Introduction
Waukesha County plans to reconstruct the approximately three mile section of W. North Avenue (CTH M) from Calhoun Road to 124th Street. A project location map is shown on Exhibit 1. This memorandum summarizes the recent traffic counts and traffic forecasts for the project.
Existing Traffic
The Wisconsin Department of Transportation (WisDOT) typically collects weekday 48-hour traffic counts for major roadways every three years. The count is adjusted for variation in traffic volume through the year and the average number of axles per vehicle to develop an Annual Average Daily Traffic (AADT) volume. Specifically, the WisDOT applies statewide seasonal, daily and axle factors based on the type of facility to develop the AADT volume. W. North Avenue is principal arterial and therefore utilizes the factors for the urban arterials and collectors. The Year 2015 seasonal and daily factors are provided in Appendix 1. The WisDOT’s Year 2015 axle factor for urban arterials and collectors is 0.91 that was applied to the single tube counts conducted west of Calhoun Road, west of Lilly Road, east of Lilly Road and east of Hollyhock Lane. The other locations were counted with Wavetronix that counts the number of vehicles by axle type and therefore were not adjusted for axles. Table 1 summarizes the WisDOT’s Year 2015 raw traffic counts and AADT volumes along W. North Avenue at the seven count locations from west of Calhoun Road to east of 124th Street. The WisDOT’s Year 2015 AADT volumes along W. North Avenue are also shown on Exhibit 2. Waukesha County collected traffic counts along W. North Avenue during mid-week periods at ten locations from west of Calhoun Road and west of 124th Street in May 2015, October 2015 and April 2016 as summarized in Appendix 2. Vehicle classification counts were also conducted at select locations along W. North Avenue. Table 1 summarizes Waukesha County’s average raw traffic counts and Average Weekday Traffic (AWDT) counts. It should be noted that these AWDT volumes were factored for axles based on vehicle classification counts along W. North Avenue. The axle factor applied to W. North Avenue
counts was 0.987 for the counts west of Lilly Road and 0.962 for the counts east of Lilly Road. The County’s counts obtained during various times of the year along W. North Avenue do not indicate significant fluctuations throughout the year. The WisDOT compared the County’s counts to their counts and factored the County’s AWDT to an AADT based on the Year 2015 seasonal and daily factors. The calculations are provided in Appendix 3. As shown in Table 1, the WisDOT and Waukesha County raw traffic counts are fairly similar. The WisDOT AADTs along W. North Avenue range from 13,400 vehicles per day (vpd) west of Calhoun Road to 23,300 vpd east of 124th Street. The Waukesha County AWDTs along W. North Avenue range from 15,000 vpd west of Calhoun Road to 20,600 east of Highland Drive. The Waukesha County AADTs along W. North Avenue range from 13,500 vpd west of Calhoun Road to 18,900 east of Highland Drive.

There are large differences between the WisDOT and Waukesha County AADT counts at the following locations: • East of Highland Drive (3,200 vpd difference) • West of Lilly Road (2,500 vpd difference) • West of 124th Street (2,700 vpd difference) The difference in traffic volumes can be attributed to the WisDOT statewide seasonal, daily and axle factors and to the different precise locations of the counts. Based on the County’s traffic counts, there appears to be less seasonal fluctuation in this corridor and lower percentage of multi-axle vehicles than represented by the statewide factors for the type of facility. Although there are discrepancies with the factoring methods used to develop AADTs, the project team utilized the WisDOT Year 2015 AADTs as the baseline for the traffic forecasts because they are more conservative and follow the WisDOT process.
Traffic Forecasts
The W. North Avenue project is planned to be constructed as two separate projects as shown on Exhibit 1. The section from Pilgrim Road/Pilgrim Parkway (CTH YY) to 124th Street is planned to be constructed in the Year 2019. The section from Calhoun Road to Pilgrim Road is planned to be constructed in the Year 2020. For the purpose of traffic forecasts, the construction year of 2019 was used for the projects resulting in a design year of Year 2039. It is standard procedure to utilize the WisDOT traffic forecasts for this project. The project team also requested traffic forecasts from the Southeastern Wisconsin Regional Planning Commission (SEWRPC) for comparison purposes and to understand potential changes to travel patterns on W. North Avenue due to nearby capacity improvement projects. WisDOT Traffic Forecasts The WisDOT staff uses the Traffic Analysis Forecasting Information System (TAFIS) program for developing the traffic forecasts for state trunk highways. The TAFIS program runs a series of statistical regressions on historic AADT counts and forecasts a growth rate based on the most recent traffic count. The Box-Cox regression is the most statistically robust regression type. The Box-Cox regression means that traffic projections at count sites will increase at a decreasing rate into the future. Growth rates vary depending on the traffic count site’s history and the regression’s statistical significance. TAFIS chooses the most statistically significant increasing regression line for the projection. The WisDOT uses essentially the same methodology for developing traffic forecasts for county trunk highways, such as W. North Avenue. The historic traffic count data dating back to the mid 1980s is collected and input into an Excel spreadsheet that replicates the TAFIS model and uses a Box-Cox regression analysis. Additional information regarding the WisDOT traffic forecast methodology can be found in Chapter 9 of the WisDOT Transportation Planning Manual. The WisDOT developed AADT and peak hour intersection turning movement forecasts for the construction year (Year 2019), Year 2029 and design year (Year 2039). Table 2 summarizes WisDOT’s design year (Year 2039) AADT traffic forecasts. The AADT traffic forecasts are also illustrated on Exhibit 2.

As shown in Table 2, the WisDOT Year 2039 traffic forecasts along W. North Avenue range from 16,300 vpd west of Calhoun Road to 26,100 vpd east of 124th Street. The traffic forecasts for W. North Avenue were based on approximately 0.5% to 0.6% annual growth rates, with the exception of the location west of Calhoun Road that had a higher annual growth rate of approximately 0.8%. SEWRPC Traffic Forecasts SEWRPC is the metropolitan planning organization (MPO) and regional planning commission (RPC) for the seven county southeastern Wisconsin area. SEWRPC utilizes travel simulation models to develop traffic forecasts. The forecast traffic volumes for the W. North Avenue corridor utilize a set of travel demand models maintained, refined, and validated by the SEWRPC since the 1960s. The forecasts developed by the Commission for the W. North Avenue study used the Commission’s 4th generation travel demand models, and considered future year forecast population and employment levels and as well the impact of a planned development pattern for the Region that seeks to preserve the Region’s best natural areas, preserve the Region’s prime, most productive farmland, and accommodate new urban development within and around existing urban as infill development, through redevelopment, and through the orderly expansion of planned urban service areas on lands proximate to these centers. They also consider the potential impact of the planned transit improvements as well as other planned transportation system management and travel demand management improvements, bicycle and pedestrian improvements, and surface arterial and freeway capacity improvements and their potential to impact forecast future traffic volumes within the North Avenue corridor. These travel simulation models were revalidated and recalibrated, using new data provided by a major origin and destination travel survey completed within the Region in 2001. The models were revalidated for the years 2000-2001 by applying the models with Census data and 2001 transportation network data and comparing model estimates of trip generation, trip distribution, highway traffic, and transit ridership to estimates derived from travel surveys and actual traffic and transit ridership counts. The validation indicated that the models were able to accurately replicate not only observed trip generation, travel pattern, modal choice, and VMT data, but also model-estimated individual arterial street traffic volume within 10 percent of the actual average weekday vehicular traffic. These models were validated again in 2011 for the year 2008, and again in 2015 for the year 2011 by applying the models with year 2008 and 2011 estimates of households, population, and employment and 2008 and 2011 transportation network data and comparing estimates of arterial VMT and transit ridership to model estimates derived from actual traffic and transit ridership.

SEWRPC developed traffic forecasts for a Build and a No Build scenario for the W. North Avenue project. The Build scenario assumes all capacity improvements identified in SEWRPC’s 2035 Transportation Plan including the widening of W. North Avenue are completed. The SEWRPC 2035 Transportation Plan for Waukesha County is shown on Exhibit 3. The following capacity improvements in the area may affect travel patterns on W. North Avenue: 1. 2. 3. 4.

The No Build scenario represents the condition that the W. North Avenue project is not widened, but all the other projects identified in the SEWRPC plan are built. Several of these projects are not expected to be constructed by the Year 2039 and therefore the project team requested a No Build Alternative 1 scenario that doesn’t include the widening of W. North Avenue, the Calhoun Road interchange at IH94, the widening of Pilgrim Road and the extension of 124th Street. It should be noted that SEWRPC provides average weekday traffic (AWDT) forecasts. The SEWRPC AWDT forecasts for the three scenarios are shown on Exhibit 4. Table 3 summarizes the AWDT forecasts and adjusts to AADTs for the purpose of comparing to the WisDOT traffic forecasts. As shown in Table 3, the SEWRPC AWDT forecasts along W. North Avenue range from 14,000 vpd east of Pilgrim Road to 30,000 vpd east of 124th Street. The SEWRPC AADT traffic forecasts along W. North Avenue range from 13,100 vpd east of Pilgrim Road to 28,000 vpd east of 124th Street. The annual growth rates for the SEWRPC traffic forecasts range from -0.5% east of Pilgrim Road to 1.3% east of Hollyhock Lane. Table 4 compares the WisDOT and SEWRPC design year (Year 2039) AADT forecasts.

As shown in Table 4, there are differences greater than 10 percent between the WisDOT and SEWRPC traffic forecasts at the following locations along W. North Avenue corridor: • Calhoun Road to Pilgrim Road • East of Pilgrim Road • East of Lilly Road • East of Hollyhock Lane These differences are due to SEWRPC’s forecasts accounting for capacity improvements in the area included in SEWRPC’s plan. Several of these projects are not expected to occur by the Year 2039 and therefore the SEWRPC forecasts are not representative of conditions for this project. SEWRPC has recently completed the Vision 2050 Draft Plan. The existing and planned 2050 population, households and employment statistics are shown on Exhibit 5. Planning Area 26 includes the City of Brookfield, the Town of Brookfield and the Village of Elm Grove. As shown in Table 5, the population, households and employment are expected to increase by approximately 0.4% annually. This growth rate is more consistent with the growth rate for the WisDOT forecasts.
Summary
The WisDOT and Waukesha County raw traffic counts are fairly similar. The WisDOT’s Year 2015 AADTs along W. The SEWRPC Vision 2050 annual growth rates for population, household and employment statistics were based on approximately 0.4% annual growth and validated the WisDOT growth rates.
Conclusion
This project is being funded through the Surface Transportation Program – Urban (STP-U), a federal aid program that requires planners and designers to follow the WisDOT Facility Development Manual (FDM). This methodology assures that projects are planned in accordance with federal requirements and that funds are allocated for projects with an approved purpose and need. The WisDOT traffic forecasts will be used for this project because their project methodology is routinely accepted and approved by FHWA. The more conservative growth rate used in the WisDOT forecasts is expected to better represent the design year conditions for the W. North Avenue corridor.
