Call for papers The 8th edition of the “Azienda Pubblica” Workshop will be held at the Ca’ Foscari University Venice. The workshop will begin on June 7th with the International Symposium on “Resilience, Sustainability, and Innovation in Public Services”.

(JUNE 7TH , 2018) Resilience, sustainability, and innovation are considered very attractive concepts in public sector literature, because they powerfully embody, nowadays, the dynamics of public sector governance and management. Furthermore, considerable attention is being paid to the topics in a joint combination, by considering the reciprocal influence. The increasing complexity of the socioeconomic environment due to the recent global financial crisis and a dynamic instability in the economic systems demand a higher level of intervention and adaptation within the public sector. Public sector organisations have to look for new conditions of sustainability in services provision and delivery coupled with managerial innovations. In this continuous changing situation, the concept of resilience may be currently considered an element for completing the multifaceted paradigm of sustainability, with its various meanings and perspectives as well economic, financial, social and environmental. The symposium aims to create an opportunity for confrontation, reflection and debate on how public administrations and organisations combine their proclivity to resilience with innovation processes and sustainability in public services delivery. A challenging perspective in studying this topic is related to co-production, collaboration, and partnerships, by taking into account their relationship with innovation processes. The number of papers accepted at the Symposium will not exceed 36. The rest of the papers submitted, if considered eligible by the unquestionable evaluation of the Scientific Committee, will be moved to specific sessions of the Workshop. The papers accepted for presentation in the Symposium sessions are eligible in a Volume in Routledge Critical Studies in Public Management and Non-profit Management Research Book Series and /or for publication in a special issue of Public money and management. The public sector is involved in a continuous process of reform lasting more than 20 years. To pursue their objectives, in terms of efficiency and effectiveness, public sector organisations have planned and implemented innovation in different areas of activity and at different organisational levels. Furthermore, at the macro level from the generation of ideas to their translation into actions, public administrations have an essential and irreplaceable role outstandingly in innovation processes, also compared to other subjects, primarily business, and non-profit organizations. Innovation is a complex object in which people and values are involved by promoting the enabling conditions and its underlying processes. Innovation can be studied from different perspectives, such as managerial, social, financial and technical. From an external point of view, public sector organisations, especially with respect to public services delivery, increasingly interact with private organisations, citizens and users by implementing forms of co-creation and co-production. From an internal point of view, innovation processes have been implemented in many areas such as strategic planning, accounting, human resources management, performance measurement and management, information and communication systems. In these different areas, various features of the ideas generation and implementation and people’s role are relevant. Politicians, administrators, public managers, citizens and private organisations are involved in innovation processes by carrying different approaches to innovation and, in turn, achieving different objectives and results. The 8TH Workshop of “Azienda Pubblica” will focus on both production and impact of innovation on public sector organisations. The main aim of the workshop is to discuss both theoretical models and empirical evidences in order to explain mechanisms, methods, processes, and effects in which innovation is pivotal. Theoretical and empirical, as well as qualitative and quantitative, contributions to this topic are welcome. The workshop will promote, among the others, papers dealing with the following specific areas: 1) Innovation in public sector organisations; 2) Obstacles and enablers of innovation processes in public sector organisations; 3) Measuring innovation in public sector organisations; 4) Ideas generation and implementation in public sector organizations; 5) Accounting innovations and decision-making processes in public sector organisations; 6) Impact evaluation of public service innovation; 7) Innovation in the relationships among public sector organizations, private organizations (non-profit and for profit) and citizens; 8) Co-production as innovation process in public sector organisations;

9) Public managers and professionals’ role in innovation processes.

The papers accepted for presentation in the Workshop sessions are eligible for a fast track publication process on “Azienda Pubblica”, according to the standard review process of the journal. The paper and the presentation can be both in Italian and English.

In both cases, to facilitate the double-blind review process, abstracts must consist of two pages: in the first one, authors have to report their name, position, affiliation, email address and paper title; the second page has to report the paper title and the abstract.  

Papers must have a structure aiming at highlighting the following aspects: ü Abstract. ü Research question(s) or purpose of inquiry. ü Literature Review. ü Methodology.

ü Results and findings. ü Critical discussion of findings. ü Analysis of possible research impacts in terms of theory development. ü Analysis of possible research impacts for public managers and policy-makers.

Each participant may submit only one manuscript, as author or co-author, to the symposium and/or to the workshop according to the following guidelines: ü Abstract: max 800 words, Times New Roman – 12 pt. ü Paper: Max 8.000 words (excluding abstract, tables, figures and references), Times New Roman – 12 pt. ü Double-space, with 1 inch margins

The Symposium will start on the 7th of June 2018, at 9.00 and will run on the 8th June with the Workshop, which ends on the 9th at 13:00. The program consists of plenary and parallel sessions in which selected papers will be presented and discussed, and a final round-table that will involve public management scholars and public sector professionals (managers and politicians). The main aim is to stimulate a debate on public administrations. The program schedule is forthcoming.
