This report summarizes activities under U.S. Agency for International Development (USAID) Contract Number 497-M-00-05-00029-00 for the period October-December 2006.

Executive Summary The major events of the October-December 2006 quarter included selection of Cohort 2 districts, Completion of School Development Plan (RPS) and evaluation of the first sets of RPS materials, finalizing Capacity Development/District Planning process, finalizing District Education Finance Analysis (DEFA) in Cohort 1 districts, due diligence on ICT grants applications, and progress in forming Private-Public Alliances (PPA) to support replication and expansion of DBE1 activities. A major unplanned activity was DBE1 participation in the planning of the meeting on education between President and First lady Yudoyono and President and First Lady Bush, which took place in Bogor on November 20, 2006. Phase 2 District Selection 22 new districts were selected to join the DBE program during the quarter. Of these, five districts from Cohort 1 were selected to participate in Cohort 2 where the DBE program will work in new sub districts and schools. Two of the 22 districts are Phase 3 districts from the MBE program. Provincial stakeholders participated fully in the selection. MOUs with the new districts will be signed in the next quarter. District Planning and Management First drafts of manuals on how to prepare a Capacity Development Plan for District Education Office (Rencana Pengembangan Kapasitas (RPK) Dinas Pendidikan) and how to prepare a Strategic District Education Development Plan (Rencana Strategis Satuan Kerja Perangkat Daerah) were completed during the quarter. The two manuals are strongly related, as the results of capacity development planning will be integrated into the strategic plan for education development. Training on the methodologies for capacity development planning and for strategic education planning was provided for DBE Provincial Specialists during the quarter. Roll out of capacity development plan program will begin in February 2007. Beginning in June, 2006, the Aceh DBE1 project became involved in an effort to produce a Strategic Five Year Education Plan for Aceh now known as the Nanggroe Aceh Darussalam Education Strategis Plan (NADESP). This is to be the first provincial level strategic education plan in Indonesia. The Provincial Education Council (MPD) convened a steering committee, composed of GOI personnel plus Donors and NGOs, to support of this effort. DBE1 Aceh staff have actively participated in the process.

School Development Plans (RPS) As a follow up on the RPS manual and training materials evaluation in August 2006, small teams were established to revise each of the components of the RPS program. A technical meeting to evaluate progress was held in North Sumatera in early December. It is planned that the RPS updating process will be completed by the end of January 2007; a second edition of the RPS manual will be completed by February 2007. The revised manual will be used for Cohort 2 schools. DBE1 held discussions with MONE, MORA and DBE3 on RPS process for Junior Secondary schools and madrasah (MTs). Indications are that national stakeholders will welcome collaboration with DBE1 to update and improve the existing junior secondary (SMP/MTs) RPS/M programs. DBE1 expects to assist junior secondary schools and madrasah during the second half of 2007. School Committee Training There were three important school committee activities during the quarter – training module development, TOT capacity building for District Coordinators and District Facilitators, and completion of the first in a series of school committee training workshops in North Sumatera and Aceh. Education Finance DBE1 has finalized its methodology for District Education Finance Analysis (DEFA). Analysis was completed for 25 of the Cohort 1 districts. These reports will be an important input into stakeholder consultations during the Renstra process. DEFA is more detailed and comprehensive than any simple measure of “education effort” using Ministry of Finance data. DEFA reports are more up-to-date, include education expenditure reported in other “sectors” (such as construction), identify teacher salary expenditure, and examine expenditure by level of education (SD, SMP, SMA). DBE1 conducted a workshop to develop a methodology and formula for calculating school operation unit cost in Kabupaten Sidoarjo. The objective was for education stakeholders to better understand the concept of calculating school operating unit cost, including experience from the USAID MBE Project. DBE1 East Java team will conduct follow up workshops to finalize guidelines, formulas, and procedures for calculating unit cost for SDN with 3 different enrollment levels. The outcomes from Sidoarjo analysis will be shared with national stakeholders and other DBE districts.

Information and Communication Technology (ICT) Grants DBE1 central and provincial staff continued the due diligence in evaluating 22 ICT grant applications with a value of nearly US$ 250,00. The program is highly innovative in that it links the private sector with local government institutions including district education offices and libraries to provide improved education services. The process requires extensive and intensive interaction with candidate grantees to ensure they have the proper administrative and managerial procedures in place and that the budget proposals are realistic and based on objective standards. During the quarter each grant document was and several revisions in the applications were made. Finalize due process will be completed and applications will be submitted to USAID by end of the next quarter. Public-Private Alliances DBE1 has appointed a Local PPA Coordinator in Irian Jaya Barat. A Construction Koordinator was appointed in Klaten to facilitate the construction of two schools funded by BP Migas A series of meetings with ConocoPhillips, BP Migas and Gramedia took place to evaluate the feasibility of finalizing PPA agreement. Replication To date a number of districts have committed to replicate the RPS program. For example, East Java provincial government has committed to fund RPS replication in 22 schools in Tuban district; Tebing Tinggi city in North Sumatera has earmarked Rp. 49 million of its budget for replicating RPS in 2007. In Aceh other donors have adopted/adapted DBE1 RPS materials. Agreement was reached with DBE2 to select a number of schools in each district to become model or demonstration schools. These schools, on average 4 per province, are called Reference Schools of Sekolah Acuan. These schools will be prepared to host future study visits by schools that will replicate DBE1 programs using non DBE funding resources as well as for DBE Cohort 2 and 3 supported schools.

Ringkasan Eksekutif Peristiwa utama yang dicantumkan dalam Triwulan Oktober – Desember 2006 adalah seleksi kabupaten Kohort 2, Penyelesaian Rencana Pengembangan Sekolah (RPS) dan evaluasi perangkat pertama bahan RPS, finalisasi Pengembangan Kapasitas/proses Perencanaan Kabupaten, finalisasi Analisis Keuangan Pendidikan Kabupaten (AKPK/DEFA) untuk kabupaten Kohott 1, penelaahan citra dan reputasi (due diligence) terhadap aplikasi hibah ICT, dan kemajuan yang dicapai dalam pembentukan Aliansi Publik-Swasta (APS/PPA) untuk mendukung replikasi dan perluasan kegiatan-kegiatan DBE1. Kegiatan utama yang tidak termasuk dalam perencanaan sebelumnya adalah partisipasi DBE1 dalam melakukan persiapan pertemuan pendidikan antara Presiden dan Ibu Negara Yudoyono dan Presiden dan Ibu Negara Bush, yang berlangsung di Bogor pada 20 Nopember 2006. Seleksi Kabupaten Tahap 2 Dua puluh dua kabupaten telah dipilih untuk bergabung dalam program DBE selama triwulan ini. Dari 22 kabupaten itu, lima kabupaten yang berasal dari Kohort 1 telah dipilih untuk berpartisipasi dalam Kohort 2 dimana akan berlangsung program DBE di kecamatan dan sekolah baru. Dua dari 22 kabupaten itu berasal dari kabupaten Tahap 3 program MBE. Pemangku kepentingan provinsi berpartisipasi secara penuh dalam pemilihan tersebut. Nota Kesepahaman bagi kabupaten baru akan ditanda-tangani pada triwulan berikutnya. Perencana dan Manajemen Kabupaten Draf pertama panduan tentang bagaimana menyiapkan Rencana Pengembangan Kapasitas (RPK) Kantor Dinas Pendidikan dan bagaimana menyiapkan Rencana Strategis Satuan Kerja Perangkat Daerah telah diselesaikan selama triwulan ini. Dua panduan itu sangat saling berkaitan, dan sebagai akibat positifnya adalah rencana pengembangan kapasitas akan diintegrasikan dengan rencana strategis pengembangan pendidikan. Pelatihan dalam metodologi untuk perencanaan pengembangan kapasitas dan untuk perencanaan strategis pendidikan diberikan oleh Spesialis Provinsi DBE selama triwulan tersebut. Putaran program rencana pengembangan kapasitas berikutnya akan dimulai dalam bulan Februari 2007. Mulai Juni 2006, proyek DBE1 di Aceh dilibatkan dalam upaya untuk menghasilkan Rencana Strategis Pendidikan Lima Tahun bagi Aceh yang sekarang dikenal sebagai Rencana Strategis Pendidikan Nangroe Aceh Darussalam (RSPNAD/NADESP. Ini akan merupakan rencana pendidikan strategis tingkat provinsi untuk pertama kalinya di Indonesia. Majelis Pendidikan Provinsi (MPD/PEC) mengadakan pertemuan tim pengarah yang terdiri atas personel Pemerintah Indonesia plus Donor-donor dan LSM

untuk mendukung upaya ini. Staf DBE1 Aceh telah berpartisipasi aktif dalam proses tersebut. Rencana Pengembangan Sekolah (RPS) Sebagai tindak lanjut evaluasi panduan dan materi pelatihan dalam bulan Agustus 2006, tim-tim kecil telah dibentuk untuk merevisi setiap komponen program RPS. Sebuah pertemuan teknis untuk mengevaluasi kemajuan telah diadakan di Sumatera Utara dalam awal bulan Desember. Direncanakan proses pemutakhiran RPS akan dituntaskan pada akhir Januari 2007. Panduan yang telah direvisi akan digunakan untuk sekolah-sekolah Kohort 2. DBE1 telah mengadakan diskusi dengan Depdiknas, Depag dan DBE3 mengenai proses RPS bagi SMP dan MTs. Ada indikasi bahwa pemangku kepentingan tingkat nasional akan menyambut baik kerjasama dengan DBE1 untuk memutakhirkan dan menyempurnakan program-program RPS/M- SMP/MTs yang sudah ada. DBE1 berharap untuk membantu sekolah lanjutan tingkat pertama dan madrasah selama paruh ke dua tahun 2007. Pelatihan Komite Sekolah Ada tiga kegiatan penting terkait dengan komite sekolah selama triwulan ini – pengembangan modul pelatihan, perampungan lokakarya komite sekolah, dan TOT pengembangan kapasitas bagi Koordinator Kabupaten dan Fasilitator Kabupaten, serta perampungan seri pertama workshop pelatihan komite sekolah di Sumatera Utara dan Aceh. Keuangan Pendidikan DBE1 telah memfinalkan metodologi bagi Analisis Keuangan Pendidikan Kabupaten (AKPK/DEFA). Analisis ini telah dirampungkan bagi 25 kabupaten Kohort 1. Laporanlaporan ini akan dijadikan masukan penting dalam konsultasi-konsultasi dengan pemangku kepentingan selama proses Renstra berlangsung. AKPK/DEFA ini lebih rinci dan komprehensif jika dibandingkan dengan ukuran sederhana manapun terkait dengan “upaya pendidikan” yang menggunakan data Kementerian Keuangan. Laporan-laporan AKPK/DEFA lebih mutakhir, dan mencantumkan pengeluaran/belanja pendidikan yang dilaporkan di sektor lain (seperti sektor konstruksi), mengidentifikasi pengeluaran/belanja untuk gaji guru serta mengkaji pengeluaran/belanja berdasarkan jenjang pendidikan (SD, SMP, SMA). DBE1 menyelenggarakan lokakarya untuk mengembangkan metodologi dan formula bagi penghitungan biaya satuan operasi sekolah di Kabupaten Sidoarjo. Tujuannya adalah agar pemangku kepentingan pendidikan lebih memahami konsep perhitungan biaya satuan operasi sekolah, termasuk pengalaman dari Proyek USAID MBE. Tim DBE1 Jawa

Timur akan melakukan lokakarya tindak lanjut guna memfinalkan pedoman, formula, dan prosedur untuk penghitungan biaya satuan bagi SDN dengan tiga jenjang enrolmen yang berbeda. Hasil analisis Sidoarjo akan diurun-bagikan (shared) dengan pemangku kepentingan tingkat nasional dan kabupaten DBE lainnya. Hibah Teknologi Komunikasi Informasi (TKI/ICT) Staf DBE1 pusat dan provinsi melanjutkan panelaahan citra dan kinerja (due diligence) perusahaan-perusahaan yang menyampaikan aplikasi hibah ICT yang berjumlah 22 buah usulan dengan nilai total hampir mendekati US$ 25,000. Program ini sangat inovatif karena mengkaitkan sektor swasta dengan lembaga-lembaga pemerintah setempat temasuk kantor dinas pendidikan dan perpustakaan untuk memberikan pelayanan pendidikan yang bermutu. Proses ini menuntut interaksi yang ekstensif dan intensif dengan para calon penerima hibah untuk menjamin agar mereka meletakkan prosedur manajerial dan administrative yang memadai dan mencantumkan usulan dana yang realistis dan berdasarkan standar tujuan. Selama triwulan ini setiap dokumen hibah telah direviu dan sejumlah revisi terhadap aplikasi telah dilakukan.. Finalisasi proses pada waktunya akan dirampungkan dan aplikasi-aplikasi akan dimasukkan ke USAID pada akhir triwulan berikutnya. Aliansi Public-Swasta (APS/PPA) DBE1 telah mengangkat Koordinator PPA Lokal untuk Irian Jaya Barat. Seorang Koordinator Konstruksi telah diangkat di Klaten untuk memfasilitasi pembangunan dua sekolah yang didanai oleh BP Migas Serangkaian pertemuan dengan ConocoPhillips, BP Migas dan Gramedia telah berlangsung untuk mengevaluasi kemungkinan keterlaksanaan finalisasi kesepakatan PPA. Replikasi Hingga saat ini sejumlah kabupaten telah menyampaikan komitmen mereka untuk mereplikasi program RPS. Misalnya Pemerintah Provinsi Jawa Timur telah menyampaikan komitmennya untuk mendanai replikasi RPS di 22 sekolah di Kabupaten Tuban; Kota Tebing Tinggi di Sumatera Utara telah menyisihkan Rp. 49 juta dari APBD mereka untuk dana replikasi RPS pada tahun 2007. Di Aceh donor-donor lainnya telah mengadopsi/mengadaptasi materi RPS DBE1 Kesepakatan telah tercapai dengan DBE2 untuk memilih sejumlah sekolah di setiap kabupaten untuk menjadi sekolah model atau sekolah demonstrasi.. Sekolah-sekolah ini , rata-rata 4 sekolah per provinsi, semuanya disebut Sekolah Acuan. Sekolah-sekolah ini akan disiapkan sebagai tuan rumah untuk menerima kunjungan study oleh sekolahsekolah yang akan mereplikasi program DBE1 dengan menggunakan sumber dana non DBE maupun sebagai sekolah pendukung bagi Kohort 2 dan 3 DBE.

Progress in implementing Tasks and Activities1 1.

District Selection

Following extensive discussions between USAID and DBE123, protocol and criteria for selection of Cohort 2 districts were agreed; this activity commenced in October and was completed by December, excepting new districts in Aceh, which are expected to be selected by end February 2007. Districts were nominated in meetings with provincial stakeholders; USAID and Menko Kesra staff attended most of the provincial meetings. DBE1 submitted ongoing reports on selection by province. A final report will be submitted to USAID in March 2007 after selection is completed in Aceh.

Cluster Selection in Makassar, South Sulawesi

Each Province is identifying up to two schools in each Cohort 1 District as “Sekolah Acuan” (Reference Schools) to demonstrate RPS, community participation and teaching/learning strategies for the new districts. During the dialogue between USAID and DBE contractors, issues were raised about making Cohort 1 outcomes more sustainable by selecting additional cluster/s in some Cohort 1 districts and extending Project support for a longer period. Anticipated Next Steps

Selection of Cohort 2 districts in the original project provinces will be submitted for approval by USAID during November-December 2006. Criteria for selecting Aceh districts will be approved by USAID in January 2007; final selection will be completed by February 2007.

appointment of district teams, stakeholder training and visits to DBE reference schools early in 2007. 2.

District Coordinators

New district coordinators were appointed for Jakarta Pusat and Aceh Besar districts during the quarter. Thus, a total of 29 DC are contracted and working out of district government offices. This includes 26 in the original 6 provinces, one in Jakarta and two in Aceh. SOW for district coordinators was revised during the quarter. Anticipated Next Steps



Advertisements for district coordinators will be made in local media and web based services in December 2006 – January 2007. Provincial teams will create a short list of applicants. DBE1 staff and district stakeholders will interview short list candidates; recommendations will be sent to USAID for concurrence.

Decentralized Planning and Management of Education Services

3.1

School Development Plans (RPS)

Completion of RPS training in Aceh and Jakarta

Training of RPS development teams was largely completed in Aceh and Jakarta (see Section III for training data.) Training in these districts started much later than the other provinces, but they have now essentially caught up. Monitoring plan implementation and updating the plans in these schools will be on same schedule as all other DBE schools beginning in the next quarter. The remaining activity is to present the plans to district stakeholders. This has been delayed in Jakarta because we were advised not to hold a district level event until the MOU with Central Jakarta is signed.

Revise RPS manuals and training materials for Cohort 2 schools

As a follow up on the RPS manual and training materials review in August 2006, small teams were established, each of which was tasked to make improvements in one of the following areas: teaching-learning process, school management, child orientation, community participation and education resources. Improvement of the school profile formed a major part of the work to be done by each team and improvements should result in: −

stronger focus on what is valued instead of what can be measured;



more emphasis on improvements that can be achieved without additional funding;



a more open table structure that will make it easier to include issues that have come up during the planning process;



more opportunities to include qualitative data; and



stronger focus on learning progress instead of examination results.

The teams completed their work in September and the results were reviewed during a workshop with Provincial Education Planning specialists from North Sumatra, Central Java and East Java in Jakarta on 9-13 October. As it is often the case in a manual review process, the new inputs led to major improvements in the manual but at the same time also to a substantial increase in text and tables. To address this issue, it was decided to reduce the number of tables and to simplify the planning process by reducing the number of steps from 45 to around 30. A technical meeting to evaluate progress was held in North Sumatera in early December and it is planned that the RPS updating process will be completed by the end of January 2007. Anticipated Next Steps



A second edition of the RPS manual will be completed by February 2007. The revised manual will be used for Cohort 2 schools. Updating of Cohort 1 schools’ RPS will continue to follow to first edition of the manual. The new edition will also be evaluated during the first half of 2007 and will undergo a final revision in the second half of 2007 in time to be used with Cohort 3 schools.

Capacity Development Plan and Strategic District Education Development Plan

First drafts of manuals on how to prepare a Capacity Development Plan for District Education Office (Rencana Pengembangan Kapasitas (RPK) Dinas Pendidikan) and how to prepare a Strategic District Education Development Plan (Rencana Strategis Satuan Kerja Perangkat Daerah) were completed during the quarter. The two manuals are strongly related, as the results of capacity development planning will be integrated into the strategic plan for education development. Capacity development plans will be prepared via a guided self-assessment process that is supported by training events, workshops, working sessions and in-service guidance. The primary focus of all these events is to build local ownership for capacity development. The strategic education planning process will be broken down into a number of phases, each of which will be supported through training, workshops and in-service guidance. The drafts of two manuals were reviewed during a two-day workshop by national and district stakeholders in November 2006. National stakeholders included officials from Menkokesra, MoNE (Directorate of Pre-school and Primary Education, Directorate of Junior Secondary Education, Directorate of Equivalency Education), Depag, and Ministry of Finance. District stakeholders included Kabupaten officials from Karawang and Indramayu. Representatives from Badan Kepegawaian Daerah and Badan Aset dan Keuangan Daerah were invited to participate in the workshop for review of the capacity development manual. Comments on the RPK manual concerned the need to clarify “who does what” during the different stages of the plan preparation process. Comments on Renstra concerned the need to (i) further detail the profile so that it adequately addresses the specifics of education delivery through the salafyiah mechanism and equivalency programs; and (ii) modify examples of programs included in the manual so that they are similar to the national programs for education development. The manuals have been updated on the basis of these comments. Training on the methodologies for capacity development planning and for strategic education planning was provided for DBE Provincial Specialists from South Sulawesi, East Java and Central Java in Yogyakarta in November 2007, and for Specialists from West Java/Banten, North Sumatra and Aceh in Berastagi in December 2007.

Roll out of capacity development plan program will begin in February 2007. Two or three district staff will be trained together in the overall conception of the program, followed by workshops and on-the-job training in each district. Prior to the first trainings, DBE1 district coordinators will gather materials from the district and conduct a review of media reports on education as one type of assessment of public satisfaction with education in the district.



Discussions will continue with MONE to reach agreement on which of various data systems can be used or modified for use in DBE districts to support district education planning. To date the most promising system is the school mapping system used in the directorate of vocational education. Agreements on the modification and application of existing MONE software will be finalized in the next quarter. Installation of hardware/software systems in applicable districts will take place beginning in Quarter 3. Aceh Province Strategic Education Plan

Beginning in June, 2006, the Aceh DBE1 project became involved in an effort to produce a Strategic Five Year Education Plan for Aceh now known as the Nanggroe Aceh Darussalam Education Strategis Plan (NADESP). This is to be the first provincial level strategic education plan in Indonesia. The Provincial Education Council (MPD) convened a steering committee, composed of GOI personnel plus Donors and NGOs, to support of this effort. The DBE1 Provincial Coordinator was invited to join the committee and subsequently attended all meetings. This included several planning workshops, and serving as chair of the subgroup on school governance.

The draft strategic plan will be presented to the acting Governor and the community of Aceh education stakeholders in January. Discussions will be held with USAID to consider DBE1 assistance to the provincial government in implementing the plan. Education Finance

District Education Finance Analysis (DEFA): DBE1 has finalized its District Education Finance Analysis (DEFA) methodology. Analysis has been completed for 25 of the Cohort 1 districts. These reports by Provincial Budget and Finance Specialists will be an important input into stakeholder consultations during the Renstra process. DEFA is more detailed and comprehensive than any simple measure of “education effort” using Ministry of Finance data (allocation to education sector divided by APBD Kab/Kota). DEFA reports are more up-to-date, include education expenditure reported in other “sectors” (such as construction), identify teacher salary expenditure, and examine expenditure by level of education (SD, SMP, SMA). As an input to stakeholder Renstra consultations, DEFA provides a comprehensive measure of “local effort”2, comparisons over time (FY2005 outcome, latest FY2006 status, planned FY2007 data when available), and comparisons with other DBE districts. DEFA captures local budget expenditure as teacher salaries, non-teacher salaries, belanja modal (construction, major repairs, textbooks) and school operational expenditure (see Figure 1 for an example of DEFA results from Kabupaten Lebak).

For each district, stakeholders can compare year on year change in these components, as well as change in total Education Sector share of APBD. Figure 1 shows an increase in local effort from 8.0% to 11.8% in FY2006. Outcomes may be even higher when final FY2006 expenditure are reported and DEFA reports updated. DEFA provides comparison of at least two years data on APBD revenues, including transfers from the national budget, APBN including general untied transfers, DAU and special targeted transfers, DAK, as well as transfers from provincial budgets, APBD Provinsi. In the example above, there was a major increase in DAU in FY2006 for Kabupaten Lebak: DAU increased by +59% from Rp.288,401 million in FY2005 to Rp.458,050 million in FY2006. DAU as a percentage of APBD expenditure increased from 78% to 80% in Lebak. For Renstra, DEFA reports should assist discussion of the local priorities for spending the DAU additional funds, how much went to the education sector, and whether it was spent on staffing, facilities or improving teaching and learning. Early in October, DBE1 national specialists and provincial Budget and Finance Specialists met in Surabaya to review the DEFA reports completed to date, the draft of DEFA manual (including spreadsheets) and problems encountered in obtaining any data. Two specialists from the AusAID IAPBE Project in East Java joined the meeting to learn about DEFA. Outcomes of the workshop included (i) identifying areas in each DEFA to be finalized and produce an action plan for completion; (ii) enhancing Provincial BFS analytical skills in interpreting DEFA results; (iii) reviewing DEFA manual to achieve common understanding of its use; (iv) and understanding how the DEFA report links to district education development planning process. School Operation Unit Cost: The Bupati in Kabupaten Sidoarjo requested DBE1 to facilitate the calculation of school operation unit cost. In this regard, DBE1 organized a school operation unit cost workshop in Surabaya in October. Approximately 40 Kabupaten Sidoarjo education stakeholders received an understanding of the concept of calculating school operating unit cost, including experience from the USAID MBE Project, commenced discussion of guidelines/formulas/procedures for calculating unit cost for SDN with 3 different enrollment levels, 3 types SMPN and 1 type SMAN, and produced action plan for more detailed meeting facilitated by the DBE1 Provincial Team in East Java. The outcomes from Sidoarjo analysis will be shared with national stakeholders and other DBE districts. Permendagri 13/2006: In May 2006, the Ministry of Home Affairs issued a new regulation on District Budget & Finance Management (replaced Kepmendagri 29/2002).3 DBE1 organized a workshop in Surbata in october for DBE1 staff and other stakeholders

There were three important school committee activities during the quarter – training module development, TOT capacity building for District Coordinators and District Facilitators, and completion of the first in a series of school committee training workshops in North Sumatera and Aceh. Development of Modules on Capacity building for School Committee, Teachers and School Principals: A workshop in Surabaya (9-12 October 2006) prepared training modules, a training plan and a schedule of TOT for each province. Community participation specialists from each province were joined by resource people from MONE and MORA, as well as David O’Meara, DBE2 advisor on Primary School Management. Thirteen modules on three major themes were drafted:

Self Assessment (required) and Organization Strengthening (optional), including formation and representation, gender sensitivity, sensitivity to diversity and marginalized groups, and school committee organization;

2.

Strengthening the relationship between parents and community, including participation, transparency and accountability (required), assessing community aspiration (required), partnerships and alternative funding sources;

3.

Role enhancement in supporting the school program, including using the Decentralized Education Management and Governance: October-December 2006

School Development Plan as a working document (required), identification of learning sources, simplified financial reporting, and simplified outcome reporting. School Committee Capacity Building: TOT for DC/DF at province level was conducted in East Java and West Java on 20-25 November. The trainers were the Community Participation Team from Jakarta and CPS from other Provinces and the objective was to prepare DC/DF to conduct workshops at school level. TOT in the remaining Provinces have been rescheduled so that cohorts 1 and 2 can be combined.

Training on Role and function of School Committee: Training was completed for 700 participants in North Sumatra and 389 in Aceh. Such training was completed in other provinces in September 2006. There were more female participants (415 or 59%) in North Sumatra, and 56% in Aceh.

Feedback on school committee training has been very positive – in Kota Mojokerto, the head of Dewan Pendidikan agreed that the Dewan would undertake socialization and training of school committees. To date a number of districts have committed to replicate the RPS program. For example, East Java provincial government has committed to fund RPS replication in 22 schools in Tuban district; Tebing Tinggi city in North Sumatera has earmarked Rp. 49 million of its budget for replicating RPS in 2007. Kabupaten Mojokerto, East java has funded RPS replication in all schools in the city. In Aceh other donors have adopted/adapted DBE1 RPS materials.

DBE1 has begun to develop manuals and procedures to assist local governments in replicating the RPS program. The manual will include costs for replicating DBE1 programs. For example, it is estimated the full DBE1 RPS training program would cost about Rp.4 million per school. A number of districts have indicated this is quite reasonable for such a high quality program. Agreement was reached with DBE2 to select a number of schools in each district to become model or demonstration schools. These schools, on average 4 per province, are

called Reference Schools of Sekolah Acuan. These schools will be prepared to host future study visits by schools that will replicate DBE1 programs using non DBE funding resources as well as for DBE Cohort 2 and 3 supported schools. Interest has also been shown by MONE and other donors in adopting DBE1 school committee training materials. Anticipated Next Steps

6.

Data and Information Management

6.1

EMIS

A second draft of the DBE1 EMIS Assessment and Recommendations report was reviewed by DBE specialists. Inputs and comments are being incorporated in to the final report. The report is expected to be submitted to USAID in March 2007. Continuing communications took place with MONE’s Education Statistics Center (PSP) and in DBE districts to update information uncovered through the EMIS assessment. Particularly, DBE1 continued to assess progress in data collection and data entry in MONE’s new web based EMIS system called PADATIWEB4 (Pangkalan Data dan Informasi berbasis WEB). As of December 2006 the assessment found that there were some DBE districts which still did not use the information included in PADATIWEB. We found that districts lack the time to go through the entire processes and steps specified in PADATIWEB. This updated information will be included in the final EMIS report; it informs the report’s recommendations. Anticipated Next Steps

6.2

PDMS

During the quarter the PDMS module to handle DBE1 training data and information was completed. The module includes a data base of training participants, data base of trainers and resource persons, training plans, schedules, evaluations and reports. The output system allows for printing of documents for all administrative purposes related to training5. When fully operational provincial or district staff will enter data for every training on line. A users manual was also developed for DBE1 provincial staff for this purpose. Feedback from those who input data and users will be received and the system will be on line in the first quarter. Work continued on developing the PDMS GIS system. By the end of the quarter the GIS included maps of all Cohort 1 districts and profile data for those districts. It also includes basic profile data for all Cohort 1 schools. School data is available for all current USAID indicators, but DBE1 is attempting to increase the amount of school data since this is available from RPS. In the coming quarters this additional school profile data will be made uniform and updated. Location of school sites is the missing part of the GIS system. In the next quarter sub-district maps will be added to the district maps. The sub district maps will show locations of DBE1 schools. Clicking on a school will reveal profile data for that school.

DBE1 central and provincial staff continued the due diligence process which requires extensive and intensive interaction with candidate grantees to ensure they have the proper administrative and managerial procedures in place and that the budget proposals are realistic and based on objective standards. Primary PPA activities focused on implementation of the USAID-BP alliance in Irian Jaya Barat and management of Lembaga Pengabdian Kepada Masyarakat (LPM) Unsyiah contract to monitor and evaluate the USAID-Chevron scholarship program. Follow up meetings took place with several companies such as ConocoPhillips, Gramedia, Intel Corporation, XL and BP Migas and progress was made during the negotiations. 8.1

USAID-Chevron Alliance

LPM Universitas Syiah Kuala (Unsyiah) was contracted to conduct an evaluation of the Alliance fellowship program through which youth from Aceh attended 3 month training courses at Chevron’s polytechnic in Riau province. “Unsyiah” finalized the second Impact Report during the quarter. The report has been submitted to USAID and Chevron Corporation. The presentation of the Vocational Training Impact Report # 3 (due 30 March 2007) to USAID and Chevron Corporation will take place in the first week of April 2007. Part of the “Unsyiah” contract was to produce a video on the scholarship program. DBE1 determined the quality of the video to be sub standard. DBE1 will discuss the possibility of contracting a professional documentary production firm to make a better product. Recruitment of Temporary Program Assistant: In addition to providing short term vocational training in post-tsunami communities, USAID and Chevron Corporation are planning to an investment in technical education for the long term in Aceh province.

DBE1 will support the alliance by contracting a temporary Program Assistant to maintain contacts with government stakeholders, while USAID and Chevron Corporation are preparing the contracting mechanisms and permanent teams for development of the new polytechnic in Banda Aceh. Recruitment took place during the quarter. The period of service is expected to be February–June 2007. 8.2

USAID-BP Alliance

DBE1 has recruited Ibu Rosdiani Rachim as the Local PPA Coordinator in Irian Jaya Barat, with responsibility for Kota Sorong, Kabupaten Sorong Selatan and Kabupaten Manokwari. Her contract will begin in January. She volunteered to have initial training on Capacity Development and Strategic Development Planning in Yogyakarta in November. In the first week of January 2007, Ibu Ani will receive training in Jakarta on District Education Finance Analysis, Office Administration, Human Resource and Finance.

Several follow up meetings with some major Indonesian and U.S. corporations have been conducted. The following meetings are highlighted: Meetings with ConocoPhillips took place to discuss DBE’s proposal to support the earthquake-affected schools in the Yogyakarta and Central Java area. The alliance will focus on restoring education facilities by rebuilding 6 elementary schools and 2 junior secondary schools and rehabilitating 10 elementary schools, 4 junior secondary schools, and 2 non-formal education sites in Yogyakarta and Klaten, Central Java. The alliance will provide training to members of the community, school committees and local government to effectively and transparently manage the school rebuilding and rehabilitation process. The alliance will also provide assistance, including provision of temporary bamboo school and teaching/learning materials to allow the schools to operate. ConocoPhillips intend to provide up to $1,000,000 (one million U.S. dollars) in support

of the alliance. DBE1 will commit up to $150,000 of PPA funds to support the alliance to include additional consultants for construction designing/planning, public relation/documentation, and office rental. It is anticipated that the alliance with ConocoPhillips will be finalized in January 2007. Three meetings with BP Migas took place for finalizing an MOU for school reconstruction in the earthquake affected area in Klaten. Even though, MOU with BP Migas has not yet formalized, DBE1 team continues to work with the two schools being reconstructed with BP Migas funds. It is anticipated that the MOU will be finalized in the first quarter of 2007. DBE1 submitted a proposal to Intel for building technology capacity and integrating the use of technology in education activities. Intel intends to introduce a low-cost computer in Indonesia in the first quarter of 2007. There is a possibility to form alliance with Intel, but further discussions are required. Meetings took place with Gramedia and a DBE proposal has been submitted. The alliance with Gramedia will focus to help district public libraries that that are the recipients of ICT Grant Access to upgrade their existing collection. It is anticipated that the alliance with Gramedia will be finalized in the first quarter 2007. Anticipated Next Steps

Conflict and Post-Conflict

Post conflict issues are being considered in selecting new DBE districts in Aceh. With progress being made in tsunami reconstruction and the increasing stability resulting from the peace accords—as evidenced by the successful local government elections in Aceh in December—all stakeholders are likely to pay greater attention to post conflict issues. Issue of refugee access to basic education will be considered in producing education development plans in Bangkalan and Sampang districts of Madura, East Java.

Monitoring and Evaluation During the quarter DBE1 submitted to USAID data on the following indicators: (1) DBE Common Indicators, and (2) USAID Standard Indicators. DBE1 finalized instruments for remaining Cohort 1 district level indicators, covering District Capacity Development, District Education Development Plan, District Planning Information Support System, and other district indicators. Data for other indicators will be collected in January and report should be available in March 2007. An M&E report on Measure 1 for seven school/community level indicators (measure against the baseline indicators) was submitted to USAID on December 15, 2006. The following are some highlights from the full report. Improvements in producing School development Plans in target schools

VII. Collaboration with Government DBE1 national and provincial teams continued to maintain good communications and collaboration with GOI. At the national level representatives from MONE and MORA attended meetings to discuss district capacity development planning and school committee training. Discussions were also held with MONE concerning adaptation of data bases for district planning. At the provincial level, government and non-government stakeholders were very much involved is selecting Cohort 2 districts. In many cases the provincial stakeholders joined the DBE teams to make assessments in the field. DBE1 consulted frequently with district advisory and technical teams regarding the next phases of DBE1 activities in those districts.

Annex 1: Provincial Reports ACEH DBE1 activity

October-December 2006

Engaging District, Province stakeholders

With DBE2, conducted pre-assessment interviews of BAPPEDA, BRR, Dinas Pendidikan, Majelis Pendidikan Daerah, USAID and World Bank to identify potential DBE Cohort II districts.

School planning (RPS), replication and Sekolah Acuan

During November, five gugus (37 restructured schools) were trained in four workshops in steps 3 and 4 of the RPS, thus completing RPS training on schedule. Aceh started later than other provinces, so RPS replication is still at the planning stage. Selection of Sekolah Acuan is in process.

School Committees and Governance

Training in School Committee Roles and Function was completed for all schools in five clusters. A total of 389 School Committee members (171 men; 218 women) were trained in the quarter. Collaborated with Save the Children and IRC in providing training guidance and assistance for their School Committee Training. Collaborated with AusAID and Dinas Pendidikan in a Workshop on School Governance attended by all District Dinas Heads.

District Education Planning and Capacity Assessment

Planning has begun to carry out the Renstra SKPD training in Banda Aceh and (together with LGSP) in Aceh Besar.

District Education Finance Analysis (DEFA)

BFS carried out Provincial, District and Municipality financial analysis for education for 2005-6 for all funds except BOS and other Deconcentration funds. Some provincial data unavailable.

ICT/Hotspots and Grants

None is planned for Aceh until project expansion into Cohort II permits a field for competition between possible grant recipients.

Public Private Partnerships

DBE1 Communication and Outreach Officer, together with the Institute for Community Service (LPM) at Syiah Kuala University, arranged evaluation process and results of the USAID-Chevron funded Vocational Training program carried out in the Exxon-Mobil Polytechnic in Riau Province in 2005-6. October-December 2006 - Collaboration with the NAD Majelis Pendidikan Daerah, UNICEF, AusAID and Gtz in producing the NAD provincial Education Strategic Plan. - Assisting and supporting production of the NAD provincial Education Strategic Plan (NADESP) in collaboration with AusAID, UNICEF, Gtz, and other donors. This includes providing one short-term consultant, numerous planning meetings attended by the PC, part of the BFS time, etc.

NORTH SUMATRA DBE1 activity Engaging District, Province, National Stakeholders

October – December 2006 Selection of Cohort II districts was completed through a coordinated, cross-component approach led by DBE1. The three stage approach included intensive coordination with the provincial government (Bappeda, Kantor Depag, Dinas Pendidikan, Dewan Pendidikan). Six districts were short-listed in late November 2006, followed by visits by DBE123 and provincial government representatives in early December. All districts were scored on agreed criteria that included readiness to participate in DBE, evidence of political will associated with the application, and other indicators. The recommendations was prepared in a large group meeting shortly after the completion of the study visits. All team members contributed their ideas and agreed on a ranking of candidate districts. This activity has forged a much stronger relationship with provincial government counterparts, and the provincial government envisages that the DBE program be introduced into all 25 districts before the end of the DBE program in 2010. The provincial government is considering adequate financial support from the provincial level to cover DBE replication in those districts that cannot be covered directly by DBE.

Completing RPS Implementation Cohort 1 schools

During this quarter, consultations with district stakeholders on replication led to a firm commitment in several district budgets (APBD) to both continue supporting RPS implementation in the 20 DBE supported SD/MI and initiate replication in other non-DBE supported schools. The following commitments to support and replicate the DBE1 RPS model have been confirmed: Tapanuli Utara – 20 schools, over 6 kecamatan, full DBE12 replication with a total commitment of Rp.430 million. Part of these funds will be earmarked for the monitoring and on-going operational expenses of the Tim Teknis and Tim Pengarah. Tebing Tinggi – 9 schools, DBE1 RPS replication with a total commitment of Rp. 49 million. An additional Rp.10 million has been set aside to support the training and transportation fees of DF and the operational expenses of the Tim Teknis.

DBE1 activity Training School Committees

October – December 2006 All school training completed. Number of Komite Sekolah involved in training was less than expected. Many schools still lack active school committee. Komite Sekolah mapping exercise planned before undertaking any further training activities. DBE1 initiated a more detailed ‘school mapping’ to better understand the dynamics of Komite Sekolah in DBE schools, including the problems that need to be addressed in future. In 83% of DBE schools, the existing period of service for school committee members had expired with no re-election activities undertaken, leaving most school committees in a legal limbo. Recommendations of the school mapping report included the provision of technical backstopping to initiate re-election of school committee members as well as more intensive lobbying of the Dewan Pendidikan to have an active role in monitoring and guiding this process.

Analysis of District Education Finance

District financial analyses reports were completed in all 5 districts, withstanding a small amount of 2006 data from Deli Serdang who only recently signed off on their 2006-07 APBD.

ICT/Hotspots Grant proposals

The Preliminary outcomes of the assessment of RFA submitted to the national level ICT and Hotspots Grant Committee indicate that North Sumatra was successful in moving onto the next stage of selection with one of it’s Tier-2 grant RFA’s and 5 Tier-1 RFA’s.

Public Private Partnerships

Local PPA is being encouraged between school and local industry on an ad-hoc basis.

Collaboration with DBE23; USAID projects; Other Education projects

Collaboration with DBE2 and DBE3 continues to be a feature of the DBE1 program in North Sumatra. Successful joint activity and planning in this quarter include the process of selecting Cohort 2 districts together with consultations and activities to support replication of the program – including the Sekolah Acuan program. Plans are in place for collaboration on joint-selection of clusters and schools, socialization of the program in all Cohort II districts in a ‘road-show’ series of activities planned for early January 2007.

Collaboration with other USAID Program

ESP and DBE1 worked collaboratively in December 2006 to initiate a USAID service provider’s lunch meeting aimed at improving multi-lateral cooperation and coordination across the province. Representatives from ESP, LGSP, HSP, DBE123 and US Consulate in Medan were in attendance in this event. There was consensus that this event should be held quarterly, with rotating host responsibilities across the projects. In this meeting, a broad mapping exercise identified districts with potential for cross-project collaboration. LGSP identified instances where cooperation was also not possible and that programs should avoid ‘forcing’ cooperation.

Activities not in the Workplan

Monthly DBE123 integrated progress reports are distributed to members of the Tim Teknis and the head of the Team Pengarah. A quarterly coordination meeting with the Tim Pengarah and head of Tim Teknis was agreed upon, during which the head of the Tim Teknis will report progress over the past quarter, DBE123 PCs will focus on outcomes and impacts and a distribute a unified DBE123 work plan for the following quarter.

WEST JAVA/BANTEN DBE1 activity Engaging District, Province stakeholders

October-December 2006 Preparation for Menkokesra monitoring team to visit Bandung (27 December). Joint seminars with Dewan Pendidikan Provinsi were held to promote infrastructure of collaboration Cohort 2 district selection by official dialogue approach, with initial identification with provincial stakeholders, visits to 4 Kabupaten (Subang, Garut, Bandung, Cianjur) and Kota Bogor to discuss involvement and seek formal commitments were carried out. Following assessment, Subang, Garut, and Kota Bogor were recommended. MOU will be finalized in January with a formal signing at the end of January.

School planning (RPS), replication and Sekolah Acuan

111 schools in West Java and Banten have finalized RPS and are implementing their plans. Some cohort 1 have shown their intention to replicate RPS to schools within and beyond the existing clusters. Kabupaten Karawang has socialized RPS to all pengawas. Two sekolah acuan have identified in each cluster (Sukabumi and Lebak to finalize selection in early January).

School Committees

Following the Workshop on Module Development for School Committee (Surabaya, October), TOT for DC/DF on “Role and Function of Educator and School Committee” was carried out in Serang (in November) and implemented at each project school accordingly. The self-evaluation module on Strengthening School Committee Organization was distributed in Indramayu, Karawang and Sukabumi. The distributions to other districts will take place in January 2007.

District Education Planning and Capacity Assessment

Visits to Kepala Dinas Pendidikan were held to discuss CDP program. Guide Books on RPK and Renstra were reviewed with stakeholders from each district. Provincial Planning Specialist participated inTOT in Brastagi in early December, and the first CDP training has been scheduled for late January in Kabupaten Karawang and Kota Cilegon.

District Education Finance Analysis

DEFA reports were completed for all 6 districts and the results were discussed at BFS workshop in Surabaya in early October. Provincial DASK and Deconcentration Fund data for Banten were gathered in preparation for RPK and Renstra activity in 2007. BFS discussed the Karawang DEFA report with district stakeholders in December.

ICT/Hotspots and Grants

RPS I, RPS II data on schools, teachers and pupils for PDMS have been validated. ICT grant applications submitted by Kopegtel, Indosat Almagada and CV Prisma Sejati were reviewed, including budget revisions, by DIS and Accountant and sent to DBE1 Jakarta accordingly.

Public Private Partnerships

Local PPA between small local enterprises and individual schools have been established.

Collaboration with DBE23

DBE123 collaboration on Cohort 2 district selection, preparation for President Bush visit to Bogor, and preparation for Joint Annual Report of DBE123 activities during 2006 took place as expected. Final copies of district selection/short-listed districts were distributed to provincial/district stakeholders and to Jakarta.

Collaboration with other USAID projects

Communication network to get access to West Java Indonesian HIV&AIDS Prevention and Care Project (IHPCP) has been established. DBE123 have established collaboration with other USAID projects in West Java (LGSP, HSP, ESP, SENADA). Its outcomes include information sharing to increase synergy, mapping activity in 2006 and preparing a workshop between LGSP, DBE, ESP, SENADA and HSP to discuss how to provide progress reports to provincial stakeholders.

October-December 2006 Blora, Grobogan, Demak, Purworejo, and Klaten (extension) has been agreed by USAID as Cohort 2 participating districts. All 5 Bupati have signed Letters of Commitment and have been submittedr to DBE/USAID. Bupatis of Purworejo, Blora, and Demak have agreed on the Draft MOUs. The MOU drafts of two other districts, i.e., Klaten and Grobogan are still being reviewed by their respective Biro Hukum and Kadinas Pendidikan. Meeting with Vice Governor Central Java and provincial stakeholders to report on DBE123 progress and plans for 2007 is scheduled in early January. MoU signing is planned on 25 January 2007.

School planning (RPS), replication and Sekolah Acuan

RPS in all 105 schools have been approved by KCD or Dinas Pendidikan Kabupaten. The 20 Klaten schools were the last to be approved by their respective Kepala Cabang Dinas. DBE District Facilitators were requested by districts ands schools to support RPS replication in an additional 196 schools (Jogonalan-Klaten 22; Tahunan-Jepara 37; Gebog and KaliwunguKudus 16; Ampel and Wonosegoro-Boyolali 50; Karanganyar 71. DBE1 provided training materials and the Districts or the schools provided transport and other meeting costs. SDN 01 Gondosari, SDN 01 Sidorekso (Kudus), SDN 01 Dorang, SDN 03 Sukodono (Jepara), SDN 01 Cepogo, SDN 01 Donohudan (Boyolali), (SDN 03 Karanganom, MI Muhammadiyah Gading (Klaten), and MI Muhammadiyah Karanganyar, SDN 01 Jatipuro (Karanganyar) have been selected as Sekolah Acuan. Monitoring RPS by DTT/DSC: Onsite briefing and socialization of RPS were conducted at 18 schools (12 SD, 6 MI) in Kudus, Boyolali and Jepara. These meetings were fora for schools to report their progresses after they implemented the DBE1 programs for one year.. The DTT agreed to support the replicationof RPS to other schools in the district. On October 16, on site RPS socialization was conducted at 6 schools in Karanganyar.

School Committees

School Committee training for DC and DF in Cohort 1 districts was planed in early December 2006. It has been rescheduled to February 2007, so that the training for Cohorts 1 and 2 can be combined.

District Education Planning

Provincial Team participated in RPK-Renstra SKPD training in Yogyakarta (27 November-1 December), the materials were discussed and the team conducted its own analysis for DBE districts in Central Java. The socialization of RPK and Renstra SKPD is scheduled in January 2007.

District Education Finance Analysis (DEFA)

Provincial BFS reported DEFA results to Dinas Pendidikan in Karanganyar in November, followed by a meeting with Kasubdin Perencanaan to discuss and confirm the report. Dinas Pendidikan sought for clarification of data used. The Dinas had not previously seen such analysis and appreciated the DBE initiative. Boyolali’s DEFA have been completed and the report is being finalized. Further analysis is required for Jepara, and the Klaten analysis has been deferred to January 2007.

ICT/Hotspots and

DBE1 activity Grants

October-December 2006 questions regarding its ICT Proposal. All documents and the revised proposal have now been completed. Karanganyar ICT (tier 1 and 2) proposals are still under review. Proposed Grantee had difficulty in responding to the review suggested by the ICT Team, due to limited budget allocated for operations prior to project execution. DIS and DC met with Dinas Pendidikan to clarify issues and further meeting with the ICT concortium will be held early in January 2007.

Public Private Partnerships

In response to request from Kepala Dinas Pendidikan, DBE1 (and SMKN2) conducted a twodays training on reconstruction and rehabilitation for 21 primary schools (19 funded by DAK and 2 BP Migas schools). The participants were school principals, school committees, chief and treasurer of the school reconstruction team, Bappeda, Dinas P&K or KCD, and Depag.

Collaboration with

DBE123 and the Klaten DSC/DTT conducted their first combined meeting on November 7. DBE123 jointly selected Cohort 2 districts.

DBE23

Collaboration with other USAID projects

DBE12 collaborated with USAID ESP in Yogyakarta for one day training on Clean and Green Schools for 23 participants from SDN Sumopuro 2 and 3. ESP will develop a one year plan to assist the schools to promote and demonstrate “Clean and Green” schools, and provide initial training to teachers and school staff prior to Clean and Green programs to be implemented in January 2007. Both schools have similar problems, i.e., - waste management, lack of trees, and foul smells from tahu factory and pig-pens.

Other collaboration

The head of the Provincial Dinas invited international donors/education providers such as USAID (DBE and MBE), Unicef/Unesco, Plan Indonesia, Kartika Foundation, and JICA– REDIP to participate in “Workshop Koordinasi dan Sinkronisasi Bantuan Pendidikan dari Lembaga Internasional” in Salatiga on 20-21 November 2006. The workshop provided opportunities for donors and local stakeholders to meet, present and discuss their programs, and to seek for comments and suggestions. The forum is expected to minimize or avoid unnecessary conflict or duplication between donor and district programs and hence will make overall educational assistance be more effective.

Other activities not in Workplan

Monitoring School Reconstruction in Yogyakarta. DBE1 Central Java together with other donor agencies participated in monitoring reconstruction of schools in Kabupaten Bantul and Sleman, Yogyakarta Province.

EAST JAVA DBE1 activity Engaging District, Province stakeholders

October-December 2006 District selection for East Java Province was conducted in two steps. Step 1 focused on preparation, i.e., to discuss and agree on the criteria and processes of selection, and to short list Cohort 2 DBE district candidates. Participating in the meetings were representatives from DBE/USAID Jakarta,DBE1,2,3 East Java, and18 provincial representatives from Bappeda, Dinas Pendidikan & Kebudayaan, Kanwil Depag. The meeting was chaired by Bpk. Setiajid, the Head of Bidang Pemerintahan & Kemasyarakatan, Bappeda Jatim. Step 2 was to visit the short listed districts to make on site assessments. This was done by he provincial team, consisting of representatives from Bappeprov, Dinas Pendidikan & Kebudayaan Provinsi Kanwil Depag , DBE1, DBE2, and DBE3 of East Java. The team met with the local government (Bappeda, Dinas Pendidikan kab/kota, Kantor Depag kab/kota, Dewan Pendidikan, and District Teacher Association/PGRI) to ensure their degree of commitment and interest in the DBE program. Four districts have indicated their high commitment and interest in the DBE program, and agreed to send the statement of readiness and availability to participate in the DBE program.

DBE1 activity

October-December 2006 The results of selection processes were sent to DBE1 Jakarta for final concurrence by USAID. MOU signing ceremony is expected to take place on February 7, 2007, in Surabaya.

School planning (RPS), replication and Sekolah Acuan

Bappeda East Java has agreed, beginning in 2007, to support the replication of the DBE programs in two clusters in Kabupaten Tuban. Each cluster includes 11 schools (6 SDs and 5 MIs), and 8 schools (5 SDs and 3 MIs) in Meraki Urak and Semanding respectively. The replication will be funded by 2007 APBD of East Java.

School Committees

There were two activities conducted aimed at improving the quality of school committee members. First, TOT to prepare DC & DF to help facilitate Committee School Members training. The training was held on November 20-23, 2006 in Pasuruan. The aims of the training were as follows. 1. To prepare DF and DC to train school committees in module based training. 2. To prepare DF in order to be able to facilitate Cohort 1 elementary schools in RPS/RAPBS implementation and updating. Thirty five participants were involved in the TOT (5 DCs and 30 DFs). Second, Workshop with school committee members, head teachers, and teachers to strengthen the organization of the school committee. The workshop was held on November-December 2006 in each targeted district. The objectives of the workshop were to improve their understanding of school committee organization, assess their own organization of the school committee, and improve their understanding on establishing school committees based on their mandated roles and functions.

The stakeholders of Sidoarjo District participated in workshop on District Education Finance Analysis, and Const Analysis organized by DBE1 Jakarta in Surabaya.

ICT/Hotspots and Grants

Two DBE districts participated in the ICT grant,i.e., Tuban and Surabaya. Tuban has been selected as a grantee Tier-1. To prepare further stage of selection, DBE1 team Jakarta conducted a number of proposal reviews. PT Tridata Cakrawala, Tuban, is responsible to respond to the stage 3 review of Tier-1. Kota Surabaya has been selected as Tier-1 and Tier-2 grantee and its proposals will be reviewed by DBE1 team Jakarta. CV Nagamas will incorporate the review results to the proposals.

SOUTH SULAWESI DBE1 activity Engaging District, Province stakeholders

October-December 2006 Selection of Cohort 2 districts was completed in this quarter through a coordinated, crosscomponent approach led by DBE1. The participative three-step process was a continuation of that commenced in 2005. October 11-12 - Representatives of USAID, DBE123 and provincial stakeholders attended two meetings (chaired respectively by Second Assistant to the Governor and Head of Bappeda) to agree on revised selection criteria and short-list districts for Cohort 2. It was agreed with all stakeholders at the second meeting to consider districts already assessed and short-listed in the 2005 round. These districts had already presented district profiles and been ranked by the stakeholders in 2005. Kabupaten Selayar was also included for consideration as it had independently lobbied for inclusion. From this process, four districts were short-listed: Luwu, Sidenreng Rappang (Sidrap), Pinrang and Makassar. October 19 - The four short-listed districts attended a workshop to discuss the draft MOU, review their commitment and prepare for next steps. (This workshop was chaired by the Head of the Provincial Education Office – Dinas Pendidikan) October 30 – November 10 - DBE123 together with provincial stakeholder representatives visited each short-listed and conducted a survey of district to verify commitment and assess the district against the agreed selection criteria. Selections were subsequently approved and MOUs have now been signed by all districts heads. At the same time, the joint team (DBE123 and provincial stakeholders) visited each Cohort 1 district for high-level consultations with Steering Committees and Technical Teams. As a result, the commitment of each district in Cohort 1 was confirmed for continuation with the project and agreements were reached on plans to replicate DBE programs, especially School Development Planning (RPS) in all districts. Consultations and collaboration between DBE1 district coordinators (DCs) and district stakeholders are ongoing and routine in all districts.

School planning (RPS), replication and Sekolah Acuan

During this quarter, consultations with district stakeholders were ongoing on the subject of replication, leading to a firm commitment in all district budgets (APBD) to replicate the DBE program – especially School Development Planning (RPS). Following these consultations, in each Cohort 1 district, two schools were jointly selected to be prepared as ‘reference schools’ or ‘sekolah acuan’. Representatives of the schools attended workshops in the first week of December to develop plans to prepare for the role of ‘reference school’ in time for study-visits in February from Cohort 2 schools and replication clusters within the Cohort 1 districts. These highly successful workshops demonstrated the value of strategic coordination and joint activity between DBE1 and 2. Following the workshops, each school held consultative planning meetings with school-level stakeholders and a process of intensive mentoring commenced, involving DCs, DFs (DBE1) and MTTs (DBE2). Districts have been strongly supportive of this program.

School Committees

As a follow-up to the training provided to target schools on the role and function of school committees, the committees have generally begun to increase their role in school development. In Jeneponto and Pangkep Districts, the Education Boards (Dewan Pendidikan) have run follow-up workshops on the role and function of school committees for the whole district.

District Education Planning and Capacity Assessment

Preparatory work on the District Education Planning and Capacity Assessment programs continued in this quarter. Consultations were held with Cohort 1 district stakeholders to determine the current state of district-level education planning. Broad commitments were reached on the approach to be taken in 2007 in each district.

District Education Finance Analysis (DEFA)

Intensive work continued throughout this quarter resulting in the finalization of DEFA for all districts. This work has involved a series of field trips and consultations with district personnel to access data followed up with intensive data-entry and analysis by the Budget and Finance Specialist.

ICT/Hotspots and Grants

Work continued on finalizing ICT innovation grant proposals across the province. This involved some intensive mentoring and on-the-job training for representatives of both the private and public sectors. The proposal from Jeneponto District was approved in December.

Public Private Partnerships

Work has continued this quarter on plans for a public-private alliance to provide a ‘floating library’ to serve the remote island communities in Pangkep District. On December 22, a meeting was held with the Education Board (Dewan Pendidikan) to plan a seminar dan workshop on the management of the floating library. The plan has strong support from local government, Gramedia (publishers) at national level, and discussions have been held with local industry to seek support for the plan.

Collaboration with DBE23

Collaboration with DBE2 and DBE3 continues to be a feature of the DBE1 program in South Sulawesi. Significant examples of successful joint activity and planning in this quarter include the process of selecting Cohort 2 districts together with consultations and activities to support replication – including the Sekolah Acuan (‘Reference School’) program. Plans are in place for collaboration on joint-selection of schools and project sites, socialization of the program in Cohort 2 districts and collection of base line data.

Collaboration with other USAID projects

A number of planning and coordination meetings have been held with LGSP during this quarter. Focus has been on developing shared understandings and synergy in programming in shared districts which now includes 6 of the 9 DBE districts in South Sulawesi.

Other collaboration

Coordination with other donors and stakeholders in this quarter has included UNICEF (CLCC) program and the World Bank facilitated Support Office For Eastern Indonesia. A meeting was also held to discuss plans for intervention in the province by CIDA. Meetings have been held with the National University of Makassar (UNM or former IKIP) and LPMP (provincial level educational quality assurance and training facility) with a view to collaboration in 2007. At this stage, one person has been jointly identified as a ‘service provider’ from UNM to work alongside the DBE specialist team in the delivery of district level capacity building programs in 2007.

Annex 2: Success Stories Partnership Program at Kecamatan Cisolok, Kabupaten Sukabumi SDN Pajagan at Kecamatan Cisolok is located in a poor fishing community and the school was in very poor condition.

Following the DBE study visit to Banyumas earlier in the year and discussion of “partnership” during the School Development Planning (RPS) training, School Committee sought cooperation with a company in Jakarta. Through its Corporate Social Responsibility program, PT Kalbe Farma made available Rp.30 million to reconstruct the school. The company contribution was matched by a Rp. 30 million contribution by the Bupati, an additional Rp. 5 million by the Dinas Pendidikan Kabupaten Sukabumi, and 10 Million community contributions bring the total to more than Rp.75 million.
