The Association of State Uniform Crime Reporting Programs, Incorporated, (ASUCRP) represents participants of the National Uniform Crime Reporting (UCR) Program. UCR data is collected either through Summary or the National Incident-Based Reporting System (NIBRS) reporting methods on the local, regional, state, territorial, and national levels. Members of the Association collect and analyze crime data that is not available through any other source. Information collected under the UCR Summary Program defines crime levels throughout the United States. The information includes data on the numbers of criminal offenses, clearances, property stolen by type and value, property stolen by crime, criminal arrests, and law officers killed or assaulted. While the UCR NIBRS Program allows for the collection of more detailed information on crime occurrences at the incident level. The detailed information includes, but is not limited to, the types of weapons used for all violent crimes, identification of victim and offender data, collection of data on drug related offenses, gang related crimes, and whether alcohol, drugs or a computer were used during the commission of a crime. Association members are dedicated to providing accurate, timely, and complete crime related data and statistics to the Federal Bureau of Investigation and the public

COMMISSIONER THOMAS D. ANDERSON VERMONT COMMISSIONER OF PUBLIC SAFETY

Thomas D. Anderson was sworn in as Commissioner of Public Safety for the State of Vermont on January 5, 2017 by Vermont Governor Phil Scott. As Commissioner of Public Safety, Tom oversees the Vermont State Police, Vermont Emergency Management, the Division of Fire Safety, the Vermont Crime Information Center, and the Vermont Forensic Laboratory. It is his honor and privilege to lead the 600 hardworking Vermonters who make up the Department of Public Safety and work tirelessly to keep Vermont safe. Prior to joining Governor Scott’s team, Tom worked for over 25 years with the United States Department of Justice. From 2006 to 2009, Tom was the presidentially appointed United States Attorney for the District of Vermont. Before becoming United States Attorney, Tom was an Assistant U.S. Attorney (AUSA) and head of the narcotics unit. More recently, he was Deputy General Counsel for the Executive Office for United States Attorneys (EOUSA) in Washington, D.C. While with the Department of Justice, Tom gained extensive management and prosecutorial experience. In addition to managing the United States Attorney’s Office in Vermont, he has also served as First Assistant U.S. Attorney in the Virgin Islands; as Special Counsel to the U.S. Attorney and Acting Criminal Chief in Guam and the Northern Mariana Islands; and as Acting First Assistant U.S. Attorney and Acting Criminal Chief in the Middle District of Alabama. In May 2016, Tom temporarily assumed management of the EOUSA Freedom of Information Act/Privacy Act Office as Acting Director. He also frequently instructed at the National Advocacy Center in South Carolina on various topics related to management and government ethics. C H R I S TO P H E R M . P I E H O TA FEDERAL BUREAU OF INVESTIGATION – EXECUTIVE ASSISTANT DIRECTOR OF THE SCIENCE AND TECHNOLOGY BRANCH

Christopher M. Piehota serves as the Executive Assistant Director of the FBI's Science and Technology Branch (STB). The STB provides oversight to the Criminal Justice Information Services Division, the Laboratory Division, and the Operational Technology Division. Prior to being appointed Executive Assistant Director of the STB earlier this year, he served as the Director of the Terrorist Screening Center (TSC). Mr. Piehota began his FBI career in 1995 as a Special Agent in the Newark, New Jersey, Field Office, where he investigated international terrorism, domestic terrorism, and weapons of mass destruction matters. There, he provided the FBI's Counterterrorism Program with oversight and leadership during the post-September 11, 2001 terrorist threat environment for numerous terrorism investigations across the United States and abroad. In 2002, he was promoted to a Supervisory Special Agent program management position in the FBI Headquarters Counterterrorism Division. In 2005, Mr. Piehota reported to the FBI's Washington Field Office (WFO) as a Counterintelligence Supervisory Special. In this role, he worked closely with U.S. Intelligence Community partners to identify and defeat counterintelligence threats to

U.S. interests and provided leadership and program management for highly sensitive counterintelligence operations. In 2003, Mr. Piehota was promoted to Unit Chief in the FBI Headquarters Counterterrorism Division Terrorism Reports and Requirements Section. During his tenure, he directly managed a newly founded counterterrorism intelligence collection and dissemination unit that enabled the FBI effectively collect and share terrorism intelligence and threat information with the U.S. Intelligence Community and other federal partners. In 2007, he served as an Assistant Special Agent in Charge at the FBI's WFO and led operational, logistical, and administrative activities for the WFO's Northern Virginia Resident Agency, Security Operations Branch, and Technical Services Branch. Mr. Piehota also served as Special Agent in Charge of the Buffalo Field Office, overseeing FBI personnel and operations in western New York. In 2010, Mr. Piehota joined the FBI's TSC as its Deputy Director for Operations, Intelligence, and Administration and directly managed the center's role in the U.S. Government's 24-hour consolidated terrorist watchlisting, screening, and world-wide terrorist encounter operations enterprises. He is a certified FBI Intelligence Officer and an Office of the Director of National Intelligence recognized Senior Intelligence Officer and holds U.S. Intelligence Community Joint Duty Certification. Amy C. Blasher is the Unit Chief of the Crime Data Modernization (CDM) Team in the Law Enforcement Support Section (LESS) of the FBI's Criminal Justice Information Services Division. The Crime Data Modernization Team was tasked in February 2015, with a Director’s Priority Initiative (DPI) from FBI Director James B. Comey to improve the nation’s Uniform Crime Reporting (UCR) crime statistics for reliability, accuracy, accessibility, and timeliness. Ms. Blasher was Unit Chief of the Crime Statistics Management Unit from July 2012 to February 2015. In this role she handled all of the UCR new initiatives and oversaw the annual publication of Crime in the United States. In May 2012, she received the Outstanding Supervisor/Manager in an Administrative Series award at the 2012 Excellence in Government Awards Program, recognized by the Pittsburgh Federal Executive Board. She joined the National Instant Criminal Background Check System (NICS) Section in August 1998, where she served on the NICS Development Team. She went on to serve as a Management and Program Analyst within the NICS Section, and was involved with policy and new initiative development. Through her tenure with the NICS Section she held many Senior Manager Leadership roles, including oversight of the Quality Assurance Program, legal administrative functions, and liaison/outreach activities. Ms. Blasher graduated from West Virginia University in 1994 with a Bachelor of Arts and Science in liberal arts.

CHIEF FRANCIS BRADLEY HUALAPAI NATION POLICE DEPARTMENT - POLICE CHIEF

Chief Bradley is also a General Instructor, Radar Instructor and certified through IMBPA for bicycle patrol operations. Chief Bradley is a graduate of the FBI National Academy Session 232 and retired as a commander with the Navajo Nation Police Department where he served from 1980 to 2002. He serves as an Indian Country Representative on the FBI Criminal Justice Information system (CJIS) Uniform Crime Reporting Sub Committee and has been a member of the International Association of Chiefs of Police for the past 15 years. COLONEL DOUGLAS A. MIDDLETON HENRICO COUNTY, VIRGINIA - DEPUTY COUNTY MANAGER FOR PUBLIC SAFETY

Colonel Douglas (Doug) A. Middleton began his career with Henrico County in 1972 when he was sworn in as a Henrico Police Officer. Prior to joining Henrico County Police Division, he was enlisted in the United States Army and served in the Vietnam War where he earned two Bronze Stars, the Air Medal with V device for Heroism in Aerial flight, fourteen awards of the Air Medal for combat missions, and permanent award of Army Crewmember Flight Wings. He was promoted through the ranks eventually becoming Chief of Police in 2011, and most recently appointed to serve as Henrico County’s Deputy County Manager for Public Safety on January 23, 2016. In this role, Col. Middleton works with and coordinates the tasks of the Police Division, Fire Division, and oversees the acquisition and eventual contractual deployment of a new Public Safety Radio System. Col. Middleton’s education achievements include an Associate’s Degree in Criminal Justice, and a Bachelor’s Degree in Organizational Management. He has completed the Professional Executive Leadership School at the University of Richmond, Senior Management Institute for Police at Harvard University, the FBI’s National Executives Institute (NEI), the Law Enforcement Executive Development School at the FBI Academy, and Leadership Metro Richmond (LMR). In addition to his responsibilities as Deputy County Manager, Col. Middleton serves as a Commissioner for the Commission on Accreditation for Law Enforcement Agencies, Chairman of the FBI Use of Force Task Force, and the FBI’s CJIS Working Group, Uniform Crime Reporting Sub-Committee and the FBI Advisory Policy Board. CHIEF JOHN THOMPSONU NATIONAL SHERIFFS’ ASSOCIATION – DEPUTY EXECUTIVE DIRECTOR AND CHIEF OPERATING OFFICER

John Thompson is the Deputy Executive Director and Chief Operating Officer at the National Sheriffs' Association (NSA). Mr. Thompson has operational responsibility for NSA’s programs and services. In 2004, he initiated and led the development and implementation of NSA’s nationally recognized Homeland Security training programs in Community Preparedness, First Response to All Hazardous Events and Jail Evacuation in Disasters among other widely used NSA training programs in disaster preparedness. Mr. Thompson’s service in public safety began in 1970 when he became a volunteer firefighter and emergency medical technician. In 1972, he joined the Federal Fire Service as a firefighter at the Quantico Marine Corps Base. Two years later, Mr. Thompson enlisted in the United States Army, serving as a

military police officer, canine handler and military intelligence officer before being honorably discharged. After his military service, he continued to work in law enforcement and in 1989 was appointed Chief of Police for the City of Mount Rainier, a diverse Maryland community bordering Washington, D.C. As Police Chief, Mr. Thompson reorganized the department and its priorities, placing an emphasis on community policing, training and implementing innovative crime reduction programs that won the department two “Award of Excellence” commendations from the Maryland Municipal League. In 1998, he was appointed Assistant Sheriff for Prince Georges County, Maryland, where he worked until 2002. In 2013, after learning about the link between animal abuse and violence against people, Mr. Thompson went on a mission to ensure law enforcement became aware of this horrible evidence and to bridge the gap between law enforcement and animal advocates. He lead a movement that established the National Coalition on Violence Against Animals, an independent collective of local, state and national organizations that focus on animal cruelty and its relationship to other forms of violence. Additionally, he established and led the development of the National Law Enforcement Center on Animal Abuse, a clearinghouse at the NSA for law enforcement on all animal abuse issues they may face. He also led the NSA’s petition to the FBI to include animal abuse crimes in the National Incident-Based Reporting System (NIBRS), which was approved and signed by FBI Director Comey in September 2014. Currently, he is working with other organizations and partners to create a top notch training program for law enforcement to address a growing problem with officer/dog encounters. D AV I D B I E R I E U.S. MARSHALS SERVICE – SENIOR STATISTICIAN

David Bierie is a senior statistician in the U.S. Marshals Service and holds a PhD in criminology and criminal justice from the University of Maryland. PA U L D E TA R U.S. MARSHALS SERVICE – BRANCH CHIEF

Paul Detar is a branch chief in the U.S. Marshals Service and holds master’s degrees in epidemiology and operations research. JIM BUCKLEY IMMIGRATION AND CUSTOMS ENFORCEMENT – SPECIAL AGENT

Special Agent Buckley currently works for the U S Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) as the DHS Liaison to the FBI-Criminal Justice Information Services Division (CJIS). Agent Buckley is responsible for all ICE liaison activities with the FBI-CJIS Division as well as supporting other DHS components as needed. Agent Buckley is also responsible for the ICE NCIC and Interoperability programs as the CJIS Systems Office (CSO.) from ICE. Agent Buckley sits on the FBI Advisory Policy Board as the federal representative. He further sits on the following committees and taskforces; Identification Services sub-committee, UCR sub-committee, Compliance and Evaluation sub-committee, Chairs the By-laws sub-committee, and the Rapid DNA Taskforce. Agent Buckley also represents ICE on the National Science & Technology Council’s Subcommittee on Biometrics and Identity Management as well as the DHS Biometrics Coordination Group. Agent Buckley was ICE’s Nlets representative for 6 years. Agent Buckley has worked for ICE and the former INS since 1985. Prior to his current position, Agent Buckley worked as the Section Chief Page 11

and Acting Chief of the Law Enforcement Support Center (LESC) in Williston, Vermont. Mr. Buckley began his career with the Immigration and Naturalization Services as a part-time Immigration Inspector at Highgate, Vermont, while serving as a full-time Police Officer. In 1990 he was hired full-time and stationed in Norton, Vermont. In 1991 he transferred to Toronto, Canada, as an Immigration Inspector at the preclearance facility until his move to the Law Enforcement Support Center in 1996 as a Special Agent. He became a Supervisory Special Agent in 2001. Agent Buckley attended Lyndon State College in Lyndonville, Vermont, where he attained a Bachelor of Science degree in Business Administration. MICHAEL ASHTON M I T R E C O R P O R AT I O N – S E N I O R S Y S T E M S E N G I N E E R Michael Ashton is a Senior Systems Engineer for the MITRE Corporation. For sixteen years, Mr. Ashton supported the Department of Defense projects at Scott Air Force Base in Illinois. During that time, he participated in multiple data governance/data standards projects. Mr. Ashton assisted with several system transitions from legacy-formatted data (flat files) to Extensible Markup Language (XML) and web service replacements. For the past six months, Mr. Ashton has supported the Federal Bureau of Investigation’s Criminal Justice Information Services Division’s (CJIS) Crime Data Modernization Initiative. Mr. Ashton has assisted with updates to the National Incident-Based Reporting System (NIBRS) User Manual and Technical Specifications. JENNIFER ARMSTRONG U.S. MARSHALS SERVICE – CHIEF

Jennifer Armstrong assumed the duties as the Acting Branch Chief of the USMS Criminal Intelligence Branch in May 2011. She was promoted into the position in April 2014. Her duties there include overseeing all USMS Criminal Intelligence Analysts, managing the USMS Commercial Database functions and field offerings, serving as the USMS Terminal Agency Coordinator for all CJIS functions and managing the USMS Mobile ID Pilot under which the USMS designs and deploys mobile capabilities to enhance enforcement investigations. Chief Armstrong began her career with the Marshals in February 1990 as a Deputy U.S. Marshal in the Southern District of Georgia, where she was assigned to the Savannah office in both Operations and in Enforcement. In May 2000, she was selected as Task Force Commander for the South Georgia Fugitive Squad in Savannah, where she supervised task force and USMS enforcement efforts, overseeing many major case investigations as well as lending her expertise to multiple 15 Most Wanted cases. In September 2003, she was promoted to Supervisory Deputy U.S. Marshal in Southern Georgia, where she managed operations for six district offices, until her promotion to the Chief Inspector at INTERPOL Washington division for the International Investigations Branch (IIB) in November 2008. During her tenure at INTERPOL Washington she was selected to initiate and manage the first International Fugitive Operation ever attempted. Infra-RED began in May 2009 as a successful operation combining the efforts of multiple countries and INTERPOL to locate and apprehend fugitives around the world. This yearly operation continues to the present. Chief Armstrong led the 2009 and 2010 Infra Operations for the USMS and INTERPOL. A Georgia native, Chief Armstrong holds a Bachelor of Arts degree in History and Political Science from the University of Georgia in Athens. She currently serves on the USMS Office of Compliance Review

She has instructed a variety of classes at the USMS Training Academy and has lectured for a variety of other federal, state, and local agencies. SMITH BUREAU OF JUSTICE STATISTICS - CHIEF LAW ENFORCEMENT INCIDENT-BASED STATISTICS UNIT

Erica L. Smith is a Statistician in the Recidivism, Re-Entry and Special Projects Statistics Unit at the Bureau of Justice Statistics within the US Department of Justice. She has more than 15 years of experience in conducting research and data collection in the field of criminal justice. More recently, Ms. Smith’s research has focused on elder abuse, neglect, and exploitation, and the nexus of elder abuse with other forms of family and intimate partner violence. Current projects include assessing the feasibility of using administrative data from state Adult Protective Services agencies for statistical reporting purposes, examining the processing of elder abuse and neglect cases by local prosecutors, developing strategies for measuring victimization and abuse among persons living in nursing homes and other group quarters residential facilities, and examining the use of incident based data collected by law enforcement agencies for understanding hidden types of victimization such as elder abuse and sexual violence of children. In addition to her research portfolio, Ms. Smith serves as co-chair of the Federal Interagency Elder Justice Working Group, co-chair of the Office of Justice Programs Juvenile Justice Research Working Group, and serves as BJS liaison to the Planning Committee of the Federal Interagency Forum on Child and Family Statistics. Ms. Smith recently concluded a detail with the Administration on Aging at the US Department of Health and Human Services, providing direct program support to the Elder Justice Coordinating Council. Prior to joining BJS, Ms. Smith served as adjunct faculty in the Department of Justice, Law, and Society at American University where she taught undergraduate courses on research methodology, statistics, and criminal justice. Before moving to Washington, DC, she was a Development and Campaign Assistant with the Michigan Regional Office of the City of Hope National Medical Center and Beckman Research Institute. Dunn, Fredia is the Criminal Justice Policy Advisor for the Louisiana Commission on Law Enforcement (LCLE). She has over 33 years of service in state government, of which 16 years have been served at the LCLE. As a criminal justice professional, she along with staff personnel are required to annually update state and federal s t a t u t e s as it relates to the law enforcement and criminal justice communities. In her current capacity, she is responsible for managing and directing a team of Information Technology Liaison Officers (ITLO), working with Summary UCR, LIBRS, LEMIS-IBR, and NCS-X. As Policy Advisor, she is responsible for projects that examine the effectiveness of programs created to reduce recidivism for adults and juveniles, collecting crime data, research and training of personnel in the law enforcement agencies throughout the state of Louisiana. She is a graduate of Southern University in Baton Rouge, LA.

Julie Ornellas has been with the Nevada Department of Public Safety (NVDPS) for more than 11 years. During her time with NVDPS, Julie has held positions as an NCJIS/NCIC Non-Criminal Justice Auditor and Trainer, Supervisor of the Fingerprint Support Unit - Civil Programs and is currently the Special Services Manager for the Division. As the Special Services Manager Julie oversees the UCR Program, Sex Offender Registry Program, Brady Point of Contact Program and NCJIS/NCIC Compliance Program. Julie co-authored Nevada's NCS-X Planning Grant Application and continues to be very involved in Nevada's transition from Summary Reporting to National Incident Based Reporting. Sergeant Raymond Benn made the decision to join the Indiana State Police in 2011. Prior to joining the State Police he worked for the United Parcel Service as an Operational Coordinator. Sergeant Benn was assigned to District 52 to work Marion County coming out of the academy. While patrolling the streets of Marion County Sergeant Benn took on other responsible roles. He participated in many community outreach programs such as Jobs for America’s Graduates (JAG). Sergeant Benn has also been an Indiana State Police Camp Director, Defensive Tactics Instructor, Salvage Vin Inspector and is now the Indiana Statewide NIBRS Coordinator. Sergeant Benn has continued studies in Cyber Security and Information Assurance.

BECKI GOGGINS SEARCH – DIRECTOR OF LAW AND POLICY

Ms. Becki R. Goggins is Director of Law and Policy for SEARCH, The National Consortium for Justice Information and Statistics. She oversees SEARCH’s consulting practice in the areas of criminal history records, development of laws and policies concerning the use of justice information and protection of privacy, implementation of evidence-based practices, and the use of technology to improve justice information sharing. She manages a specialist team that researches and writes about issues that impact justice information management and policy, organizes conferences and workshops, establishes and

supports national task forces, conducts surveys on issues pertinent to criminal record managers, provides policy assistance to justice stakeholders, and works collaboratively with governmental entities and other organizations to improve the quality of justice and public safety. Before joining SEARCH in 2014, Ms. Goggins worked in the office of Alabama Governor Robert Bentley on a statewide effort to reduce recidivism through improved information exchange between corrections agencies and mental health providers. She also led efforts at Alabama’s health insurance exchange to develop privacy and security policies governing sharing of sensitive health data, and oversaw efforts to implement interagency information exchanges across the state. Ms. Goggins also served as Division Manager for Alabama’s Uniform Crime Reporting Division and Statistical Analysis Center, where she managed the state’s criminal history repository, crime reporting responsibilities, statistical analysis and research projects, and participated in national data-exchange initiatives, including N-DEx and the CONNECT project. Ms. Goggins frequently served as a peer technical assistance provider and consultant to information sharing projects across the country, sharing lessons learned from solving the same challenges in Alabama. MARK PERBIX SEARCH – DIRECTOR OF INFORMATION SHARING PROGRAMS

Mr. Mark Perbix is Director of Information Sharing Programs for SEARCH, The National Consortium for Justice Information and Statistics, where he oversees SEARCH’s initiatives to support justice and public safety information sharing nationwide. These initiatives focus on providing direct assistance to federal, state, local, and tribal organizations to improve their use of technology, information sharing, and communications interoperability in mission-critical projects. Initiatives include consulting and facilitation, strategic planning for information sharing and technology deployment, architecture development, business process modeling and analysis, service specification development, performance management, voice and data integration planning, application of technology standards, and developing effective governance and funding models. Mr. Perbix assumed his position in 2012, after serving for a year as Director of Systems and Technology. Before that, he was a Justice Information Systems Specialist for SEARCH for more than 5 years, working on the Justice Information Exchange Model (JIEM®) project and providing training, technical assistance, and research on strategic planning, architecture development, and justice information sharing to state, local, and tribal jurisdictions, and building exchange specifications using the National Information Exchange Model (NIEM) and the Global Justice XML Data Model (GJXDM). He led major projects, such as an offender reentry best practices project for the U.S. Department of Justice Bureau of Justice Assistance. He contributed to national workgroups such as the Global Infrastructure/Standards Working Group (GISWG), and has served as a leader in the National Association for Justice Information Systems (NAJIS) and other practitioner organizations. Mr. Perbix has contributed to national workgroups such as the Global Infrastructure/Standards Working Group (GISWG), and is a founding member of the Global Strategic Solutions Working Group (GSSWG).
