Coordinator Financial Services PRA 17/39 Full Time, Fixed Term to 30 June 2018 with possible extension. The Position: An excellent opportunity has arisen for a dynamic, experienced and qualified to join the Shire of Broome in the role of Coordinator Financial Services. This position will report to the Manager Financial Services and supervises one to three staff. The Coordinator Financial Services will be responsible for the delivery of a comprehensive range of financial services to the organisation. This includes budgeting, taxation, treasury, general accounting, and financial reporting. The Person we Seek: The preferred candidate will have Bachelors degree in accounting or equivalent, previous experience in the field of local government, highly developed communication skills both written and verbal, the ability to learn new systems of work and support to the Shire within legislative and corporate guidelines, agreed timeframes and service standards. The role of Coordinator Financial Services will be responsible for the effective and efficient operations of the Financial Services team. Previous experience in a similar position or equivalent environment would be also be highly regarded.

At the time of contact for interview please advise of any special needs e.g. building access or communication assistance. Industrial Agreement: Employment conditions are in accordance with the Shire of Broome Inside Staff Enterprise Bargaining Agreement. Broome Allowance: The Broome allowance is an extra cash benefit paid to employees in addition to their salary level and forms part of your standard fortnight salary. Salary Sacrifice Package: The Shire offers individualised Salary Sacrificing arrangements available through the Salary Packaging Guide, inclusive of housing options. Hours of Work: This position is required to work 38 hours per week, working on average 8 hours per day. The current operating hours are 7.45 am to 4.30 pm, ordinary hours do not exceed 38 hours per week Monday to Friday inclusive of a break of 45 minutes for lunch. Overtime: No overtime is payable unless you have prior approval, authorised in writing, from your Manager. Rostered Days Off (RDO’s) Administration Employees who work eight (8) hours per day may accrue 0.4 days towards one RDO per four (4) weeks, totaling twelve (12) Rostered Days off per annum. Employees may accumulate no more than two RDO’s. Annual Leave: Employees will be entitled to twenty five (25) DAYS annual leave after twelve (12) months continuous service. In addition, a 17.5% loading is paid after twelve (12) months on four (4) weeks both in proportion to the hours worked. You will also be entitled to two (2) days travel leave after twelve (12) months continuous service. Personal Leave: You will be entitled up to fifteen (15) personal / Carer’s leave days per year. Long Service Leave: Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable between Local Authorities in Western Australia.

Uniform Policy: Employees are currently provided with a uniform in accordance with the Shire of Broome Inside Staff Enterprise Agreement. Broome Recreation and Aquatic Centre (BRAC) Membership: The Shire of Broome values a healthy, active workforce and acknowledges the many flow on benefits of having a healthy workforce. Employees shall be provided with an Adult Access or a Family Membership to the Broome Recreation and Aquatic Centre whilst they are an Employee. Superannuation: Superannuation Guarantee: Council currently contributes 9.5% of fortnightly salary. Additional contributions (optional): Council currently contributes up to an additional 6% (to a total of 15.5%) of fortnightly salary when an employee contributes a minimum of 6% of their fortnightly salary. If this option is taken, there is 21.5% contributed to the employee’s Superannuation account; 15.5% from the Employer and 6% from the employee. Probationary Period: A three-month probationary period is applicable to this position. At the successful completion of this period your continuity will be recommended to the Chief Executive Officer for confirmation. The period of probation can be extended by the manager/supervisor for an additional period of no greater than three months. Performance Appraisal: Appraisals are undertaken annually by the Manager. Police Clearance Certificate: The preferred applicant for this position will be asked to obtain a National Police Clearance Certificate through WA Police. Position Objectives Assist the Manager Financial Services in the delivery of a comprehensive range of financial services to the organisation and support to the municipality within legislative and corporate guidelines, agreed timeframes and service standards. The objectives of this position include: •

Contribute to the efficient, effective and compliant budget and financial management of the Shire of Broome;



Contribute to the development, implementation and achievement of the Shire’s Strategic Community Plan along with the Corporate Business Plan in accordance with the Integrated Planning and Reporting Framework; and



Contribute to the effective operation of the Financial Services team.

Position Key Responsibilities Corporate/Organisational •

Facilitate and provide advice within the organisation to identify, plan and develop financial, management and strategic initiatives with a focus on the principles of continuous improvement and risk management.



Assist in the development, implementation, monitoring and review of policies and work practices that contribute to the operational objectives of the Shire whilst ensuring high levels of internal control, data integrity and compliance with the Local Government Act 1995, associated regulations pertaining to local government and Australian Accounting Standards.



Pro-actively identifying and determining any possible issues affecting the Shire’s operations, and recommending the implementation of amended processes – where appropriate – as a result of changes to accounting standards, legislation, policies and procedures.



Undertake special projects within skill base and qualifications and assist the department to meet its aims and objectives.



Generally provide advice to Council, Senior Managers and staff on all matters dealing with budgeting, financial management processes and expenditure and assisting with the development of financial knowledge for staff with little or no formal financial training.

Financial and Statutory Functions •

Develop and manage transparent financial and other performance reporting systems.



Coordinate the preparation of the Long-Term Financial Plan, various budget documents and the Annual Budget.



Coordinate the preparation of the Annual Financial Report in compliance with all relevant legislation and accounting standards.



Coordinate the external audit process, liaising with the auditors and initiating system improvement recommendations arising from the audit.



Preparation of agenda items for Executive and/or Council meetings.

Ensure data integrity and appropriate management of the financial accounting system in order to provide accurate and reliable information for decision-making.



Provide effective leadership and management of the Financial Services team to ensure financial reporting, budgeting, treasury and tax functions are performed accurately and in accordance with legislative and policy requirements.



Develop, implement and review accounting policies and procedures with a view to streamlining and optimising current processes to best-practice financial operations.



Ensure compliance of Council's accounting practices in accordance with the Local Government Act 1995, Local Government (Financial Management) Regulations 1996, Local Government (Audit) Regulations 1996, Western Australian Local Government Accounting Manual and Australian Accounting Standards.



Oversee the accuracy of plant registers, plant recovery, charge out rates, employee on-costs, overhead rates, cost-recovery and other activities in relation to costing of various works.



Coordinate the investment of surplus funds in accordance with Council Policy.



Assist in the management of the Financial Services Department’s correspondence, reports and administrative requirements.

Human Resource Management •

When required relieve positions within the department during periods of absences.



Assist the Manager Financial Services to assess the team’s competencies and ensure skill bases meet requirement for achieving strategic and service delivery plans.



Undertake interviews and make recommendations on the appointment of temporary and permanent staff.



Provide leadership to the development of staff according to both personnel and organisational requirements.



Work to foster a cooperative and harmonious team environment through effective communication and relationship building.



Ensure Annual Performance Reviews are completed on time and within the bounds of Council Performance Review Policy.

Occupational Health & Safety •

Comply with all statutory obligations, including the Local Government, Equal Employment Opportunity (EEO) and current OSH Act’s, regulations and code of practice.



Seek guidance for all new or modified work practices to ensure safety is a high priority consideration.



Not willfully place at risk the health or safety of any person in the workplace.

Key Selection Criteria Essential •

Demonstrated financial management skills including in depth knowledge of the general principles of sound budget management as applied in the local government sector.



Ability to create and foster an environment of continuous improvement.



Thorough knowledge of local government, FBT and GST legislation in relation to all financial matters and up to date understanding of accounting principles, Australian Accounting Standards and current accounting trends and their application in a local government context.



Possess excellent leadership skills including the ability to provide direction, mentoring and support to a team working in a demanding area requiring high quality and accurate results often within tight time frames.



Demonstrated experience in the operation of accounting software and systems with comprehensive knowledge of Microsoft applications, and advanced skills in Microsoft Excel.



Possess a high level of written and verbal communication skills that result in effective and appropriate communication with a broad range of people internal and external to the Shire, including the proven ability to communicate financial concepts, analyses and recommendations clearly and succinctly.



Significant experience in a similar financial management position.

Qualifications and/or Training •

Tertiary qualification in Accounting, Commerce or Business Administration.



Current unrestricted C class national driver's licence.



Commitment to ongoing personal and professional development training as required.



Recent Police Clearance (within the past three month) •

It is a requirement of this position for an applicant to provide a National Police Certificate prior to an offer of employment being confirmed. This Certificate remains the property of the applicant; however, a notation of sighting the original Certificate will be kept on the employee’s personal file.
