$49.5 million district budget approved By LIZ KEELL SUMMIT — The Board of School Estimate approved a $49.5 million district operating budget for 2005-2006 on Tuesday. March 29. in City Hall. Despite agreement on the budget itself, several members expressed frustration, primarily aimed at state mandates that are accompanied by inadequate state funding. Mayor Jordan Glatt said he approved the budget with "a sense of pride and frustration." He said the school administration and Board of Education had been sound and forthright in budget deliberations, "but I feel frustration with the system. Something has got to be done at the slate level. We're penalized if not at CAR and the state puts us in that position." He cited the No Child Left Behind act and special education requirements as two expensive mandates that receive inadequate funding. But, he said, "I have a sense of pride for what we're doing in this community." Superintendent of Schools Carolyn Deacon responded, "I concur with that sense of frustration and pride. This is my first year as superintendent, and I couldn't ask for a more cooperative staff and board." Dr. Deacon described the goals of

the district and the reasons for the 8.5 percent property tax increase. Business Administrator Paul Griggs explained the impact of salaries and benefits as well as operating expenses. (See related story.) Councilwoman P. Kelly Hatfield also commented on the impact of the CAP. "Budgeting up to the cap is extremely onerous for our community," she said. "If you don't budget to cap, you have less flexibility the next year." She termed the state demands "ridiculous and they place a heavy burden on our taxpayers."' She said residents should, lobby the state Department of Education to allow municipalities to bank what they don't spend. Mr. Griggs said there is an ability to bank some funds, but the district mast use all of the CAP first. Councilwoman Diane Klaif said the high cost of the school budget "will not allow our municipal budget to grow. We have a lean police department and we need community services such as road repairs. It can't continue. Services may-begin to suffer." She encouraged "more cooperative efforts to gefmore bang for our buck" and referred to senate bill 1701 as "a colossal piece of legislation," with costs of S9 million for special education, while the state provides $2 million.

City may benefit from grant funds SUMMIT — Common Council took the initiative at its Tuesday, March 15, meeting to approve a grant application that could result in safer streets for school children and bikers. The funding request for 2006 will be targeted for $200,000 to $500,000. Designated streets are: Priority 1 - Canoe Brook Parkway, between Hartley and Bedford. Priority 2 - Woodland between DeForest and Springfield. Priority 3 - Hobart Avenue between Springfield and Ridge. The DOT is allocating $5 million in federal funds for a local bikeway program.

JUMP ROPE FOR HEART—Andrew Masterfano of Jefferson School jumped rope during the school's recent "Jump Rope for Heart" fundraiser. The annual event at the Summit elementary school raises money for the American Heart Association. Jefferson raises approximately $4,000 a year for the cause.

Historical society unveils new web page SUMMIT—The Summit Historical Society recently unveiled a web page, www.summitnjhistory.org, created by volunteer board of trustees member Steve Pardee. In addition to sections that contain information about the history of the city, also featured are materials about the Carter House at 90 Butler Parkway, believed to be the oldest existing structure in town. Saved from demolition on River Road in the 1980s, the home was moved and became the society's museum and headquarters, including the home of its archives, which are available to the public. Other sections accessible on the web site include reprints of historical society newsletter feature stories and the president's letters, a calendar of upcoming historical society events, membership information, a

list of current society trustees and details about various publications published by the organization that are available for sale. Items in the archives of the Summit Historical Society include city directories that date back to 1898, photographs, maps, postcards, newspapers, biographical files, copies of the historic structures survey done in town in the 1980s, Summit High School yearbooks, various Summit souvenirs and memorabilia, and thousands of obituaries of local residents. For details, call 908-2771747. The Carter House is staffed by volunteers on Tuesday mornings from 9:30 to noon, Wednesday afternoons from 1:40 to 4 and by appointment. Tours are available by pre-arrangement. There is no admission fee.

To supplement revenues, she suggested: Develop commercial sponsorships with naming rights. Establish a television studio at Summit High School for cable. Investigate renewable forms of energy, such as solar. Share the cost of sports uniforms and transportation with parents who can afford it. "We have no choice but to build a primary center at Wilson School. We need a greater slice of the pie from the state," she said. Board of Education President Sandy Bloom commended the operations committee headed by board member Tom O'Rourke, whit Karen Chaplin and Gerardo Navia. She said the community has -high expectations and a diverse district "We are committed to success for all students," she said, noting one focus

area is closing the minority achievement gap. The emphasis on security, she added, "is a justifiable response to the difficult times we live in." Mr. O'Rourke addressed the hiring and retaining of high quality educators. He said the district tries to "elevate the bar" through its focus areas on a rolling three to five year basis. He said 55 percent of the incremental increase, compared to 2004-05, relates to contractual salary adjustments for staff, including employee benefits. Public comments were also invited. Councilman Tom Getzendanner said the district is "ahead of the power curve" and, since students walk to school, the district has "no costly fleet of busses." Total taxes for the homeowner will be 511,800 for school, city and county, he said. "That's up a full seven percent, but

unlike prior years. Union County is not the culprit. County taxes are rising just two percent This year education is the offender." He added, "Actually it's costing taxpayers 10 percent more, not 8 5 percent," he said of the district budget that spans two calendar years. Mr. Getzendanner also had a number of suggestions for reducing costs, such as asset sales of non-core property, attracting movie/advertising film crews to the city and consolidating field maintenance staff by charging sports team user fees. John Hirner of Midland Terrace said school taxes have doubled in the last nine years and in another nine years could reach $100 million. Despite the connection between educational excellence and real estate values, he said, "How many of you can say your home will double in value in nine years?"

Officials offer specifics on the operating budget By LIZ KEILL SUMMIT—Prior to its vote, the Board of School Estimate heard the details of the 2005-2006 operating budget at a public meeting Tuesday. March 29, in City Hall. Superintendent of Schools Carolyn Deacon said $15 million had been cut from the initial budget proposal while keeping "many goals in mind." Among those factors are: Student enrollment. Dr. Deacon said pre-school enrollment has increased from one to six sections in the last four years. Kindergarten through fifth grade has added 51 students, an increase of three percent, from 1,776 this year to 1,827 next year, she said. "Each time we arrange for an outof-district student, that cost is $45,000 per student," she said, and noted that population continues to grow. She anticipates out of district students could increase from 44 to 50. The total student population, she said, will increase from 3y632 this year to 3,706 next year, meaning 74 more students or 22 percent While that percentage is not high, she added, "This has been happening year after year." Church of the Little Flower celebrates 75th anniversary Plans for an April 6 luncheon are underway BERKELEY HEIGHTS — T h e Church of the Little Flower celebrates its 75ta anniversary this year. The story of the Catholic church in Berkeley Heights began with the arrival of the original Italian families who came to the area to farm the tomatoes, corn, apples and peppers for which the state of New Jersey is famous. Because of their vibrant Catholic faith and strong devotion to Our Lady of Mount Cannel, they built and paid for a little church on Plaiafield Avenue. In its early years, the little church was served by priests from Watchung, Stirling, Summit and

New Providence. It was a mission church, and the visiting clergy were delighted to have this beautiful building in which to celebrate Mass. The little church was completed and blessed in 1930. As the parish grew the school and auditorium church were built in the 1960s. They are now used as a religion education center for the parish. It is a special joy for the parish that many of the original Italian families still live in the community, and form an enduring backbone of the parish. The parish, is currently served by Rev. Stephen S. Feehan, Pastor and Rev. Brian F. McFadden,

Parochial Vicar. A special anniversary luncheon wiO be held on Wednesday. April 6, to mark this special anniversary occasion. Pitching was this team's primary problem area last season, and first game might be pushed back to a noon start) The tournament honors Miiibam High School's former baseball the coaching staff is confident it'll "be an improved ingredient BOW. coach, who died in August 2001. Sponsored by the Independent Hollowell, Joe PijanowskL Andrew Trivella, and Phi Vitale reprePress since its inception is 2002, the event was won by Summit ibe- sent four hurieis who've each fashioned a degree of success at the varsity level, so there is mound depth. The key is whether one (or first two years, with Millbura claiming the title last spring. Summit, Berkeley Heights, and (obviously) Millbum have been even better, two) of them can emerge as a top-shelf chucker. It's also Summit Coach Bruce Fenska's second year guiding that in the tourney throughout while Madison replaces New Providence program, one which he'd previously served as an assistant for the as tie fourth team this season. While Krug is surely best identified with Milibum High School - better part of a decade. The Hilltoppers went 8-13 last spring. SUMMIT — Despite the rain and snow New Jersey has received this March, the Oratory Prep lacrosse team is working hard, even though the Rams haven't often been able to practice on their field. Although the players would rather be outside, they've made the most of the facilities available to them. Oratory was forced to cancel three scrimmages and has been indoors more often than not this preseason. It's seemed that even when it wasn't raining (or snowing), the lacrosse field has been too wet to use. "Hopefully, better weather will be here soon," said junior Tim Sugrue. "Our team is itching to get outside and play." There's a different look to the program this spring, as the Rams have a new head coach in Bob Kane. Mr. Kane is a familiar figure at our school in view of being an Oratory assistant basketball coach for a the past half-dozen years. Coach Kane, who's aided by returning assistant coach Mike Stauber, is emphasizing conditioning, along with trying to cultivate a more productive attack, as Oratory hopes to improve upon its performance over recent seasons. "Still, the program has grown a lot through the years, and I want to help it continue to grow," said Kane. Oratory lacrosse is in its seventh season. This will surely be a more veteran team than last spring, as there were no seniors in the program a year ago. This year's team contains four 12th-graders: Alex Sharif, AlexTSachman, Tom Guyer, and Alex Beauchamp. The squad is comprised mostly of sophomores and juniors who are gaining experience.

"For our team, we would like to win the State Section Tournament again,, and if we can go further [win statewide Group I], that would be a bonus." New Providence will face some tough competition, which includes local rivals Governor Livingston and Madison. Yet looking to match (or perhaps even exceed) their 21-3 record last season, these athletes are determined to cash in on their rich store of talent. Hard work and team unity - the singular and eternal method for success in sports - will be New Providence's mantra. By JASON This is a close-knit group. Most of the KAVETT players are friends who've known each other quite a while, and they hang togethm^^^^mm^mmmm^ er off the court as well. Thus all the prerequisite conditions for a successful season are in place. There is talent, depth, work ethic, leadership, unity, dri-' ve. But matches are won on the court and not in hopeful anticipation. That is where the relevance of this article ends, and the season must begin.

time, guiding the girls' program for several seasons and spending one year on tie boys' side afterwards. He also was a longtime assistant footbaE coach at Summit, serving, under three different head coaches. While Berkeley Heights-wise, present GL Coach Chris Roof was the man who replaced Krug at the Millbum baseball helm following the 1999 season. Roof coached Millbum four years, leaving to take the coaching (and a teaching) at GL, bis high school alma mater. The Highlanders went 13-13 in his first campaign there last spring. They're expected to be a stronger bailclub now. In catcher Mike Manganielio, first baseman Jason HoHowell, and centerfielder Chris BergesM (who's making the switch from shortstop), GL owns three standout returnees from a year ago. Second baseman Connor Donokie and leftfielder Ryan McAdam were likewise 2004 starters. Pitching was this team's primary problem area last season, and the coaching staff is confident it'll be an improved ingredient now. Hollowell, Toe Pijanowski, Andrew Trivella, and Phil• Yitale represent four hurlers who've each fashioned a degree of success at the varsity level so there is mound depth. The key is whether one for even better, two) of them can emerge as a top-shelf cbucker. It's also Summit Coacli Bruce Fenska's second year guiding that program, one which he'd previously served as an assistant for the better part of a decade. The Hilltoppers went 8-13 last spring. That 2004 Summit contingent was a very senior-oriented crew. with just three underclassmen on the roster. Meaning that Zach Barber along with twins Matt and Tim Fields represent the team's only varsity experience heading into the 2005 campaign.

Athletes' focus is on track SUMMIT— This spring, Kent Place School's Track & Field' squad is starting off as nothing short of exciting. The KPS girls have kicked off their practices with rigorous workouts and an unbelievably strong team bond. Everybody watches out to make sure no one is in "too much pain," and they work together as a unit, which helps make the training sessions less stressful. Guided by a new head coach in Jason Edwards, along with assistants- Shushana Campbell, Diana Jobe, and Angela Phillips, Kent Place will open the campaign with a dual meet against University this Thursday. April 7. The general consensus among the athletes is that Coach Edwards' practices are extremely intense, but that should only help everyone improve. "The preseason has been a matter of each girl being pushed to the maximum for two hoars every day," explained freshman AsWey Jobe ! whose mom's an assistant coach). "We work hard, and all of us have hated segments of practices, but we fight through it." And that's because such committed effort can help lift this promising team to new heights. The most grueling practices are when Kent Place is able to utilize the track at Tatloek Field. After running the half-mile or so to get there, the girls are put through a succession of sprints between which they get very little rest. Then there's "The Hill," a steep upgrade about two miles from our school that the KPS coaching staff adopted for sprint training. Afternoons there are similarly-dreaded by the athletes. Yet even though me girls describe their training regimen as leaving them sore and tired, "It does whip us into great shape," expressed Devin Walsh. And as far as how the result will be reflected in their track performance this s p r i n g . . . .

'The workouts are painful, but they're worth it,** Walsh said. "And we're committed to it, because all of us love the coaches, even with everything they put us through. indeed, Coach Edwards has become infamous for pushing the girls to their maximum limit making sure they give 200% all the time. However, when push comes to shove, the trackletes have survived. Now we can only expect success from a team that has been working so hard, owns considerable raw talent, and benefits from great coaching. "We're working unbelievably hard in practice, and our team is going to very strong this year," enthused junior Courtney Cannon. Yes, the preseason has been intense. Among the changes Coach Edwards By JULIA (who'd been an assistant a year ago) enactKENNEDY ed is having the sprinters and distance runners train together, essentially doing the B g n s a m n a a a r a a ^ ^ n same workouts. A by-product of which: "Running as one group, we have all four coaches right along with us," explained sophomore Veena Putcha. "So they definitely make sure nobody js slacking off." Still. 'That's one of the reasons we expect to have an awesome season!"

It's The Place

Editor's note: Julia is a junior at Kent Place School in Sumtnk.

"Even though there are kids on our team playing lacrosse for the first time, we do have several guys who've been involved with the sport for a number of years," reported junior Chris Henschel. To help prepare for the season, the Oratory athletes participated in a winter lacrosse league in Randolph. "Playing in the off-season has helped us become a better team," said sophomore Steve Scirocco (this columnist's brother). "A number of guys played in fall and winter leagues, and mat can only help us "during the upcoming season." "We have high expectations this year," added junior Kevin Recio, Oratory's goalie and recipient of the team's MVP award at the conclusion of the 2004 season. "Our morale is high, and we're looking to imBy MARK prove as a'unit, gain experience, and estabSCIROCCO lish ourselves as a force in our conference." ,„„ ,„ The Rams are scheduled to play their first match this Monday, April 4th, against Verona High School.

MILLBURN — What has become one of the premier April events of the local high school basebafl season commences today (Saturday) when Berkeley Heigbts and Summit participate in the first round of the fourth annual "Phil Krug Memorial Tournament,' which is hosted by Miilhura High School. Governor Livingston will open the tourney with its game against Madison, scheduled to begin at 11 a.ut this morning. Summit faces Millbum in the second contest, listed for a 2 p.m. start. Hie championship and consolation games are slated for nest Saturday, April 9. (And wilh raia ia the prospective weather forecast both yesterday and today, it should be noted that tomorrow (Sunday) would be used as a postponement date. The format woald be the same, however, the first game might be pushed back to a noon start.) The tournament honors Millburn High School's former baseball coach, who died in August,- 2001. Sponsored by the Independent Press since its inception in 2002, the event was won by Summit the first two years, with Miiibum claiming the title last spring. Summit Berkeley Heights, and (obviously) Millbum have been in the tourney throughout, while Madison replaces New Providence as the fourth team this season. . •' , While Krug is surely best identified with Millbom High School where he coached for 21 years and was a phys. ed. teacher through most of that stretch - his sports connection encompasses each of the other three teams in the tournament. Krug was Madison's head basketball coach for two segments of

SUMMIT — Despite the rain and snow New Jersey has received this March, the Oratory Prep lacrosse team is working hard, even though the Rams haven't often been able to practice on their field . Although the players would rather be outside, they've made the most of the facilities available to them. Oratoiy was forced to cancel three scrimmages and has been indoors more often than not this preseason. It's seemed that even when it wasn't raining (or snowing), the lacrosse field has been too wet to use. "Hopefully, better weather will be here soon," said junior 11m Sugrue. Oratoiy lacrosse is in its seventh season. This will surely be a more veteran team than last spring, as there were no seniors in the program a year ago. This year's team contains four 12th-graders: Alex Sharif, Alex Bachman, Tom Guyer, and Alex Beauchamp. The squad is comprised mostly of sophomores and juniors who are gaining experience.
