) has been committed by districts and other agencies in 2008, mainly to replicate school development planning (RKS). The bulk of these funds are allocations from APBD (district budgets). In addition, some Rp 223 million is committed from non-APBD funds, including private foundations such as Muhammadiyah and Hang Tuah (in Surabaya), MORA funds or schools themselves (BOS). During this quarter an additional Rp 50 million was committed by MORA in Training of Trainers for East Java District Facilitators

East Java. According to district plans, replication is planned in 1,950 schools and madrasah. Whilst we cannot say with certainty how these funds are disbursed and used, we can report that planning and implementation of replication activities is taking place across many districts. The process varies widely, with some programs closely following the DBE1 model and, at the other extreme, some only providing an introductory ‘socialization’ to school development planning or a study tour. DBE1 is supporting the replication process by providing TOT training for facilitators, generally school supervisors, who are then funded to conduct the training by the districts or other sources. Following the national meeting on review of school-level training materials (RPS, school committee and leadership training) conducted in Yogyakarta from February 11 to 15, DBE1 West Java and Banten, Central Java, East Java, and South Sulawesi carried out Training of Trainers for District Facilitators and Coordinators. From March 2 to 4, Training of Trainers was conducted for all Cohort 1 Districts (Kudus, Klaten, Boyolali, Klaten and Karanganyar) on school-level activities including review of RPS/M Manual, Training of School Committee and Leadership, as well as School Database System (SDS.) This training was attended by total of 53 people (M:41, F:12.). In East Java, the training was conducted from March 10 to 12 and aimed to improve district facilitators’ and coordinators’ understanding of management and governance efforts at school level, DBE1 interventions at school levels, roles and functions of district facilitators in ensuring program continuity, school-based data, and training materials. Participants took part actively in the training and supported

the decision to conduct leadership and school committee training prior to RPS development. Participants also agreed that district facilitators will play an important role in implementing and monitoring DBE1 programs after the project completion in 2010. Offices of District Education as well as Religious Affairs agree to include the School Supervisor Working Group and Islamic School Supervisors Working Group as part of the effort. Similar objectives were also achieved during Training of Trainers for District Facilitators and Coordinators of South Sulawesi. In Cohort 2, Training of Trainers was also conducted from March 4 to 6 for Central Java Cohort 2 district facilitators and coordinators from Blora, Grobogan, Klaten, Demak, and Purworejo. This training was held to provide further information regarding DBE1 school-level activities, training materials, as well as replication strategies. At the end of the session, each district’s education office, education council, and facilitators presented their respective action plan. Some examples of replication being conducted across the districts are as follows:

In Banda Aceh eight schools took part in RPS replication effort funded by APBD.



Funding from APBD has been allocated for ten schools in Karawang. However, replication has not yet commenced. Meanwhile 45 schools in Rengsdengklok have already commenced replicating RPS using their own funds, Rp. 100,000 per school. Ten schools have commenced RPS replication in Lebak.



In Klaten, Central Java: participants from 120 schools were introduced to DBE1 programs in replication meetings between January 7 and 9.



In Surabaya, throughout this quarter, DBE1 assisted the Elementary and Junior Secondary Education Council of Muhammadiyah with their replication program. This included an introduction to the RKS process and school/madrasah profile, followed by initial workshops and facilitation of RKS with stakeholders. Funding for replication, Rp. 150,000,000 was provided by Muhammadiyah Surabaya. Throughout the RKS development process, participants were assisted by seven facilitators appointed and funded by Muhammadiyah.



Sidoarjo: In this reporting period, DBE1 East Java facilitated replication efforts in Tarik sub-district. Funded by APBD 2008, the efforts were focused on RKS development process introduction, facilitation in completing school profile information and in conducting workshops phase 1 to 4. Since the District Budget only allowed eight schools to participate in the process, three schools used their own funds to take part in the RKS development process as well. A total of 176 people (M:124, F:52) took part in the whole process. Sidoarjo District allocated Rp. 357,000,000 from its 2007 District Budget to support similar replication efforts in Jabon and Candi sub districts which will take place in April-May period.

Tuban: A total of 60 schools in Palang and Rengel sub districts contributed Rp. 12,000,000 each to finance RKS training. Currently all schools are still in the RKS development process.



During this quarter RPS replication was conducted in Pangkep, South Sulawesi, involving five schools from Ma’rang sub-district and five from Pangkajene sub-district. This workshop was facilitated by DBE 1 district facilitators and respective sub-district school supervisors.

In order to better understand the range of approaches being taken to replicating DBE1 best practice, and to determine the factors associated with success, and conversely with lack of success, an extensive study of replication is currently being undertaken and will be completed in the coming quarter. It is expected that the results of this study will improve the focus and effectiveness of DBE1 efforts to promote and support replication of best practice. Also related to replication, a Media and Publications Strategy has been developed during this quarter which will focus efforts in this area towards supporting replication and sustainability of project outcomes. The key strategies are: 1. to produce user-friendly manuals and training materials which can be used by local government, schools and non-government agencies to implement DBE1 developed programs which improve quality of management and governance. 2. to produce materials which promote good practice, such as books, film and promotional materials (fliers, posters etc), and 3. to work with the media to promote good practice by reporting more on success stories and human interest stories rather than reporting on events 4. to publish national reports on outcomes of DBE1 studies, including in the educational finance area, and to promote these through media and stakeholder events in order to influence policy The draft Media and Publications Strategy is included with this report as Annex 6. 6. Data and Information Management 6.1 EMIS Assessment MONE’s EMIS called PadatiWeb should provide data that districts need for planning. The data are organized in 25 tables depicting inter alia number of schools, enrollments, grade, students, teachers, classroom, and school status. However, as of the end of March 2008 only 17 out of 49 DBE districts had data available through PadatiWeb that could be used for DBE1 planning programs (Figure 1). Since DBE1’s District Planning Information Support System (DPISS) uses the same data sets as the ones for MONE’s EMIS – PadatiWeb (see Figure 2 as reference) in the DBE districts where planning data was not available from PadatiWeb, we used a strategy whereby DBE1 staff worked together with district staff to collect the required data. In some places, district education offices recruited technical high school students to input data. As a result the strategy helped district staff to improve supply of and demand for data while at the same time improving their capacity to use data. 6.2 DBE Website 12 As of March 2008, the DBE website had received 396,364 hits since the website was launched in 2005. At 104,682 hits, the usage during this quarter, January – March 2008, constitutes 26%, a significant portion of the total number of hits during February 2006 – March 2008. This means that the number of DBE website users is increasing. However, there was a sharp decline in the last week of March 2008 (about 2,774 hits) compared to the average of around 7,800 hits during the last week of December 2007 to second last week of March 2008 period (see left side of Figure 3). Monthly hits tend to be constant averaging 34,894 hits per month (see right side of Figure x). The decline beginning the week of March 16 may be due to the fact that March 20 and 21 were holidays. We expend the trend will continue to increase in the coming quarters.

During the quarter DBE1 continued to upload information from DBE123 into various sections of the Website, primarily: News, Good Practices, Resource Materials, and Partners. Annex 4 contains a list and description of uploaded information and updated links to other websites. Initial analysis indicates that the top ten requests for documents during the quarter were for resource materials uploaded by DBE1 related to various ministerial decrees; also among the top ten downloads were DBE1 and 3 manuals (see Table 4 below). Improvements were made in the organization of Resource Materials during the quarter. These include addition of document category called “Manual and Training Modules” to provide easy retrieval of various manuals required for replication programs (RKS/M, School Committee, or Leadership Training). Further, a calendar of DBE activities is now also updated regularly (Figure 4).

Two new modules were added to the Training Activities Tracking System, specifically, tracking activity by province and training participant distribution. 1. Training Activity by Province

This module provides training activity data for a specified time for a specific province (Figure 5). The module provides information such as training title, training type, training venue, training date, and training participants categorized into groups (“unsur keterwakilan” e.g., principals, school committee members). See Figure 6. The module also has the facility to convert the results into spreadsheet files (Excel) for further use offline. 2. Training Participant Distribution

Another PDMS feature finalized during the quarter is organization of training data by training participant type and by head count. Both types of data are needed for different reporting purposes. The first type provides data based on classification of trainees (e.g., principals, school committee members.) This data shows the range of DBE1 training interventions: for example the number of school principals trained. However, this distribution does not provide data on the frequency or amount of time spent in training. The second type of distribution provides data of training based on frequency of training attended by each and every trainee. This second type of data is required for USAID reporting purposes.

DBE Geographical Information System (GIS)

During the quarter data for Cohort 2 districts was added to the GIS. The data include district, sub-district and village maps as well as basic statistics for the district (e.g., number schools and students) and basic profile data for each DBE school (Figure 8).

6.4 School Database System (SDS) DBE1 has been assisting DBE2 in developing application software called School Report Card (SRC) to disseminate school performance reports to parents and community members. During the quarter DBE1 expanded the SRC program by developing an integrated School Database System (SDS) that will include all the data needed for several reporting requirements in addition to the SRC; these include: data to prepare for school accreditation to be submitted to National Accreditation Board (Badan Akreditasi Nasional - BAN), reports on the use of their BOS grants, and medium term and annual plans and budgets (Figure 10). ICT Grants

Thirteen grants comprise of seven Tier-1 14 grants and six Tier-2 15 grants are currently at the implementation phase. The grants disbursed in five provinces (Figure 13) are comprised of seven ICT Innovation EMG Grants and six ICT Access / Hotspot Grants (Table 5). Most of grantees main activities are focused on capacity building improvement through training, IT Center/Connectivity/ network establishment, and Internet Café.

8. Public-Private Alliance 8.1. BP Alliance – Papua Barat

In February, a meeting took place between DBE12, USAID, BP and British Council to gain clarity on each partner’s program activities, plans, and potential synergy moving forward. As a result of the meeting, it was mutually agreed that all PPArelated activities taking place in Papua Barat must be conducted together with British Petroleum or British Council. This agreement was reached to emphasize the partnership between USAID and BP in Papua Barat in particular in the education sector. USAID requested that partnership activities be put on hold until working relationships between the partners are clarified. During the quarter, DBE1 completed the recruitment process for a Papua Barat Local Coordinator to carry the program forward. Further action regarding the Local Coordinator placement to Papua Barat is still awaiting USAID directions on the program’s future plan.

8.2. ConocoPhillips Alliance: Central Java and Yogyakarta Training for School/Madrasah Management Committees for Rebuilding

In January, DBE1 Yogyakarta team conducted training for schools and madrasah management and reconstruction/rehabilitation teams in Kabupaten Klaten and Kabupaten Bantul. A total of 17 schools (14 SD, 1 SMP, 1 MI and 1 PKBM) from Kabupaten Klaten and seven schools from Bantul (3 MTs, 2 SMP, 1 MI and 1 PKBM) attended the training. A total of 179 people, 141 male and 38 female took part. In February similar training was conducted in Yogyakarta for seven schools, two madrasah, and one PKBM located in Sleman and Yogyakarta. Throughout these two days, total of 69 participants (M:53, F:16) from various backgrounds including principals, teachers, school committee members, community members and local government officials participated. Members of the school/madrasah/PKBM and rehabilitation/reconstruction team received training aimed to improve members’ capacity in carrying out rehabilitation/reconstruction process independently and self-sufficiently. Throughout the interactive sessions, participants of these training were encouraged to learn about different roles and functions of each component involved in the process, various procurement and administrative requirements, and reporting procedures. To familiarize participants with rebuilding process, they were required to work together to build a mock class room using resources available from three different mock vendors In Sleman, participants were also given information regarding inclusive schools and the importance of involvement and contribution from surrounding communities. Also taking part in the opening ceremony were representatives from Corporate

Approval of School Reconstruction/Rehabilitation Grants

Out of a total of 35 schools targeted to receive reconstruction/rehabilitation grants, during the quarter 18 grants were approved and awarded by USAID/DBE1. Distribution of Grants

DBE1 began to disburse grant funds during the quarter. Total value of Phase 1 Grants awarded was Rp. 48.000.000 - (equivalent to $5,333.33). These grants were disbursed to two schools in Kabupaten Klaten, two madrasah and one school in Kabupaten Bantul, two schools in Kabupaten Sleman and one school in Kota Yogyakarta. These grants will be used for hiring a planner/architect to conduct background survey and develop technical drawing, budget and work plan. Upon successful completion of Phase 1 Grant process, Phase 2 Grant will be awarded. It is expected that by the next quarter, the Phase 1 and Phase 2 Grants will be awarded to all schools, madrasah and PKBM so that the reconstruction/rehabilitation process can start.

School and Madrasah Mentoring

The DBE1 Yogya team continued to assist schools and madrasah in developing Grant Proposals. Budget negotiations took place with schools and madrasah in order to help the schools finalize their proposals. The negotiation was conducted to increase efficiency, to review the budget based on the results of the market survey and to ensure that the budget does not exceed the allocated grant fund. The efficiency can be achieved by i) encouraging surrounding community to participate in site cleaning activities (preparation and finishing) and demolition and, ii) completing secondary tasks only if there are funds remaining from the budget. The DBE1 Team will ensure that these efficiency measures will not reduce the quality of construction.

8.3 Developing New Alliances

A meeting with Chevron Geothermal Indonesia in Kabupaten Garut took place in March to discuss the possibility to replicate DBE program in the schools located in the vicinity of the company. There is a possibility to form alliance with Chevron Geothermal Indonesia but further discussions will need to take place. In March, in a meeting with Gramedia, a DBE plan was discussed. In this plan, the alliance with Gramedia will focus to help district public libraries that had already been selected as recipients of DBE1 ICT Grant Program to upgrade their existing collection. It is anticipated that the alliance with Gramedia will be finalized in the second quarter of 2008. Anticipated Next Steps

9. Gender DBE1 continues to highlight gender issues throughout its management and governance interventions. As a result stakeholders become more aware of gender issues in education. As an example as discussed above, data analysis shows that girls perform better than boys on a wide range of indicators (e.g. lower repeater rates, lower dropout rates). Through our governance interventions we found that although in general The District Education Councils (Dewan Pendidikan) are committed to education budget

increase, the process of developing rules and regulations still have not accommodated public participation, transparency, and concerns related to gender. We also found that organizationally, most of Council members consist of former or current personnel of Education Office and women are under represented. We expect that when these issues are raised in public forums, gender issues will be more closely considered in education planning and policy formulation. 10. Conflict In Aceh, three of five districts in the DBE program are post conflict areas. They are Aceh Besar, Pidie, and Bireun. We are finding post conflict affects on implementing our programs in some of these areas. For example, in one post conflict district, the newly appointed head of the district education office said that he was appointed to this office as a reward for his role in the previous conflict. However, this individual has no background in education; hence he is not able to provide the leadership and support to implement DBE programs in that district.

III. Training for Project Beneficiaries In this reporting period, there were 388 training sessions that were conducted in all provinces and attended by total of 6,217 participants (M:4,327, F:1,890.) In addition to interventions at school-level, implementation of DBE1 district-level programs such as DEFA, SUCA, and Renstra was carried out by most provinces in this quarter. (Please see table 8 and 9 below for training breakdown by provinces and participant categories.) Out of 6,217 training participants, highest number of participants was school committee members with 2,008 people (32%) and school teachers with 1,448 (23%.) trained for this topic. Total number of participants went up significantly from 3,808 during last quarter to 6,217 in this quarter due to the increase of DBE1 interventions at district level. As an illustration, during October to December period, DBE1 trained total of 61 representatives of Local Government, CSO, and District Parliament, whereas for January to March period, the number of trained representatives from similar institutions increased to 203 people. For more detailed analysis of training beneficiaries by institutions and activities, please refer to Annex 3.

Monitoring and Evaluation Performance Monitoring Report Cohort 1 and 2 All DBE1 provincial teams (except NAD) collected Measure 4 for Cohort 1 schools and Measure 1 for Cohort 2 schools during the quarter. However, after conducting quality control checks, we found a number of inconsistencies as well as other minor mistakes in data entered by the provinces. Each province was required to revalidate the data; therefore, the plan to finalize the Monitoring and Evaluation report before April 2008 had to be postponed. We expect the next report to be prepared by June 2008. RPS Implementation Study DBE1 began to conduct a study on the implementation of the RPS program to find lessons learned in order to improve the program and share results with other stakeholders. Data on the implementation of RPS programs was collected and analyzed for 536 Cohort 1 schools in 553 Cohort 1 districts. Initial findings indicate that some 73% of programs/activities planned for the first year of RPS implementation had been or were in the process of being implemented by the schools (see Table 12.). This represents a significant achievement because in the past it was often the case that schools made plans because they were mandated to do so, but often the plans were not implemented.

that plans in fact are not being implemented. 16 Therefore, DBE1 will validate the data on a sampling basis. Second, we will attempt to determine reasons for not implementing the planned activities—is it due to unrealistic or poorly designed plans or due to other factors? 17 Finally, we will try to determine some of the factors that lead to plan implementation including a comparison in sample schools between implementation of plan implementation in the past in comparison with implementation of plans produced through DBE1’s program. DBE1 Replication Study By the end of the third year, many DBE targeted districts have replicated DBE1 programs. Some district governments and even some Islamic Foundations such as Muhammadiyah have allocated funds from their annual budget to support replication of DBE1 programs in their regions. To investigate the replication programs, DBE1 team members began collecting data on replication in Central and East Java Provinces. Some initial findings are presented below. Data collection in other provinces will be completed and a report will be prepared by the end of the next quarter. The forth coming report will focus on the process for implementing the DBE1 model and the quality of the plans. In the future we intend to monitor and report on implementation of the plans. Preliminary Findings

The findings vary among districts and schools. Some schools have completed their RPS and some have not. The training process is different among districts. Some districts followed exactly the steps that prescribed in the DBE1 RPS Manual. Some districts, however, did not always follow these steps. For example, they combined training 1 and 2 at the same time, and some schools did not have any assistance or mentoring from the Districts Facilitators or other persons in charge of the replication program. Three case studies are presented blow. They describe the different ways in which districts chose to replicate the RPS program. The results achieved clearly reflect the methodology used. Klaten, Central Java Kabupaten Klaten targeted 172 schools for replication. Unlike District Boyolali that completed the RPS development process, none of the replication schools in this district have produced RPS. The replication program in this district took place only in the form of three-day training; the first day to discuss about DBE1 and RPS programs; the second day to visit DBE1 assisted schools in Karanganyar and Boyolali; and during the third day all schools reviewed the lessons learned from the school visit and discuss their plan in the near future. There were not any trainings or other mentoring to target schools.

Kabupaten Karanganyar Replication program in Kabupaten Karanganyar was much better than that in Kabupaten Klaten. They socialized, trained, and mentored 72 core clustered schools. However, this was only partially successful because only the school principal was trained. Neither teachers nor school committee members were engaged in the activity. The result of the school visit found that among 4 schools, only one school completed the RPS, 2 schools only completed the school profile, and 1 school almost finalized the RPS.

Kabupaten Boyolali, Central Java Boyolali allocated Rp. 250 million to replicate DBE1 programs in 50 schools. So far, participating schools in Boyolali show promising results. DBE1 visited 11 schools to interview and to review their RPS. The team found that all schools completed their RPS and in designing the RPS, they followed the RPS manual designed by DBE1. All of the RPSs have complete school profile, programs, and budget for four year plan. The district still relies on DBE1 in providing resource person and financing the District Facilitators (DF.) Thus, the replication model is a transitional model from full financing by DBE1 to full financing by cooperating partner.

VI. Collaboration with Government In addition to the many routine and extra-ordinary collaborative and coordinating activities taking place at provincial and district levels and reported elsewhere in this report, a key coordination and collaboration workshop took place at central level during this quarter. The workshop held in Bandung in February was attended by MONE Directorate for Elementary and Pre-Schooling (Directorate TK-SD), counterparts from the MORA and Menkokesra, representatives from MONE and MORA provincial offices of Banten and West Java and school representatives. The workshop discussed DBE1 program implementation including RPS/RKS, school leadership, school report cards and school committee training. It was encouraging that eight staff from MONE’s Directorate TK-SD attended the meeting because efforts to engage this directorate have been frustrated during the past year due to personal political issues beyond the control of the team. A number of suggestions were made to improve the DBE1 programs, while at the same time a number of attendees stated their intention to begin to use the DBE1 materials at the national level (e.g., School Committee training materials.) Now that DBE1 is focusing of replication at the school/community level, a number of workshops and meeting will be held at the national and provincial levels in the future to examine the results of two studies now underway: Implementation of RPS and Replication. During the next quarter national level meetings and workshops will focus on district level accomplishments in the areas of education finance, strategic planning, and personnel management. School Development Planning (RPS) in Cohort 2 On January 21 to 25, DBE1 Aceh staff completed training of RKS phase 1-4 for nine schools, most of them in Lot Tawar and Bebesan Cluster, in Takengon, Aceh Tengah. On February 4 to 9, DBE1 Aceh staff carried out training of RKS phase 1-4, for seven schools in Samalanga, Bireun District. Replication On March 3-7, the first RKS replication in Aceh took place in SD 54, Banda Aceh. This represented a significant investment in DBE1 products by the Department of Education of Banda Aceh Municipality. Total of 8 schools took part in the process. Leadership Training for Principals: SMP/MTs From January 8 to 23, school leadership training was conducted in Deli Serdang, Tanjung Balai, and Dairi. A total of 25 people took part (M:19, F:6.) School Development Planning (RPS) in Cohort 1 Updating of RPS was completed by all schools/madrasah of Cohort 1 in the last quarter. In this quarter, schools and madrasah are in the process of implementing the updated programs. Monitoring program implementation by District Facilitators will be conducted in the next quarter. School Development Planning (RPS) in Cohort 2 The RPS development process was completed in this quarter, schools and madrasah are currently implementing programs listed in their RPS. Monitoring of program implementation by District Facilitators will be conducted in the next quarter.

School planning (RPS/RKS), Replication and Reference School

Replication DBE1 assisted RPS working groups (KKRPS) in SD Gugus V, Tanjung Morawa, Deli Serdang throughout the training for RPS development for seven schools. The replication effort was funded independently by schools and the budget was Rp.8,200,000. Phase 1 and 2 were conducted on February 5 and 6 while Phase 3 and 4 training took place on March 10 and 11. A total of 41 people took part (M:5, F:36.) School Work Planning (RKS) Throughout this reporting period, from February 25 to March 15, all Cohort 1 and 2 schools were trained in RKS development Phase 1 and 2. A total of 211 people participated (M: 152, F: 59.) As a next step, District Facilitators will facilitate the development of RPS document. From March 25 to 26, RKS training for Phase 3 and 4 was conducted in Dairi district. A total of 19 people took part (M:17, F:2.)

January – March 2008 Status of reference schools (update on visits during the quarter) During this quarter, specifically on 23rd January, Sekolah Acuan SDN 020263 in Binjai Utara and Sekolah Acuan SDN 173265 in Pahae Julu Tapanuli Utara were visited by the Mid-Term Review team from USAID. During the visit, members of the review team observed teaching and learning in classrooms and conducted interviews with the school head, members of the school committee and teachers in order to assess the development of the school and DBE programs in the two schools.

Strengthening School Committees

School Committee training Phase 4 is planned to take place in the April to June period. School Committee Training: SMP/MTs Training was conducted in Tanjung Balai, Deli Serdang, and Dairi. 45 participants took part in these training sessions (M:34, F:11.) Training for the rest of the districts was conducted in the October to December 2007 period. District-level programs Good Education Governance (Good Governance Sektor Pendidikan/GGSP) From January 9 to 30, several Focus Group Discussions were held in Binjai, Dairi, Tebing Tinggi, and Tanjung Balai. These discussions, held to map stakeholders current conditions, were attended by a total of 62 people (M:55, F:7) consisting of representatives of the Education Council (Dewan Pendidikan), NGO, and District Parliament.

District Education Governance

A GGSP workshop for Cluster 2 Districts (Tebing Tinggi, Tanjung Balai, and Dairi) took place between February 19 and 21. A total of 46 people attended (M:38, F:8.) As a result of this meeting, stakeholders agreed to improve coordination and communications from each districts by forming GGSP Forum for each district. On February 15, the Stakeholders Coordination and Communication Forum was established in Sibolga, based on a Sibolga Mayoral Decree. The Forum will meet twice a month to discuss education-related matters in the area.

Education Planning (Renstra) In this quarter, DBE1 North Sumatra assisted with Cluster 1 districts in developing their Education Strategic Planning. Renstra SKPD training took place in the Education Office of Sibolga, Tapanuli Utara and Deli Serdang. These activities took place from March 3 to 6 in Parapat, North Sumatra, attended by 34 people (M:25, F:9) from District Education Offices as well as from the Provincial Education Office and the Development and Planning Board. Support to Renstra: District Planning Information Support System (DPISS) Training in the District Planning Information Support System (DPISS) for all Cohort 1 District Coordinators took place between January 31 and 1 February. Training in the DPISS software application was given to the Education Office Renstra Team members on March 5 in Parapat, North Sumatra. This training was attended by six (M:4, F:2). The Data Information Specialist (DIS) and Assistant (DIA) assisted Education Office Renstra Team of Tapanuli Utara, Deli Serdang, Sibolga, in completing the required data entry for District Education Finance Analysis (DEFA) which was held from March 11 to 14.

No major activity this quarter. Training of Trainers for strengthening Cohort 1 District Facilitators This TOT workshop aimed to give DF in Cohort 1 follow-up facilitation by DBE-1. The TOT was attended by all Cohort 1 DF; 49 participants of whom 38 were men and 11 were women. School Development Planning (RPS) in Cohort 1 All RPS have now been updated following mentoring visits to 110 Cohort 1 schools by District Facilitators. School Development Planning (RPS) in Cohort 2 As of January 8, RKS/M in 102 Cohort 2 schools has been updated.

School planning RKS for Junior Secondary (RPS/RKS), Replication and 38 schools have completed RKS/M in this period, while all of the RKS/M in SMP/MTS piloting schools is completed. January – March 2008 In Lebak, school committee training was conducted on March 18 and 19. In Karawang, the training was carried out from February 20 to 23 and attended by a total of 140 people (M:76, F:64.) In Tangerang, Phase 3 school committee training also took place. The participants were very enthusiastic throughout the training. It was observed that the discussion was very interactive along with completing of the formula provided, so that the room became quite lively with an excellent exchange of ideas. The training was held at SD Sukasari IV and SD Karawaci Barat I on March 10 to 13.

District-level programs Good Governance in Education (Good Governance Sektor Pendidikan/GGSP) Report on District Mapping in Cluster 1

District Education Governance

The mapping report was completed, based on the results of Focus Group Discussions (FGD), interviews and media analysis. The analysis focused on aspects of the education program at district level which are facilitated by DBE, including RKS, RPK, Renstra, Legislation, Unit Cost, and GGSP. 2. National meeting between Governance Specialists A national meeting of Governance Specialists was attended by representatives from West Java and Banten in Bogor. At the meeting, analysis was conducted of the relevance and relationship between GS programs and the impact of the DBE1 program in each province, especially the results and implementation of the program at district level. Two RPK activities were conducted this quarter; in Sukabumi and Lebak Districts. As a follow up on the completion of preparing Rencana Pengembangan Kapasitas (RPK) or capacity development plans, the working following sessions were held: At Karawang Education Office on January 3 and 4: program and activity mapping and indicative financing for two management functions (FM Support for Principals and FM Administration). District Education Planning (Renstra) TOT for Medium Term Education Planning (Renstra) in Cluster 1 The TOT was held with the District Renstra teams in Kab. Lebak, Indramayu and Sukabumi and attended by 23 people (M:20, F:3.) Facilitating DPISS This activity took place in the context of data mapping for the Renstra in Cluster 1; Kabupaten Karawang, Sukabumi and Indramayu. Data was collected and entered in Sukabumi and Karawang. The Renstra process is being facilitated in three districts: Lebak, Sukabumi and Indramayu. All three districts have completed data inputting in preparation for Working Session 1. Working Session 1 in Lebak, Indramayu and Sukabumi On February 28 and 29, the first Renstra workshop was held in Sukabumi. The district Renstra team which attended this workshop consisted of nine participants (M:8, F:1) from Sukabumi Education Office. Working Session 2 and 3 in Sukabumi The independent working process was smooth, so the nine members of the Sukabumi Renstra team who attended the 3rd working session produced the following results: The substance of the Renstra was decided and analyzed, specifically including strategic issues, objectives, targets, programs and activities. DPISS data were corrected, and the steps to identify objectives, targets and examples were adjusted a little. Draft objectives and targets and programs based on the strategic issues were prepared. Program Implementation for Renstra in Sukabumi Three visits have been made to facilitate the process of preparing and revising Renstra in Kabupaten Sukabumi as follows: The first visit on January 29 and 30 aimed to input data for DPISS and assist in analysis of education service provision. The second visit on February 14 and 15 aimed to complete data inputting for DPISS and analysis of education service provision. The third visit, conducted on March 5 and 6, aimed to prepare a draft of strategic issues. Program Implementation in Lebak Three visits have been made to facilitate the process of preparing and

January – March 2008 revising Renstra in Kabupaten Sukabumi as follows: The first visit, on January 29 and 30, aimed to competed data inputting for DPISS and at the same time analyze the data already available. The second visit, conducted on February 5 and 6, had the same aim as the first. The third visit on February 12 and 13 aimed to extract the data from documents obtained from various sources such as Education Office, Statistical Bureau, and District Planning Agency, and immediately enter it into tables. Most of the DPISS data is not yet complete. Program Implementation for Renstra in Indramayu Two visits have been made to facilitate the process of preparing and revising Renstra: The first visit on January 31 and February 1 aimed to complete data collection and analysis of education service provision. The second visit was conducted on February 20 and 21. Progress achieved in the Renstra Program in Sukabumi The following outcomes were achieved as a result of the three visits conducted: The DPISS table has been completed, although only with data for a one-year period. Early childhood data is also still missing. The Renstra team members and provincial specialists handling DPISS are now focused on completing data entry using the table format table provided. The analysis of education service provision is focused on the DPISS data which is currently available. This analysis will support education planning for all levels: PAUD (early childhood), SD/MI, SPM/MTs and SMA/MA. The strategic issues identified are also based on the DPISS data currently available. Based on the results of strategic issue identification, the Sukabumi district team has revised the Renstra; particularly objectives, targets, programs and activities. Progress achieved in the Renstra Program in Lebak Bearing in mind that the DPISS data for Lebak Education Office are still incomplete, activities for the first visit focused more on completing data for Padati Web with support and direction from the DPISS team and SMK students and coordination from the DIS. At this stage there are still many errors in the data imported to DPISS and much of it needs correcting.

On the second visit, even though the DPISS data were still incomplete, it was possible to commence analysis of some of the data, for example some of the data for planning, early childhood and elementary schooling. Generally, the data is only for the latest year and the previous years’ data are not yet included. On the third visit, because the DPISS data were still incomplete, missing data were directly inputted from written documents. This approach takes a lot of time to enable the analysis of education service provision and is still not completed. Progress achieved in the Renstra Program in Indramayu Unlike in Sukabumi where the DPISS data is already complete, the situation in Indramayu is similar to Lebak. The first visit, over two days, focused primarily on completing and correcting data. Although the visit was preceded by a visit from the DIA to provide assistance in collecting data for DPISS, in fact much of required data was still incomplete. The second visit was ineffective as the data was still incomplete and the district team was unable to attend. As a result the planned facilitation was cancelled and the DPISS team worked independently with a number of members to complete the data and conduct initial analysis on the data available.

DEFA Workshop 1 The first DEFA Workshop was held at Hotel Sanggabuana Cipanas Cianjur on February 3 to 6 with the following outcomes as input into planning:

The percentage of the district budget allocated to education outside salaries was calculated. The average amount budgeted per student and education level was calculated. Funding sources for the education sector were outlined per student and education level. Facilitating DEFA and socializing SUCA in Kabupaten Lebak The visit to facilitate DEFA and socialize SUCA in Kabupaten Lebak produced the following results: The stage of inputting data using the templates provided for DEFA has not yet been reached, and consequently it was necessary to change the order in which the tables were completed. This is due to the fact that the DEFA templates are still unlinked. It is not yet possible to

complete the task because the data inputted must be moved to other tables that need completed, before linking the tables. Data for the district and Education Office budget have already been entered into the DEFA template. At the same time, a portion of the data for the provincial budget (APBD) and de-concentrated funds (APBN) has been entered. Analysis of budget allocation for education levels has been conducted successfully along with other tasks. DEFA in Kabupaten Lebak In Kabupaten Lebak the team is still completing the DEFA Excel format, because there is still some data not entered, particularly data from the Dinas Pendidikan Activity Program for 2007. Meanwhile other data has already been entered from APBD Banten Province; deconcentrated funds for education in Banten Province for 2007 and 2008. It is thus hoped that by the end of March at least a draft of the DEFA will be completed for Kabupaten Lebak. DEFA in Kabupaten Sukabumi. The DEFA team members who were involved with the workshop at the same time had to prepare the Education Office budget which constantly changed and included in the Annual Report. As a result work on DEFA has only commenced in the last week of March. 2008 Data from Provincial Education Office and on de-concentrated funding for education is still under discussion. DEFA in Indramayu. In this reporting period, data from District Annual Budget and Education Office Budget for 2007 and 2008 have been entered using the DEFA Excel format. 2008 Data from Provincial Education Office and on de-concentrated funding for education is still under discussion. SUCA SUCA Workshop 1 in Karawang The first SUCA workshop was held on February 22 and opened by the Head of Education Office of Karawang District. In the opening speech, the issue of funding for education from District Annual Budget was raised, along with the difficulty in calculating the need for operational funding and education policy directions in the district. The workshop was attended by 24 persons (M:23, F:1.) Among other things, the workshop participants, principally those from District Parliament, now understand well the value of the unit cost analysis, in summary: A shared understanding of Unit Cost is important amongst participants It is important to have a shared understanding of relevant laws, policies, regulations, etc.

In order to clarify opinions on free education (pendidikan gratis). A means of calculating standard educational performance. It is not possible with a 20% allocation to create a clever population. The representatives of elementary and junior secondary schools attending expressed concerns regarding the parameters for calculating BSNP compared with what is available in Karawang district. Workshop 1 SUCA in Sukabumi The SUCA Workshop was held in Sukabumi on March 4 and attended by 22 participants consisting of representatives from District Parliament, Education Council, Office of Religious Affairs, and others. As a result of the workshop, the Sukabumi SUCA team was formed based on Head of District Education Office Decree and Workshop 2 for SUCA was scheduled for March 27 and 28. SUCA Workshop 1 and 2 in Karawang The workshop for SUCA in Karawang was held over one day with the result that the SUCA team was formed, and a plan was made for the second SUCA workshop which was held on March 11 and 12. As a follow up the third workshop has been planned for April 2 and 3. The fourth workshop will be held on April 14 to finalize calculations for BOSP. According to this schedule, the SUCA program should be completed in Kabupaten Karawang by the third week of April. SUCA in Sukabumi The first SUCA workshop was held on March 4 and Workshop 2 on March 27 and 28. Workshop 3 and 4 are tentatively scheduled for April 7, 8, and 16. It is thus hoped that the SUCA program will be completed in Kabupaten Sukabumi by the third week of April. SUCA in Lebak The first SUCA workshop was held on March 13. The second Workshop is scheduled for March 31 to April 1. As in Karawang and Sukabumi districts, the SUCA program in Lebak should be completed by third week of April.

Among others, this coordination was conducted by DIS and Budget and Finance Specialist. As a result, a schedule for Renstra and the other activities was agreed. Preparation for the second Renstra workshop in Sukabumi In preparation for the third Renstra workshop in Sukabumi, District Coordinator coordinated with district teams for DPISS and Renstra. In this context data collection was conducted. Coordination between the Tangerang District Coordinator with Municipality Parliament, Education Council, and Mayor of Tangerang. This coordination activity concerned the replication program being conducted in 30 schools in three sub-districts in Kota Tangerang. The replication plan for the financial year APBD 2008 will be rolled out this year. Provincial Coordination Coordination between DBE1 and NGO “Sanggar” On February 27, DBE1 Chief of Party, Dan Moulton, came to Bandung to meet “Sanggar” NGO along with DBE1 West Java and Banten Provincial Coordinator, in order to discuss a number of matters associated with management and governance. It was hoped to establish a link between the DBE1 and Sanggar to create a synergy to improve education quality. Coordinating and conducting a seminar with West Java Education Office. Synergy between the programs of Office of Education at district level and the province level in West Java is important. The teams from Provincial Education Office, together with stakeholders from district Education Office, have begun to work on this. The discussion on relevance and synergy held on March 11 led to this workshop to discuss the education program in all districts in West Java. DBE 1, 2 and 3 were invited as specialists to outline the contribution from DBE and USAID in the province. The presentation from DBE opened with several outcomes achieved by districts supported by DBE, both Cohort 1 and 2; Indramayu, Karawang, Kota Bogor, Subang and Garut. Among the several points raised by the districts was the question of how the districts can receive technical support from DBE in the future in order to speed up the process of improving education in the various districts.

January – March 2008 Coordination for Rescheduling Grant Payment for ICT Grants On March 18, Budisari was visited by the DBE1 Jakarta and West Java/Banten team members. Discussion focused on the schedule for grant payment for the ICT Grant for Karawang and Tangerang with the key point being a re-scheduling in order to optimalize the ICT Grant. Coordination with Banten Province Office of Religious Affairs for Replication Replication activity in the province of Banten is ready to commence. PT Chevron is an American company in Indonesia working in the field of geothermal energy in partnership with PT Indonesia Power (PLN) and Pertamina. A number of important matters were discussed in the meeting, relating to community empowerment programs both under Chevron and DBE1. The atmosphere was one of sharing experience and information along with the possibility of a partnership between the programs.

A presentation on DBE1 together with DBE2 and 3 was given to West Java Provincial government in the program ‘Relevansi Program Pendidikan Diknas Provinsi dengan Kab/Kota Se-Jawa Barat’, on March 11. The presentation was given by Data Information Specialist who represented DBE1 West Java and Banten Coordinator. No major activity to report this quarter.

Leadership Training

From March 2 to 4, Training of Trainers was conducted for all Cohort 1 Districts (Kudus, Klaten, Boyolali, Klaten and Karanganyar) on school-level activities including review of RPS/M Manual, Training of School Committee and Leadership, as well as the School Database System (SDS.) This training was attended by a total of 53 people (M:41, F:12.) As a follow up, Leadership training was conducted on March 25 for all Cohort 1 Districts and attended by a total of 195 people (M: 149, F:46) Cohort 2 Similar training for Cohort 2 districts (Blora, Grobogan, Demak, Klaten and Purworejo) was conducted from March 4 to 6 and attended by 45 people (M:38, F:7.) Leadership Training was conducted on March 25 and attended by a total of 38 people (M:32, F:6) School Development Planning (RPS) in Cohort 1 On January 2, district-level workshop was held in Jepara while on January 31, similar workshop was conducted in Klaten and Karanganyar. School Development Planning (RPS) in Cohort 2 From January 24 to February 18, district level workshops were held with stakeholders in 5 Cohort 2 districts. Present were the Head of District, Head of respective Education Offices, District Development Planning Board, District Parliament, Education Council, and others. A total of 203 people took part (M:168, F: 35.) Schools and madrasah located at Cohort 2 district of Purworejo took part in training to develop their Annual Work Plan which was held on March 26 to 29 in Bener and Gebang Sub-Districts. A total of 86 people participated (M:72, F:14.) Replication From January 7 to 9, replication-related efforts were carried out and attended by 120 schools in Klaten District. Participants consisted of principals (M:67, F:53,) Teachers (M:66, F:54,) and school committee members (M:114, F:6.) In these meetings, participants were introduced to DBE1 programs. School Work Planning (RKS) From January 29 to March 13, workshops of RKS SMP/MTs were conducted and attended by total of 339 people (M: 281, F:58.) Several training to develop Annual Work Plan (RKT) were carried on from March 26 to 29 and attended by a total of 85 people (M: 75, F:10.) Strengthening School Committee Training: SD/MI School Committees On February 5 and 6, School Committee training was conducted for Jepara District. District Education Governance

Good Education Governance (Good Governance Sektor Pendidikan/GGSP) GGSP mapping was completed in Boyolali, Kudus, Jepara and Blora. A total of 93 governance-related stakeholders participated in this activity (M: 73, F:20). In these mapping activities, participants learned about the different views and perceptions that exist on education, roles and functions of stakeholders, and implementation of governance. On February 20, 19 people took part in a multistakeholder workshop in Karanganyar and (M:16, F:3.) Support to Capacity Development Plan: Human Resource Development (HRD) Management, Asset Management, and School Supervision After providing training to Kudus District Government on Management of Human Resource Development, Asset, and Supervision of Schools, DBE1 Central Java continued to assist in the development of a Decree on HRD Management to be issued by the Head of Kudus District.

District Education Planning and Capacity Assessment

District Education Planning (Renstra) The renstra development process began in Jepara, Klaten, and Karanganyar with a meeting in Salatiga on January 6 to 9 to provide supporting information to renstra preparation team on the development process. These meetings were attended by a total of 30 people (M:27, F:3.) Support to Renstra: District Planning Information Support System (DPISS) Team members from DBE1 Central Java continued to provide assistance to renstra preparation teams from Jepara and Karanganyar in gathering and completing inputting of data related to education, poverty, and population based on school-age groups.

District Education Finance

From February 4 to March 10, Workshop 1 was conducted in Jepara, Klaten, Karanganyar, Boyolali, Purworejo, Grobogan and Kudus. These workshops aimed to establish a similar perception prior to conducting the Analsysis of District Education Finance (Analisis Keuangan Pendidikan Kabupaten/AKPK.) Participants agreed that the analysis is required and should be regularly conducted by districts as basis on which to develop the Annual District Budget (APBD). On February 26, a meeting was held to review work of DBE1 in 2007 as well as to discuss 2008 workplan. On this occasion, considering the contribution of DBE1 in the region, the representative of the National Educaiton Office requested Boyolali Education Office to extend the Memorandum of Understanding with DBE1. During this meeting, the Education Office of Boyolali reported to the Head of Boyolali District on the allocation of Rp.250,000,000 to fund replication of DBE1 programs in some 50 schools this year. The District Education Office is also planning to allocate Rp.750,000,000 for 75 schools in 2008. Provincial Coordination On March 19, the Provincial Coordinator took part in a Coordination Forum which aimed to improve Central Java Provincial Government coordination with foreign donors/institutions. This meeting was also attended by representatives of other foreign donors and institutions, the regional group of districts around Solo (called Surakarta Karesidenan), and representatives of the Central Java Provincial government. On January 14, USAID Director, Walter North, visited Klaten. Representatives of DBE1 and LGSP facilitated the meeting with the Head of Klaten District and representatives of SDN Gondangan, Klaten which received a reconstruction grant from BP Migas as part of PPA work.

A total of 41 participants were present (M:32, F:9), consisting of District Facilitators and Coordinators of Cohort 1 districts, representative of the Education Office, and the Office of Religious Affairs.

Replication Surabaya Muhammadiyah Elementary and Junior Secondary Education Council Throughout this quarter, DBE1 East Java assisted Elementary and the Junior Secondary Education Council of Muhammadiyah in Surabaya in conducting replication-related efforts included introduction of overall process and school/madrasah profile, workshops, and facilitation of RKS to stakeholders. Funding for replication, to the tune of Rp.150,000,000 was provided by Muhammadiyah Surabaya. As part of the RKS development process introduction, a meeting was

This event was attended by a member of East Java Provincial Parliament, Bapak Kuswiyanto. Throughout the RKS development process, participants were assisted by seven facilitators appointed by the Muhammadiyah Basic and Elementary Education Council. Sidoarjo District In this reporting period, DBE1 East Java facilitated replication efforts in Tarik sub district. Funded by the District Annual Budget for 2008, the efforts were focused on the RKS development process, introduction, facilitation in completing school profile information and in conducting workshops phase 1 to 4. Since the District Budget only allowed 8 schools to participate in the process, three schools used their own funds to take part in the RKS development process as well. A total of 176 people (M:124, F:52) took part in the whole process. Sidoarjo District allocated Rp.357,000,000 from its 2007 District Budget to support similar replication efforts in Jabon and Candi subdistricts which will take place in the April-May period. Tuban District A total of 60 schools in Palang and Rengel sub-districts contributed Rp.12,000,000 each to finance RKS training. Currently all schools are still in the RKS development process. A total of 87 people (M:36, F:51) people took part and provided positive input to the process and contributed to the completed documents. Status of reference schools (update on visits during the quarter) Kota Surabaya On February 23, principals, supervisors, and school committee members of 12 Wahana Visi Indonesia (WVI) schools visited SDN Mojo Kompleks (SDN Mojo 3, 4, 5, 9 and 10) with 44 additional personnel in Surabaya. This visit was conducted for Wahana Visi Indonesia to learn about the functions and roles of school committees of SDN Mojo Kompleks. Representative of WVI, Bapak Johnny Sirait, mentioned that development of RPS as a mechanism to identify school needs and, subsequently, programs, provided a good opportunity for school community members (school committee members and class-based associations) to learn and improve their school condition. School Committee Training: SD/MI From January 5 to February 13, training of school committee members were held in Pasuruan and Sampang districts. A total of 168 people took part (M:103, F:65) in the events which included the development of work plan, reporting, and others. District-level programs

These meetings were followed by activities to identify and map the condition of stakeholders’, relationships between these and the needs of the districts. District Education Planning and Capacity Assessment

District Education Planning (Renstra) Renstra activities in the province were conducted in three districts, namely Mojokerto, Tuban, and Nganjuk. From February 11 to 13, Renstra training was attended by 44 members of districts Renstra teams (M: 27, F:17.) In addition, 11 supervisors from other districts also participated. In developing a Renstra, districts used two different approaches: -

Mojokerto and Nganjuk Renstra development teams, established objectives, programs and activities while establishing district education profile.

Tuban completed the district education profile first, then followed up with the establishment of objectives, programs, and related activities.

Unfortunately, throughout the development process, the team members experienced difficulty in getting together, due to conflicting schedules. DBE1 East Java team members were able to facilitate the meetings four times in Mojokerto, six times in Nganjuk, and twice in Tuban. Total of 82 people (M: 54, F:28) took part in the whole process. Support to Renstra: District Planning Information Support System (DPISS) Prior to the commencement of the renstra development process in Mojokerto, Tuban, and Nganjuk, DBE1 East Java team members (EPMS, DIS, SDC and DCs) were trained in utilizing DPISS software. These team members then facilitated districts’ renstra development team members in preparing data required in the process. In this process, districts team members had to overcome challenges posed by invalid data as well as their lack of experience in using Excel software for data processing. District Education Finance

In addition, these meetings were used to prepare team members prior to attending workshop which will be taking place in the period of March 31 to April 3. SUCA On February 11, the Provincial Budget and Finance Specialist trained two STTAs (Short Term Training Assistant) on SUCA and DEFA. These STTAs will assist the DBE1 East Java team through workshops and facilitation of SUCA and DEFA development programs. On March 10, SUCA Workshop 1 was conducted in Mojokerto to assist stakeholders in analyzing school unit cost and drafting education finance related regulations for the Municipality. A total of 22 representatives from schools (Elementary, Junior Secondary, High and Vocational Schools,) Education Office, Education Council, Law and Administrative Departments of Municipality Office took part (M:15, F:7). ICT & Data Management

Data and Information Management

PDMS All data related to training and facilitation have been entered into PDMS. Some, but not all, data related to training evaluations, training reports, and trainers lists, have also been entered into the system. District Coordinators were encouraged to use PDMS as source of data and information on an ongoing basis when they met regularly in provincial coordination meetings.

ICT/Hotspots and Grants

Tuban Implementation of the ICT Grant in Tuban District Library continued to take place in this reporting period. The challenges faced by the Library included a slow internet connection and competition from new Internet cafes in the surrounding areas. The Library is not able to lend out books to users because the library staff is still in the process of inputting book information to the digital system. Currently, out of 22,000 books, information for 8,000 is already uploaded into the system. Surabaya On January 11, the Surabaya Education Office and Grant consortium leader, PT. ITS Kemitraan, signed a Memorandum of Understanding on implementation of USAID Tier 1 and 2 ICT Grant programs. As a follow up, on February 10, the Data Information Specialist of DBE1 East Java assisted grantees in preparing the required initial report. On

As a sign of support, the Surabaya Education Office will attempt to provide 15 access points required to implement the program. Monitoring and Evaluation

Monitoring and Evaluation

On January 8, together with the East Java Provincial Education Office, DBE12 visited SDN Kedungombo 5 and 6 as well as MI Sumbersari Kowang in Semanding sub-district. These visits were conducted to determine school and madrasah readiness prior to the visit of the Mid Term Review team in February. SDN Kedungomo 5 and 6 had already completed their RKS development process while MI Sumbersari Kowang was still in the Phase 4 of the process. Monitoring and Evaluation Measure 4 for 82 schools and madrasah of Cohort 1 and Measure 1 for 182 schools and madrasah of Cohort 2 were completed. Data gathered for the Monitoring and Evaluation baseline for Junior Secondary schools was also completed in this period. Partnerships

Engaging District, Province stakeholders

District Coordination DBE1 East Java Provincial Coordinator met with stakeholders from Tuban District on January 8 and Mojokerto Municipality on January 15. Both meetings were carried out to discuss the commitment of stakeholders in carrying out DBE1 programs, i.e. SUCA, DEFA, BIA, and others, in the future. The meetings were also held to confirm stakeholders’ readiness prior to meeting members of Mid Term Review. High Level District Workshop Throughout January, DBE1 East Java met with stakeholders from seven Districts. These meetings, attended by 55 people (M:47, F:8) from the Office of Head of District, Secretary of District, District Development Planning Board, Education Office and Education Council, were carried out to provide opportunities for district representatives to discuss DBE1 contributions as well as stakeholders’ commitment to DBE1 program implementation. In Surabaya, however, the Municipality Development Planning Board requested DBE1 to assist the development of schoolbased management while the Education Office already stated its support for Renstra development program. For Bojonegoro and Bangkalan, the workshop will be conducted after the election of Head of District. Surabaya On February 9, DBE1 and 2 components (school principals, supervisors,

Visit of Mid Term Review team to East Java. From 4 to 6 February, MTR team visited non-DBE and DBE schools/madrasah and Junior High Schools. South Sulawesi DBE1 activity

January—March 2008 School-level programs Training of Trainer for District Facilitators. The training was conducted in two clusters: Cluster 1 for Cohort 1 and cluster 2 for Cohort 2. The training provided better understanding for participants, especially District Facilitators and Coordinators on school based management. This improved understanding helped the District Facilitators (DF) and District Coordinators (DC) in carrying out their mentoring activities more effectively. In addition, they were equipped with better understanding and techniques for facilitating leadership and school committee training. The plan for monthly meeting of school supervisors at district levels was discussed and scheduled. A total of 42 people (M:34, F:9) took part in the Cluster 1 Training and 36 (M:26, F:10) participated in Cluster 2. Replication

School planning (RPS/RKS), Replication and Reference School

During this quarter, RPS replication was conducted in Pangkep, involving 5 schools from Ma’rang sub-district and 5 from Pangkajene sub-district. The training/workshop for RPS replication was held at the hall of the Health Services Office of Pangkep District. Each school was represented by 4 people, so the total participants was 40 (M:22, F:18) This workshop was facilitated by the DBE 1 District Facilitators and respective subdistrict school supervisors. School Work Planning (RKS) Reviews and Workshop 2 were conducted during this quarter in all nine districts and attended by total of 296 people (M:207, F:89.) During this workshop, the School Work Plan Working Group drafted school program activities and estimated budget. The final RKS documents will be signed by the Head of District Education Office after being presented before the district level stakeholders. Pinrang and Soppeng districts conducted the district level presentation/workshops on March 19 and 26, respectively. These workshops aimed to involve the renstra team members and BIA workshop participants. In this way, the completed School Work Plans (RKS) developed by the Working Group members were discussed and shared with those who plan for district education program. DBE1 activity

January—March 2008 Mapping activities for GGSP Cluster 2 (Enrekang, Palopo and Luwu) and Cluster 3 (Makassar, Pangkep, Pinrang, and Sidrap) have been completed. A total of 17 representatives of District Parliament, Education Council, Civil Service Organizations, and Media took part (M:16, F:1.) Interviews were carried out at provincial level with Media, namely Fajar, Ujung Pandang Express, and Pare Pos. A Multistakeholder Workshop for GGSP was carried out in Parepare from March 4 to 6. It was attended by stakeholders from three districts, i.e. Palopo, Luwu, and Enrekang. The participants can be seen in the following table.

District Education Planning (Renstra) A workshop on Renstra SKPD for Cluster 1 (Pangkep, Pinrang and Jeneponto) was held in Parepare on February 18 to 21. It was attended by the District Renstra Team members (10 for each district). The workshop was facilitated by DBE 1 Jakarta and South Sulawesi team members. Pinrang and Pangkep have almost completed the data entry. The teams were enthusiastic when analyzing early childhood and elementary school data. The teams were also quite critical concerning issues brought up by each of the DPISS analysis outputs. This experience increased the teams’ awareness of the importance and usefulness DPISS program. They believed they would be able to immediately complete any information related to education data and situation as previously requested by the Head of District or other stakeholders. While analyzing data, the team also

January—March 2008 began to write renstra draft for Chapter 1 and 2. Jeneponto started to input data while identifying and collecting unavailable data. The Jeneponto team members were aware of time constraints and therefore were committed to get together to catch up with intended progress and results. Despite high initial commitment of Jeneponto District Education Office on this program, team members were often assigned other work which caused them difficulty in gathering and completing the process. As a temporary solution, team members met in the evening. Support to Renstra: District Planning Information Support System (DPISS) Training of Trainers DPISS which will support RENSTRA was undertaken on February 4 to 6 and attended by 15 participants (M:11, F:5.) SUCA Cluster 1 for School Unit Cost Analysis (SUCA) consists of Jeneponto, Makassar, and Sidrap. Details on workshops and participants can be seen in the table below. DEFA Workshop 1 on District Education Finance Analysis (DEFA) for Cluster 1 (Makassar, Pangkep, and Enrekang) was held in Parepare from March 11 to 15 and attended by 21 participants (M:16, F:5.) The participants shared information on the budget allocations in their respective districts, learned how to fill in the assigned forms in the Excel program, and discussed various strategies that might be used to identify and analyze the budget to improve education in their districts. Then, the district DEFA team committed to continue working on the analysis forms provided, which would result in better presentation of information to district level education stakeholders.

January—March 2008 BIA The involvement of school and community members in the workshop provided information about the impact of School Grants (Bantuan Operasional Sekolah/BOS) based on the perception and experience of the participants. The parents acknowledged that the Grant was very helpful for their children education. Through the discussion, the participants knew that there were schools that received financial contribution from the parents and community and the contribution was spent for investment or school-physical related construction. One of the constraints is that most of the workshop participants were government servants. This may be due to the fact that most of the students from the schools invited to the workshop are children whose parents are government servants. The BIA Workshop for SMP/MTs in Pinrang was held on March 18 and 19 and attended by total of 34 participants (M:26, F:8) from District Education Office, District Parliament, Planning Board, Technical Team, Administration/Finance Bureau, and school-level stakeholders. Similar workshop for SD/MI was held in Pinrang on March 27 and 28. In this event, 45 people participated (M:31, F:14.) These participants represented similar institutions as the ones mentioned above.

ICT/Hotspots and Grants

The ICT program in Soppeng is now carrying out internet-related training for Education Office (M:2, F:5) and Library staff (3 females). The training consisted of 16 meetings (2 hours per meeting). The contents of the training were written in the module format consisting of 12 topics, i.e. introduction to Microsoft Windows, the Internet and web, building websites, HTML, FrontPage, making tree-diagram, designing web-pages, building website contents, adding website components, programming web with ASP web, using FTP, and evaluation. On February 15, seven units of HP built-up computers including CD installer Windows XP were delivered to ICT Grantee in Pangkep. The delivery of these computers were conducted by DBE1 South Sulawesi staff and attended by Pangkep Head of District Education Office and representative of Religious Affairs Office.

District Coordination District-level stakeholders were invited to a meeting for a DBE 1 program introduction. During this three month period, the program has been introduced and offered to all districts in Cohorts 1 and 2. Generally,

January—March 2008 stakeholders that participated in these meetings were the Head of District or Mayor of Municipality, District Planning Board, Education Office, Office of Religious Affairs, Education Council, District Parliament, local media and CSOs. Provincial Coordinator and Provincial Specialists presented DBE1 programs and district stakeholders decided which programs to be developed and facilitated in their region. All districts placed SUCA program as a priority. Unfortunately, DBE1 facilitation and development of SUCA is only conducted in six districts at this stage. Other activities (not in Work Plan) Together with DBE2, a discussion was held with Bapak Toto Purwanto, Program Manager of British Council "Teluk Bintuni Basic Education Support Programme" The meeting was held to provide information regarding DBE target schools in Jeneponto and Makassar. Bapak Toto and his team members, consisting of Head of Education Office, Principals, and Teachers from Teluk Bintuni, Papua, will visit the schools in Jeneponto and Makassar from April 13 to 17. Annex 2: Success Stories ‘Green Schools’; Translating the School Development Plan into real activity At SDN Kepandean I, in Indramayu, West Java, the Principal, and members of the school committee and class-based association (paguyuban kelas) understand well the importance of caring for the environment. If other schools grow medicinal plants as part of their eco-friendly activity, this school community takes the idea one step further. The School Development Plan Working Group (Kelompok Kerja Rencana Pengembangan Sekolah) decided to make their school ‘environment-based’ (sekolah berbasis lingkungan) and set up several programs to achieve this objective. Led by its principal, Ibu Wardiningsih, and the Bapak Kusbandi, Head of SDN Head of the School Committee, Bapak Kepandean 1 Committee, Kusbandi, the school used the prize money they holding a ready-to-sell pack of Pupuk Kandang Dewantara. received from winning an environment-focused competition to buy 70 goats. Members of the school committee and paguyuban kelas care for these goats on a daily base. With some help from representatives of the District Health Office, they work together to process the goats’ manure into fertilizer. This natural compost, called “Pupuk Kandang Dewantara” is sold in Indramayu markets for Rp. 1,500 per pack. For each pack sold, the school gets Rp. 500. In addition, the school was able to sell one of the animals and use the fund to implement some of the other programs listed in its School Development Plan (Rencana Pengembangan Sekolah/RPS) document. It is Bapak Kusbandi’s hope that the school will be able to expand this activity so that “Pupuk Kandang Dewantara” can be distributed to more markets in West Java and provide more income for the school programs implementation in the future.

Limited resources do not limit contributions Prior to the DBE1 program, the Principal and teachers of SDN Banyukapah 1, Sampang, East Java, as in other schools, often felt alone while doing their job. Parents of students and the surrounding community members rarely showed interest in their children’s progress in school, let alone in the school’s condition. For most parents, the school was more like a depository where children spent four to five hours each day doing their own activities. Fortunately, with DBE1 facilitating the School Development Plan process, this situation has changed for the better. Through the school community members’ involvement in the process, they understand that efforts to improve education can not be carried out by the principal and teachers alone. Although most parents come from low to middle income brackets, this situation does not hinder their contribution to school activities. With encouragement from the School Committee and Paguyuban Kelas, parents began to be “guru intip” which literally means “peeping teacher.” Every day, one parent is assigned to come to one class and assist the class-room activities. This way, teachers are able to concentrate on the teaching activities while the parent makes sure that children follow the lessons properly. Parents who are also “guru intip” can learn first hand about the progress of their children in school. Although these sessions might look insignificant to some, they also provide more opportunities for the school principal, teachers, and involved parents to communicate more. A parent of second-grade student as “Guru Intip” taking part in class room activities.

This is certainly hoped to be a good start to encourage more contribution from parents in the effort to improve quality of education in SDN Banyukapah 1.

Introduction This Media and Publications Strategy clarifies DBE1’s policy and strategic approach. It is intended to ensure that DBE1 publications are of good quality and are aligned with the needs of the target audience, and that both publications and the media strategy support the project’s strategy for replication and sustainability. The strategy includes: 1. a standard procedure for review, publication and dissemination of project materials 2. guidelines for working with local and mass media 3. plans for conducting stakeholder consultations and an audience survey 4. a dissemination plan for key project reports and materials 5. a plan to develop and publish new materials including a film

Background In Year 3 DBE1 is increasing the focus and level of support for project dissemination and replication. This strategy is line with the current Workplan and fits with the broad development of project activity. During the initial two years of implementation the project focused on developing and piloting materials and approaches. The focus is now shifting to dissemination, replication and institutionalization of programs, initially with respect to school level activity. The appropriateness of this strategy was reinforced in comments made by the Mid-Term Review team which highlighted the need for a ‘clear, well-thought out, articulated vision [for] …replication and sustainability, and communication and advocacy’. 19 This Media and Publications Strategy thus responds to both the DBE1 Year 3 Workplan, which requires the development of a strategy, and the findings of the Mid-Term Review, which reinforce the need for a strategy. The Media and Publications Strategy also builds on existing policy and strategic documents including: (1) the Review of Materials on Education Planning, Management & Governance; Best Practices and Lessons for Replication (Report on Deliverable 12) (June 2007), and (2) the DBE123 concept paper, Towards Cohort Three; Thoughts on Sustainability & Replication (Submitted to USAID in September 2007).

Objective The objective of this Media and Publications Strategy is to provide clear direction for the development of media products and communications strategies which support DBE1 objectives for replication, sustainability, communication and advocacy. As such it is part of a broader replication and sustainability strategy.

Responsibility The responsibility for development of this Media and Publications Strategy and for coordination of its implementation rests with the DBE1 Replication and Capacity Building Advisor together with the DBE1 Communications Specialist. These two will work closely with two cross-component coordination groups: 1. the DBE123 Communications Working Group and 2. the DBE123 Replication Working Group. The DBE1 EMIS and ICT Specialist also shares responsibility for developing and implementing relevant aspects of the strategy including web-based publications. All DBE1 personnel, including national and field staff, are responsible for supporting implementation.

The replication (diseminasi) strategy 20 In order to place the Media and Publications Strategy in context, it is necessary to explain the replication strategy. DBE 1’s key strategy is to provide intensive support to a limited number of districts, and schools/madrasah within those districts, in the hope that the program will meet their needs and districts and stakeholders will replicate and expand the program using their own resources, creating a far greater impact. This is what is meant by the term ‘replication’.

Practices and approaches which meet stakeholder needs and improve the management and governance of basic education in efficient and effective ways are regarded as good practice.

Whilst the key stakeholders in this context are district governments, and especially Dinas Pendidikan, others may include yayasan and non-government school networks such as Muhammadiyah, provincial and national MONE and MORA offices, private enterprise, and service-providers such as LPMP and universities. Individual schools or clusters of schools may also opt to replicate good practice from DBE using their own resources. The DBE1 approach to replication focuses on: 1. building capacity to support both sustainability and replication, 2. improving the quality and distribution of supportive materials, and 3. providing limited and strategically phased-out technical support to assist districts and stakeholders in replicating project approaches, programs and good practices.

Initial effort is focused on replication of school development planning (RPS/RKS) and the strengthening of community participation in school governance. In order to support 20

replication and sustainable outcomes, some assistance is being provided during 2008. The following principles underpin the approach: 1. The main strategy is to document and disseminate examples of good practice and provide user-friendly support materials derived from the project 2. Additional technical support for replication within districts is limited to the implementation period in each district and will focus on the effective use of materials provided. This support should be seen as part of a broader ‘sustainability strategy’ which will enable districts to take full ownership and control of ongoing replication beyond the implementation period defined by the MOU. The strategy includes support for monthly workshops for District Facilitators and pengawas in target districts during 2008. 3. Support will be phased out over a period to encourage both quality/fidelity and ownership/sustainability. In the final stages of an exit strategy, the project may provide advice and guidance in planning or evaluating of replication activities but no longer support in implementation of activities. 4. Support for replication is confined to guidance and limited technical assistance provided by project personnel. e.g. DBE1 may provide an instructor/facilitator for a training activity but will not pay other training costs. 5. DBE1 has a special role to play at the district level in promoting and supporting replication of DBE123 programs. Successful planning, resourcing, implementation, evaluation and reporting of replication activities by districts are itself a significant capacity-building objective for DBE1. A replication manual has been prepared for districts and other institutions to support successful planning, budgeting, implementation, monitoring and evaluation of DBE1 replication programs. This may be linked to DBE2 and DBE3 programs in the future. 6. Cross-component coordination is also critical to success. We know from experience that quality improvements come from an integrated, holistic approach which simultaneously works to improve management, governance, teaching and learning. 7. Sustainability and replication are achieved through strengthening both supply and demand. DBE1 supports the supply side through building capacity among district facilitators (pengawas) and service providers at provincial and inter-district level. The role of media and publications in supporting this strategy is central.

Materials to support replication; Procedure for Review, Publication and Dissemination of Materials In line with the DBE1 project design, DBE1 produces two types of materials to support replication based on experience: 1. Products designed to support replication of good practice, including user-friendly manuals and training materials on: a. local government planning and management of education services, and b. participatory community school management practices; and 2. Publications singling out best practices and lessons learned; products and communications approaches designed to promote good practice, including articles in local and mass media and project published material (such as film, posters, leaflets).

All of those materials which are published by the project will be subject to the new procedures for review, publication and dissemination of materials. Key features of the new procedures are as follows: Review: Key manuals and training materials produced by the project will be reviewed, improved and re-published. This process will routinely involve national stakeholders to ensure that these publications align with government policy and strategic planning. Approval: A standard process for approving DBE1 publications in an efficient manner will be included. Official endorsements from GOI will be sought for final versions of key documents.21 Publication: Formatting will be further standardized and improved with the emphasis on making materials as attractive and user-friendly as possibly to support replication. Adoption of uniform branding standards is part of this process. The recent appointment of a DBE1 Communications Specialist and media officer will facilitate this activity. Key publications will be made available in limited hard copy, CD and web-based formats. Dissemination: A strategic dissemination plan will be developed as part of the overall communications strategy and in line with the Annual Workplan to ensure that replication materials reach target audiences as efficiently and effectively as possible. Important publications will be launched in events designed to gain exposure through the media. Evaluation: A new approach to evaluating the effectiveness of products through audience surveys and focus group discussions is also being developed and will be implemented as part of the review process. This approach will build on previous evaluation and review of

materials, such as the School Development Planning manual, and aligns with the project’s Monitoring and Evaluation framework. Web-publishing: In this context, DBE1 will continue to develop and manage a website to facilitate data and information dissemination, information exchange, learning, and to provide up-to-date reports on replication of project interventions for the three components. DBE2 is responsible for outreach, and DBE3 produces a quarterly newsletter for all three components. Manuals and training materials: Supporting replication of good practice Perhaps the most significant means of supporting replication through publications is to produce manuals and training modules – simple, practical and user-friendly guides to implementing and replicating the good practice of DBE1. DBE1 has produced a series of manuals and training modules, including the following: School level programs: •

These manuals have been developed participatively with national stakeholders and in some cases are endorsed by appropriate government authorities. They have been provided initially to districts where DBE1-trained facilitators are able to use them to deliver training and mentoring in non-target schools and sub-districts. Whilst the manuals for school level programs are at an advanced stage of development, having been piloted and refined over a period of more than two years, the manuals for district level programs are at an earlier stage of development and are still in draft form. The core manuals and training modules to support implementation and replication of school level programs have recently been reviewed, discussed with national stakeholders and are ready to be re-published. These manuals and the intended audience are illustrated in the figure below.

The Strategy: 1. A standardized format for DBE1 manuals and other publications will be developed. This will include standardized branding and use of GOI and USAID logos, standardized font, style, covers etc. 2. Official endorsement in the form of kata-pengantar will be sought for all manuals and modules for school-level programs 3. All manuals and modules for school-level programs will be republished in limited hard-copy, CD and web-based format. The web-site is being updated to ensure easy access to key manuals for replication. 4. An integrated packet or ‘box set’ of basic training / mentoring (pendampingan) materials to support replication will be developed and trialed in Cohort 1 districts. This box-set will include an introductory booklet providing advice on replication and use of the materials plus manuals for core initial programs from DBE1: school development planning (RKS), leadership training and strengthening school committees. DBE2 and DBE3 materials may also be included such as DBE2 introduction to active learning and DBE3 basic foundation modules. A CD softcopy version will be included in each box-set. 5. Manuals for district level programs will be piloted, revised and updated during this year. Consultations with national stakeholders will be a part of this process.

Identifying & promoting good practice In addition to producing manuals and training modules, DBE1 also supports replication by identifying and promoting good practice. Once identified, good practice is promoted in a number of ways. This includes use of both external and internal media: 1. Articles in mass media to promote awareness and encourage stakeholder interest; primarily newspapers and print media but also radio and television, 2. Web-based publications 3. Newsletters and promotional material 4. Special Reports 5. Books 6. Film In the initial phase of the project, publications and the media strategy focused more on socialization and promotion of the project than on replication. Now that the project has had time to develop and document experience-based good practice and to learn useful lessons to share with stakeholders and the wider community, DBE1 will focus more on a media strategy to support replication.

Articles in mass media Articles in mass media promote awareness and encourage stakeholder interest in replicating good practice; primarily newspapers and print media but also radio television and webbased publications. It is a difficult task to keep track of media coverage related to DBE. The project has developed a broad profile in Indonesia’s press and is routinely featured in daily newspapers and tabloids, cyber-news versions of the printed newspapers, TV and radio coverage. A survey conducted in June 2007 identified 127 recorded instances of newspaper coverage nation-wide. Most of these were reporting on events. A small number were more strategically describing and promoting good practice. In addition to print media, project activity has been routinely reported on local radio and television, often including interviews with project personnel and stakeholders. The Strategy: The use of mass-media is potentially an extremely efficient and effective means of encouraging replication. The aim is to shift the content of press coverage from reports on events to description of good practice. To support this strategy: 1. Guidelines for working with the media will be prepared by the Communications Specialist and training will be provided to project personnel. The guidelines will ensure compliance with USAID policy and will be consistent with the DBE1 Media and Publications strategy and with DBE2-3 guidelines. 2. Internal training will be given to provincial and district teams. The training will:

a. introduce the media strategy, b. introduce the guidelines for working with the media c. give participants the skills required to prepare press-releases d. provide examples and training on preparing success stories 3. Consideration will be given to using an ‘advertorial’ approach. Paid space in regional newspapers is available for routine columns featuring articles on good practice in education. Such an approach is likely to be far more efficient and effective in reaching a wide audience than use of a project-published newsletter with limited distribution. Articles could be prepared, collated or edited by the central office and distributed through provincial offices to the press. 4. A similar approach may also be used for radio. A pilot radio program could be prepared – using, say, a 10-15 minute magazine format to promote good practice. The program could then be routinely distributed free to local radio stations in cassette or CD format - initially in target districts. Content could include brief interviews with project personnel and stakeholders from district, sub-district and school level describing instances of good practice. This approach was successfully used in NTT PEP. It may be appropriate to contract the production of such a program to a local producer or NGO. Radio is a highly effective medium for reaching a wide audience – especially given the essentially aural nature of traditional Indonesian culture. 5. Human interest stories covering good practice may also potentially be aired on television. 6. Possibility of contributing regular articles to MONE’s internal newsletter which goes to all teachers in color will be explored.

Web-based publications In addition to DBE activity and good practice reported in mass-media, including cybernews versions, a large amount of material is published on the official DBE website, established and is managed by DBE1 on behalf of the entire DBE project. Included on this public site is a range of relevant documents, articles and pages – including project newsletters, news items, reports, good practice stories, manuals and additional resources to encourage and support replication. Most items are published in both English and Indonesian. The Strategy: DBE1 will continue to develop and maintain the website. The internal training for provincial and district teams will also: a. Familiarize participants with the website, b. Train participants in how to prepare material for the website c. Encourage participants to promote the use of the website and provide familiarization sessions to local stakeholders

Newsletters and promotional material DBE1 routinely contributes to the official project newsletter published by DBE3. One example of a relevant article published is ‘Seven Lessons on School Management and Governance’ (May 2007). Four editions of the newsletter have been published to date. The last edition was distributed in Bahasa Indonesia to over 5,000 stakeholders and members of the public throughout Indonesia – particularly focusing on target provinces and districts. In addition, the newsletter is published on-line on the DBE1 hosted website. Several of the DBE1 provincial offices have also published occasional newsletters – Aceh, North Sumatra and East Java. Aside from newsletters, the project has also published a number of brochures and fact sheets. A series of posters promoting community participation in school management and school-development planning were produced and distributed widely throughout project districts. Three posters were published and distributed in all Cohort 1 and 2 districts. The Strategy: 1. DBE1 will produce and disseminate a two-page glossy flier in mid-2008 to promote good practice at school-level and encourage districts to replicate the program 2. The internal training program will introduce the new material and discuss appropriate dissemination and use of the flier 3. An audience survey will aim to identify usage and effectiveness of the publications distributed to date including posters, brochures, fact-sheets, and newsletters. (It may be possible to design and conduct this survey in collaboration with DBE2 and DBE3 through the Communications Working Group.) 4. Depending on outcomes of the audience survey, the project may produce more posters or leaflets.

Special Reports DBE1 publishes occasional papers and reports for a range of audiences. These include reports for USAID to meet project deliverables, reports for PPA sponsors, and reports given to forums of stakeholders including donor coordination and harmonization groups, such as the paper presented in 2007 to the Regional Symposium on Islamic Education, held at the National Islamic University in Jakarta, titled Improving the Management & Governance of Islamic Schools & Madrasah; Lessons from the Decentralized Basic Education Project. The Strategy: DBE1 will continue to produce occasional reports as appropriate. Standardized format will be used following the new guidelines. Where these reports are deemed to be of wider interest and strategic value in terms of advocating for good practice and public policy reform, an official launching event will be held and media coverage will be sought through providing press releases and inviting press to the event. Such events may also be of interest to government and non-government stakeholders, academics and other donors. Special reports which may be launched in this way include

1. a report on findings of the financial analysis conducted in districts (DEFA, SUCA and BOI), 2. EMIS Assessment Report, 3. Issues Related to Education Governance, Finance and Legal Framework, and 4. Rehabilitation and Reconstruction Manual; School Buildings Post Earthquake

Books Good practice may be described and promoted by publishing books either internally or through publishers such as Gramedia with wide distribution. DBE1 has produced a number of books documenting good practice. In particular the project has produced four books compiling stories of parent and community participation in schools and demonstrating in very practical terms how increased participation leads to improvements in school performance, two at national level and two at provincial level (West Java and South Sulawesi). The Strategy: 1. DBE1 will continue to produce occasional books as appropriate. 2. The potential for PPA or collaboration with national publishers such as Gramedia will be explored. 3. Standardized format will be used following the new guidelines. 4. Where appropriate an official launching event will be held and media coverage as described above for Special Reports.

Film Film is a very powerful, effective and efficient means of documenting, portraying and promoting good practice. Use of local voices is important. Film can be easily and cheaply reproduced and distributed but should be professionally produced for best effect. Other projects such as LGSP, CLCC, REDIP and NTT PEP have successfully used film to capture and promote good practice. DBE1 is currently exploring PPA possibilities to support this proposal. The Strategy: 1. DBE1 will collaborate with DBE23 through the Communications Working Group to develop the proposal to produce a set of films promoting good practice 2. Potential for a PPA to fund the production will be explored 3. An initial film will be produced mid-2008 4. If appropriate an official launching event will be held and media coverage as described above for Special Reports. 5. The film will be disseminated widely in CD format

General Many of the above proposed products offer strong potential for private sponsorship through a public-private alliance (PPA) and for leveraging the project to both support replication, widening the impact of the project, and to promote USAID, developing positive images of the USA within Indonesia. Much of the production of materials will be electronic – web-based and in CD format. This will increase replicability, allow for easy updating, improve dissemination and reduce costs.

Key Activities in Year Three In line with the Year 3 Workplan, the following activities are planned for the current year: 1. Media & Publications Strategy: this document will be finalized and disseminated 2. Audience survey: A simple survey will be conducted by the Communications Specialist using focus-group discussion (FGD) methodology. The survey will aim to determine the effectiveness of current publications. 3. Internal TOT: Training for the DBE1 team in the Media and Publications Strategy will be provided at national and province level. The training will address: a. the procedure for developing & disseminating products b. guidelines for working with the media c. other matters as appropriate 4. National stakeholder consultations: Workshops will be held with national stakeholders to gain input and buy-in for all new and updated manuals and modules. 5. Leaflet: A leaflet to promote replication of school level programs to districts and school networks will be published and disseminated. 6. Film: A film or series of films will be developed in collaboration with DBE23 7. Dissemination events: A series of launching events will be held to gain exposure and publicity for key publications including special reports, packets of manuals, film and any new books. 8. Use of MONE newsletter: Possibility of contributing regular articles to MONE’s internal newsletter which goes to all teachers in color will be explored.

Conclusion DBE1 is part of a broad-based and ongoing effort to reform and improve the quality of basic education in Indonesia. The objectives of the project will be met if DBE1 approaches and good practices, tried and tested in the field, are found to meet the needs of stakeholders and to produce identifiable and sustainable quality improvements. If these approaches are then taken up and implemented independently by stakeholders, institutionalized within government and nongovernment policy and practice, and spread beyond target schools and districts – then we will have achieved something far more significant. The DBE1 Media and Publication strategy is directed to support this outcome.
