ANNUAL REPORT, 1929-30 6.—PUBLIC EXAMINATIONS IN MUSIC.

The number of subjects entered for and passed a t t h e Examinations in Music conducted by tho University during the year 1929-1930 was as follows :— September, 1929— Total number of entries 5640 Total number ot pusses 4043 May, 1930— Total number of entries 1076 Total number ot passes 908 7.—COUNCIL. The Council records with pleasure the honour conferred upon the Vice-Chancellor, Sir John Monash, by his advancement to the rank of full General in the Australian Military Forces ; and also the honour of knighthood which has been conferred upon the honourable Sir Stanley S. Argyle, M.L.A., one of its members. Sir John MacFarland has been elected Chancellor and Sir John Monash Vice-Chancellor. Mr. L. A. Adamsou, the Honourable J . G. Latham, Sir Thomas Lyle, Sir James Barrett, and Mr. P. Tate, whose term of office as members of Council was about to expire by effluxion of time, have been re-elected by Convocation. Mr. D. K. Picken, the Master ot Ormond College, having resigned his seat on tho Council, the Rev. F . W. Kernick, the Master of Queen's College, has been coopted in his stead. In April the Council was informed t h a t Mr. Edward Stevens had resigned his seat on the ground of illhealth. Mr. Stevens had been a member ot the Council only for three years, but he had become one ot its most active and useful members, and as Chairman ot the Finance Committee was greatly relied upon by the Council. In conveying to him its sympathy with him in his illness, the Council recorded its appreciation of his services and ot his benefactions. Mr. Samuel McKay has been appointed a member, representative ot industrial interests, to fill the vacancy caused by Mr. Stevens' resignation.

Leave of absence for six months was granted to Sir Leo Cusscn, on the ground of ill-heaith; and for six uoonths to Sir Lennon Raws, and for five mouths to iProfessor Lahy. on the occasion ot their visiting Europe; and for three months to Sir James Barrett, on tho occasion of his visiting Canada. 8 PROFESSORS. Tho news received in Melbourne in August, 1929, of the death ot Emeritus Professor Sir Walter Baldwin Spencer, K.C.M.G.., M.A., D . S c , Litt.D., F.R.S., whilst engaged on scientific work at Tierra del Fuego, caused •widespread regret. At the time of his retirement in 1919 he had held tho Chair ot Biology for 32 yearns, and by his work with students, his research, especially in the field of Anthropology, and by his administrative work in the University, he had acquired fame for himself aud brought honour to tho University. The Council records his death with deep regret. Professor Payne, Professor of Engineering, has tendered his resignation ot his Chair, the resignation to take effect as from the beginning of 1933, when he will have held the Chair for 22 years. During this period the School has greatly prospered, and the recognition granted to the training iriven to its students has been immensely increased. The changes, of which those two facts are indicators, are so great that the Council is considering the question of whether i t should not endeavour to establish one or more additional Chairs. Professor Wilkinson, Professor ot Dental Science, haa been re-appointed for one year to give an opportunity for certain negotiations to be carried through. Professor Ewart, Professor of Botany and P l a n t Pathology, and Professor Wadham, Professor of Agriculture, have been re-appointed for periods of five years. Professor Gunn, Director of Tutorial Classes, has been re-appointed for a period of three yoairs. Professor Heiuze, Ormond Professor ot Music, has been re-appointed for five years, and the appointment then made a continuing one, subject to twelve months' notice.

Professor J . H. Michell, lately Professor of Mathematics, has been appointed an Honorary Research Professor. Professor Laby was granted five months' leave of absence to enable him to visit Europe with a view to investigating the latest work in X-rays, and he found much interest in the work being carried on in hia own laboratory, some of that interest taking the form of gifts ot money and apparatus to enable him further to develop the work. H e was also, on the death of t h e Director of the Imperial Geophysical Experimental Survey, Dr. E . F . Bieler, appointed to assist the Survey in tha later stages of its work, and in the preparation of its report. Professor Wadham has been granted leave of absence to enable him to visit England during the approaching long vacation. Associate-Professor Summers, Associate-Professor in Geology, has been re-appointed for five years. 9.—LECTURERS. Tho Council records with pleasure the appointment ot Mr. H. R. Dew, M.B., B.S., one of the Clinical Instructors at the Melbourne Hospital, to the newlyestablished Bosch Chair of Surgery in the University ot Sydney. Somewhat extensive amendments of the Regulations regarding tlie Intermediate and Leaving Certificates have been made. The chief change was the abolition of the principle of partial exemption from examination in the case of pupils from a school when i t first becomes entitled to enter them in Class A. The principle of partial exemption was found to work awkwardly for the schools, and candidates from a school which had been inspected and approved now get complete exemption from examination from the outset, but this concession is limited in the first instance to a period of two years. At the same time the opportunity was taken to improve and clarify the provisions regarding the submission of Headmasters' Certificates and for the transfer of candidates between Classes A and B. A regulation for tho establishment and administration of a Dental Research Fund has been passed. There is, as yet, no actual endowment of such a fund, but it is hoped that t h a t may follow. The following have also been made: — A new regulation for the degree of Master of Agricultural Science, amending the conditions on which the degree may be obtained. A regulation to give effect to the arrangement with Canberra University College referred to elsewhere. Amendments to provide in future for half-yearly examinations for the degrees of Doctor of Medicine and Master of Surgery, and to provide t h a t the Final Honour Examination of the M.B. course shall be held at the same time as the Pinal Pass Examination.

The following is a report on the work of the Research Fellows, and of those scholars who were appointed in 1929: — Z. A. Merfield, working with Sir Thomas Lyle, has continued his research on the production of precision diffraction gratings and micro-rulings. The reconstruction of tho large ruling engine has been completed, and tests indicate t h a t its accuracy has been increased approximately tenfold. Besides tho production of small but very accurate rulings on specially prepared materials for the study of the X-ray region of the Spectrum, some time has been devoted to the ruling of large diffraction gratings required by various institutions, engaged in astro- and solar-physical research.

I t is well known t h a t wave-length measurements mado in the X-ray region with natural crystals, and with ruled or artificial gratings, do not agree. This discrepancy is the more important as the wave lengths determined by the grating arc employed to determine the space lattice of Calcite, aaid from the value so found the charge on the electron and other fundamental physical constants can be determined. To clear up tho existing doubt regarding this matter, some special rulings, which will enable more accurate wave-length determinations to be made in tho X-Ray region, are being prepared. The experimental ultra-violet light microscope, which was developed for the purpose of testing the rulings made on the small ruling engine, has proved an invaluable addition to the equipment of the laboratory. Care, ful tests indicate that it possesses approximately three times the resolving power of the ordinary oil immersion system. The instrument is being modified for the examination of bacteriological preparations. Dr. Thomas Cherry has continued his work as Cancer Research Fellow. The further series of experiments on mice, referred to in the last report, are now drawing to a close, and it is expected t h a t this particular phase of cancer research will be closed in the course of a few months. K. T. Adamson haa completed his work on the role of enzyme action in the formation of denial calculi. His results have been published in the Australian Journal of Experimental Biology and Medical Science, and tho Australian Journal of Dentistry. Miss I. C. Cookson's work on early fossil plants of Victoria has been embodied in a paper written in conjunction with Professor Lang, of Manchester, which is in the press. A. T. Dann's work on denitrattion products of m—dichlorobenzine has been published1 by the Chemical Society, London. F. G. Elford's microchemical investigation of the seed-coat of Albizzia has been published by the Royal Society of Victoria.

Miss L. J. Heyward haa completed a paper on tho flowering period of plants, and has also investigated tho structure of a number of plants, particularly grasses, for the Flora of Victoria (in the press). W. G. Kannuluik has continued his determinations of tho thermal and electrical conductivity of metals. Hia results were communicated late in 1929 to tho Royal Society of London, and were accepted for publication by t h a t Society. I t was, however, decided in June, 1930, to withdraw the paper to modify it in the light of certain observations, which were obtained after it was sent to tlie Royal Society. The amended paper will be returned for publication shortly. C. B. 0 . Mohr has investigated the reflection of X-rays by glass and other substances. His results are ready for publication. Professor 0 . W. Richardson, P.R.S., examiner to the Royal Commissioners of tho Exhibition of 1851, expressed his interest in this investigation. Mr. Mohr is continuing his studies at the Cavendish Laboratory, Cambridge, as an 1851 Exhibition Scholar. H. G. Secconibe, who has been elected a Rhodes Scholar, is continuing his work on the Elizabethan English of Robert Lanehan's letters a t Oxford. G. II. Smith continued his research into the Biochemistry of calculus formation in the mouth, studying the parts played iu the formation of these calculi by tho following factors:—Loss of carbon-dioxide from the saliva, the acidity of the saliva, t h e effects of the diet, the phosphate content of tlie saliva, the action of enzyme in the mouth, and the calcium content. The possible role of enzyme action in the calcification of the gum tissue was also studied. The results of this work have boon published in the Australian Journal of Experimental Biology and Medical Science. Mrs. Warren (Miss 0 . Parker) has been working on tho Uso and Appreciation of Language by Children, and an article embodying part of her results has been accepted for publication in due course in the Australasian Journal of Psychology and Philosophy. H. B. Williamson has jnublished a series of papers on Victorian aquatic plants, and has made good progress with his monograph on Grevillea.

10.—UNIVERSITY EXTENSION BOARD. The present year has been a very successful one in the work of the Board, carried on in conjunction with the Workers' Educational Association of Victoria. The work has included Tutorial Classes, University Extension Lectures, University Public Fortnight, Factory Addresses, Correspondence Tuition for Country Students, and specially arranged courses of lecturettes given from the Wireless Station, 3LO, Melbourne. Thirty-three Tutorial Classes have been conducted during 1929—15 in the city area, 2 a t the University, 5 in the suburbs (Kew, Malvern, Sandringham, Canterbury and Dandcnong), and 11 in the country centres, comprising Ballarat (2), Bcndigo (2)), Colac, Gcelong (2), Yallourn, Castlemaine, Warrnambool, and St. Arnaud. The tutors during 1929 were 31 in number; the Director of University Extension, Professor Gunn, Professor Agar, Professor Osborne, Dr. Cunningham, Dr. Leach, Dr. Swcetman, Rov. W. Bottomlcv. Rev. W. N. Guuson, Mrs. Warren, Mrs. Ian Maxwell, Mr. W. M. Ball, Mr, A. M. Barry, Mr E. J . Ingram, Mr. C. R. Long, Mr. Ian Maxwell, Dr. P. R. E. Mauldon, Mr. J . McRae, Mr. C. B. Montoath, Mr. J . R. Richards, Mr. H. Scott Bennett, and Mr. P . Sinclaire. A class in Musical Appreciation was revived this year, and a new class begun iu Appreciation of Drama. The full list ot subjects thus embraced Economics, Psychology, Philosophy, English Literature, Physiology, History of Science, Nature Study, Australian Literature, Biology, Public Speaking, World History, and Musical Appreciation. Englisli Literature, with its allied subject, Australian Literature, accounted for 477 students; while Psychology, with Philosophy, accounted for 405 students; Economics 313; Public Speaking 159; the Sciences 166. The total number of students in the 33 classes was 1590, which is almost identical with t h a t of tlie previous year. I t is not likely t h a t this number can be much increased unless the number of-classes is increased. Already in several cases, classes are rather large. I t may be pointed out t h a t in 1923 there were 607 Tutorial Class students in 21 classes; in 1925 there were 966 students in 24 classes; in 1927 there were

1193 students in 28 classes; and this year 1590 students in 33 classes. The range of subjects has increased in the same period from six different subjects to twelve, and t h e number of country classes has increased from 7 to 11. Every effort is being made to encourage students to purchase the text-book prescribed by the tutors, and to write essays. An attempt has been made to grade students in the subject of Psychology. A Public Fortnight was held, and the following courses were run:—Spoken Englisli (176); Some Fundamental Problems of Life (100); Some Australian Economic Problems (95); The Unconscious Mind (70); Some Aspects of the Australian Tariff (66); Physiological Problems of the Day (65); The Novel: Studies in Appreciation (58); Heredity and Evolution (56); The Use of the Projection Lantern in Exhibiting Chemical Phenomena (50); Some Geological Problems (33). I t is interesting to note t h a t the number was equally divided between men and women, there being 385 men and 384 women. Correspondence Tuition has been continued for country students. During the year 73 Extension Lectures were arranged. Apart from a course of six delivered a t the University by Dr. Dale ou Infectious Diseases, and a lecture by Dr. Mauldon at the Victorian Railways Institute, these lectures were distributed throughout country centres, including all sections of the State. Portion of the Carnegie Grant was again used to conduct 93 addresses in factories. Broadcast Lecturettes have been continued once a week from 3 L 0 . 17.—PUBLICATION FUND. The following grants from the Publication Fund have been made, viz.: — £200 as a loan to assist in the publishing of Prof. . The General Library now contains 57,381 volumes, and tho Medical and Chemical Library apjiroximately 17,000, the rate of increase having been well maintained during the past year. So far as the supply of new books and current periodicals is concerned, the position is better than at any previous period in the history of the Library, but it is not possible to do very much towards making up arrears. Tlie economic and financial position of Australia has affected book buyers severely. Books have been in the past exempt

from custom duties; but since July the new taxes have applied to books. Sales tax, primage aud adverse exchange add at least 10 p.c. to their cost. Under these conditions, the purchase of new books must be considerably restricted. An arrangement has been made with tho Trustees of tho Public Library whereby certain scientific periodicals may be borrowed from t h a t Library. This privilege has been availed of to a considerable extent by professors and research workers. All loans are arranged through tho Librarian. I t may be added t h a t in Sydney and Adelaide, a t least, the power of borrowing from the Public Libraries is much wider. Tho provision of additional Library accommodation is a problem t h a t must shortly be faced. Accommodation for readers is already insufficient, and it is likely that more shelving space will be required iu the not very distant future. The accommodation problems concern mainly the Central Library. 20.— BUILDINGS. The chief building operation of the year has been the steps towards the completion of the Main Building. This has been standing in an uncompleted state for 75 years, tho incomplete part unfortunately being t h a t which faced the main entrance. Mr. Edward Stevens, tho late Chairman of the Finance Committee, felt strongly t h a t one more effort should be added to the many t h a t had previously been made to get the building completed; and under his influence tlie Council set aside towards this end a fund of slightly over £4000, which had not been allocated to any special object. The National Bank, in consideration of improved accommodation to be provided for it, agreed to give £1000 for tho same purpose. This was the position when tho Government offered £5000 from t h e Unemployment Relief Fund. The total cost will bo some £14,000, but the advantage of getting the building completed would bo so great t h a t the Oouncil felt tho opportunity should not be missed, and the work has been put in hand. A much-needed extension to the Metallurgy building haa been made at a cost of about £1400; and an Ineectarium has been erected i" connection with the

School of Agriculture at a cost of about £1200. The Council was able to provide both of these without appealing to the Government for special grants. 21.—UNIVERSITY PRESS. • The following statement covers the essential work of tho Press for the year: — The number of books sold for students in the Secondhand Book Exchange was 1649, a further increase on last year's record number. The value of sales effected was £645/19/8. Tho Post Office business resulted as follows:—Value of stamps sold, £801/1/10; Number of telegrams received and despatched, 2308; Value of money orders issued a,nd cashed, £1859/2/6; Number of registered articles handled, 2527. In most cases these figures represent a substantial increase in business effected. Payment for the work done, even though so meagre in the past, threatens to become even less, if the abolition of tho stamp commission is applied t o allowance offices. Tho number of volumes in the Education Library is now 302. The use of the Library is practically confined to candidates for the degree of Master of Education. Tho Students' Handbook has been improved through a re-arrangement of tho sections given to prescribed text-books. Tliese are now printed in alphabetical order, each section of the list indicating order of importance being separated from the other for purposes of clearness of direction to students and booksellers. The Publication Foundation has arrived at the respectable total of £2,000. The bulk of this is from accumulated profits, representing eight years of steady growth. The number of hoods and gowns is now 325 of the former and 39 of the latter. The increase in stocks represented by these figures was found necessary in view" of the growing number of graduates, mostly in Arts and Commerce. The following books, pamphlets and periodicals, published in association with Messrs. Macmillan and Co., have been issued during the year. The Lecture Note system instituted at the beginning of 1930 has proved a great success, for not only was tho price ot notes, compared with t h a t charged by an organisation which was previously supplying notes, reduced to less than half, b u t the bulk of the notes were printed on good paper after being written and corrected by tho lecturer in the subject concerned. The system, therefore, instead of being semi-clandestine became official, authoritative, and efficient, while the cost to subscribers fell. I t is hoped further to reduce costs and thus to help still further the country student, whose inability to attend lectures is a sufficient handicap without adding a financial penalty. The problem of providing proper supplies of new textbooks has never been solved; the Press has wrestled with it for eight years, and has made some improvements!. The recently concluded agreement under which the following booksellers agree to specialise in tho books prescribed by the faculties named, advances tho matter a further step or two, the most important item being the decision of the Press to undertake the stocking in the bookroom of all books prescribed for Science subjects:—Messrs. 30.—MATHISON LECTURES. Dr. C. H. Kellaway has been appointed to deliver tha Mathison lectures, founded aa a memorial of Dr. G. C. M. Mathison, who was killed a t Gallipoli on the 18th May, 1915. Dr. Kellaway has selected as his subject " Snake Venom and I m m u n i t y , " and proposes to deliver the lectures in November. 31.—THALIA ROCHE MEMORIAL. Dr. A. M. Wilson has been appointed to give the Thalia Roche Demonstrations in Obstetrics, founded by Dr. C. W. G. Roche as a memorial to his late sister, Thalia. 32.—E. H. HMBLEY MEMORIAL. At tho Annual Commencement ou the 12th April, a memorial taiblet to the late Dr. E. H. Embley, which had been placed on the walls of Wilson Hall, was unveiled by His Excellency the Governor, Lord Somere, and presented to the University. Professor Osborne, Dean of the Faculty of Medicine, spoke of Dr. Embley's work, and recounted how, working in the Physiology Department of the University, he had set out to review the work of the Hyderabad Commission on the uses of anaesthetics and the causes of their failure; t h a t ho had shown that every conclusion in t h a t Commission's Report, which had hitherto been accepted as final, was wrong, and t h a t the publication of his work in 1902 was the turning point in the history of the use of anaesthetics, and had led to the modern safety which accompanied their use. 33.—FINANCES. The financial position of the University during the year under review has been easy. Its revenue had not yet become reduced, and tho increasing difficulties of the economic position of the State led to a more careful attitude generally and to a willingness to refrain from pressing, or oven making, requests which would have been quite reasonable iu normal times. Its revenue is now, however, showing signs of falling off in several directions, whilst some of its minor charges are being increased by new Government imposts. The latter are harassing and troublesome, b u t recognising the needs

of the Government, the University does not complain. On the contrary, it desires to do all it can to help in tho present crisis, both through the advice and assistance which some of its members are specially qualified to give, and also through a general spirit of loyalty to our leaders, which shall load all its members to render tho most efficient service of which they are capable, and cheerfully to bear their part in the difficult times which must precede a return to prosperity. 34.—MYER FUND. Tho following expenditure from the Sidney Myer University Trust has been authorised: — Heating System, Arts Building (additional)) - £187 Conservatorium Cottage (additional) 68 Extension to Metallurgy School 1420 Investment of p a r t of income 500 Investment of proceeds of sale of rights to a new issue 1350 35.—VETERINARY SCHOOL. Negotiations have continued throughout the year with a view to getting a settlement with the Government as to the future of the Veterinary School, and the Council has satisfaction in reporting t h a t , a t the end of tho year under review, the Government reached a decision under which the sum of £2,000 was to be paid to cover the University's expenditure up to the 30th June, 1930. A new grant of £3,500 per annum is to be made for five years dating from the 1st July, 1930, and an agreement is to be entered into between the University and the Department of Agriculture as to the services the Veterinary School staff are to render to the Department. One effect of the partial closing down of the activities of the Veterinary School was that the Free Clinio for sick animals belonging to poor people, which had been in existence since the inception of the School, and in which students got a regular part of their training, had to be closed. The cessation of the service which was rendered to tho community by the Free Clinic was felt severely by the class of owner who had been in the habit of taking advantage of it. and the

want became so impressed upon the members of the Animal Welfare League and the Victorian Society for tho Protection of Animals t h a t they joined in submitting to the University a proposal that, the Free Clinic should be re-opened, and t h a t they should pay the University a subsidy in order to enable it t o do this. Arrangements along these lines were readily concluded; Dr. E. F . J. Bordeaux was appointed Veterinary Surgeon in charge of the Clinic, and active operations were re-commenced at the beginning of March last. The need for the work done by the, clinic haa been emphasised by the large number of patients brought to it on two afternoons each week. Research continues to hold an important place in t h e activities of the Veterinary School. Mr. E . M. Piillar, M.V.Sc, Walter and Eliza. Hall Fellow, has continued the researches, commenced in 1928 by t h e Acting Director, Dr. H. E. Albiaton, on Mammary Actinomycosis of Cattle. The present investigation into this disease includes the method of infection and the development of accurate methods of diagnosis. During the year, the staff of the Research Institute, in conjunction with the Biochemical department commenced a preliminary investigation of cases of Prepaiturient Eclampsia in Sheep, a disease which exacts a heavy toll of the breeding ewes each year in this State. 36.—TECHNICAL COLLEGES. Under the Statute providing for the recognition of work done at Technical Colleges, the Maryborough Technical School, and Dookie Agricultural College have been added to the list of recognised Technical Colleges. Eleven such Institutions in Victoria are now recognised by the University, and students who have done courses at those Schools may be granted varying concessions in respect of work already done on their entering a course at the University. 37.—CANBERRA UNIVERSITY COLLEGE. When the Commonwealth Government commenced to move the headquarters of its Departments to Canberra, a great many of the individuals concerned were persons who had previously been residents of Melbourne,

and there were a number who were embarked on courses of University study. In the circumstances tlie University found itself practically compelled to treat Canberra as it was in the habit of treating country centres in Victoria, and it was accordingly agreed to furnish such correspondence assistance as was available to students resident in Canberra, and to hold examinations in Canberra. During the year under review the matter haa developed further hy the establishment in Canberra of a regularly constituted University College, and a relationship between the University and the College has been entered into along lines similar to those already existing between the University and Technical Schools in Victoria. 38.—LAW SCHOOL. The Council has great pleasure in acknowledging the receipt of a notable gift, through their Honours the Judges of the Supreme Court, of £30,000 out of tho Supreme Court, Library Fund for the endowment of a second Chair in the Law School, to bo known as the Chair of Public Law. Tlie establishment of the new Chair necessarily involved a division of the work at present undertaken by Professor Bailey as Professor of Jurisprudence; and as between the w-ork to be undertaken in future by the Professors of Jurisprudence and of Public Law, Professor Bailey preferred that which would fall to the latter Chair, The Council concurred, and has appointed Professor Bailey to the new Chair as from the beginning of the academic year 1931. a.nd is now calling for applications to fill the Chair of Jurisprudence. Tho Council is greatly indebted to their Honours the Judges for having made possible this increase in the teaching efficiency of the Law School. 39 .—BENEFACTIONS.
