The regular meeting of the Board of Education of the Technical Schools in the County of Camden was held on April 20, 2016, at 7:00 p.m. in the in the 1st floor conference room of the Science and Horticultural Center of the Pennsauken Campus. William T. Mink, Ed.D. president, called the meeting to order. The following members were present: Michael Fuhrman, Elizabeth Hanson, Alfred C. Fisher, Lovell Pugh-Bassett, Ph.D., and William T. Mink, Ed.D. Also present were Patricia Fitzgerald, Karen DiGiacobbe, Scott Kipers, Kathleen Cassidy, Bonnie Durante, Greg Cappello and David Patterson, Esquire. Leo Lampman was absent. RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS REJECTING ALL BIDS FOR THE WINDOW AND EXTERIOR DOOR REPLACEMENT PROJECT, GLOUCESTER TOWNSHIP CAMPUS, BUIDLING NUMBERS 1, 2, 5, 6, 8, 9, 10 AND 11 WHEREAS, the Camden County Technical Schools advertised for and received competitive bids on March 23, 2016 for the Window and Exterior Door Replacement Project at Camden County Technical Schools, Gloucester Township Campus, Building Numbers 1, 2, 5, 6, 8, 9, 10 and 11; and WHEREAS, there were three bidders which submitted bids for this Project identified as follows: 1. 2. 3.

Miscellaneous Resolution of Bid Rejection continued: WHEREAS, following review of said bids, it has been determined all bids are to be rejected pursuant to N.J.S.A. 18A:18-22d in that substantial revisions are to be made to the specifications for this Project in order for it to be rebid. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools’, County of Camden and State of New Jersey, that for the reason set forth hereinabove, all bids submitted for the above referenced Project are rejected in order for substantial revisions to be made to the specifications for this Project. BE IT FURTHER RESOLVED that all Bid Bonds shall be returned to the Bidders with a copy of this Resolution. To approve Michael Grossman, science teacher, to do a project related to his dissertation with Capella University. The project will culminate in a deliverable product that will be a publishable research paper. The project will utilize the principles of action research, and a systems approach. The data collection will include an extensive literature review of past and current educational research. A comparison will be made with the Next Generation Science curriculum/standards and the current CCTS science curriculum to identify where changes may need to be made to the current curriculum. No interview or surveys of students or staff will take place. Mr. Grossman understands that this research will not be done during his instructional time, prep time, or PLC meeting time; and, all changes to the proposal submitted to and approved by administration prior to implementation must also be approved.

To approve Ryan Koch, a student at Rowan University, to complete his Clinical Practice, at the Pennsauken Campus, September 2, 2016 to December 20, 2016. Mr. Koch will be assigned to Robert Bryan, teacher of social studies.

RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS APPROVING ASSISTANT SUPERINTENDENT CONTRACT WITH KAREN DiGIACOBBE WHEREAS, the Camden County Technical Schools Board of Education previously conditionally approved an Employment Contract with Karen DiGiacobbe to serve as the Assistant Superintendent for Curriculum, Instruction, Assessment and Grants from July 1, 2016 to June 30, 2017; said Agreement attached hereto (inserted on page 398-MMMMMM through page 398-VVVVVV, subject to the review and approval by the Executive County Superintendent; and WHEREAS, by letter dated April 13, 2016, the Executive County Superintendent has approved the Employment Contract for the Assistant Superintendent. EXECUTIVE SESSION On motion of Mr. Fuhrman, seconded by Dr. Pugh-Bassett, to adjourn the open public meeting for the purpose of discussion in Executive Session. The Board entered into Executive Session at 7:47 p.m. WHEREAS, the Camden County Technical Schools Board of Education (“Technical Schools”) is subject to the Open Public Meetings Act, N.J.SA.A. 10:4-1 et seq. RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS WITHHOLDING AN INCREMENT WHEREAS, the Superintendent and the Principal of the Pennsauken Campus of the Camden County Technical Schools have presented documentation to the Board of Education identifying reasons for the withholding of the increment for Employee 008003 related to work place violations which have occurred; and WHEREAS, as a result of a review of that information, the Board of Education has determined there are sufficient reasons for the salary increment for the school year 2016-2017 to be withheld from Employee 008003. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools that it hereby withholds the salary increment for year 2016-2017 for Employee 008003 for good cause relating to work place disciplinary violations as identified on the information submitted to the Board of Education in support of said recommendation, which information shall be maintained as confidential in the employee’s personnel file. BE IT FURTHER RESOLVED that notice of said withheld salary increment shall be served upon Employee within ten (10) days of the adoption of this Resolution. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.
