SUMMARY
General objectives 1) To provide Conference materials (Conference book, Essentials of the Conference, results of questionnaires, Forum for discussion) which shall be the background to prepare guidance for national programmes in European countries for Chlamydia trachomatis and HPV. 2) To prepare Conference book documented current situation with Chlamydia and HPV strategies in different European countries including: - primary prevention particularly involving young adults, sexual health and relationship education; - the promotion of safer sex and condom use; - the effective diagnosis and treatment of those with infection identifying and treating partners of infected individuals; - active case-finding, e.g. screening, to identify and treat asymptomatic cases; - the estimation of the effectiveness of use of vaccines to prevent HPV; - the comparison of the current diagnostic assays of Chlamydia and HPV; - evaluation and validation of a molecular based gold standard methods. 3) To prepare Essentials of the Conference which would be used as a guidance to establish the national strategies for Chlamydia trachomatis and human papillomavirus (HPV) early detection and control in Europe Union. The representatives from ECDC shall be involved to avoid duplication of efforts. 4) Evaluation of impact of the Conference using questionnaires between members of participating European countries. 5) To monitor the long term impact of the Conference on national strategies, methods and changes in practices providing the Forum for discussion at Conference web page for at least 5 years. 6. Publication of the conference results on-line (Conference book, Essentials of the Conference, results of questionnaire, Forum) and in printing materials (Conference book).
Expected achievements The conference will impact the development of national Chlamydia and HPV strategies. Now in the most European countries, Chlamydia and HPV testing is available at gynecology and STI clinics; it may also be provided by urology, primary care and family planning clinics. However, many countries do not have guidelines applicable to each setting. There is variation in the recommendations between different guidelines, for example in the need for repeat testing. The expected outcome of the Conference is the emphasis of the relevance to summarize the Page 3/10
essentials of existing guidelines. Nucleic acid amplification tests (NAATs) for Chlamydia and HPV detection are available in all European countries, but are not always used routinely. The impact of Conference shall be realized by recommendations for widely use of NAATs in Europe. Most countries have a system for surveillance of Chlamydia infections. The most common system was a statutory requirement for all laboratory diagnosed chlamydia to be reported at the national level. However, in some countries only cases diagnosed in selected settings (e.g. STI and gynaecology clinics) are reported. Some countries had no reporting system for Chlamydia and about a third of EU Member States do not report Chlamydia surveillance data. The outcome of the Conference has to be the emphasis to develop the recommendation with aim to reduce the number of European countries without no reporting activities. Many EU Member States indicated that no Chlamydia and/or HPV screening programme was in place. In some countries, asymptomatic individuals may be tested for Chlamydia and/or HPV when they attend health services. The groups targeted for such opportunistic screening vary between and within countries and such programmes are under development. For instance, pilot programmes using registerbased postal invitations to find out Chlamydia cases are underway or planned in the Netherlands, Norway and Denmark. The outcome of the Conference shall be the emphasis of the relevance to analyze of such screening programmes including financial costs. It is not publicly available now.
Target audience Target group of the participants includes policy makers, clinicians, microbiologists, surveillance experts, public health specialists, healthcare economists, healthcare funders, laboratory specialists from Europe. We estimate about 500 participants in the conference. Participation in the conference will cover whole Europe - 27 Member States of European Union. 243 participants will be invited through country representatives of European Surveillance of Sexually Transmitted Diseases (EESTI), societies and associations of gynecology, dermatovenerology, microbiology, laboratory specialists, ministries of health and they will be free of charge for registration fees. The number of invited participants is limited by 9 persons per country. National authorities should convene a group of key stakeholders develop and adopt a broad consensus on a strategy for Chlamydia and HPV control, taking into account the specific national opportunities and limitations and addressing available and future services and resources. The most appropriate national strategies are likely to vary between countries depending on the prevalence of Chlamydia and HPV, the organization of healthcare systems and sexual behaviors. Therefore national strategies should be developed in consultation with professional medical organizations, funders andproviders of healthcare and diagnostic services. On the other hand the Conference should be available without limitations for all professionals and therefore other 257 potential participants, including non-Europeans, will register for the conference on-line. Promotion campaign will be executed and availability of the information concerning Conference will be provided. Conference webpage will be established and promotion letters by surface mail and e-mails to policy makers, clinicians, microbiologists, surveillance experts, public health specialists, healthcare Page 4/10
economists, healthcare funders, laboratory specialists will be send. Total 15 scholarships for young (till 40 years old) persons will be awarded to attend the Conference including 10 scholarships for young researchers and practitioners from the new Member States. Scholarships will cover registration fees, travel expenses and accommodation during the Conference. Information about scholarships programme will be available on-line at the Conference web page. Candidates shall submit CV and abstract for publishing in the Conference book. Selection of candidates shall be done by Scientific committee.
