There are "Forgotten Realms Campaign Setting" books for various DnD editions. Also some more in-depth books on certain parts of the world. There are also many novels set in the world. There is also a wiki online. The major cities and other important locales are detailed in these. The resources don't talk about whatever's between the cities. There are a lot of powerful NPCs, but they are forced to primarily serve as deterrents to each other, rather than taking direct action. In a world of living nukes, any powerful good person that involves themselves in something can reasonably expect to arouse the interests and concerns of his many powerful enemies, and small matters can quickly escalate. Basically, people keep to their power levels, handling problems only they can handle. Players need not, and should not, expect aid from high level NPCs until they themselves are high level NPCs, and can look upon them as peers. In general, Faerun is a big, busy place, and there's plenty of adventure to go around. Just because you're based in Shadowdale doesn't mean that Elminster is going to solve every problem within a hundred miles for you. I mean, Elminster and the rest are not even Gods, and no one asks why the Gods in other settings don't just personally try to take care of everything themselves. And, for the people who do wonder why the Gods don't do that, you can read about what happened during the Time of Troubles, when avatars of the gods appeared in Faerun and their conflicts permanently scarred the world. And that sucks- if I can't rely on the setting information I already knew, because for everything that's still correct there are two things that are wrong and no clear guide to which is which, then there's no advantage to it being the same setting. Eberron, on the other hand, is fine in 4th, it's literally the same setting with very subtle retcons only where unavoidable. The combat mechanics are obviously different but any characters made in 3.5 could be transferred over without much fuss once all the PHBs for 4th had come out.
