STATEMENT BY THE DIRECTOR OF IMMIGRATION It gives me great pleasure to present the Department’s Annual Report for the year ending 31st December, 2014. The Annual Report highlights significant achievements by the Department which has been made possible through the commitment and dedication of the management and staff. I also wish to acknowledge the establishment of additional 34 positions which contributes to the overall Department’s output and achievements and also have an impact on the SFCCO 2014 Performance Assessment Report. Our success in 2014 culminated in the Department being recognised with the continuous recognition at Prize Level under the Civil Service Excellence Awards and our first time participation and we managed to scoop the Achievement Level under the Fiji Business Excellence Award. While the achievements have been noted, Immigration continues to face challenges which are not all daunting but something we are always ready to address as a team. As the sole provider of passports in our beloved nation, we would like to review all our systems and processes. We will continue to enhance our own capacities and to build an atmosphere of trust, confidence and mutual respect. In doing so, we need to fully embrace change and be prepared to go the extra mile in providing services to the best of our abilities. I am indebted to my Managers and staff for the achievements in 2014 and am confident that with their level of commitment and dedication, we will continue to sustain and better our performance in future. I wish to sincerely thank the Honourable Minister, Permanent Secretary, Deputy Secretary and the Executive Management for the guidance and support rendered to the Department. RESPONSIBILITIES AND ACHIEVEMENTS 1.0

CORPORATE SERVICE SECTION

1.1

The Corporate Services Section provides the support service arm of the Department. It includes the Administration Unit, Registry and Accounts Section. Responsible for the provision of Financial, Human Resource Management and Administrative services necessary for the efficient and effective performance of the Department’s operational functions.

1.2

STAFF ESTABLISHMENT In 2014, there are a total of one hundred and thirty eight (138) officers in the Department’s Staff Establishment, out of which one hundred and twenty five (125) were established officers and thirteen (13) Government Wage Earners. Ninety four (94) established positions were substantively filled while thirty one [31] was substantively vacant. Out of the 13 GWEs, 9 were substantively filled and 4 were vacant.

Auxiliary staff Four (4) of these personnel were seconded to the Department since January 2007. Currently, we have one (1) military personnel in the Department and three (3) posted back to QEB.

2.0

PASSPORT AND CITIZENSHIP SECTION

2.1

The Passport Section is responsible for the processing and issuance of Passports to all bonafide Fiji citizens who aspire to acquire Fiji passports. Passport is an official document issued to individual citizens by the State which proves who the person is and can allow a Fiji Citizen to leave the country and enter a foreign country and vice-versa. Citizenship Achievements

The Citizenship Section is responsible for the processing and granting of Fiji Citizenship to eligible persons who have completely satisfied all pre-requisites and statutory requirements needed in becoming a citizen of Fiji.

A total of one thousand and thirty nine (1,039) citizenship applications were received in 2014 compared to the nine hundred and eighty- eight (988) applications received in 2013. There was an increase in the number of applications approved in 2014 compared to 2013. Total of nine hundred and seventy four [974] applications were approved in 2014 while eight hundred and sixty six [866] applications were approved in 2013. There was an increase in the number of citizenship granted and certificates issued in 2014 compared to the year 2013 due to the increase in the human resources additional staffing granted in our 2014 Budgetary Allocation. The highest number of Citizenship applications received and approved was applicants who applied under Registrations of Minors category followed by Registrations of former Fiji Citizens. The increase is due to the large number of fiji citizens working and residing abroad and whose children are born abroad. The Government’s initiative luring former citizens to contribute in investments and rebuild the economy has prompted the increase. 2.3

Forty two thousand six hundred and eighty five (42,685) passports were issued in 2014 compared to thirty seven thousand one hundred and thirty nine (37,139) passports issued in 2013. The increase in number issued in 2014 was due to the increase in manpower, additional HR that contributes to more productivity and also the opening of an Immigration Office in Labasa. 3.0

PERMIT

Permits & Visa Section The section is responsible for the processing and issuance of all types of Permits as stipulated under the Act. The Section is also responsible for the processing and issuing or pre-entry visas to eligible persons who are national of countries enacted and categorised as Non-Visa Exempted countries. These are nationals that need pre-entry visa to enter the country. The Permits section processed and issued various types of work permit which totalled to 13, 217 in 2014 compared to 14, 167 in 2013. It should be noted that there was an increase in the New Permits Issued in 2014 compared to 2013 which depicts the increase in new investments and open up opportunities for foreigners to apply for new work permits. It should be noted that the decrease in extension of work permits may have resulted from the enforcement of Immigration Laws. The provisions for local understudies to take up senior positions currently held by senior positions by foreigners are always encouraged. 4.0

VISA

The Visa section processed and issued four thousand five hundred and sixty [4,560] visas in 2014 compared to four thousand three hundred and twenty-nine [4329] issued in 2013. Only thirty gratis Visa was issued in 2014 compared to 2013 one hundred [100]. The illustrations below shows the types of visas issued in 2013 and 2014:

There was an increase in the number of visas issued in 2014 compared to the 2013 and also an increase in the number of refusal in 2014 compared to 2013. 5.0

BORDER CONTROL

The Border Control carries out the prime responsibility in protecting and controlling the sovereignty of the Republic of the Fiji’s borders by providing effective and efficient services and control at all proclaimed ports of entry. The Department’s role in securing Fiji’s borders and ensuring orderly facilitate of entry and exit of legitimate travelers are carried out in professional and with due care at the same time precautions are taken in prevention of unauthorized or illegal immigrants, drugs, terrorism and diseases accordingly within the governed Fiji Immigration Act 2003. The table and chart below shows the overall (air/sea) number of arrivals and departures in 2013 and 2014.There has been an increase in the figures for arrival and departures in 2014 compared to the figures for 2013.

COMPLIANCE AND INVESTIGATIONS SECTION

The Compliance and Investigation section has the responsibility for the identification, apprehension and removal from Fiji of persons who have breached conditions of their entry and further stay or who may otherwise be of health, character or security concern to the Fiji community. Persons of interest include those who overstay their permitted stay period in Fiji, persons who undertake unauthorized employment, persons with criminal records or criminal affiliation and persons who have entered or remain in the country by resorting to forged or false documents or by contrived arrangements. Tabulated below is a summary of the number of inspections, removals conducted by the Compliance and Investigation Section in 2013 and 2014. RESEARCH AND DEVELOPMENT SECTION

The primary role of the Research & Development Section is to improve efficiency and the effective delivery of Immigration Services in the Department through the provision of up-to-date and analytical managerial information for planning and policy formulation. Operating as the Departments information repository and dissemination and technology management function, the Section focuses on enhancing and expansion of services delivery namely, development of databases for relevant information, processing of immigration appeal cases, review of immigration policies 26 | D E P A R T M E N T O F I M M I G R A T I O N | A n n u a l R e p o r t 2 0 1 4 Securing Migration and Economic Development Through Innovation Transformation

and legislations, focal points for Refugee status determination, Migration & Development, Trafficking in Persons and People Smuggling and ensuring that a dynamic image is presented on the Department in all its dealings with contemporary migration issues. The Section is also responsible for coordinating with Corporate Section in capacity building within the Department in terms of training and dissemination of information on contemporary migration related issues. 8.0

FINANCIAL STATEMENT

For the Department of Immigration’s 2014 financial report, it is consolidated with the Ministry’s financial statement. The Revenue Collected for the past 3 years [2012 – 2014] detailed below: Year 2012 2013 2014

DEPARTMENT OF IMMIGRATION 2014 ACHIEVEMENTS

In 2014, the notable highlights were: SFCCO Performance Rating Improved performance rating in the SFCCO quarterly achievement achieving a 65.52% in the 1st quarter, 92.36% in 2nd Quarter, 97.09% in 3rd quarter and 99.01% in 4th Quarter of 2014. IBMS Server Launching of the server was held on 1/4/2014 at Nadi International Airport Civil Service Excellence Awards [SEA] Received Prize Excellence Award at the SEA at Novotel on 17/10/2014
