BARTLETT PARK DISTRICT BOARD MEETING MINUTES TUESDAY, MARCH 22, 2016

Call to Order President Lewis called the meeting to order at 7:31pm. Roll Call President Lewis called for the roll. Commissioners answering present were: Theodore J. Lewis, Stephen M. Eckelberry, Lori A. Palmer, Kenneth N. Woods, Susan M. Stocks, James A. Mansfield, and Nicholas A. Mostardo. Staff members present were Executive Director Rita Fletcher, Superintendent of Special Facilities Steven Karoliussen, Superintendent of Recreation Kimberly Dasbach, Superintendent of Business Services Susan Leninger, Superintendent of Villa Olivia Peter Pope, and Superintendent of Parks and Planning Kelly O’Brien. Recording Secretary Stephanie Baxter took the minutes. Pledge of Allegiance President Lewis led the Pledge of Allegiance. Approval of Minutes Mr. Eckelberry moved to approve the minutes of the February 23 Regular Board Meeting and the March 8 Committee Workshop Meeting, seconded by Ms. Stocks. Motion carried. Resident Comments None. Staff Recognition President Lewis read a letter outlining the 15 years of service that Mr. Frank Schulter has been with the Bartlett Park District. President Lewis and the Board thanked Mr. Schulter for his hard work and dedication. Video Presentation Mr. Karoliussen stated that staff has been working with South Elgin High School on video presentations, then introducing Mr. Thomas Bozikis, from South Elgin High School. Mr. Bozikis told the Board that two of his students have been working to produce two 60-second commercials for the LIFECENTER Health & Fitness Club and for Villa Olivia. Mr. Bozikis reported that he began right before Christmas teaching his students how to prepare a commercial for an actual client. Anna Lee Ackerman put together the commercial for Villa Olivia. Ms. Ackerman told the Board that she filmed at Villa Olivia over Valentine’s Day weekend and was able to capture a wedding that took place there. She said she worked to capture the Park District’s slogan “We Create Fun!” The video that Anna Lee created was shown. Lauren Yaccino said she partnered with the LIFECENTER to make her commercial, and focused on their slogan “Here for Life”. She told the Board that she directed her video on how to bring in more members to the fitness center. Ms. Yaccino shared that she was able to have a professional voice actor do the voice-over for her commercial. The commercial for LIFECENTER was presented. President Lewis thanked both students and Mr. Bozikis, complimenting both students that both commercials were certainly professionally done. Monthly Treasurer’s Report, Ms. Stocks Treasurer Mr. Woods moved to approve the Monthly Treasurer’s Report for February 2016, seconded by Mr. Eckelberry. Motion carried.

Finance Committee Report, Mr. Woods Chairperson No business. Planning Committee Report, Ms. Stocks Chairperson Strategic Plan Ms. Stocks noted that the Board and staff worked together with the Executive Service Corps on the 2016 Strategic Plan. Ms. Stocks moved to approve the 2016 Strategic Plan, seconded by Mr. Mostardo. Motion carried. Mission, Vision and Core Values Ms. Stocks moved to approve the Mission, Vision and Core Values statements, seconded by Mr. Eckelberry. Motion carried. Building and Grounds Committee Report, Mr. Mansfield Chairperson Mr. Mansfield discussed the carpet replacement for the Recreation Offices at Bartlett Community Center. Mr. Mansfield moved to approve the quote from Commercial Specialists, Inc. in the amount of $12,881, seconded by Mr. Mostardo. Motion carried. Recreation Committee Report, Mr. Mostardo Chairperson No business. Special Facilities Committee Report, Mr. Eckelberry Chairperson No business. Villa Olivia Committee Report, Ms. Palmer Chairperson No business. Personnel Committee Report, Ms. Palmer Chairperson Full-time Salary Ranges for FY 2016-17 Ms. Palmer announced the full-time and part-time salary ranges were discussed at the March 8 Committee Workshop Meeting. Ms. Palmer noted there are no changes to the full-time salary ranges from FY 2015-16. Ms. Palmer recommended Board approval of the full-time salary ranges for FY 2016-17; Mr. Eckelberry seconded. Motion carried. Part-time Salary Ranges for FY 2016-17 Ms. Palmer noted the part-time salary ranges include a section for an increase in minimum wage to $9.00 per hour if that passes in the State of Illinois. Ms. Palmer moved to approve the part-time salary ranges, seconded by Ms. Stocks. Motion carried. Community Relations and Legislative Issues Committee Report, Mr. Lewis Chairperson No business. Executive Director’s Report, Ms. Fletcher Bill List Ms. Fletcher asked for approval of the March 2016 Bill List. Mr. Woods moved to approve the Bill List as presented, seconded by Mr. Eckelberry. Motion carried. Bike Path Ms. Fletcher announced that she recently met with representatives from Elmhurst Chicago Stone, along with Cook County Commissioner Tim Schneider and his staff. The addition of a bike path was discussed. This would run along West Bartlett Road and Munger Road and would connect up with the path in the 56-acre parcel of land that Elmhurst Chicago Stone will be donating to the Park District. If all goes as planned, the path could be done by the end of June.

Superintendent of Special Facilities Report, Mr. Karoliussen 2016 Rental Operational Report Mr. Karoliussen mentioned the 2016 Rental Operational Recap was attached to the Board packet for their review. He highlighted some of the information found in the report. The Bartlett Community Center budget overall exceeded its budgeted revenues and profit while keeping costs under budget. Rentals of the Oak Room and bar service, Community Center Rooms and gymnasium were tracking lower; but rentals at the Party Place and Breakfast with Santa revenues were up. The NonBartlett Community Center budget also exceeded its budgeted revenues and profit. Mr. Karoliussen added that log cabin and park permits have generated more revenue than were budgeted; and the shelter/gazebo and dog park revenues were slightly down from last year. Mr. Woods inquired about the “revenue” that is brought in from “cleaning services”. Mr. Karoliussen noted that some people who rent the facilities opt to pay an additional fee for cleaning after their event, rather than clean the venue themselves. Superintendent of Recreation Report, Ms. Dasbach Friday Ladies Night Out Ms. Dasbach announced a new event that will take place at the Nature Center on Friday, April 8th for ladies 18 and older. There will be music, snacks and beverages available. Pet First Aid Basics Ms. Dasbach stated a new program will be held Thursday, April 21st from 7-9pm at the Bartlett Community Center. Participants will learn first aid basics for pets and each attendee will receive a first aid starter kit to take home. Beginning Illustration Ms. Dasbach noted that a 6-week class will be held for participants ages 9-13 who are interested in art & drawing. These classes will be held at BCC from 6-7:30pm and all art supplies are included. Superintendent of Business Services Report, Ms. Leninger Annual Budget for FY 2016-17 Ms. Leninger announced that the annual Budget Booklet will be e-mailed to the Board and posted on the board portal by April 1st. Ms. Leninger added she will be doing a presentation of the FY 2016-17 budget at the April 12th Committee Meeting. Superintendent of Villa Olivia Report, Mr. Pope Easter Brunch Mr. Pope stated that reservations for Easter Brunch are completely full already. Seating will take place every half hour from 9:30am – 2:30pm. The menu is attached to the Board packet. Superintendent of Parks and Planning Report, Ms. O’Brien Ms. O’Brien told the Board that the Park District will be implementing a new recycling program within the parks. Beginning April 1st, five new recycling containers will be placed at Bartlett Aquatic Center and ten at Apple Orchard Community Park. The staff will examine the contents and anything less than 80% will be disposed of as garbage. There was some discussion about the amount of garbage and recyclable material at Villa Olivia. Mr. Pope told the Board that currently there are bins in the kitchen and behind the bar, and the grounds crew does their best to sort recyclable items from garbage debris. Old Business None.

New Business President Lewis expressed his concern over some vandalism that recently took place at Sunrise Park. These damages may cost the district $6,000. He asked that everyone police their own parks, and keep an open communication with neighbors and others to be on the lookout for any suspicious activity. Closed Session Mr. Mostardo moved to adjourn into Closed Session under Section 2(c)(1) of the Open Meetings Act for the purpose of the discussion of the appointment, employment compensation, discipline, performance, or dismissal of specific employees of the District, seconded by Ms. Stocks. ROLL CALL VOTE: AYES: Lewis, Eckelberry, Palmer, Woods, Stocks, Mansfield and Mostardo. NAYS: None. ABSENT: None. ABSTAIN: None. Motion approved at 8:02pm.

Reconvening of Regular Board Meeting President Lewis called the meeting back to order at 9:14pm and called for the roll. Present were Theodore J. Lewis, Stephen M. Eckelberry, Lori A. Palmer, Kenneth N. Woods, Susan M. Stocks, James A. Mansfield, and Nicholas A. Mostardo. Adjournment There being no further business, Commissioner Palmer moved to adjourn the meeting, seconded by Mr. Eckelberry. Motion carried at 9:15pm.
