A Few Facts About the BPVC

Two-year Publication Cycle

The BPVC comprises three components:

For many years the BPVC was on a three-year publication cycle, with a new edition of the Code being released every three years, and addenda being offered in intervening years. But with the release of the 2013 BPVC, this publication cycle was changed to a two-year schedule. Therefore, the next edition of the BPVC will be released in the Summer of 2015. Now that ASME is offering a new edition of the BPVC every other year, it will no longer be publishing addenda. ASME may issue errata to the Code periodically. Pressure Vessels Section VIII: Pressure Vessels Order Online Division 1 provides requirements applicable to the design, fabrication, inspection, testing, and certification of pressure vessels operating at either internal or external pressures exceeding 15 psig. Such vessels may be fired or unfired. This pressure may be obtained from an external source or by the application of heat from a direct or indirect source, or any combination thereof. Specific requirements apply to several classes of material used in pressure vessel construction, and also to fabrication methods such as welding, forging and brazing.

Fiber-Reinforced Plastic Pressure Vessels Section X: Fiber-Reinforced plastic Pressure Vessels Order Online

Division 1 contains mandatory and non-mandatory appendices detailing supplementary design criteria, nondestructive examination and inspection acceptance standards. Rules pertaining to the use of the single ASME certification mark with the U, UM and UV designators are also included.

Provides requirements for construction of a fiber-reinforced plastic pressure vessel (FRP) in conformance with a manufacturer’s design report. It includes production, processing, fabrication, inspection and testing methods required for the vessel. Section X includes three Classes of vessel design: Class I and Class III – qualification through the destructive test of a prototype; and Class II – mandatory design rules and acceptance testing by nondestructive methods. These vessels are not permitted to store, handle or process lethal fluids. Vessel fabrication is limited to the following processes: bag-molding, centrifugal casting and filament-winding and contact molding. Rules pertaining to the use of the single ASME certification mark with the RP designator are also included.

Division 2 requirements on materials, design, and nondestructive examination are more rigorous than in Division 1; however, higher design stress intensity values are permitted. These rules may also apply to human occupancy pressure vessels typically in the diving industry. Rules pertaining to the use of the single ASME certification mark with the U2 and UV designators are also included. Division 3 requirements are applicable to pressure vessels operating at either internal or external pressures generally above 10,000 psi. It does not establish maximum pressure limits for either Section VIII, Divisions 1 or 2, nor minimum pressure limits for this Division. Provides general requirements which address the material, design, fabrication, examination, testing and overpressure protection of the items specified within each respective Subsection, assuring their structural integrity.

Provides requirements for construction and continued service of pressure vessels for the transportation of dangerous goods via highway, rail, air or water at pressures from full vacuum to 3,000 psig and volumes greater than 120 gallons. “Construction” is an all-inclusive term comprising materials, design, fabrication, examination, inspection, testing, certification, and over-pressure protection. “Continued service” refers to inspection, testing, repair, alteration, and recertification of a transport tank that has been in service. Rules pertaining to the use of the single ASME certification mark with the T, TD, and TV designators are included.

Division 1, Subsection NCA, which is referenced by and is an integral part of Division 1, Subsections NB through NG, and Division 2 of Section III, which covers quality assurance requirements, ASME product-certification marks, and authorized inspection for Class 1, 2, 3, MC, CS, and CC construction. Nuclear In-Service

Subsection APP contains appendices, both mandatory and non-mandatory for Section III, Division 1 (Subsections NCA through NG), Division 2 and Division 3, including a listing of design and design analysis methods and information, plus Data Report Forms. These appendices are referenced by, and are an integral part of, Subsections NCA through NG, Division 2 and Division 3.

Section XI: Rules for In-service Inspection of Nuclear Power Plant Components Order Online Contains Divisions 1 and 3, in one volume, and provides rules for the examination, in-service testing and inspection, and repair and replacement of components and systems in light water cooled and liquid metal cooled nuclear power plants. Application of Section XI begins when the requirements of the “construction code” (e.g., Section III) have been satisfied.

DIVISION 1, SUBSECTIONS NC, ND Subsection NC addresses items, which are intended to conform to the requirements for Class 2 construction. Subsection ND addresses items, which are intended to conform to the requirements for Class 3 construction.

Section XI constitutes requirements to maintain the nuclear power plant while in operation and to return the plant to service, following plant outages, and repair or replacement activities. These rules require a mandatory program of scheduled examinations, testing, and inspections to evidence adequate safety. The methods of nondestructive examination to be used and flaw size characterization are also contained within this Section.

OTHER SUBSECTIONS AND DIVISIONS Subsection NE addresses items which are intended to conform to the requirements for Class MC construction. Subsection NF addresses the supports, which are intended to conform to the requirements for Classes 1, 2, 3, and MC construction.

Subsection NG addresses structures, which are designed to provide direct support or restraint of the core (fuel and blanket assemblies) within the reactor pressure vessel. Subsection NH addresses Class 1 components, parts, and appurtenances which are expected to function even when metal temperatures exceed those covered by the rules and stress limits of Subsection NB and Tables 2A, 2B, and 4 of Section II, Part D, Subpart 1. Division 2 addresses concrete containment structures, pre-stressed or reinforced. These requirements are applicable only to those components that are designed to provide a pressure retaining or containing barrier.

Section II: Materials Order Online

Division 3 addresses the design and construction of the containment system of a nuclear spent fuel or high level radioactive waste transport packaging.

Part A covers Ferrous Material; Part B covers Nonferrous Material; Part C covers Welding Rods, Electrodes, and Filler Metals; and Part D covers Material Properties in both Customary and Metric units of measure.

Division 5 provides construction rules for high-temperature reactors, including both high-temperature, gas-cooled reactors (HTGRs) and liquid-metal reactors (LMRs).

Together, these four parts of Section II comprise a “service Code” to other BPVC Sections, providing material specifications adequate for safety in the field of pressure equipment. These specifications contain requirements for chemical and mechanical properties, heat treatment, manufacture, heat and product analyses, and methods of testing. Part A and Part B specifications are designated by SA or SB numbers, respectively, and are identical with or similar to those of specifications published by ASTM and other recognized national or international organizations. Part C specifications are designated by SFA numbers and are derived from AWS specifications.

Section V: Nondestructive Examination Order Online Non-destructive Examination is another “service Code” – containing requirements and methods for nondestructive examination which are referenced and required by other BPVC Sections. It also includes manufacturer’s examination responsibilities, duties of authorized inspectors and requirements for qualification of personnel, inspection and examination. Examination methods are intended to detect surface and internal discontinuities in materials, welds, and fabricated parts and components. A glossary of related terms is included.

Section IX: Welding, Brazing, and Fusing Qualifications Order Online Welding, Brazing, and Fusing Qualifications is another “service Code” – containing rules relating to the qualification of welding, brazing, and fusing procedures as required by other BPVC Sections. It also covers rules relating to the qualification and requalification of welders, brazers, and welding and brazing operators in order that they may perform welding or brazing in component manufacture. Welding, brazing and fusing data cover essential and nonessential variables specific to the welding, brazing or fusing process used.

Code Cases: Pressure Technology / Nuclear Order Online Starting with this 2015 Edition, the BPVC will be revised every two years. But what happens in the interim with new materials or alternative constructions? How does the BPVC keep current with the latest in technology and applications? Code Cases are approved actions by the BPVC Committees on these alternatives, intended to allow early and urgent implementation of any revised requirements. They are issued four times per year in two categories: Boiler and Pressure Vessels (CC-BPV) and Nuclear (CCNUC). Users may purchase individual publications at any time. Key Changes for the 2015 ASME BPVC A Guide to Key Changes The latest 2015 edition of the ASME BPVC marks the first revision in the new two-year revision cycle. Certificate holders find it easier to comply with Code changes due to the elimination of the Addenda and a reduction in the overall number of changes; also helping to accelerate adoption. Errata, Interpretations, and Code Cases will continue to be updated regularly and published online to online subscribers and in print to hardcopy purchases.

Reminder 2015 marks the first revision since the shift to a two-year revision cycle.

Also of important note, the 2015 Edition of Section III is the last edition in which Section III, Division 1, Subsection NH, Class 1 Components in Elevated Temperature Service, will be published. The requirements located within Subsection NH have been moved to Section III, Division 5, Subsection HB, Subpart B for the elevated temperature construction of Class A components. Significant updates have been incorporated into the 2015 ASME Boiler and Pressure Vessel Code (BPVC) and impact virtually everyone who uses and references the code. Ensure compliance and adopt the latest best practices before the new code goes into effect. An itemized list of changes for each section is available as supplemental documents and is listed with each BPVC Section on the IHS Standards Store.

Summary of Key Changes by Section Section I – Rules for Construction of Power Boilers

Section III – Rules for Construction of Nuclear Facility Components

Key changes continue to recognize the interests of boilers manufactured for use in steam locomotives, as well as electric immersion heater elements, watertube boilers, configuring a Section VIII fired pressure vessel with Section I boiler, and recognition of solar radiation as a heat source. Notable changes to:

A new, mandatory appendix was added to establish requirements for buried HDPE Class 3 piping, including material from various Code Cases and to reflect the Section IX provisions for fusing HDPE. Revisions to NB-3200 clarify the definition of “local primary membrane stress” and “local thin areas.” In a longstanding effort to update the piping seismic design criteria, changes have been made to provide design by analysis rules for reversing dynamic loads. NB-, NC- and ND- 3600 are being revised to improve stress indices C2r, K2r and stress intensification factors (SIF’s) for branch connections with r/R ≤ 0.5.

Additionally, extensive updates were made to Appendix W to add current EPRI, NRC, and other references, typical nuclear power plant environments, materials, design measures to reduce the susceptibility to environmental effects; amongst coverage for a number of other conditions.

Section II – Materials Continuing with the trend of prior editions, a number of changes were again made within Section II. More than 25 ferrous specifications were adopted or revised within Section II, Part A; and more than 10 nonferrous specifications were adopted or revised in Section II, Part B. Other key changes concentrated on Part D; revisions to Appendix 5 including:

Section IV - Rules for Construction of Heating Boilers Current provisions require all part fabricators to obtain separate ASME Certificates of Authorization under each section of the code; changes propose a program to permit organizations that fabricate parts, but do not perform or take design responsibility to also obtain ASME certifications. The new certificate program will also recognize authorization to fabricate parts for multiple Code Sections.

• The duration of creep tests for an alloy designed to operate in the time dependent regime has been extended; and at least one test from each heat lasting at least 10,000 hours is now required for an alloy to be approved for a Code Case. • For advanced alloys with metastable structures, creep test data lasting more than 30,000 hours is required to be made available to the committee. • Alloy producers are required to provide a comprehensive description of the metallurgical characteristics of the alloy. • Data requirements for filler metals and weldments have been made more explicit with respect to high-temperature data in complement to the base metal requirements.

New revisions for H Certificate Holders allow transfer of parts between manufacturing locations and reflect consistent wording to that already contained in Section I and VIII. Additionally for H Certificate Holders, etching would be an acceptable form for marking a boiler within the scope of Section IV. New revisions make safety valve sizing consistent with the requirements in Section I. And Mandatory Appendix 2 was revised to reflect the latest ASME, ASTM and DIN referenced standards.

Section V – Nondestructive Examination Reflecting new technologies, one new article addresses the use of acoustic pulse reflectometry (APR) to detect blockage, corrosion or other problems located on the internal surface of a tube and the other article addresses the use of guided wave ultrasonic testing (GWUT). A new Mandatory Appendix was added to describe the requirements for the examination of butt fusion welds in HDPE pipe using encoded pulse echo, phased array or Time of Flight Diffraction (TOFD) ultrasonic techniques. Fifteen ASTM reference standards related to Nondestructive Examination (NDE) have been adopted or revised within this Section.

Section VIII – Rules for Construction of Pressure Vessels In Division 1, notable changes include incorporating Code Case 2560 on overpressure protection by system design for pressure vessels in air, water and steam service. Additional revisions were made to clarify responsibilities of the manufacturer and authorized inspector (AI) with regards to review of calculations. In Division 2, a new clause was added with regards to corrosion fatigue that now provides guidance consistent with other international pressure vessel codes such as EN 13445 and PD5500. In addition, Code Case 2804 was incorporated to correct the calculation for forming strains in one piece heads.

Section X – Fiber-Reinforced Plastic Pressure Vessels The most important change in Section X is the adoption of Code Case 2820 which allows the use of oil and gas industry drilling fluids, or other general fluids, as the operating fluid in composite pressure vessels covered under this section.

Section XI – Rules for Inservice of Nuclear Power Plant Components Nonmandatory Appendix D was completely rewritten and is now titled “Conditioning of Welds that Require Ultrasonic Examination.” Nonmandatory Appendix A, Article A-3000 was also completely rewritten. Additional revisions clarify that “Analytical Evaluation” shall not be used to evaluate leakage and update the equations for calculating fracture toughness determination.

Section XII – Rules for Construction and Continued Service of Transport Tanks Several paragraphs are being revised to make them consistent with the requirements for pressure relief devices in Section VIII. Additional revisions help clarify definition of “Material Test Report” and “Dynamic Load Condition.”

Several changes were also made to Division 1 & 2, to ensure welding of cladding material is made by a manufacturer holding a Certificate of Authorization, clarify requirements for MDMT and impact testing, clarify tubesheet or flat head materials shall not be considered as an area of reinforcement for openings in adjacent shells or heads, updated requirements for tubesheet, and to clarify that toughness testing is mandatory for high yield materials. In Division 3, Numerous revisions were made to establish rules for the stamping and certification of rupture disks specifically for use in Division 3. Additional revisions were made on linear elastic analysis, Code Case 2579 incorporated regarding filament materials preimpregnated with resin (aka “prepreg material”), and to ensure that mechanical tests confirm that the material received a proper heat treatment.

Section IX – Welding and Brazing Qualifications Key revisions span new variables addressing the use of preplaced filler metal for Friction Stir Welding procedure qualification, the addition of electrofusion (EF) process for joining HDPE to Part QF – Plastic Fusing, and new guidance on conducting performance qualification tests that satisfies both ISO 9606 and ASME Section IX. Nine AWS reference standards will be updated to reflect the newer editions of these standards.

A Guide to Frequently Asked Questions The following are answers the commonly asked questions posed by users of the Code. The answers below have been provided by ASME for use in the IHS Fact Book on the ASME BPVC, BPVC related standards, single certification mark, and available ASME training courses. 1. When will the Code revisions be available, and when will the new revisions take effect or become mandatory? Code revisions may be used beginning with the date of issuance shown in the 2015 Edition. The revisions become mandatory six months after the date of issuance. 2. What are end user responsibilities with regard to the Code revisions? The revisions become mandatory six months after the date of issuance. All ASME Certificate Holders must revise their written QA manuals to reflect the new revisions published in the 2015 Edition. 3. Will ASME continue to publish Code Cases, Interpretations, and Errata? ASME will continue to update Code Cases, Interpretations, and Errata between new releases of the Code: a. Code Case Supplements specifically document approved actions by the BPVC Committees on new materials or alternative constructions, and are issued four times a year. Intended use is to allow early and urgent implementation of any revised requirements. b. Interpretations, responses to requests to clarify the application of an existing requirement will be published in the 2015 BPVC. Following publication of the 2015 Edition, interpretations will not be included in the edition; they will be issued in real time in ASME’s Interpretations Database at http://go.asme.org/Interpretations. This webpage also has several search tools allowing a user to view relevant historical BPVC interpretations issued in the past 30+ years. c. Errata, or approved editorial corrections to the standard, will be periodically posted on the ASME website and are accessible via the Standards Development Committee webpages. 4. How will errors in any of the text/tables, etc. be addressed if there are no agenda between revisions? Errors such as incorrectly published items or typographical or grammatical errors will be corrected as they are made known to the Committee. Once the Committee has verified the errors they will be corrected by errata and made available to the public.

Will the move to the two-year revision cycle affect accreditation? There will be no effect on accreditation or certification; however, Certificate Holders must still revise their written QA manuals to reflect new revisions published in the 2015 edition. 6. If a Code Case is issued on an “expedited basis,” how does the industry get quick access to it, i.e., not waiting until the next Code Cases Supplement? Code Cases may be used when they are approved by ASME. In order to obtain an approved Code Case before publication in a Supplement, please contact the ASME technical staff with the appropriate Code Case number or record number. 7. How can questions about the Code be submitted to the various Committees? In the front matter of every Code book is a section on “SUBMITTAL OF TECHNICAL INQUIRIES TO THE BOILER AND PRESSURE VESSEL COMMITTEE.” Please follow this guidance to avoid any delays in consideration. Inquiries for any Section of the Code can be submitted via the following website http://cstools.asme.org/Interpretation/ InterpretationForm.cfm. ASME accepts responsibility for only those interpretations issued in accordance with the established ASME procedures and policies, which precludes the issuance of interpretations by individuals. 8. In what states has the Boiler Code been adopted? ASME is only responsible for preparing the requirements in the Code, and does not enforce these requirements from a legal standpoint. Enforcement of the Code is the responsibility of the jurisdictions that adopt the various Sections as part of their pressure equipment regulations. The National Board of Boiler and Pressure Vessel Inspectors (NBBI) publishes the “National Board Synopsis (NB-370),” which contains a brief outline of the laws for the jurisdictions in the US and Canada as well as contact information for the respective Chief Inspectors in those jurisdictions.

9. Where can I find a list of qualified inspectors? Third-party inspection is required for objects bearing the ASME Certification Mark. Please review the requirements of various Sections of the Code to determine the extent of the inspections and the duties of the Authorized Inspector. An unofficial list of “Organizations Holding Authorized Inspection Agency Certificates of Accreditation” is available on the ASME website.

12. Are there training or professional development courses available on how to use and apply BPVC, the applicable revisions and related standards? ASME has developed more than 60 Code-related and standards related training courses and course completions can be applied to professional development hours (PDH’s). Beginning January 1, 2014, ASME moved to a single certification mark with a certification designator to certify that a company’s products, services and quality systems comply with the BPVC. The certification program is designed to enhance public safety and facilitate international commerce. Please follow the application process, completing the required forms, on the ASME Website for Certification and Accreditation Programs.

Volunteering is the life-blood of the BPVC and participants not only help to improve the Code, but also benefit from early awareness, professional benchmarking and peer-topeer networking in a consensus environment. The BPVC Committee meets in person four times per year during the ASME Boiler Code Weeks. It is during these code weeks that the Committee considers consider requests for interpretations, revisions, and to develop new rules for future Code revisions..

11. Does the single ASME certification mark include the “R” stamp for repaired tanks? The “R,” “VR,” and “NR” stamp accreditation programs are administered by the National Board of Boiler and Pressure Vessel Inspectors (NBBI), not ASME. Certification Mark and Standard Packages Transition to a Single Certification Mark Not long after first publishing the BPVC, ASME began a certification program to certify that companies’ products, services, and quality systems comply with the Code. Today, more than 6,000 companies in 75 countries are certified by ASME as being in compliance with the BPVC. Until recently, certified equipment would bear one of 28 ASME Code symbol stamps that would indicate that the stamped item conformed to the latest edition of the BPVC. Each type of stamp included a symbol that indicated what type of certification it covered, such as for a power boiler, heating boiler, pressure vessel, or valve. In 2012, ASME rolled out the single certification mark. Instead of a symbol indicating the type of certification, the mark includes a small certification designator. Otherwise, all types of equipment will receive the same stamp. The single certification mark is being implemented over a three-year period. Starting on January 1, 2014, only the new mark may be used, except for certification to Section III of the Code (nuclear components). On January 1, 2015, the new mark also must be used for Section III items as well.

The many different ASME BPVC certification marks have been replaced by a single certification mark that is used in conjunction with a certification designator.
