Abstract: A study of political behavior has been extensively carried out in Indonesia, It generally focused on a tendency of predicting the peoples behavior in general election, presidential election, provincial election or regional election. Having read the results of almost all studies on voting behavior put into existence by Lembaga Survey Indonesia (LSI), Lembaga Penelitian, Pendidikan, Penerangan Ekonomi dan Sosial (LP3ES), International Foundation of Electoral System (IFES), International Republican Institute (IRI), Soegeng Sarjadi Syndicated (SSS), and many other research centers, the author finds that they have one common tendency, in that they tend to look at the peoples political expectation toward political parties or president candidate. In fact, people of course have different phenomenological experiences. For example, the poor people and the middle up to upper class people are furnished with distinct point of views to understand a certain political power discourse. A difference in the point of view is also correlated with an aspect of subjective meaning, caring pattern, demographical factors, information access, ideology and culture. Until today, only small number of studies have investigated voting behavior among the poor people. The poor people have been long thought to have no power at all so that their voting behaviors are easily driven by financial reward and repression by certain parties. The assumption is that when their behaviors to vote for certain political parties are mainly encouraged by such financial reward and repression, then it may be inferred that some external forces influence their behavior. This contention counteracts the indigenousness context and internal phenomenological aspect of the relevant poor people who should have absolute discretion of making a sense of the objects around them. Within a certain context, the positivistic researches frequently undertaken by those above research centers to predict the voting behavior become urgent when they are especially designed to describe outward behavior among people with the similar characteristics. However, the positivistic researches on voting behavior may be misleading and not applicable to the people having distinct historicity and diverse phenomenological experiences in the multicultural society. It is undisputable that a generalization on the subjects voting behavior is likely to reduce historicity and subjective experiences which may be different from one subject to another. In addition, the subjects tendency to vote or not to vote for certain political parties within the context of the states politics cannot be parted from their life aspects and the way in which they mean any political discourse. This is the case since Indonesia consists of thousands of islands and represents a multicultural state in which people from different social and cultural backgrounds reside. Furthermore, the euphoria of democracy taking place recently is also indicative of the people plurality. This plurality materializes in the form of different emerging political ideologies which may be primordial, fundamentalist or moderate. Here, the author wants to show the importance of using phenomenological approach to portray some aspects of depth meaning that has driven someone to behave politically in certain manner. Based on this ground, the voting behavior which appears on the surface can be best understood and explained when one is able to look into the universe of the subjects political meaning and consciousness in the light of the political objects of the state. As individuals, the humans phenomenology is always accompanied by nonempirical realities, suggesting that there are many realities beyond the empirical ones, even when they engage in the gray-area of political world.
