REDE: Feto Timor Lorosae Timorese Women's Network Updated Sep 3, 2001 REDE: Feto Timor Lorosae was established in March 2000 and currently encompasses more than 15 women’s organisations. These organisations are representative in themselves of a broad cross section of society as there are mass based organisations with national membership - down to the village level, cultural, income generating/small business and rights based organisations and organisations affiliated with political parties. REDE and each of the network’s members have been accompanying the political developments in our country [ETimor]. REDE advocates on a rights based approach to development, justice, social inclusiveness and gender equity and equality. REDE is also participating in and contributing to the reconstruction as well as working directly with Timorese women through amongst others, literacy and income generating and poverty alleviation projects to help them break away from the debilitating ties of illiteracy and poverty. Although there have been achievements, progress is slow. Women’s lives in East Timor, as with the rest of the population continues to be arduous. For women this is more so because of the situation of women in Timorese society, cultural perceptions of women, the absence of clear laws which protect women and women’s limited participation in decision making. East Timorese Network of Popular Educators / Rede dos Educadores Populares Timor Lorosa’e Added Sep 3, 2001 * Network formed by these ET NGOs: Grupo Alfabetização Naroman; Grupo Nove Nove - Fokupers; Haburas Foundation; Institutu Sekular Maun Alin iha Kristu - ISMAIK; La’o Hamutuk; Prontu Atu Servi; Organização Popular da Mulher Timorense - OPMT; Sa’he Institute for Liberation; Yayasan HAK * The formation of this network grows from the recognition of the critical role of education in the process of East Timorese democratization and has been sparked by an exchange between Brazil and East Timor. * Popular education as practice is not new to East Timor. In fact, the 1975 generation was inspired by the methods of Paolo Freire and popular education was carried out in the form of literacy classes, cooperatives, crèches (day schools), development of traditional remedies and other social activities which the Indonesian invasion stopped and destroyed. * Political independence has been achieved, but has not yet guaranteed the same learning opportunities to all people. The majority of the population was marginalized during Indonesia’s occupation and during this transitional period, there has not yet been significant change. The formal education that now exists is a legacy of the Portuguese and Indonesian systems and does not include liberating principles. The goal of popular education is to empower all people to be able to participate in decision making processes. Popular education is a collective act, not an individual one. FRETILIN - Revolutionary Front for an Independent East Timor / Frente Revolucionária do Timor Leste Independente Added Sep 3, 2001 BD interviews Gil Santos: When did Fretilin start and what was its purpose? On 20 May 1974, Fretilin formed under the name ASDT. In Sep 1974 it changed its name to Fretilin. The purpose was to pursue full independence for East Timor. Fretilin was, and still is, opposed to any foreign occupation, colonisation or imperialism. Fretilin had a campaign at the grassroots level and currently has over 180,000 active members (militants). Fretilin developed policies on education, women's rights, worker's rights, children's rights, health and hygeine, the environment. What are some of Fretilin's historical achievements? Fretilin was a champion of organising effective resistance against Indonesian invasion on three important fronts: 1) military front (FALINTIL); 2) cladestine front (underground); 3) diplomacy front. This led to the existance of: * the CRRN (National Council of Revolutionary Resistance), then * the CNRM (the National Council of Maubere Resistance / Concelho Nacional da Resistancia Maubere), and finally * the CNRT (National Council of Timorese Resistance / Conselho Nacional de Resistência Timorense) which formed in order to achieve national unity. What does Fretilin aim to achieve in the future? * to establish a democratic government of national unity in order to promote re-construction; * to re-establish the policies that benefit the grassroots with an emphasis on sustainable development and environmental awareness; * to organise and hold another Congress in May 2001 to develop its political program, and plan its election strategies; * to campaign for the up-coming elections on August 30, 2001. Main office: Rua Martires da Patria, West Dili, Timor Lorosa'e, in the former Pancasila Training Building BP7. As a result, Fretilin is sometimes referred to as BP7 Fretilin. Sah'e Institute for Liberation (SIL) Up-dated Jun 14, 2001 Research and Publications, Education and Advocacy on Social, Political, Economic and Cultural rights SIL is a registered East Timorese non-government organization (ETNGO) General Mission: To support the active participation of the East Timorese community in the process of developing a ‘Nation State’ through the dissemination of information and discussions or seminars. Short History: SIL is the transformation of a study group called Sa’he Study Club (SSC) formed by East Timorese student activists and Indonesian pro-democracy activists in 1998 in Jakarta, Indonesia. Longer History: * The name is in honor of Vicenti Sa’he, a young East Timorese revolutionary fighter who implemented the idea of popular cooperatives and a literacy program inspired by the Paulo Freire’s method. Sa’he was killed by Indonesian military shortly after they invaded East Timor in 1975. SSC is aimed at revitalizing the concept of national liberation among the people of East Timor in the tradition of Sa’he and other martyrs who fought for independence in the 1970s. * So far, SSC has published books about Amilcar Cabral, Samora Machel, the East Timorese political party Fretilin, and the East Timorese poet Francisco Borja da Costa. Prior to the ballot, SSC published a critical analysis of Indonesia’s autonomy offer and distributed it as a pamphlet throughout East Timor. The pro-Indonesia newspaper, Suara Timor Timur, devoted 22 straight days of its editorial page to a refutation of our pamphlet. * SSC has held weekly seminars since forming, first in Jakarta and then in Dili, until being forced to leave in early September. After the referendum, SSC was reformed and became an institute known as Sahe Institute for Liberation (SIL). Since then, we have published a pamphlet critiquing the World Bank and have coordinated youth projects in community education and organizing. Current situation and primary needs: At the moment, SIL is carrying out NGO work primarily in the field of research and publication. SIL needs an office building and funding to carry out its activities. Current Activities: 1. Publication of bulletins and books 2. Discussion groups and workshops 3. Research Plans: All the above activities, which will be our primary focus for the coming year. Address: Sahe Institute for Liberation, C/o. English:

Dewan Solidaritas Mahasiswa Timor Timur - East Timorese Student Solidarity Council (ETSSC) Added Mar 8, 2001 Civil Society, Culture, Informal Education. ETSSC is a registered East Timorese non-government organization (ETNGO) Short History: ETSSC emerged in June 1998 responding to the window of opportunity for a free East Timor following Suharto’s resignation. Prior to this new period of freedom of speech, students had been organising clandestinely as part of the wider resistance movement. The students organised a series of public meetings, demonstrations and dialogues, originally in Dili and later spreading throughout East Timor. During the lead up to the referendum, the students disseminated information on human rights, and were involved in voter education in all regions of East Timor. The Council includes students who previously attended UNTIM, as well as high school students and academics. Current Situation And Three Primary Needs: The ETSSC is based in Dili, but has a strong network throughout East Timor. Communication between branches of the ETSSC (eg between Baucau and Dili) is currently impossible, as branches outside Dili have no access to mobile phones, and land-lines have yet to be re-established. General office facilities (such as computer, fax equipment) are desperately needed. Current Activities: The Dili ETSSC have put together a project proposal entitled ‘Framework 2000’ which provides for capacity building workshops and Community Study Groups. In Baucau and Viqueque the students are involved in rebuilding secondary schools. Members are currently involved in various community activities including teaching in primary schools. Plans: Two members of the ETSSC will be visiting Melbourne in Feb/March (contact USET for details). Possible friendship unions with Australian universities are being pursued. The ability for ETSSC members to complete university courses begun in Indonesia, UNTIM or elsewhere is a priority. Bahasa Indonesia:

Caritas Dili East Timor Added Mar 24, 2001 Mission: To promote true and just human development based on the spirit of the Gospel and the social teachings of the Catholic Church, and by doing so to serve those people in need. Vision: To provide a holistic service to Timorese people which enables them to maximise their human potential. Short History: Caritas East Timor was established in 1976, restructured in 1991, and recognised as an official national body on 25 July 1999 by Caritas International. Long History: Caritas Dili is an organization established in 1976 with the name of DELSOS (Delagatus Sosial) and under the Dili Diocesian Social Commission. It was originally an emergency body established to respond to the needs of the victims of civil war, of the Indonesian invasion, famine and continuing political conflict. Delsos was reorganised in 1991 with a new spirit to start, and develop, a just, fraternal, and social economic development process. Delsos was also made responsible for the formation of community leaders in the Parishes who would be given a firm basis in Christian social teaching. It was designed that through DELSOS the Church in East Timor would help create a new Christian social ethos based on Liberty, Justice, and Peace. In the year 1996 the name of Delsos was changed to Caritas Dili. This change of name is intended to bring Caritas Dili into a wider family of agencies in the international Church, giving it a broader perspective, giving it a universal vision, and preparing it to become a member of appropriate international bodies. It is also intended that this identification of Caritas Dili will assist it in establishing close cooperation with the other partners in social action both in the Church and Government. Current situation and primary needs: Caritas East Timor is still in need of general reconstruction assistance including: 1. Preparation of office facilities 2. Providing emergency aid 3. Offering advice and assistance to communities receiving aid from international NGOs. Current Activities: 1. Rural development 2. Health care programs (national TB program) 3. Emergency relief 4. Trauma counselling (new program) Plans: We plan to develop Caritas National as a national organisation by making parishes aware of its program and stabilising Caritas on the parish level.
