THE FUTURE OF WARFARE 39th Chief of Staff USA: To meet future challenges, GEN Milley said, “the Army must rapidly adapt; reform its acquisition process to speed new technologies to the field; build future leaders who can operate on nonlinear battlefields without reliable communications with higher command; and make wise and ethical decisions.” Milley said, “…Army also must be prepared to engage in cyber warfare, operate without the space-based communications and precision navigation it has taken for granted, and fight in a complex urban setting.” Former National Security Fellow: Artificial intelligence and automated weapons systems will accelerate any future conflict, Major General William Hix has warned. “A conventional conflict in the near future will be extremely lethal and fast," he told a future-of-the-Army panel, Defense One reports. "And we will not own the stopwatch.”

“THE ABILITY TO SURVEIL, TO SEE AND COMMUNICATE, IS AT LEVELS… NEVER BEFORE SEEN IN HUMAN HISTORY. ALMOST EVERYONE AND EVERYTHING IS A POTENTIAL ISR PLATFORM CAPABLE OF TRANSMITTING REAL-TIME INFORMATION, THAT IF PROPERLY ANALYZED CAN BE USEFUL INTELLIGENCE WHICH CAN SIGNIFICANTLY HELP OR SERIOUSLY HINDER MILITARY DECISION-MAKING AND OPERATIONS. THE BATTLEFIELD WILL BE HIGHLY COMPLEX, ALMOST CERTAINLY IN DENSE URBAN AREAS, AND AGAINST ELUSIVE, AMBIGUOUS ENEMIES, THAT COMBINE TERRORISM AND GUERILLA WARFARE ALONGSIDE CONVENTIONAL CAPABILITIES MIXED WITH LARGE CIVILIAN POPULATIONS. HOW DO WE COMMUNICATE IN X, Y AND Z AXIS – WITHOUT SATCOM? CSA, GEN MILLEY 17 MAY 17

CLOSING THOUGHTS

“War tends to slaughter the sacred cows of tradition, of consensus, of group-think and myopia. The next war will be no different. Those of us, or those nation states that stubbornly cling to the past will lose. They will lose that war, and they will lose it in a big way. We should think of nothing in the past as sacred, except the concept of victory. The structure and organization of our Army, both operational and institutional, may change drastically, and we must be open-minded to that change. We may not have divisions or corps or tanks or Bradleys. We don’t know yet. But we’re on a serious and deliberate campaign of learning to figure it out. And I can tell you, we need to figure it out pretty fast.” Chief Of Staff, United States Army, GEN Milley 17 MAY 17
