MONARCH’S ASPIRATION: TO GENERATE NATIONAL ECONOMIC DIVERSIFICATION Awang Hanafi bin Haji Salleh

Ever since His Majesty Sultan haji Hassanal Bolkiah Mu’izzaddin Wadaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam ascended the throne in 1967, Brunei Darussalam has achieved its excellence and splendor, which now a peaceful, prosperous and tranquil nation, relishing a high standard of living. His Majesty has been successful in setting Brunei Darussalam in the international arena with nations in the world, and Bruneians are in line with other global societies. In this regard, citizens and residents of Brunei Darussalam should be grateful to Allah The All Pure and Most Exalted, for being gifted with a leader and a King who is always attentive, caring and concerned for the welfare and prosperity of citizens and residents in Brunei Darussalam. With His Majesty’s leadership and authority, citizens and residents in Brunei Darussalam for the last 25 years have been able to enjoy the continuous atmosphere of peace, prosperity, tranquility and harmony, while enjoying various forms of development and progress in all aspects, including religion, education, health, relationships, society, and foreign relations that are not only focused in the urban and surrounding areas even beyond the rural and remote areas. This achievement is very significant and contributes towards improving further the quality and living standards of citizens and residents of Brunei Darussalam. Brunei Vision 2035 As a Sultan and Yang Di-Pertuan of Brunei Darussalam, His Majesty is a Monarch and visionary leader. His Majesty had consented the Brunei Vision 2035 which will hopefully make Brunei Darussalam known throughout the world as a country with: well educated and highly skilled citizens as measured by the highest international standards, a high quality of living, dynamic and sustainable economy, among the world's top ten countries in terms of income per capita, by the year 2035. Regarding this Brunei Vision 2035, His Majesty said in a Titah (Royal Speech): ... With the goals that we have set for ourselves, I hope it will inspire our people to work harder, work together and rise to the challenge. My Government will exert all efforts to ensure the effective implementation of the Brunei Vision 2035. (The Report Brunei Darussalam 2008, p.16) National Development Plan (NDP) Towards realising the Brunei Vision 2035, the Department of Economic Planning and Development (JPKE) and the Brunei Economic Development Board (BEDB) in the Prime Minister’s Office became the key leaders in drafting and arranging the key strategies to implement Brunei Vision 2035. His Majesty’s Titah in conjunction with His Majesty’s 58th Birthday Celebration on 15 July 2004, among others: … My Government is constantly looking at to the best strategy alternatives to achieve progress. This is an important task of the Government, in particular through the Department of Economic Planning and Development and the Economic Development Board.

In this regard, His Majesty made the Long Term Development Plan of Brunei Darussalam as His Majesty’s main agenda, as stated in the The Report Brunei Darussalam 2008, p. 17: The country’s development objectives are clearly spelled out in our Long Term Development Plan of Brunei Darussalam, which also gives us a clear list of strategic priorities for the next 10 years and specific programmes and targets for the next five years.

Towards the implementation of such plans, His Majesty launched The 10th National Development Plan (NDP), in 2012, as in His Majesty’s Titah in conjunction with His Majesty’s 66th Birthday Celebration Ceremony on 15 July 2012: This year we have started The 10th National Development Plan (NDP) namely The Second NDP to help us in realising the National Vision 2035. NDP at this time aims at emphasizing efforts in order to strengthen the capabilities of the workforce, in line with new technologies and innovation, while giving attention to infrastructure, education, health, communication, housing, recreation and places of worship. The move is expected to help accelerate the economic growth rate to be comparable to regional economic growth.

Diversifying National Economy The resources of Brunei Darussalam dependd on the products of mineral oil and liquefied natural gas that are exported abroad. As the production of petroleum and natural gas will not be able to accommodate the needs of the economy forever, His Majesty intends to develop further the economy of Brunei Darussalam. This matter was mentioned in His Majesty’s Titah in conjunction with The 27th Brunei Darussalam National Day Celebration on 23 February 2011, among others: ... The Government is intending to diversify the national economy, so that in the future, we are not merely dependent on oil and gas alone. With the nation developing a broad range of economic and broader income base, and further fueled by a high growth rate, the better the prospect for continued peace and prosperity is bright. To diversify the economy, His Majesty was very pleased to know there were early signs of positive achievement (His Majesty’s Titah in conjunction with His Majesty’s 68th Birthday Celebration Ceremony on 14 August 2014). Such progress could be seen in the Foreign Direct Investment (FDI), and Small and Medium Enterprises (SMEs), as well as some particular projects, such as Brunei Darussalam Plant Methanol, Simpor Pharma Private Limited, Brunei Darussalam CAE Multi-Purpose Training Centre, Bio Innovation Corridor, and Anggerek Desa Technology Park.

Foreign Direct Investment (FDI) His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam also understands that the Foreign Direct Investment (FDI), can spur the national economy and at the same time help create new industries, and provide opportunities for knowledge sharing and technology transfer, at the same time is another way to increase employment opportunities and businesses for local citizens.

So far, the Government of His Majesty through BEDB has successfully implemented four FDI projects worth almost B$1 billion, operating in Brunei Darussalam. Such investments have generated 484 jobs with 82 percent of them filled by the locals. BEDB also had 11 more FDI projects in various sectors including Manufacturing, Agriculture, Logistics Pharmacy, and Aquaculture which is currently either in the implementation process or awaiting approval from the Government. Investment for these projects is estimated to be at B$6.9 billion and are expected to generate a total of 2,462 jobs, in which the locals will fill 1,785 of it. Small and Medium Enterprises (SME’s) The Small and Medium Enterprises (SMEs) are also identified as a contributor to economic growth in an effort to diversify Brunei Darussalam’s economy. SMEs make up over 95 percent of the total number of active reputable companies, taking roughly 60 percent of the total workforce in the private sector and contribute to 27 percent of the Gross Domestic Product (GDP) of Brunei Darussalam. In The 10th National Development Plan (2012–2017), His Majestyʼs Government had allocated a total of B$100 million for upholding the country’s SMEs development.

Part of it is used for financing assistance schemes in the form of loans and any projects that it considers appropriate and may contribute to the growth and development of SMEs. Among the schemes are; Promising Local Enterprise Development Scheme (PLEDS), to help local SMEs with high potential for achieving sustainable growth and towards a vision to become a multinational company that can compete with international companies; Enterprise Technical Assistance Scheme (ETAS), to relieve the burden of the cost of professional fees for advice on aspects of corporate governance, management, business expansion, and so on, or the cost of hiring workers who have the necessary expertise relevant to improving the efficiency of such SMEs and to ease the burden of costs for the inclusion of local products and services of companies to international markets; SMEs Financial Development Programme, allocated a total of B$11 million with a Price Plans of B$60 million; Youth Entrepreneurship Development Programme (YEDP), to provide financial support up to B$2,000 (for individual participant) and B$4,000 (for group participants) to local youths in initiating their business by micro; Development of Anggerek Desa Technology Park Phase 3, which provides as much as B$20 million, aspired for SMEs use, new business companies or ‘Startups’ and agencies concerned with ‘Startups’ and SMEs.

His Majesty’s Government through the Ministry of Industry and Primary Resources (MIPR) is actively planning a special body to coordinate the development of SMEs, by not jeopardising the BEDB’s function as an important proponent success of SMEs and MIPR as an agency to coordinate SMEs at Government level. The setting up of this particular body is in line with the Titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam in conjunction with the 2015 New Year Celebration, that among others His Majesty stated that; “… this body will serve to build the capacity of its Micro, Small and Medium Enterprises so that local entrepreneurs can thrive and compete in the market, within and outside the country”. Brunei Darussalam Methanol Plant Amongst many commendable successes in 2010 is the Brunei Darussalam Methanol Plant, a worldclass plant worth B$600 million. His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam officiated this plant on 25 May 2010. The success of the Brunei Methanol Company Brunei Darussalam Private Limited (BMC) is the result of a joint venture of companies between foreign investors; Mitsubishi Gas Chemical Company, Inc., Petroleum BRUNEI and ITOCHU Corporation. The plant which is located at Sungai Liang Industrial Park or SPARK, on the site of 16 hectares will generate another country’s exports, namely methanol. It is Brunei Darussalam’s first ever mega industrial plant project ever since the country’s independence The existence of this plant has provided employment to approximately 187 local citizens. This plant is capable of extracting a maximum amount of 2,500 metric tonnes of methanol per day (or 850,000 metric tonnes) per annum by using methanol processor technology of Mitsubishi.

Pulau Muara Besar (PMB) His Majesty’s Government through BEDB, has also implemented projects to develop the island of Pulau Muara Besar (PMB) through a lease agreement for an Integrated Oil Refinery and Aromatics Cracker. The agreement signed between BEDB and Hengyi Industries Sdn. Bhd. (Hengyi) is a landmark development of PMB which will be the centre of petrochemical and hub industry that provides opportunities for the economy and for employment.

Brunei Darussalam has convinced Hengyi Industries to become the first anchor tenants, earning the right to access the site with an area of 260 hectares for the implementation of site preparation and reclamation activities on the island. Hengyi Integrated Oil Refinery and Petrochemical Project are to become one of the largest foreign direct investment in the Brunei Darussalam so far. Besides, it is the second most major Petrochemical Project in Brunei Darussalam that fulfils the nation’s aspirations to expand the value chain of the oil and gas industry. PMB project is expected to generate a total investment of approximately US$4 billion, and could create about 800 jobs and business opportunities.

Simpor Pharma Private Limited Simpor Pharma Private Limited is one of the four FDI projects worth B$1 billion implemented under BEDB. This world-class drug (medicine) maker factory is located amidst the Salambigar Industrial Park and is a currently the only pharmaceutical company in Brunei Darussalam. Simpor Pharma Private Limited is a joint venture of companies between the Viva Pharmaceutical Inc. (Canada), Aureos (Brunei) Private Limited (a private equity fund of Brunei Darussalam) and Kukoh Bersama Private Limited. Established with a capital investment of B$34 million, Simpor Pharma Private Limited has approximately 32 local staffs and 12 international staffs. The total workforce of the Simpor Pharma Private Limited, particularly among local workers will grow over time. CAE Brunei Multi-Purpose Training Centre A prominent international company in the training simulation field had also built its Multi-Purpose Training Centre as the primary training centre in the region. The centre is known as CAE Brunei Multi-Purpose Training Centre (CAE Brunei MPTC). Training was officially started and carried out in a building located at the Rimba Digital Junction, the Brunei Economic Development Board (BEDB). The CAE Brunei MPTC is equipped with world-class training facilities and is a joint venture between the Government of Brunei Darussalam, through the Ministry of Finance with CAE which is based in Canada.

The training centre is one of the largest in the Asian region with an architectural design that is a sustainable and environmentally conscious. It also houses a helicopter simulator worth B$19 million. This training centre will offer training programmes for aviation, defence, oil and gas as well as the crisis and emergency management. Bio Innovation Corridor (BIC) His Majesty’s Government has also implemented a Bio Innovation Corridor (BIC) Project that was built in an industrial area covering 500 hectares in Kampong Tungku, Gadong. As stated His Majesty’s Titah, in conjunction with The 68th Birthday Celebration of His Majesty on 14 August 2014: The Bio Innovation Corridor (BIC), covering an area of 500 hectares to attract investments in Research and Development, R&D, manufacturing and commercial, are another potential sector to further stabilise the economy and to be able to open up job opportunities more extensively. Previously known as the Agrotechnology Park, the Bio Innovation Corridor is divided into s e ve r a l z o n e s by categories, namely Zone A, Zone B, Zone C, and Zone D. The area of Zone A is 50 hectares and is developed in phases in which the first phase; the construction of a park to introduce various techniques of the development of ornamental plants and an animal farm.

Anggerek Desa Technology Park Another project being implemented by His Majesty’s Government and also through BEDB is the building of Anggerek Desa Technology Park, which aims to encourage creativity, innovation, entrepreneurship, and to promote research and development activities (R&D) among the residents and companies in Brunei Darussalam.

Through this project, BEDB has already launched some knowledge-based programmes, financial assistance schemes and programmes to encourage innovative activities and R&D in Brunei Darussalam. One of the programmes which aims to increase the information and communication technology (ICT) and multimedia is the establishment of Incubation Centre (iCentre) iCentre and Knowledge Hub. Since the opening of iCentre, through several beneficial and efficient structures of incubation programmes, BEDB has been nourishing and producing innovative and creative Brunei societal trends, producing Brunei products and applications such as cell phone contents, Barcode and RFID applications as well as software and public ‘portal’ developments.

The establishment of iCentre and Knowledge Hub acts as a Centre for facilities and the promotion of research and development as well as knowledge-based activities, technology-based R&D activities such as climate models, RD simulation and models for the purposes of defence and multimedia training that focuses on animation and visual effects. Thus is a meagre retrospect of our Monarch’s aspiration to achieve the objective of diversifying the national economy, in line with Brunei Vision 2035, to transform Brunei Darussalam as a country recognized for its dynamic economic force capable of occupying the top 10 places in the world in terms of income per capita. In this regard, we as citizens and residents of this Brunei Darussalam need to strengthen further our respective efforts to realise His Majesty’s earnest aspirations and we should always pray to Allah, The All Pure and Most Exalted, that His Majesty may live a long life. Will always be bestowed with His ’taufik’ and guidance, remain in his throne with leadership, for happiness in this world and the Hereafter. Keberkatan’: Faktor Utama Perkembangan Negara Titah Kebawah Duli Yang Maha Mulis Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzadin Waddaulah, Sultan dan Yang DiPertuan Negara Brunei Darussalam Sempena Ulang Tahun Hari Keputeraan Baginda Ke-68 di Istana Nurul Iman Bandar Seri Begawan pada 14 Ogos 2014. Assalamu’alaikum wa Rahmatullahi wa Barakatuh. Bismillahir Rahmanir Rahim. Alhamdulillahi Rabbil ‘Alameen. Wabihee Nasta’eenu ‘Alaa Umuuriddunyaa Waddien, was-Salaatu was-Salaamu ‘Alaa Asyrafil Mursaleen, Sayyidina Muhammaddin, wa ‘Alaa ‘Aalihi wa Sahbihee Ajma’een, wa Ba’du. Alhamdulillah kita bersyukur ke hadrat Allah Subhanahu wa Ta’ala, kerana dengan limpah kurnia-Nya jua, dapatlah kita meraikan Hari Keputeraan Beta pada tahun ini, dalam suasana aman dan sejahtera. Terlebih dahulu, Beta dengan tulus ikhlas ingin merakamkan ucapan terima kasih dan penghargaan kepada tetamu-tetamu khas Beta yang sudi hadir ke istiadat ini, dan juga kepada semua pihak yang telah menyembahkan perutusan ucap selamat kepada Beta serta keluarga, bersempena dengan perayaan ini. Sekali lagi pada tahun ini, istiadat perayaan diadakan selepas umat Islam di negara ini selesai menyempurnakan ibadat puasa Ramadhan dan menyambut Hari Raya Aidilfitri. Alhamdulillah, dengan menyedari akan keberkatan berpegang teguh kepada ugama, maka kita telah dapat meneruskan lagi kehidupan ini dengan penuh selesa serta dengan rancak dapat membangun di bidang-bidang yang diperlukan.

Beta sangat meyakini akan faktor ‘keberkatan’ itu, yang menjadikan Negara Brunei dapat berkembang dengan baik. Di bidang ekonomi, penumpuan adalah sedang diberikan kepada, mempelbagai dan menaikkan lagi kadar pertumbuhan ekonomi. Ini, termasuklah antara lain, dengan memudahkan kemasukan Pelaburan Langsung Asing dalam pelbagai sektor, memajukan sektor swasta, memperkasa Perusahaan Kecil dan Sederhana, meningkatkan produktiviti dan mewujudkan iklim ‘pro-business’. Dalam usaha mempelbagaikan ekonomi, Beta sangat gembira mengetahui, adanya inisiatif untuk menarik Foreign Direct Investment (FDI) yang berkualiti ke negara ini, yang sudah pun menampakkan tanda-tanda pencapaian awalnya yang positif.

Di sektor hiliran minyak dan gas pula, Pulau Muara Besar kini telah pun mula dimajukan bagi penyediaan tapak projek pembinaan kilang penapisan minyak bersepadu atau ‘integrated oil refinery’ dan industri-industri berkaitan yang menjanjikan banyak peluang peker jaan. Sementara itu, sebuah kilang pembuatan ubat atau ‘pharmaceutical manufacturing plant’, yang bertaraf dunia telah pun siap dibina dan kini sudah mula beroperasi. Selain itu, sebuah syarikat terkemuka antarabangsa di bidang ‘simulation training’ juga, telah membina ‘Multi-Purpose Training Centre’nya di Brunei Darussalam, sebagai pusat latihan utamanya di rantau ini. Ia juga sudah mula beroperasi. Bio Innovation Corridor (BIC), seluas 500 hektar untuk menarik pelaburan dalam Penyelidikan dan Pembangunan, R&D, pembuatan dan komersial, adalah merupakan satu lagi sektor berpotensi untuk memantapkan lagi ekonomi serta mampu bagi membuka peluang-peluang pekerjaan secara lebih meluas. Dalam ekonomi, objektif negara ialah untuk menjadi sebuah ‘kuasa ekonomi’ yang dinamik, yang mampu untuk menduduki tempat kesepuluh teratas di dunia dari segi pendapatan per kapita.

Ini bererti, kita adalah dikehendaki untuk meningkatkan pendapatan negara ke tahap BND80 bilion menjelang tahun 2035, berbanding hanya BND20 bilion sahaja ketika ini. Ini juga turut merujuk kepada ekonomi negara supaya ia dapat tumbuh sekitar lima ke enam peratus setahun. Oleh yang demikian, Beta berharap supaya semua pihak, sama ada Kerajaan mahupun swasta, akan dapat melipatgandakan usaha masing-masing untuk mencapai sasaran ini. Awal Majikan dan Pekerja 2013, dari seramai 140,000 tenaga kerja di dalam kira-kira 10,000 buah syarikat yang aktif, kira-kira 65 peratus adalah terdiri daripada pekerja asing. Maka sehubungan ini, dengan mengambil kira kadar pengangguran yang ada, kita adalah wajar untuk mempunyai satu dasar pengisian pekerjaan yang seimbang. Alhamdulillah, sejauh ini kita sudah dapat memenuhi sebahagian dari sasaran untuk mengurangkan pengangguran. Di sektor minyak dan gas sahaja misalnya, sasaran sehingga 2014 untuk memberikan 3,000 peluang pekerjaan kepada anakanak tempatan telah pun hampir tercapai.

Namun begitu, kita juga tidak boleh lepas pandang terhadap peluang-peluang pekerjaan di sektor bukan minyak dan gas. Ke arah ini, Kerajaan Beta telah memperkenalkan satu dasar baru untuk dilaksanakan secara berperingkat. Dasar itu pada asasnya adalah bertujuan untuk menyeimbangkan di antara pengambilan pekerja tempatan dan pekerja asing, melalui kaedah-kaedah pengawalan tertentu. Di bidang pendidikan, Kerajaan Beta sangatlah prihatin terhadap semua sektor pendidikan bagi memenuhi keperluan sosioekonomi dan kesejahteraan di negara ini. Di antara langkah yang telah dibuat ialah menyediakan satu skim, yang dipanggil Skim Perkhidmatan Tenaga Akademik. Institusi Pengajian Tinggi Awam, bagi tujuan untuk menarik minat sumber tenaga manusia dari kalangan tenaga akademik yang berkualiti dan bertaraf dunia. Beta juga telah memperkenankan satu Perintah Penubuhan Institut Pendidikan Teknikal Brunei selaku peneraju kepada kemajuan pendidikan teknikal dan vokasional.

Ini penting, bagi melahirkan golongan berpendidikan mahir lagi ‘marketable’ sebagai persiapan kita menghadapi cabarancabaran ekonomi yang bersifat global yang berteraskan ‘knowledge-based’. Satu langkah untuk memberikan peluang kepada pelajarpelajar yang tidak mampu memenuhi syarat menerima biasiswa, supaya mereka itu dapat melanjutkan pengajian di institusi-institusi pengajian tinggi tempatan dan luar negara, maka Beta juga telah memperkenankan satu Skim Kemudahan Pinjaman Pendidikan. Skim ini akan memberikan kemudahan pinjaman kewangan yang ‘affordable’ kepada pelajarpelajar berkenaan bagi menampung kos pengajian dan sara hidup mereka. Untuk mengatasi kelemahan-kelemahan tertentu, khasnya bagi mata-mata pelajaran Bahasa Inggeris dan Matematik, Beta juga telah memperkenankan satu peruntukan tambahan berjumlah BND220 juta untuk tempoh selama tiga tahun, bagi menampung kos mendatangkan tenaga pengajar daripada luar negara bagi mengajar mata-mata pelajaran berkenaan. Di bidang infrastruktur perhubungan pula, Pelan Induk Pengangkutan Darat telah pun siap disediakan. Selain menyediakan jaringan perkhidmatan jalan raya yang efisien, pelan ini juga mengandungi ‘blueprint’ kemajuan ekonomi di bawah sektor ini. Projek meningkatkan infrastruktur pelabuhan dan memodenisasikan lapangan terbang yang sedang berjalan pada masa ini, akan membuka luas pengkomersialan perkhidmatan-perkhidmatan di bawahnya, bagi menjana lebih banyak lagi peluang perniagaan dan pekerjaan.

Di bidang kesejahteraan, perhatian adalah terus diberikan untuk menangani jenayah. Dalam hal ini, Beta ingin mengingatkan mengenai ancaman siber yang berbahaya terutama kepada kanak-kanak. Kementerian Perhubungan adalah sedang giat merangka kerja-kerja untuk ‘Child Online Protection’ bagi melindungi kanak-kanak yang menggunakan ‘internet’, daripada terdedah kepada pengaruh-pengaruh negatif dan ancaman ‘cybercrime’. Mengenai Program Khidmat Bakti Negara (PKBN), in shaa Allah, tidak lama lagi ia akan mempunyai fasiliti khemahnya sendiri di Daerah Temburong. Satu struktur organisasi baru untuknya telah pun Beta perkenankan bagi memperkasakan lagi program ini.

Untuk memantapkan segala agenda pembangunan, Beta telah memperkenankan penubuhan Majlis Wawasan 2035 yang akan bekerjasama rapat dengan Jawatankuasa Tertinggi Rancangan Kemajuan Negara dan Unit Penggerak di Jabatan Perdana Menteri. Peranan utama majlis ini ialah untuk membantu secara insentif dan sistematik pelaksanaanusaha-usaha agensi-agensi Kerajaan Beta dalam merealisasikan hasil pencapaian objektif-objektif Wawasan 2035.

Di arena antarabangsa, negara kita akan terus mengekalkan dasar berbaik-baik dan saling hormatmenghormati dengan negara-negara sahabat, di samping mengukuhkan kerjasama di pelbagai bidang dan peringkat, bagi keamanan dan kesejahteraan bersama. Menyebut perkara keamanan dan kesejahteraan ini, Negara Brunei Darussalam adalah sangat bersimpati terhadap rakyat dan negara Palestin yang sedang diragut keamanan dan kesejahteraan mereka oleh musuh yang tidak berperikemanusiaan. Musuh ini begitu tergamak membunuh kanak-kanak kaum perempuan, orang tua dan lain-lain warga awam yang tidak berdosa.

Mereka juga memusnahkan bangunan, tempat kediaman dan tidak terkecuali rumah ibadat dan sekolah, tanpa mengambil kira, jenayah ini dilakukan dalam bulan suci Ramadan, di mana orang-orang Islam sedang melaksanakan ibadah puasa.

Akhirnya, Beta dengan tulus ikhlas merakamkan setinggi-tinggi penghargaan dan ucapan terima kasih kepada seluruh lapisan rakyat dan penduduk, warga Perkhidmatan Awam, pasukan-pasukan keselamatan serta mereka yang berkhidmat di sektor swasta, termasuk mereka yang bertugas di luar negara, di atas sumbangan dan sokongan mereka kepada Kerajaan Beta. Penghargaan yang setinggi-tingginya juga disampaikan kepada seluruh Ahli Jawatankuasa Perayaan di kedua peringkat, kebangsaan dan daerah, atas segala khidmat usaha untuk menjayakan perayaan ini. Beta berdoa semoga kita semua serta Negara Brunei Darussalam akan sentiasa kekal aman dan makmur, dikurniakan dengan limpah rahmat dan perlindungan oleh Allah Subhanahu wa Ta’ala. Aamiin.
