ACIR is convened with the aim of broadening the scope of knowledge in a wide range of traditional and non-traditional issues in order to better understand the dynamics of relations, interests, and institutions of important actors in the region.

2ND INTERNATIONAL SYMPOSIUM OF PUBLIC HEALTH (ISOPH) November 11, 2017 – November 12, 2017 The point of Sustainable Development Goals (SDGs) has been determined in the consistentmeeting in all countries. The Open Working Group as a discussion and negotiation forum for representatives of member countries in determining the development goals and targets of post 2015 by considering the Millennium Development Goals (MDGs) as a foothold in 2014, of the General Assembly of the United Nations has formulated the indicative objectives of the SDGs. There are 17 indicative objectives with 169 indicative targets as well as about 300 indicators in 2030 sustainable development objectives. The health sector position is one of the key components in achieving the indicators. The objective of SDGs’ health aspect is 4 with 19 indicative targets. Special attention to the health sector focuses on community nutrition, national health systems, access to reproductive health and family planning and sanitation and clean water. Based on that, Southeast Asian countries are seen as important part in formulating strategic and policy efforts to improve the effectiveness and efficiency of achieving the various goals of the SDGs. Therefore, the Public Health Faculty of Universitas Airlangga will hold an international symposium with the theme "Achieving SDGs in South East Asia: Challenging and Tackling of Tropical Health Problems". The symposium that will be held is a form of campus and scientific community awareness to disseminate knowledge and share it to the public, including academics and practitioners in the field of health. The symposium will feature speakers from overseas as well as from within the country who are competent in their respective fields, and invite participants to submit research abstracts and other scientific papers (call for abstract submission). THEME Achieving SDGs in South East Asia: Challenging and Tackling of Tropical Health Problems AIMS This International Symposium aims to disseminate knowledge and share it to the public, especially in the scientific community, such as academics and practitioners in the field of health. The results of this symposium are also expected to be an input for policy makers, from various levels in formulating programs to accelerate the SDGs goals’ achievement. SCOPE 1. Neuromuscular disease is a disorder that affects the peripheral nervous system. Musculoskeletal disorders (MSDs) are injuries or pain in the human musculoskeletal system. Cardiovascular disease generally refers to conditions that involve narrowed or blocked blood vessels and heart's muscle, valves or rhythm problems. All those conditions affect the human functions. Physical medicine and rehabilitation (PM&R) is a branch of medicine concerning with the study of comprehensive management of disabilities arising from disease or injury of the neuro – musculo – skeletal and cardio – pulmonary systems and bio – psycho – socio disruptions concomitant with them. The goal of PM&R programs is to maintain human function and independent life. Regenerative medicine is a branch of translational research in tissue engineering and molecular biology which deals with the "process of replacing, engineering or regenerating human cells, tissues or organs to restore or establish normal function". This field holds the promise of engineering damaged tissues and organs by stimulating the body's own repair mechanisms to functionally heal previously irreparable tissues or organs. The "1st International Meeting on Regenerative Medicine : from Foundational Bioscience to Human Functioning" aims to discuss about the rules of regenerative medicine regarding basic bioscience in human function and how to apply it in solving the problems of functional capacity related to the terms of body structures, body functions, activites and participation. Terms of Reference Indonesian Association for Public Administration (IAPA) International Conference Towards Open Government: Finding the Whole Government Approach Universitas Airlangga, Surabaya, Indonesia 8-9 September 2017

The global movement to promote open government commitments has grown exponentially and received positive responses from leaders and citizens across the globe. The movement was internationally recognised in 2011 when leaders from eight different countries co-established the Open Government Partnership (OGP). As a global initiative, the OGP aims to secure concrete commitments from its member countries to promote transparency, encourage public involvement, tackle corruption, and develop new technology in strengthening democratic and participative policymaking process. Currently, the OGP has been collaborating with 75 participating countries that willing to take part in reforming governments, encouraging various initiatives, and placing people at the heart of governance. As a result, more than 2500 commitments across the world have been declared by different governments from both national and sub-national level. As a forum for open government experts and initiators, the OGP attempts to consistently provide guidance for its member countries to unlock their potentials through openness and collaboration from multi-stakeholders. This forum has become not only a learning and consulting network but also a platform to collaborate best practices in achieving more inclusive development. However, the open government’s success is not merely measured by transparent acts performed by the authority. Instead, the open government initiatives should determine how openness in development process could bring greater benefits, especially for the ordinary citizens. The questions that emerge then are: how are open government principles merged into a national action plan? What are steps for implementing the open government initiatives at national and subnational level? What are the obstacles and challenges in implementing open government? Based in Indonesia, one of the co-founder countries of the OGP, Universitas Airlangga proudly presents the Indonesian Association for Public Administration (IAPA) International Conference 2017. This year, the conference will specifically address the open government issues, within the theme of “Towards Open Government: Finding the Whole Government Approach.” Planned to be held on 8-9 September 2017, the IAPA International Conference will divide the main theme into four different discussions: 1) From Reactive to Proactive: Public Administration Response to Freedom of Information Act, 2) Shifting from E-Government to E-Governance, 3) Open Government in Achieving Sustainable Development Goals, 4) Inclusiveness Aspect in Open Government. 1) From Reactive to Proactive: Public Administration Response to Freedom of Information Act This panel will discuss the open government initiative in proposing ‘open by default’ mechanism following the freedom of information (FoI) act. Beth Noveck, the director of the White House Open Government Initiative (20092011), states that open government reform would take place in two phases. The first one is how the government provides a systematic information system from the crowd to the center, urging the interoperability of data and information access across multinetwork. This phase will stimulate the proactive disclosure procedure of information request instead of reactive. The second phase concentrates on increasing the participation and collaboration from different stakeholders after the access of data and information has been set to open by default. Hence, the freedom of information act is a crucial step from each government before implementing open government initiative. Thus this panel will cover on the obstacles, challenges, and reccomendations regarding the FoI implementation. 2) Shifting from E-Government to E-Governance This panel will cover on how the development of ICT could become a fundamental part in implementing the open government reforms. Numerous governments today have implemented open data, e-strategic management, smart city, complaint-handling system, or other initiatives related to the ICT. With the tremendous development of ICT, it turns out that the term of E-Government is shifted into E-Governance when non-government sectors are given a chance to access open government data and contribute significantly in development. This sub-topic aims to highlight strategies in adopting those technology-driven initiatives at any government level, what the recommended steps are in tackling challenges and obstacles such as digital divide, lack of infrastructure, and the fear of creative disruption. 3) Open Government in Achieving Sustainable Development Goals This panel concentrates on how each country implementing open government reforms in order to achieve the sustainable development goals, the global commitment involving 17 “global goals” with 169 targets, spearheaded by the United Nations. Discussion in this panel will also focus on how the open government acts take part and address the global problems such as environment protection, poverty eradication, quality education, and renewable energy. 4) Inclusiveness Aspect in Open Government This sub-topic covers on how open government could benefit and create an inclusive environment where development should be driven by and from the community to the community. Not only emphasising on how open government could create a more democratic and participative mechanism in the policy-making process, but this panel will be dedicated also to tackle any kinds of discriminations that prevent social inclusion in development. In addition, this panel also covers issues on democracy participatory process, civic engagement and empowerment, local government, and gender issues in public administration. We do hope that the IAPA International Conference “Towards Open Government: Finding the Whole Government Approach” will not only benefit to expand the OGP initiative but also broaden knowledge as well as network on open government issues and initiatives. Ultimately, we expect that this conference can be a platform to discuss and share the discourse and best practices among academics, government officials, and practitioners in implementing openness in any governments in the world.

Islamic law has exaggerated worlds of business and finance from countries where Islam are commonly practiced expands to a wider countries and societies. There are challenges on how to accommodate the implementation of the Islamic law insight to the business practice and the law. Those challenge includes ICIBL provides opportunities for authors and speakers to present their work. We encourage participants to focus their papers and address the conference themes. FORUM INFORMATIKA KESEHATAN INDONESIA 2017 November 6, 2017 – November 10, 2017 Forum Informatika Kesehatan Indonesia (FIKI) adalah acara dua tahunan dengan tema dan strategi terkini untuk mendukung pembangunan kesehatan. Forum Informatika Kesehatan Indonesia yang pertama diselenggarakan pada tahun 2010 di Yogyakarta dengan tema Memperkuat Tenaga Kesehatan Menuju Integrasi dan Standardisasi Sistem Informasi Kesehatan. Acara ini diselenggarakan oleh SIMKES Fakultas Kedokteran Universitas Gadjah Mada. Pada tahun 2011, FIKI ke-2 diadakan oleh Clinical Epidemiology and Evidence Based Medicine (CEEBM) Rumah Sakit Ciptomangunkusumo - Fakultas Kedokteran Universitas Indonesia, Jakarta dengan tema Sistem Informasi untuk Mendukung Pengobatan Berbasis Bukti dan Kesehatan Masyarakat. Universitas Dian Nuswantoro, Semarang menggelar FIKI ke 3 pada tahun 2013 dengan tema Sistem Informasi Kesehatan untuk Mengajukan Pemberlakuan Cakupan Kesehatan Universal Indonesia. Pada tahun 2015, FIKI ke 4 diselenggarakan oleh SIMKES di Yogyakarta dengan tema 'eHealth and mHealth: inovasi untuk kesehatan berkelanjutan (sHealth)' Forum Informatika Kesehatan Indonesia (FIKI) merupakan wadah bagi para praktisi, penentu kebijaan, akademisi, peneliti, developer dan user untuk dapat berdiskusi dan berbagi pengalaman serta perkembangan terkini tentang SIK dan teknologi informasi. Forum ini juga menjadi wadah dalam mendiskusikan permasalahan dan alternatif solusi permasalahan yang terjadi beserta tantangan kedepan dalam peran SIK dan teknologi informasi dalam perannya untuk pembangunan kesehatan. Kesehatan merupakan salah satu komponen penting dalam SDGs. Kerangka kerja SDGs mendorong berbagai program terkait untuk tercapainya penurunan angka kematian ibu dan bayi, pengendalian penyakit menular dan tidak menular, pencegahan penyalahgunaan obat, dan pencapaian akses semesta serta universal health coverage. Melalui tujuan SDGs diharapkan dapat meningkatkan pembangunan kesehatan dan menjamin kehidupan yang sehat dan mendorong kesejahteraan bagi semua orang di segala usia. Integrasi dan komitmen dari seluruh sektor terkait mulai dari perencanaan sampai pelaksanaan merupakan kunci dari keberhasilan SDGs disuatu negara, termasuk di Indonesia. Tersediannya data dan informasi yang akurat dan disajikan secara cepat dan tepat waktu diharapkan dapat mendukung pengambilan keputusan dalam keberhasilan mencapai tujuan SDGs di Indonesia. Informasi kesehatan diartikan sebagai data kesehatan yang telah diolah atau diproses menjadi bentuk yang mengandung nilai dan makna yang berguna untuk meningkatkan pengetahuan dalam mendukung pembangunan kesehatan. Sistem Informasi Kesehatan (SIK) merupakan tatanan pengalihbentukan data menjadi informasi kesehatan bagi keperluan pengambilan keputusan sehingga dapat dilakukan berbagai bentuk rangkaian tindakan pembangunan kesehatan. Data dan informasi inilah yang kemudian menjadi acuan dalam proses manajemen, pengambilan keputusan, perencanaan, dan akuntabilitas. Perkembangan teknologi informasi yang semakin cepat diharapkan dapat digunakan sebaik mungkin untuk pencapaian tujuan program. Pemanfaatan teknologi informasi seperti cloud computing, mobile health, telehealth dan biotechnology diharapkan dapat mempercepat arus data dan menghasilkan informasi yang cepat dan valid. Suatu SIK yang terkonsep dan terstruktur dengan baik serta didukung teknologi informasi yang tepat akan menghasilkan keluaran yang baik juga. Implementasi SIK dan teknologi informasi di Indonesia masih menemui kendala. Kesenjangan integrasi sistem, kualitas data dan informasi, konsistensi dan standarisasi, keberagaman sumber daya termasuk sumber daya manusia, akses dan fasilitas masih menjadi permasalahan dalam pemanfaatan SIK di Indonesia. Berbagai upaya perlu terus dilakukan agar SIK dan teknologi informasi dapat dimanfaatkan secara optimal.

Indonesia Health Informatics Forum is biennial event with current issues theme and strategy to support health development. The first Indonesia Health Informatics Forum was held on 2010 in Yogyakarta with theme Strengthening Health Workforce Toward Integration and Standardization of Health Information System. The event was organized by SIMKES Faculty of Medicine Universitas Gadjah Mada. In 2011, the 2nd FIKI was held by Clinical Epidemiology and Evidence Based Medicine (CEEBM) Ciptomangunkusumo Hospital – Faculty of Medicine University of Indonesia, Jakarta with theme Information System to Support Evidence Based Medicine and Community Health. Universitas Dian Nuswantoro, Semarang held the 3rd FIKI in 2013 with theme Health Information System to Succeed the Enactment of Indonesia Universal Health Coverage. In 2015, the 4th FIKI was held by SIMKES in Yogyakarta with theme ‘eHealth and mHealth: innovation for sustainable health (sHealth)’ Indonesia Health Informatics Forum (Forum Informatika Kesehatan Indonesia/FIKI) is the forum for practical experts, decision makers, academicians, researchers, developers and users to discuss and share experience and cutting edge issues in HIS and information technology. This forum provides the opportunity to generate alternative problem solving and how to tackle the future challenge regarding HIS and information technology role in the health development. Sustainable Development Goals (SDGs) are new development agenda that accommodate all of post MDGs-2015 alteration. It is linked to global change issues of natural resources, environmental destruction, climate changes, social protection, food and energy and pro-poor development program. SDGs has more universal target and aim to accomplish world future challenges. Health is one of important component in SDGs. SDGs framework promote varies program related to maternal and child mortality reduction, communicable and non-communicable disease control, prevention of drug abuse, and universal health coverage. SDGs is expected to improve health development and assure healthy life and promote prosperity for all of human being. Integration and commitment of all relevant sectors, from planning to implementation is the key of SDGs achievement in a country, including Indonesia. The availability of data and timely accurate information is expected to support decision making to achieve SDGs goal in Indonesia. Health informatics is a data on health that has been processed and analyzed into meaningful value to improve knowledge and health development. Health Informatics System (HIS) is the system of data transformation into health information for decision making. This data and information become the recommendation for management process, decision making, planning and accountability. A fast growing of information technology should be benefiting to achieve program goals. The utilization of information technology such as cloud computing, mobile health, telehealth and biotechnology is possible to accelerate data flow and produce timely and valid information. A well-structured HIS that supported by adequate information technology will generate reliable output. There are some burdens in the implementation of HIS and information technology in Indonesia. Gap on system integration, data and information quality, consistency and standardization, varied of resources including human resources; access and infrastructure become the problem of HIS utilization in Indonesia. Various efforts need to be done to increase the optimum HIS utilization. INTERNATIONAL CONFERENCE ON CONTEMPORARY SOCIAL AND POLITICAL AFFAIR (ICOCSPA) 2017 September 6, 2017 – September 7, 2017 Development produces two main outcomes to the society, namely a secure or insecure world. A secure world suggests that society has achieved a prosperous, just, peaceful, and sustainable environment. Alternatively, an insecure world represents injustice, violence, poverty, environmental degradation, and other forms of insecurity. The relationship between development and security, as a concept and political project, is typically dialectic. However, it can be tracked down from the history of the term “development”. The idea of “development”, as both a theoretical thought and political project since the emergence of modern state in 20 th century, has been accepted in the framework of state’s policy, particularly by Western countries. After the establishment of new modern states in the Asia Pacific, development was considered as a global project which was driven by developed states in the West. The notion of development as a political project, known scholarly as ‘developmentalism’, has been adopted since 1960s to 1990s in Latin America and Asia Pacific. The consequences of developmentalism have been criticized by social and political scholars such as Jürgen Habermas (critical studies), Anthony Giddens (third way), Serge Latouche (postdevelopment), and others scholars. Development since 20st centuries got its theoretical foundation from the philosophy of modernism. Modernism put the society as an object of changing formulation which is known as the grand narrative of development. The society should adapt and leave their previous social system and start using the formula of modernism. Furthermore, the state’s function is to control and dominate the grand narrative by utilizing its laws and apparatuses. Such the case of Indonesia during New Order era, when the bureaucracies, military forces, and the dominant political party (namely Golkar), were used to control the implementation of the Western notion of development. The actual political participation and critical feedback from the society were absent. In turn, the developmentalist model of the New Order has generated environmental problems, corruption, criminality, poverty, political violence, and social violent conflicts nationwide. This historical condition conveys the need for a critical reflection about the potential problematic relationship between the idea and model of developmentalist approach and the security/insecurity issues. During the Cold War (1950-1980s), the binary opposition between the United States and the Soviet Union has generated a narrow focus in the study of International Relations. In this era, the study on security emanated from a more traditional and strategic perspective which concerned on issues such as nuclear deterrence and arms race. However, when the Cold War ended, the sudden conclusion of a strategic grand narrative of great power rivalry has created the need to look at other, previously-neglected security issues. At the same time, the practice of developmentalism has created a form of global catastrophe, which was being neglected by previous security studies’ scholars, due to the presence of the Cold War grand strategic narrative. A widening and deepening process of discursive ideas then constructed more diverse approaches regarding the issue of security. The idea of development and security came together to introduced a new perspective of security studies. From the narrow-focus on great power confrontation and military aspect, the new security approach discusses the problems of intrastate and interstate political violence, poverty, human rights, cyber-crimes, terrorism, and environmental degradation. Those problems suggested a probable causal relationship with the project of development in world society. Therefore, development and security issues need a special attention from both theoretical and field studies in order to comprehend the world society direction. It becomes the main topic of the 3 rd International Conference on Contemporary Social and Political Affairs (ICoCSPA) 2017 that will be hosted by the Faculty of Social and Political Sciences UniversitasAirlangga. It is in this regard that we would like to invite you for the research paper submission.
