City Council Report City Council Meeting: February 11, 2014 Agenda Item: 3-H To: Mayor and City Council From: David Martin, Director of Planning & Community Development Subject: Professional Services Agreement Modification for Berkeley Street Traffic Engineering Study Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to Professional Services Agreement #2589 in the amount of $30,000 with Stantec Consulting Services, Inc., an Illinois-based company to provide design services to implement recommendations of the Berkeley Street Traffic Engineering study. This will result in a three year amended agreement with a new total amount not to exceed $90,000, with future year funding contingent on Council budget approval. Executive Summary Stantec Consulting Services, Inc. has been assisting the City in conducting a traffic engineering evaluation of Berkeley Street between Stanford Street and Wilshire Boulevard. Work todate has included a detailed evaluation of existing conditions, two public meetings with residents of the street, and development of recommended conceptual improvements. At the most recent public meeting in November the residents expressed support for the recommended conceptual improvements. City staff would like to continue with the design of these recommended improvements so that they can be prioritized for funding and ultimately construction. Therefore, staff is requesting modification to Stantec’s professional services agreement in the amount of $30,000 so that the additional engineering design services can be completed. Background Stantec has been assisting the City in conducting a traffic engineering evaluation of Berkeley Street between Stanford Street and Wilshire Boulevard since late 2012. Work to-date has included a detailed evaluation of existing conditions, two public meetings with residents of the street, and development of recommended conceptual improvements. At the most recent public meeting in November 2013 the consultants presented recommended improvements to address identified traffic safety concerns, and the residents in attendance expressed support. The recommended improvements include curb extensions, median islands, intersection realignments, and a new traffic circle. City staff would like to continue with the design of these recommended improvements so that they can be prioritized for funding and ultimately construction. Vendor Selection An RFP was released in April 2012. Three qualified consulting firms provided responses to the request for proposals. Based on the proposals received, Stantec Consulting Services was identified as the preferred consultant. Stantec has excellent experience with similar traffic calming projects in comparable cities, and has specific experience in Santa Monica with related efforts. The proposed scope of services was superior to other proposers in the amount of data collection provided and the attention to community outreach. Lastly, Stantec’s proposed Project Manager is familiar with pedestrian and traffic safety issues in Santa Monica, and has been well-received by City staff and local residents.

Stantec began this project in November 2012, and is nearing the completion of the original professional services agreement. The original scope of work was for an amount not to exceed $60,000. This first modification for additional engineering design services is for $30,000, bringing the total agreement for Stantec to $90,000.

Discussion As of January 2014, the original scope of work is 90% complete and Stantec is ready to move on to engineering the design of the recommended improvements. The original scope of work included up to two sheets of conceptual signing and striping improvements. However, the current recommended improvements also include changes to the streetscape, which will require additional engineering drawings. The proposed improvements consist of: Realignment of the intersection with Stanford Street; Two median islands (located between Stanford Street and Lipton Avenue); A traffic calming circle at the intersection with Lipton Avenue, along with two curb extensions; and Channelizers at the intersection of Wilshire Boulevard. The original professional services agreement did not include scope or budget for detailed engineering design plans of streetscape improvements, so staff is recommending a modification in the amount of $30,000, to accommodate the additional services. When the design plans are completed, staff would be able to submit the improvements for consideration during future Capital Improvement Project cycles. Financial Impacts & Budget Actions

The agreement modification to be awarded to Stantec Consulting Services, Inc. is $30,000, for an amended agreement total not to exceed $90,000. Funds are available in the FY 2013-14 Capital Improvement Program budget; agreement will be charged to account C010456.589000.
