ADDENDUM TO Request for Proposal and Contract Nonprofit School Food Service Food Service Management Company
Florida Charter Foundation, Inc. (DBA Franklin Academy)
ADDENDUM NO. 1 QUESTION AND ANSWER
QUESTION 1:
The RFP has participation numbers, can we have it by economic status? See attached.
QUESTION 2:
What is paid meal price for breakfast? Lunch? See attached.
QUESTION 3:
What criteria will be used to determine if/when other sites will be awarded? Any subsequent award of additional sites will be at the discretion of the SFA.
QUESTION 4:
What POS system is currently in use? Who owns the POS system? Is there an annual maintenance fee and if so what is the cost and who pays the annual fee? PowerLunch (through PowerSchool). Franklin Academy is a licensee with PowerSchool. There is not a separate maintenance fee for PowerLunch. Franklin Academy pays the license fee to PowerSchool.
QUESTION 5:
Do the kitchen and dining facilities at Franklin Academy F and Franklin Academy 3 meet/comply with federal, state and local laws, ordinances, rules and regulations? The current facilities have been inspected by the local Department of Health and are currently compliant with all applicable law. However, it will be the responsibility of the FSMC to work with the local Department of Health to have the renovated kitchen inspected and licensed for operation.
QUESTION 6:
What is the age of the kitchen equipment? Who owns the equipment? The current vendor owns the equipment. The age of the current equipment is one year.
QUESTION 7:
Please provide a small wares (pots, pans, serving utensils, etc.) inventory. Who owns the inventory? All inventory is owned by the current vendor. An inventory of the small wares is not included as it will not be made available for use by the awarded vendor.
QUESTION 8:
What SFA costs are to be included in the Fixed Meal Price? No SFA costs are included in the Fixed Meal Price.
QUESTION 9:
The 21 day menu cycle included in the RFP does not list any alternate entree. Are alternate entrees available to the students? All FSMCs must bid the menu as advertised in the RFP. Changes or additions to the menu may be negotiated if needed. According to 7 CFR 210.16(b) requires that the IFB, or RFP, contain a 21-day cycle menu developed in accordance with the provisions in 7 CFR 210.10 for meal pattern requirements. When other Programs are also operated, the cycle menu must meet the meal pattern requirements for all Programs as found in the respective Program regulations for meal patterns, i.e., SBP, FFVP, SFSP, etc. The purpose of the SFA providing the 21-day cycle menu in the IFB or RFP is for evaluation of offers based on the estimated average cost per meal. If the SFA lacks the capacity to prepare a 21-day cycle menu in accordance with the meal pattern(s), with State agency approval, the SFA may include a requirement in the IFB, or RFP, that each FSMC include a 21-day cycle in accordance with the meal pattern(s) to be considered a responsive and responsible offeror. However, the SFA must include how the menu will be evaluated and scored in determining contract award. Recommended criteria include compliance with all meal pattern requirements for components and quantities, dietary specifications, affordability, student acceptability, etc.
QUESTION 10: Is lunch served on early release days? Yes QUESTION 11: What is the total number of days lunch is served? Total number of days breakfast is served? 180 Days for both breakfast and lunch QUESTION 12: Are the wages shown for the employees current wages or wages for the 17-18 school year? If current wages what is the amount of increase (if any) projected for the 17-18 school year? Wages shown were for 2016-17 school year. The projected increase for those employees for the 2017-18 school year would be 2 percent. QUESTION 13: Do you have any information on the Power Lunch software? Is it compatible for other systems? Information regarding Power Lunch may be found: https://www.powerschool.com/ QUESTION 14: Is there any catering at the school? None at this time; however, we will work to the awarded FSMC to determine if catering is a viable solution for Franklin Academy.
QUESTION 15: How many varieties and for how many people for the samples on the 26th or 27th? Variety is left to the discretion of the FSMC. Samples for 6 people should be made available. QUESTION 16: Has the school looked at equipping the kitchen to serve fresh made meals? Is there a capital budget? As described in the RFP, pg 12 section 9.2; pg 3 section 2.1 (F); pg 39 section 2 (b), Franklin Academy expects the awarded vendor to outfit a fully functioning kitchen capable of producing meals onsite. QUESTION 17: Who owns any of the small wares and serving utensils? Current Vendor. QUESTION 18: Is everything disposable currently? Yes. QUESTION 19: What will the increase in enrollment be for 2017/2018 SY? Actual current enrollment for 2016/2017 of 1076. Budgeted for enrollment of 1442 for 2017/2018. Actual increase in enrollment unknown. QUESTION 20: Please provide a detailed copy of the food service revenue and expenditure report for the 2016- 2017 SY See Attached. QUESTION 21: Please provide the Federal Meal claims report for 2016/2017 SY by month. See Attached. QUESTION 22: Please provide the number of Free and Reduced applications per school. How many students are entitled to Free and Reduced? How many applications are on file at each school? Franklin 3 (High School) - 141 Free and 35 Reduced Franklin F (Middle School) - 205 Free and 61 Reduced QUESTION 23: Please provide your USDA commodity inventory as of 6.7.17. According to our current vendor, inventory as of 6/7/17 is none. As per the RFP, the awarded FSMC would assume financial responsibility for the in-house inventory.
QUESTION 24: What is your USDA commodity entitlement for next year’s school year (20172018)? Please provide a detailed listing of items ordered for this year 2016/2017 SY See Attached. QUESTION 25: How much of your USDA commodity entitlement did you use for 2016/2017 SY? See Attached. QUESTION 26: What is the average daily attendance by Building? (6-8, 9-12) Best guestimate is 89% QUESTION 27: Current pricing list for student and adult Breakfast, Lunch, and a la carte? Prices are same for student and adult. $3.00 Lunch; $2.00 Breakfast; $1.00 per ala carte item QUESTION 28: What are the number of service days for Breakfast, Lunch and Snack program for 2017/18? 180 QUESTION 29: Did the SFA apply for a grain waiver? The SFA did not apply for a grain waiver. QUESTION 30: Currently how many specials diets does the school have that effect the FS program? None. QUESTION 31: Are there any student stores that sell food/snacks/beverages? Currently no. QUESTION 32: Are vending machines closed during Lunch Service? No vending machines currently on campus. Vending machines are planned for 201718. Do not anticipate closing vending machines during lunch QUESTION 33: Does the School have an exclusive beverage contract that would impact the food service program? No.
QUESTION 34: Is this an open campus, allowing students to leave for lunch? Students are not permitted to leave campus during lunch. QUESTION 35: Will the tastings be by individual company at a time? Will the FMSC have access to the entire Café during the tastings? The tastings will be by individual company at a time. A separate timeframe will be assigned to each vendor. The FMSC will have access to the entire cafeteria during the tastings. QUESTION 36: Are lunch schedules blocked? MS and HS separately? Franklin Academy does not adhere to a block schedule. Middle School and High School students eat separately currently. The master schedule for the 2017-18 school year is not yet final. QUESTION 37: When is the first day of service in 2017? As per the RFP, page 38, the first day of school is August 21, 2017. There is no Summer Program that the FSMC will be expected to operate and administer. QUESTION 38: Is the cafeteria plumbed for gas kitchen equipment? If not does the building have adequate power for full electric kitchen equipment? The cafeteria is not plumbed for gas kitchen equipment. FSMC must determine power needs. QUESTION 41: The RFP says no cash transactions, can we offer cash transactions while offering an online alternative, as long as it does not negatively impact service times? No. QUESTION 42: It appears the current service provider is not offering a la carte, with the large percentage of paid students, would the FSMC be able to implement a HHFKA compliant a la carte program? Yes. QUESTION 43: In section 11.3 it is stated you would like us to retain all current staff on current terms. Hourly rate is shown for staff members only, what is the current hourly rate provided to the manager or at least the number of days she is contracted? The manager earned an annual salary of $26,000 for the 2016-17 year. The manager works M-F, from 6:00 am to 2:30 pm.
