In line with Malaysia’s commitment to reduce greenhouse gas emissions by up to 40% by 2020, Universiti Teknologi Malaysia (UTM)’s involvement in championing this international Low Carbon research project to promote Iskandar Malaysia as a model Low Carbon Society is highly applauded. The project gathers experts and researchers from multidisciplinary backgrounds to put forward innovative and creative solutions for creating a sustainable low carbon society in Iskandar Malaysia. This is one of the flagship projects reflecting UTM’s commitment towards sustainable development through its tagline: innovative  entrepreneurial global. I am very pleased to see this international project entitled “Project for Development of Low Carbon Society Scenarios for Asian Regions” positioned in UTM and supported by Japan International Cooperation Agency (JICA) in collaboration with Japan Science and Technology Agency (JST) under the “Science and Technology Research Partnership for Sustainable Development (SATREPS)”. The project involves capacity building of experts from Japan, Japan’s renowned institutions and researchers from UTM. Such cooperation provides opportunities to form a Regional highperformance Centres of Excellence (known as Hi-CoE in Malaysia) capable of harnessing expertise and consultation for the creation of Low Carbon Societies within the Asian Region. As a research university strategically located within the Iskandar Malaysia region, UTM continuously plays its leading role in providing science and technology based research, studies, planning and innovative activities that support the development of Iskandar Malaysia as a sustainable metropolis of international standing. Lastly , congratulations on the successful progression and achievement of the second fiscal year of the project and looking forward to seeing more fruitful outcomes in the near future!

On behalf of the research members from the project for "Development of Low Carbon Society Scenarios for Asian Regions“, it is my pleasure to present our annual report for the second fiscal year (June 2012 - March 2013). This progress report presented the success story of our research team on how we are meeting our research objectives outlined in in our Record of discussion (ROD). In the second fiscal year, with the joint-effort between researchers from Japan and Malaysia, we achieved great achievement by publishing the “Low Carbon Society Blueprint for Iskandar Malaysia” which received endorsement by the Prime Minister of Malaysia in December 2012. In addition, the team has also carried out exhibition and presentation at Side event at the 18th Conference of the Parties to the UNFCC (COP18). Besides, the team also organized symposiums and workshops allowed knowledge exchange, dialogues, and networking among the Low Carbon Asia researchers and policy makers in the global arena. Apart from the above, many researchers are also involved in technical tours of best practice projects and field works in Iskandar Malaysia and abroad. Being researchers and academicians, we have been actively involved in the publication of journal papers, reports and brochures. Overall we have made good progress in meeting our targets to outline the methodology to formulate LCS scenarios which is appropriate for Malaysian context and also setting up the research framework, research team, preparation of Low carbon actions, preliminary data collection and modeling work. We acknowledge there are still areas where we must improve the way in which we manage the budget and disseminate our research output, seeking to maximize results to the research community and implementation agencies. I would like to record my gratitude to Corporate Service and International Division of Economic Planning Unit Prime Minister’s Department, Ministry of Higher Education, Department of Town and Country Planning Peninsular Malaysia, Iskandar Regional Development Authority, Universiti Teknologi Malaysia and all researchers of Low Carbon Society scenarios of SATREPS project and Japan International Cooperation Agency (JICA) for the strong and solid support that has been extended throughout the fiscal year. Model building and capacity building are important milestones in this project; however the key success factor of development of Low carbon society lies in the effective consensus building of the major stakeholders such as policy makers, public at large and business community. Consensus building empowers the public involvement in ensuring the social inclusiveness and pragmatic proposals.

Since the start of the project for "Development of Low Carbon Society Scenarios for Asian Regions", about two years has past. During this period, we have had a lot of progress. The dissemination of “Low Carbon Society Blueprint for Iskandar Malaysia 2025” during the 18th Conference of Parties (COP18) of UNFCC held in November, 2013, Doha, Qaṭar, is one of the examples. We have had progress meetings 6 times, conducted air quality monitoring, household survey, landfill survey and solid waste generation surveys. In this annual report, they are described one by one in detail. Now, the project is entering into the second stage, i.e. the stage of conceptual design to detailed design of LCS. Within the “12 Actions Toward Low Carbon Iskandar Malaysia” in the “Low Carbon Society Blueprint for Iskandar Malaysia 2025”, we proposed more than 250 programs, as potential and feasible measures for realizing low carbon Iskandar Malaysia. We are now concentrating our efforts to evaluate and assess quantitatively, with intensive discussion from comprehensive view points, with Iskandar Regional Development Authority (IRDA), and related local authorities. Another point we are now pouring our effort, is to evolve this Iskandar Malysia LCS activity, to more national-wise and Asian-wise movement. Of cause, it depends on the advance of the Iskandar story, but at least even now, several Asian national governments are now very much interested in the Iskandar LCS progress. Already, we held three times the international Low Carbon Society symposium for sharing our experience with Asian colleagues, as well as frequent visits to all over the world in order to demonstrate the project, and will continue them. During the accomplishment of this project, we received the support of many institutions and people than just the team members. I am very grateful to these supports and also expecting the continuation, hoping the activities of this project will support the realizing of sustainable and comfortable Asian Low Carbon Societies.

Iskandar Malaysia (IM) is a visionary economic region in Johor that was established in 2005 as one of the catalyst development corridors to spur growth of the Malaysian economy. Covering an area of 221,634 hectares (2,216.3 km2), IM is the largest single development project ever to be undertaken within the Southeast Asia region. Strategically located at the southernmost tip of Mainland Asia to tap on a vast market of about 1 billion people within a 6-hour flight radius, IM is set to become an integrated global node that synergies with growth of the global City-state

of Singapore and Indonesia. To that end, it has been projected that population in IM will double from 1.5 million in 2005 to over 3 million by 2025, supported by a stable 7-8% annual GDP growth that is primarily driven by services and manufacturing. It is vital that the targeted strong growth is achieved while keeping IM’s carbon emission level at bay, inline with IM’s vision to be “A strong sustainable metropolis of international standing”.

The Project Development of Low Carbon Society Scenarios For Asia Regions Project Background Being a region that encompasses half the humanity and is poised to double its world GDP share to 52% by 2050, Asia is witnessing transformative economic growth and sociopolitical change, and putting on forever greater global economic and strategic weight. In a world of increasing climatic uncertainty and resource constraint, a growing global footprint demands greater global responsibilities among Asian economies, particularly in promoting regional cooperation and taking ownership of the global economic and environmental agenda. It is in this light that the project of Development of Low Carbon Society Scenarios for Asian Regions is initiated under the auspices of SATREPS. A joint effort between Japan and Malaysia, the 5-year research program that commenced in July 2011 brings together a team of multidisciplinary researchers from Kyoto University, the National Institute for Environmental Studies (NIES), Okayama

University and Universiti Teknologi Malaysia (UTM) with a view to defining Low Carbon Society (LCS) visions and crafting a road map towards LCS at the national and city-regional levels, in line with Malaysia’s voluntary commitment to reduce the country’s carbon intensity by 40% by year 2020 (based on 2005 levels). The research project begins with a pilot study of Iskandar Malaysia (IM), a “special economic region” located at the southernmost tip of Mainland Asia, that is poised to become a regional economic powerhouse by 2025. The project will showcase best practice in LCS for the Asian Regions and will therefore benefit not only IM and Malaysia, but also the Asian Regions. It will be a hands-on project where researchers and government officials of Asian countries work together in implementing research outputs within the cities or regions involved, leading to the eventual establishment of an Asian Low Carbon Society network.

Counterparts & Sponsors UNIVERSITI TEKNOLOGI MALAYSIA (UTM) Established in 1904, Universiti Teknologi Malaysia(UTM) is the oldest public engineering and technological university in Malaysia. UTM is the Malaysia university partner for this research. The main campus is located in Johor Bahru, the southern city in Iskandar Malaysia. The university has been named as a Research University where their mission is to be an engine of growth of the nation.

ISKANDAR REGIONAL DEVELOPMENT AUTHORITY (IRDA) Iskandar Regional Development Authority (IRDA) is the statutory body that is responsible for the developments in Iskandar Malaysia. Their vision is to develop Iskandar Malaysia into a strong and sustainable metropolis of International standing. Iskandar Malaysia has been choose as the case study for the research which brings to active involvement of IRDA in the project.

KYOTO UNIVERSITY Kyoto University one of the university partner from Japan is the second oldest university in the country. Founded in 1897, the university has positioned itself in the one of the highest rank of the universities in Asia. Parallel to their mission in generating world-class knowledge, the university produces world-class researches including eight Nobel Prize laureates, two medalists and ne Gauss Prize.

OKAYAMA UNIVERSITY Okayama University is another university affiliates from Japan for this project. Founded in 1870, Okayama University is one of the largest universities in Japan. The main campus is located in Tsushima which is a suburbs areas. Currently, they have 11 faculties, seven graduate schools and one university affiliated institutes.

NATIONAL INSTITUTE FOR ENVIRONMENTAL STUDIES (NIES) The National Institute for Environmental Studies (NIES) is one the counterparts from Japan. It was established in 1974 and became an Independent Administrative Institution in 2001. The institution strives to contribute to society through research that fosters and protects a healthy environment for present and future generations.

Counterparts & Sponsors JAPAN INTERNATIONAL COOPERATION AGENCY (JICA) Japan International Cooperation Agency or also known as JICA was established in 2003 to an independence administrative institution. The vision of JICA is inclusive and dynamic development where it aims in assisting in promotion of the international cooperation as well as the sound development of Japanese and global economy by supporting the socioeconomic development, recovery or economic stability of developing regions

JAPAN SCIENCE AND TECHNOLOGY (JST) Japan Science and Technology Agency was establish in October 1996 with the merging of Japan Information Center of Science and Technology (JISCT) and Research Development Corporation of Japan(JRDC). The agency has been one of the main institution responsible for the implementation of science and technology policy in Japan. One of the planning of research and development strategy for the creation of innovation is center for Low Carbon Society Strategy (LCS). The objective of this center is to promote the application of science and technology to realize a sustainable “affluent low carbon society” conducive to the economic and social development of Japan.

SCIENCE AND TECHNOLOGY RESEARCH PARTNERSHIP FOR SUSTAINABLE DEVELOPMENT PROGRAM (SATREPS) Science and Technology Research Partnership for Sustainable Development (SATREPS) involves the collaboration between JST and JICA. SARTREPS is a Japanese government program that promotes international joint research targeting global issues. Projects of SARTREPS are expected to lead to outcomes with potential for practical utilization and to enhance research capacity in the developing countries all around the world

Our Research Groups

The Development of Low Carbon Society Scenarios for Asian Regions Project necessarily involves a multiplicity of closely intertwined socio-economic, environmental, energy system, waste management, land use, transportation, and consensus building aspects. The pilot project in Iskandar Malaysia therefore comprises four major research groups that jointly and severally cover the above aspects, plus one scenario integration group that serves to synthesise t$he other groups’ research outcomes into a coherent LCS vision and holistic roadmap for IM, which will be fed into the IM’s LCS Blueprint.

INTRODUCTION

Our Research Groups Scenario Integration and Land Use Planning Scenario Integration and Land Use Planning Group studies the overall vision and roadmap towards lowcarbon society. The research output is to develop socioeconomic scenario based on future development goals. This needs to integrate outputs from other research groups by using integrated models.

Consensus Building and Education Consensus Building Group examines the implementation during/after the scenario studies. Public participation or consensus building is required when the policy-makers, researchers and stakeholders discuss and make the policies and actions. This group will develop the consensus building approach for LCS in Asian region.

Solid Waste Management Solid Waste Management Group conducts an empirical study on waste generation in Iskandar Malaysia, developing a model which simulates best solution for waste management in terms of 3R and GHG emission reduction.

Energy System Energy System Group investigates the energy system models based on the idea of dispersed power generation system, which assesses the potential of renewable energy and supply and demand management system such as smart grid.

Air Quality and Transport Air Quality & Transportation Group examines assessment of co-benefit of low-carbon measures, improvement of air quality. The research output will develop a detailed transport model as road transport is one of major sources of air pollutants and is expected to grow rapidly

In this conference, UTM was the only university from Malaysia to register as a member of observers and civil societies of UNFCCC. Datuk Ismail Ibrahim, CEO of Iskandar Regional Development Authority (IRDA) has officially announce the launching of “Summary for Policymakers (SPM) of Low Carbon Society Blueprint for Iskandar Malaysia 2025”. This is the first regional blueprint in the ASEAN Region focusing on Low Carbon Society, showcasing Iskandar Malaysia, a fast-developing economic region in Malaysia, being planned on green economic growth. The launching of Blueprint shows the Malaysian government commitment and the concrete actions that can be taken at local urban level to achieve the voluntary 40% reduction of emission intensity pledged by Malaysian Government in COP15 in 2009. The one day symposium on “Low-carbon Asia Research Project” was held on 9th July 2012 in Iskandar Malaysia, Johor Bahru. The event was a follow-up to the previous first and second symposium held in July and October 2011. The symposium was conducted in three sections, the first two sections shared the latest Low Carbon Society and green growth science and technology and climate change in Malaysia and the updates from Iskandar Malaysia towards a Low Carbon Society. The third section was a dialogue among representatives from countries such as Thailand, Vietnam, Japan, and Malaysia. An interactive panel discussion and floor session between policy-makers and researchers as well as participants provided a platform to understand the current development of low carbon and climate change over the region.

LCS BLUEPRINT OFFICIAL LAUNCHING Official LCS Blueprint Launching By Prime Minister

PUTRAJAYA: Prime Minister Datuk Seri Najib Razak believed the newly launched Iskandar Malaysia Low Carbon Society (LCS) Blueprint has the potential to attract more interest among investors at Iskandar Malaysia as an investment destination. The prime minister had endorsed the launch of the LCS blueprint at the 13th Iskandar Regional Development Authority (IRDA) members of authorities (MoA) meeting here today.

"Today, the MoA members endorsed the launch of LCS blueprint and we believe this effort has reinforced the investor value proposition of Iskandar Malaysia and would certainly spur the interest and attraction of even more investments into Malaysia," said Najib.The blueprint, which was launched at the 18th session of the Conference of parties (COP18) in Doha on Nov 30, has outlined 12point execution plan to lower Iskandar Malaysia's carbon intensity emissions by 50 per cent once it reaches maturity in 2025.

Such an initiative has brought together a team of multidisciplinary local and foreign researchers from Kyoto University, the National Institute of Environmental Studies of Okayama University and Universiti Teknologi Malaysia with a view to defining LCS visions and crafting a road map towards LCS at the national and city-regional level.This is in line with the country's voluntary commitment to reduce its carbon intensity by up to 40 per cent within eight years (based on 2005 levels) and the research project began with a pilot study of Iskandar Malaysia. IRDA chief executive, Datuk Ismail Ibrahim said the 12 actions outlined in the blueprint would start being implemented in the first quarter of 2013.Through the LCS research project (20112015), the Malaysia and Japanese research teams have come up with substantial research findings that IRDA has now interpreted into policies that can be implemented-policies and proposals that are both workable and bankable. FUTURE CITY INITIATIVE “Futurecity” Initiative, Jica Training and Dialogue Program Date Time

Due to the progress achieved by Malaysia (especially through UTM’s research on Iskandar Malaysia’s Low Carbon Society Blueprint, led by Professor Dr. Ho Chin Siong), the Malaysian Delegation (Chau Loon Wai from UTM, Engku Ahmad Kamel Engku Taib from IRDA, Dr. Alias Rameli from JPBDSM) have been invited to a high-level meeting with Mr. Toshio Kato, Secretary General of the Regional Revitalization Bureau, Cabinet Secretariat, Government of Japan. The seminar took 8 days, started on 11th February 2013 until 19th February 2013. A high-level formal “FutureCity” framework needs to be established in Malaysia involving the Cabinet of Ministers to ensure the prestige of cities to be selected as “FutureCity”, following which a concrete selection framework (involving clear selection criteria, selection process and timeline) and selection panel need to be set up. Close communication between the Malaysian and Japanese sides need to be established and maintained for mutual learning and for potential formation of a global “FutureCity” network.

Outcome This seminar has gave us a very clear idea about the “FutureCity” Initiative, which is very likely the next big thing in urban and regional planning; the idea is catching up and spreading fast around the world with Japan being at the forefront. More than that, we`re also able to obtained a clear direction towards establishing a Malaysia “FutureCity” Initiative with collaboration with JPBDSM and IRDA : The Malaysian team has in fact discussed the action plan towards launching the Malaysian “FutureCity” Initiative at the 2013 World Town Planning Day in November 2013 and recommending Iskandar Malaysia to be the first formal “Future City” in Malaysia; Progress and achievement of the IMLCSBP 2025 project which is led by UTM’s FAB (Project Leader: Prof. Dr. Ho Chin Siong) has been shared with many participants and agencies in Japan, with copies of the IMLCSBP 2025 SPM distributed to participants and officials from the OECD, Japan Ministry of Environment, Japan Government’s Cabinet Secretariat, UN-ECLAC and government agencies responsible for urban planning and governance from various countries.

TECHNICAL TOUR ,OKAYAMA Technical Tour to Okayama city, Japan Date Time Venue

In conjunction with 3rd SATREPS meeting in Japan, the members of LCS team had an opportunity to visit the Okayama-City East Clean Center and the Okayama Eco-Town at Kurashiki-Mizushima Area, Okayama , Japan. The purpose of visit is to have an insight on management, operating system and technology of the facility as well as the solid waste management in Okayama city which consider one of the best practice of solid waste management in Japan.

The industrial visit began with visit to the Okayama-City East Clean Center is fully continuous combustion-type incineration facilities equipped with fluidized-bed furnace, bagfilters and a denitrating reaction tower, ashmelting equipment and other state-of-the-art equipment, in order to pay greatest possible consideration to environmental protection and pollution. Besides, the facilities also utilized the generated heat by incineration of refuse to trigeneration concept which included air conditioning cooling, hot waster supplying, and electric power generation.

The visit continues to the The Okayama EcoTown at Kurashiki-Mizushima Area. The EcoTown is a co-operate plan by Mizushima Ecoworks Co., Ltd., Recycling Management Japan, INC and Okayama Prefectural Environmental Conservation Corporation. The Eco-town established a resource recycling-based society with zero emission of wastes by recycling general waste from Kurashiki-city, etc, and industrial waste from the Mizushima Industrial Complex by the “thermo-select method” gasification and melt treatment system. The final refuse from thermal treatment of waste and the sewage sludge form sewage operation will be disposed at Mizushima Disposal Site.

Outcome The industrial visit to Okayama-City had not only educate the LCS team on appropriate manner for waste disposal and sustainable waste management, but also allow research to obtain many real data for the need of LCS research study.

EDUCATION TECHNICAL TOUR , JAPAN Consensus Building and Education Technical Tour to Japan Date

This technical visit aims to understand how LCS and 3R awareness programs and education among school student and public communities were implemented in Japan, to identify effectiveness and factors of LCS and 3R programs implemented successfully in schools and communities and to compare the programs, facilities, policies and issues between Japan and Malaysia in implementing LCS and 3R in schools and public. Participants visited Ministry of the Environment Japan, JST LCS center, Tama City Board of Education, Shinjuku Eco Gallery, Miyako Ecology Center, Minamitsu Rumaki primary school (UNESCO school), Suzaku Daihachi (primary) School and Oyake kindergarten. Through seminars, discussion sessions, visits to galleries and observation at schools, the participants shared knowledge with experts from environment and education sectors, researchers, volunteers from NGOs, principals, teachers as well as students from university.

Outcome It was identified that the success factors in community programs include sufficient budget allocated, high awareness among leaders, and effective communication strategies to the public. Environmental education in school are successful due to top-down approach with policies in place and leaders with high awareness as well as decentralized administration education system. Two important factors supporting the success of programs are emphasis on capacity building and practice of plan-do-check-act (PDCA) cycle. Future plans for IM discussed among participants post visit include comparing programs, facilities, policies and issues between Japan and Malaysia in implementing LCS and 3R to schools and public to identify gaps; refining LCS blueprint to include best practices learned; identifying schools for UNESCO Associate School certification; introducing Children’s Ecolife Challenge project; and developing a road map for community towards LCS.

FOCUS GROUP DISCUSSIONS

In ensuring effective implementation and social inclusiveness, empowering the local community through public engagement in the policy making process is vital. We strongly believe that for any success development, the society itself is a critical factor. Every single policy design needs to gain residents’ consent as these plans will affect their lifestyle: how they work, live and play. Therefore, focus group discussion (FGD) is an important component which always been considered during the creation of comprehensive low carbon society policies in Iskandar Malaysia. Subsequent to the positive feedbacks from the two series of FGDs on year 2011, we were organizing additional four FGDs in this year. The 3rd and 4th focus group discussions have been arranged to obtain agreement and build consensus with IRDA and 150 stakeholders from public and private sectors on the formation of 12 LCS policy actions for Iskandar Malaysia. The program started with an introduction on the background of low carbon Iskandar Malaysia to stakeholders.

Followed by the group discussion, where stakeholders were assembled according to six different clusters with six themes namely, 1)transportation; 2)economy and institutional framework; 3)social development; 4)urban planning; 5)building and energy and 6)waste management. Participants were free to choose any cluster based on their preference. The discussion of each group was supported by facilitators and assistants. The next 5th and 6th focus group discussions were organized to invite the suggestions and comments from the governmental agencies and private agencies (different groups from the 1st – 4th FGDs) on LCS policy plan for Iskandar Malaysia. A talk had been given to the participants explaining the research area, main objectives, targets, involved research teams, research output, project framework, project organization, previous programs and events, modeling, potential mitigation, current progress and the structure of the blueprint to enhance their understandings of the low carbon project in Iskandar Malaysia. The participations were then divided into several groups to discuss on the 12 LCS Actions according to their expertise.

Outcome The suggestions and feedbacks from the focus group discussions is essential in the process of policymaking for Iskandar Malaysia low carbon society blueprint. The discussions focus on the view of stakeholders and agencies towards various carbon mitigation policies, their significance, feasibility, priority, the implementing agency and source of financial support, as well as obtaining mutual understanding and information sharing from them. Suggestions and valuable comments received from IRDA, various stakeholders of government and private agencies were collected and incorporated into the low carbon society blueprint. Consensus building and public participation are very vital in ensuring feasibility implementation of low carbon measures in Iskandar Malaysia.

In the year of 2012, research teams fully committed themselves to compile “Low Carbon Society Blueprint (LCSBP) for Iskandar Malaysia 2025 (LCBP)” and “Summary for Policymakers (SPM) of LCSBP. The Progress Meetings were the opportunity to meet all researchers from UTM, Kyoto University, Okayama University and National Institute for Environmental Studies (NIES) , see the progress of compilation, share projection figures and confirm next steps forward. We also invite staffs of IRDA so as to share the progress of those documents and receive feedback from them. AIR QUALITY SURVEY Air Quality Survey Date Time Venue

Generally, air quality survey categorized to three types of survey including office, roadside and household survey. The purpose of this survey is to (i) identify the average indoor and outdoor air quality concentration in Iskandar Malaysia; (ii) to identify the indoor/outdoor air quality ratio for several indoor environment, such as residential, office and school; (iii) to obtain the monitoring data for evaluating the indoor exposure model; and (iv) to evaluate the roadside diffusion model.

There are three equipments had been used in order to achieve the precision of the data. The application of micro environment model is being used to collect the data for household and office. This collected data are used to estimate the human exposure to indoor air pollution in Iskandar Malaysia.

The survey is carried out as part of SATREPS Development of Low Carbon Society Scenarios for Asian Regions, finding better ways for sustainable waste management in Iskandar Malaysia. The landfill investigation involved researchers from Okayama University and Universiti Teknologi Malaysia. The team was receiving strong supports by Southern Waste Management (SWM) Environment Sdn. Bhd., waste management concessionaire for southern region of Malaysia (includes Iskandar Malaysia). The survey was carried out with the following objectives: 1. 2. 3. 4.

To identify physical composition of municipal solid waste (MSW) To estimate the characterization of waste by consumption type. To capture amount of recyclable material in the generated waste. To understand characteristic of Malaysia waste in term of moisture, combustible and ash contents through laboratory test To plan an alternative solid waste management that meets the characteristic of generated waste

Waste examination begins by sampling 120kg of MSW from a ton of total waste through quartering method. The 120kg sample MSW was then manually sorting into 12 categories of waste composition. Some of these waste samples were brought back to the laboratory for detail analysis. The result indicates organic content of MSW is large in particular of food and paper waste. In addition, the MSW is quite wet that would lead to difficulty of combustion. Furthermore, the team found a large portion of the MSW which can be recycled and reused prior to the disposal. These scientific information will be apply in the low carbon society policymaking for Iskandar Maysia.

GENERAL LCS HOUSEHOLD SURVEY General Household Survey

General household survey was held for about two weeks time to collect the basic information (household lifestyle, energy consumption, waste management, travel pattern and environment awareness) among residents in Iskandar Malaysia. It aims to create a scientific baseline data for greenhouse gas emission inventory. Besides, these information helps researchers to understand the existing behavioral pattern of communities in Iskadnar Malaysia for the better design of low carbon society blueprint. More than a thousand household samples of survey were conducted across the 36 neighbourhoods of five municipalities (Johor Bahru, Johor Bahru Tengah, Pasir Gudang, Kulaijaya and Pontian) and flagships (Johor Bahru City Centre, Nusajaya, Western Gate Development, Eastern Gate Development and Senai - Skudai) which are all within Iskandar Malaysia region. It is a comprehensive study take accounts of various ethnics, different income level, housing density and urban - suburb - country area.

MEMBER DIRECTORY Senior Management I Japan Project Leader Prof. Dr. Yuzuru Matsuoka A Professor at The Graduate School of Engineering, Kyoto University. He specializes in Environmental Engineering. He started researching on global environmental issues since the late 1980’s. He has developed various kinds of integrated models including bottom-up and top-down type models. Of recently, he leads research projects on developing Asian low carbon societies.

Representative Prof. Dr. Takeshi Fujiwara A professor at the Graduate School of Environment Science and ViceDirector of Research Center for Waste Management, Okayama University. His areas of expertise are Environmental Systems Engineering, Solid Waste Engineering and Waste Management Analysis.

Representative Dr. Junichi Fujino He has been involved in the development of the Asia-Pacific Integrated Model (AIM) to estimate climate change impact and to assess policy options for stabilizing global climate since 2000. Recently he is actively involved in “Low-Carbon Asia Scenario Projects”.
