The Post Office plays a fundamental role in Brazil. Under new management, the company is finding its path again. In addition to perform the mission of forwarding products, enabling the exchange of information, data content and goods and addressing all sorts of customer demand in Brazil, the Post Office is central to our history and culture. As such, it is paramount for the Brazilian Post Office to support and participate in the COLECIONAR-2017 philatelic exhibition. Philately is fundamental to preserve the history and values the Post Office holds dear. I praise the initiative of organizing this event as well as the support given by the company to the COLECIONAR-2017 philatelic exhibition.

The COLECIONAR-2017 philatelic exhibition is based on a new approach towards the array of exhibitions taking place in Brasilia. It is a unique opportunity for enthusiasts for various kinds of collections to find, in one place, what is most interesting in the world of philately, numismatics, antique cars, orchids and handicrafts. This exhibition not just contributes to the entertainment of curious and passionate collectors, but also brings to visitors culture and knowledge, while providing the opportunity for collectors and aficionados to get to know each other and share experiences, stories and even do business. Philately – the art of stamp collecting - is at the core of the Post Office mission. So, sponsoring such an event of this magnitude is a great satisfaction for us, not only because it is an opportunity to attract foreign philatelic clients, but also to consolidate the Correios brand positioning in the history of stamp collecting and encourage the consumption of national philatelic products. More than a hobby, Philately is a phenomenon gathering millions of fans all over the world and represents an industry generating billions of dollars a year.

Greeting Words Mr. Jaime Recena Deputy Secretary of Tourism Brasília holds an innovative event. For 6 days, COLECIONAR-2017 promotes, at the Ulysses Guimarães Convention Center, a great meeting for people interested in rare objects such as stamps, banknotes and coins, automotive relics and orchids. More than 20,000 people from all over the world must pass through its space. In addition to visitors from other states, we will receive representatives from 55 countries. This initiative, sponsored by the Secretary of Tourism, in partnership with the Brazilian Organizing Committee of COLECIONAR-2017, confirms our city’s vocation to host major events, with the entire infrastructure and, especially, a warm welcome combined with the many options of leisure. Brasília is confirmed as the most successful destination for business events. Commercialization like these will be carried out in sequence in COLECIONAR-2017, with the expectation of moving up to US $ 5 million dollars in business, with more than 450 exhibitors from 5 continents. Contributing to the generation of income and movement of the local economy, tourism stands out as a viable and creative alternative to times of crisis, such as that recently experienced by our country. With the challenge of presenting to these visitors a capital that goes beyond the Esplanade of Ministries and the National Congress, the Secretariat has launched the Creative Tourism Plan, which prioritizes itineraries that value the historical and aesthetic value of Brasília, which completes 30 years as Historical and Cultural Patrimony of Humanity. We are also the third gastronomy center in Brazil and we have one of the largest urban parks in Latin America.

The tourist who arrives in Brasília to attend COLECIONAR-2017 will find the airport located 15 minutes from the central area of the city, the south and north hotel sectors near the Convention Center, the route can be done by foot, as well as the TV Tower, which provides a privileged view of our city. Greeting Words Mr. Tay Peng Hian President Fédération Internationale de Philatélie In a blink of an eye, it has been 4 years since the last FIP World Stamp Exhibition was successfully held in Rio de Janeiro, Brazil. I am very excited that once again, the Brazilian Federation of Philately (FEBRAF), with the support of the Brazilian Post, shall be holding BRASÍLIA - 2017, a Specialized World Stamp Exhibition under the patronage of Fédération Internationale de Philatélie (FIP), in Brasília from October 24 - 29, 2017. Brasília, inaugurated as Brazil’s capital on April 21, 1960, is a planned city distinguished by its white and modern architecture. Designed and laid out in the shape of an airplane, I trust this city’s uniquely artistic urban planning shall impress visitors and philatelists coming from all over the world to gather at this all-awaited philatelic event. The FIP is very pleased to support and extend its patronage to BRASÍLIA - 2017 and close to 2,000 frames of exhibits shall be shown. I am sure that with the hard work, dedication and creativity by the Organizing Committee, BRASÍLIA - 2017 will be a very successful and unforgettable exhibition. BRASÍLIA - 2017 is the outstanding and creative major philatelic event of the year for the whole world, and it will be the largest and only full FIP international exhibition in all of the Americas. More than 55 countries are participating by providing exhibits from three continents with 2,800 exhibit frames which include regular completive classes and the FIP Championship Class. The venue of BRASILIA - 2017, the main Convention Center of the city is also co-hosting COLECIONAR - 2017, comprising the 13th Brazilian Philatelic Exhibition (BRAPEX – 2017) with 400 frames of exhibits, and also a display of Brazilian handicrafts, orchids, coins & banknotes and a special display of outstanding antique and new automobiles. More than 20,000 people are expected to attend this unusual and innovative set of exhibitions designed to particularly emphasize the interest in collecting stamps in this modern day of technology and the Internet. Exhibitions such as BRASÍLIA - 2017 are understanding today’s world cannot approach philately in the same way “it has always been done” and thus focus to make philately again become part of mainstream culture.

The seed of holding a worldwide exhibition of Philately in Brazil was launched in 2015, during the EXPOAFE 150 years in Quito, Ecuador. Now we are making the final adjustments for the SWSE BRASILIA - 2017 opening ceremony, a specialized exhibition sponsored by the FIP and including more than 55 countries in the following classes: Championship, Postal History, Traditional Philately, Postal Stationery, Modern Philately, Thematic Philately, Philatelic Literature and Youth Philately. A special area was reserved for the Grand Prix Club (GPC). Besides the exhibition, an entire structure of FIP seminars, philatelic trade and social events complements the greatness of the event.

This mega event is only possible thanks to our master sponsor Correios do Brasil (Brazilian Post Office) and our partnership the Government of the Federal District (GDF) through the Secretary of Sports Tourism and Leisure to which we are immensely grateful. Jean de Sperati and the bull’s eyes The artistry of a master  Klerman Wanderley Lopes

Introduction I have been collecting stamps and covers of the Empire of Brazil for some decades and often came across more or less crude forgeries among philatelic items from the 19th century. Used to dealing with authentic material, I had no difficulty identifying the rudimentary philatelic fakes of the time, greatly aided by reading the pioneering work of Mr. Marcelo Studart, Forgeries and Fakes in Brazilian Philately, published in 1995. During the 2011 Chicago Philatelic Exhibition in the United States, I bought from my special friend Stephen Rose, former President of the U.S. Brazil Philatelic Association and a long-time collector of Brazilian stamps and devoted to a study of our forgeries, a copy of a fake bull’s eye that I had never before handled: a 60 reis stamp obliterated with a linear “VICTORIA” cancel in red. Examining this stamp with surprise and admiration I could, for the first time, observe in detail the extraordinary work of the one who was called the “master of the counterfeiters”.

Historical note Giovanni Desperatti (Fig. 1) was born in Pistoia, Italy, on 14 October 1884, youngest son of a retired colonel. His father provided him resources for a good education and from an early age the boy showed talent in drawing and calligraphy. It is said that, in exchange for sweets and candies, he changed the scores of companions, tampering with the records of his teacher.

A stamp collector in childhood, he became frustrated when advised that his favorite collection, French colonies, contained several forgeries, maybe even then having engendered a desire for retaliation against philatelic dealers who had cheated him. He obtained his first job in a graphic arts and photography studio that one of his brothers kept in Turin, where he learned techniques of photo-engraving, lithography and printing. Another brother had a paper factory and there he apprenticed in various techniques of paper production. Therefore, by chance, from an early age he acquired the knowledge and experience required to develop in the future his enormous talent. As if by fate, his older brother was a philatelic merchant and induced his youngest brother make reproductions of stamps, whose knowledge of chemistry,

His work was so meticulous that, to the surprise of his brothers, recognized philatelists were unable to distinguish his copies from the genuine stamps. Excited by his progress while acting as philatelic agent for his brothers in Europe, he mixed his own creations in with the stamps he received from them. The business prospered and, in 1910, the young genius moved to Paris, changed his name to Jean de Sperati and in a few years became one of the main European dealers. Despite his success as a legitimate dealer, he kept making and selling his copies. Cautiously, he recorded such forgeries in his record book as “artistic copies,” placing his signature on the reverse side in soft pencil. Thereafter it was responsibility of the buyer, who could remove this clue to its origin with a simple eraser and thereby add a magnificent specimen to his collection. Not by chance, he adopted for his shop the trade name “Philatelie d’art”. With the apparent signs of an armed conflict in Europe and finally the outbreak of the second world war, commerce in stamps and art works flourished, not only for ease of transport by refugees fleeing from one country to another, but also as an effective means of investing and justifying the origin of assets, what today is called “money laundering”. If hostilities provided huge profits to the firm of Sperati, they were also the cause of his misfortune and downfall. In 1942, when sending a shipment of his “works of art” from occupied France to Portugal, the French customs intercepted the shipment and formally accused Sperati of currency evasion, by trying to export valuable goods without paying taxes. Two renowned philatelic experts called to examine the stamps at different times did not accept his argument that they were only worthless copies, and judicial authorities imposed a large fine. This was his disgrace and at the same time his consecration as a forger. The judicial process lasted up to the postwar period, and Sperati was forced to deliver other “impressions” to prove what he was claiming until, reluctantly, the authorities acknowledged that his enormous artistic talent allowed him to produce material so perfect! The original sentence was overturned and, in 1948, replaced by another for forgery and criminal intent, condemning him to a year in prison (with amnesty due to his age) and a much smaller fine. From 1950, with the decline of his eyesight and manual dexterity, there was a great decrease in his production. The lawsuit had destroyed his credibility in the French philatelic trade, which motivated him to consider transferring his business to England, causing great concern there. He was then approached by British envoys with a surprising proposal: the British Philatelic Association (B.P.A.) proposed a payment of 20,000 Pounds Sterling, at the time a true fortune, in exchange for the delivery of all his documents and cessation of his activity as a forger of postage stamps.

The agreement was approved in 1954 and for reference the B.P.A. compiled his philatelic reproductions in several books, with detailed notes, placing them at the disposal of scholars. All stamps from this acquisition have been marked “SPERATI/REPRODUCTION” in violet on the back (for more details, see Fig. 13 at the end of this paper). Stamps without this identifying tag are likely copies sold by the forger before the purchase of his remaining stock by the B.P.A.

Reportedly, more than the money, what induced this agreement was recognition of the dangerous level of Sperati’s artistry. In view of Sperati’s incredible artistic skill, British experts felt unsafe when authenticating the stamps of England and its colonies. In some cases of great notoriety, the Sperati forgeries had already induced identification errors (as well as by several renowned experts in other countries), putting at risk their reputations. According to a survey, Sperati produced more than 35,000 copies of 566 stamps for about 100 countries, with 75% of this material acquired by the B.P.A.

Specialized World Stamp Exhibition - Brasília, Brasil Some of his techniques have never been reproduced, and sometimes he worked for months on a single stamp, until the result satisfied him. His preference for using the original paper of issue, usually obtained from the unprinted margins of a sheet, was a constant in his work. Watermark forgeries were obtained in this way. His reproductions available to the public domain are much sought after, and many of his creations have a commercial value greater than the original stamp. At 70 years of age, Sperati died in Aix-les-Bains, France, in April 1957.

Sperati and Brazil Around 1914, Jean de Sperati falsified the bull’s eyes of 1843 in denominations of 60 and 90 réis. Studart reports that Sperati produced about 385 copies of each value. Considering the purchase of the B.P.A., the dispersion through time, and at least one accident in which a considerable number of copies purchased by a Brazilian were lost, we can appreciate the scarcity of remaining copies in the possession of private individuals. In particular, the 90 reis forgery is much scarcer than the 60 reis. It is estimated that fewer than 40 copies of the 90 reis forgery remain in private hands. There is no physical evidence or mention in the literature that he ever produced any 30 reis stamps too.

The bull’s eyes of Sperati Two types of paper were identified in the production of fake bull’s eyes: soft, lightly meshed paper, 80 microns thick; and smooth, hard paper, 95 to 100 microns, both practically indistinguishable from the paper found in the original stamps. Apparently, Sperati used genuine bull’s eye paper, perhaps leftover paper from the following “Inclinados” issue, where the margins were larger and the low values were cheap to buy. He often removed the original printing using powerful bleach, which reduced the thickness of the paper. This discrepancy was corrected later by impregnation of the bleached paper in a solution of gum arabic. For the manufacture of these stamps, he used photo-lithography, which is a difficult process for producing letterpress plates, obtained through a process of chemical etching of metal. Although the fake Speratis were lithographed, they had raised surfaces similar to engraved stamps. In general, lithography has no raised surfaces. Sperati made up for this deficiency by the use of thicker ink, which occasionally accumulated around the design numerals and upper and lower decorative leaves and thereby simulated the raised ink ridges of true engraving. Under magnification, however, it is possible to see that the ink ridges on a Sperati forgery are not evenly distributed across the face of the stamp, whereas an authentic bull’s eye has raised ink lines throughout the entire design. With respect to Brazil, there is no reference to the production of Sperati reproductions without a cancellation.

According to Stephen Rose, the circular dated cancels on the 60 reis are the most common, followed by the linear cancels on the 60 reis, and finally by the 90 reis examples, in a proportion 6:2:1. Most Sperati bull’s eyes have the B.P.A. hand-stamp on the reverse, which is consistent with the idea that the B.P.A. purchased 75% of Sperati’s overall production. The most difficult Sperati bull’s eyes to find are copies without the B.P.A. back-stamp and proofs signed by Sperati.

As for the cancellations, Sperati used eight distinct cancels for his 60 reis reproductions, mostly in black and a few in red. For the 90 reis, he used just one cancel, always in black. Knowledge of these few cancels proves to be the easiest way for immediate identification of Sperati bull’s eyes.

Presentation and analysis of Sperati forgeries • 60 reis bull’s eye All original bull’s eyes were made with an engraving process in metal, which provided a detailed design (“guilloche”) and raised ridges of ink. The process of contact photo-lithography used by Sperati produced very similar and accurate results in the details of the guilloche design, unlike the creations of other forgers who could not accurately reproduce the intricacies of the guilloche pattern. Sperati’s impressive detail can be seen in the next images. Fig. 2A shows a Sperati forgery (image from proof); Fig. 2B shows an authentic stamp. The meticulous work of the artist included the preparation of stamp proofs. In Fig. 3A we have a printing proof signed by Jean de Sperati. In Fig. 3B there is a printing proof on light brown paper.

As reported, the forgery produced by Sperati is of exceptional quality. However, in three places there are small but constant design flaws, as listed next. Fig. 4 shows these constant characteristics of Sperati 60 reis forgery (enlarged image from proof).

Cancels Sperati recorded 8 different cancels and configurations for the 60 réis stamp forgeries. From them, 3 were linear cancels: PELOTAS, VICTORIA and MACEIO, the latter with a frame. They can be seen in Fig. 5. The 60 reis stamps obliterated by these linear cancels are shown in Fig. 6, respectively from left to right.

Sperati used red color for the 3 linear cancels about as often as he used black color (Fig. 6). The 5 circular dated cancels are mostly in black (Fig. 8, for instance: 30.8.1844), and very rarely in red.

• 90 reis bull’s eye In the 90 reis stamp we find the same exquisite design work, but in this case the artist used an authentic cancel as a model. All the forgeries of this value (Fig. 9), including the printing proof signed by Jean de Sperati (Fig. 10A) and the reverse of proof with back-stamp applied by B.P.A. (Fig. 10B) show a partial “CORREIO GERAL DA CORTE” cancel with the date numerals 2.4.44 and defective letters L, DA and CO, thus facilitating its identification (Fig. 11).

Final comments All information presented here is available in the literature; nothing new has been added. The aim of this article is to condense this scattered information and to introduce the original stamps, which are difficult to find. Readers with additional information or ideas about Sperati’s bull’s eye forgeries are encouraged to contact the author ([email protected]). As we have seen, Jean de Sperati haunted the philatelic world with the perfection of his copies. With respect to Brazil, where I could analyze them personally, the few defects presented in his creations are not consistent with the wealth of accurate details found in the rest of the design. In writing this review, I am wondering if the artist did not do it on purpose, leaving clues to test the ability of the experts…. With current technology, it might be easier to expertize these stamps, but during Sperati’s era this task was in real nightmare. As a curiosity, it is observed that Sperati marked most of his proofs with the phrase “REPRODUCTION INTERDITE”, claiming a copyright to his reproductions. In my philatelic career, I have encountered a thousand bull’s eyes and only the small number of Speratis listed here. Therefore, I recommend that collectors retain these valuable reproductions with affection.

The “bull’s eyes” of 1922 KLERMAN WANDERLEY LOPES

Introduction It is known to the entire philatelic community, both in our country and abroad, that on 8/1/1843 Brazil issued its first postage stamps. It was a series with three face values: 30, 60 and 90 reis. They were nicknamed as “bull’s eyes” and are reproduced in Fig. 1.

Fig. 1 In a preparatory meeting for the BRASILIA-2017 Specialized World Exposition, the author participated in a meeting from June 24 to 27 in the Federal Capital with the Secretary-General of the event and elected Vice-President of the International Federation of Philately (FIP), Mr. Reinaldo Estêvão de Macedo, and the FIP Consultant for the exhibition, Mr. Peter McCann, for the final adjustments in the organization of BRASILIA-2017. Among the planned activities, a visit was made on June 26 to the facilities of the Post Office Museum in Brasília. There we were kindly received and presented to various items of our postal and philatelic history. In this opportunity we get to know three steel plates in perfect conditions and with the engraving of the images of “bull’s eyes” stamps, but with face values of 10, 20, and 50 reis. To illustrate this paper, the three plates were photographed and are here reproduced.

In Fig. 2 we show the plate where the images of the “bull’s eyes” with face value of 10 reis are engraved. Fig. 3 shows the plate on which the images of the 20 reis stamps are engraved. Finally, the plate seen in Fig. 4 contains the images of the stamps with face value of 50 réis.

Each of these plates contains fifty (5 x 10) inverted (mirror images) stamps, with the text “CASA DA MOEDA” (The Mint) also inverted, and each of the images is invalidated by a diagonal stroke on its upper left corner. These last two characteristics can be clearly seen in Fig. 5, where we reproduce the upper first three lines of the plate with the images of the 10 reis stamps.

Fig. 5 Due to some lack of philatelic information, we had never been aware of this material and, at the request of Mr. Reinaldo Macedo and Mr. Peter McCann, we prepared this work of review and research to tell its interesting history and, for the first time, to illustrate the characteristics of the plates, proofs and essays.

The history of the issue On September 7, 1922, Brazil celebrated the centenary of its independence. So, in the beginning of 1921 the Executive Committee of the 1st Centenary of the Independence of Brazil was set up under the coordination of the then Minister of Justice and Internal Affairs, Mr. Alfredo Pinto. Among the initiatives taken in several areas, it was proposed the issuance of three commemorative stamps with face values of 100, 200 and 300 reis (RHM # C-14, C-15, C-16), as well as a “corrected and improved” (Sic) re-issue, with the values of 10, 20, 25 and 50 reis, of the first stamps of the Americas and the second ones in the world, our famous “bull’s eyes” (see Fig.1).

Then the stamps had to be “copied”, serving as a model the original examples of the “bull’s eyes” belonging to the National Library, which were loaned in November 1921.

The engravers, Mr. João da Cruz Vargas and Mr. Otto Reih, were designated by the Brazilian Mint for this task. Mr. Vargas made the guilloche (according to him, from an essay of 90 reis stamp found in the Brazilian Mint) and the figures. Mr. Reith took charge of the upper and lower adornments.

As any philatelist can notice, there are huge differences between the quality and the details of the 1843 original engraving (Fig. 1) and this attempted reproduction (Fig. 5, for instance).

Proofs and essays from this engraving were sent to the Centennial Commission on January 6, 1922, but were not approved for printing. Only the issue of the three commemorative stamps mentioned in the beginning (facial values of 100, 200 and 300 reis) was chosen. The essays were then transferred to the care of the National Historical Museum in Rio de Janeiro. In February 1925 these essays were analyzed by the philatelist Mr. Mário de Sanctis, who photographed (see Fig. 6) and described them as follows:

After a study of the important collection made available to us by philatelist Mr. Carlos Alberto Muniz, we can show that, in addition to the values mentioned by Mr. Mário de Sanctis, the plate of the 20 reis stamp, photographed at the Post Office Museum, was also used, generating proofs and essays for that face value. In Fig. 7 we show the essays in black color of the four mentioned face values.

Proofs with face values of 10, 20, 25 and 50 reis, all in blue color and on cardboard paper, can be seem in Fig. 8.

Fig. 9 Regarding the essays we have examined, they were printed with black ink on 75-μm thick porous hard paper. We observed the presence of indistinct partial watermark in the facial values of 20 and 50 reis. There are references stating that a Postmaster in the 30’s donated some of those proofs to the Clube Filatélico do Brasil (Philatelic Club of Brazil). In fact, two of them, in green and black colors, appeared listed in the CFB auction of June 2, 1936.

A curious question to be clarified refers to the 25 reis stamps plate, which is not in the patrimony of the Post Office Museum and whose destination is unknown. For this reason it was not photographed at the time of our visit to that Museum. Explanations from philatelists will be very welcome!

Transfer of the plates to the Postal Museum In 1978, Communications Engineer Mr. Adwaldo Cardoso Botto de Barros, a great promoter of the Brazilian philately and who was the President of the Brazilian Post Office for twelve years, between the 70’s and the 80’s, initiated negotiations with the Brazilian Mint for the acquisition of the philatelic patrimony of that institution. This action had as objective the creation of the Postal and Telegraph Museum, which was inaugurated in January of 1980.

Thus, it was formed an evaluation committee composed by members of the Post Office, the Brazilian Mint and the Philatelic Club of Brazil. The works were completed at the end of 1978 and at the beginning of 1979 the purchase of all that material was completed. Hundreds of dies that participated in an extraordinary period of our philatelic production were transferred to the Post Office and are currently under the custody of the Postal Museum for studies and research.

Brazilian Post Special Issues a) Brazilian Historical Monuments (8/11/2017) The issue is composed of three stamps, each one with the image of a monument representing different time, style and region of Brazil. In the first stamp, showing the statue “The Lassoer”, from Porto Alegre/RS, molded in the middle of the 20th century, representing, the typical gaucho with all his costumes. The second stamp presents the image of the upper half of the monument “Equestrian Statue of D. Pedro I”, from Rio de Janeiro/RJ, reproducing the figure of the emperor on a horse, waving with the right hand the first Constitution of Brazil. The work, dating from the mid-nineteenth century, is the city’s first civic monument and inaugurated the romantic style in the country. The third stamp focuses on the top of the “Monument to the Opening of the Amazon Province Ports to Foreign Nations”, Manaus/AM. The work, completed at the end of the 19th century, displays an imposing and exuberant female figure, having at its feet the statue of the god Mercury, symbolizing industry and commerce. The images were arranged diagonally from the area of the stamp to enlarge the illustration of the sculptures. Photographs with final art in computer graphics techniques were used. Each stamp shows, on the right corner, the logo of COLECIONAR-2017 event.

b) 200 Years of Araraquara City (8/22/2017) The stamp is composed by the photo of Guilherme Bonini and the logo of the 200 Years of Araraquara, created by the designer Eduardo Rodrigues da Silva, both winners of the “Araraquara 200 Anos” Contest. The photography highlights the Voluntários da Pátria Street, also known as Rua 5 and, more recently as Boulevard dos Oitis, is one of the Araraquara’s rare public spaces that preserves expressive characteristics of its original design. Paved in the early years of the 20th century, it preserves the carriage way parallelepipeds. About 40% of the sidewalks are covered with irregularly shaped pink sandstone - part of them with paleontological traces from the Araraquara region - and flanked by centenarians trees, brought from Rio de Janeiro in 1911, whose leafy canopies form a Green Tunnel in the heart of the city. Protected by municipal law, this street is a strong affective reference for the local population, having already been established as attractive spot for the tourists and visitors of Araraquara. Photography and graphic computing techniques were used.

d) America Series: Tourist Attractions (9/27/2017) The five stamps, within the context of the America-Upaep Series, highlight wonderful touristic sites, showing five landscapes that represent each Brazilian region: - Mount Roraima/RR (North region). - Maragogi/AL (Northeast region). - Chapada dos Veadeiros/GO (Midwest region). - Foz do Iguaçu/ PR (South region). - Armação dos Búzios/RJ (Southeast region). The stamps portrait the natural beauty of those places recognized by their peculiarities and attractions as outstanding touristic areas in Brazil. Water, our greatest natural resource, is the common element in all focused landscapes. Photography with graphic computing technique was used in the composition of art. These proof printings were made in the mid 1930s, by G Kolff & Co from Batavia when Kolff answered the call of independence which echoed throughout the Dutch Indies at the time. In order to prove the “Powers That Be” they had the skill and facilities to print the stamps, these trial printings were made.

THE EARLIEST KNOWN NEWSPAPER WRAPPER MAILED FROM SIAM. Hong Kong stamps were accepted and used on letters sent from the British Consulate Post Office in Bangkokon the Eastern route going through the Hong Kong Post Office and on to China, Japan and America.No records of formal postal arrangements between the consulate and Hong Kong post office existed. It was assumed thatthe mails were tolerated by Hong Kong postal authorities.

Before a new stamp of 2 cents for printed matter is delivered, the Head of Post in Geneva grants official permission to use bisects of 5c stamps (1st May 1861 to 30 June 1862) for the local zone only. Not to lose 5c, the sender of this letter to Winterthur placed two bisects side by side so that the franking affects the shape of a kite. This unique shape seemed to bring luck, as the sending was tolerated and not charged due.

THEY DIFFER SIGNIFICANTLY IN THE DESIGN, THE COLOR SHADES AND THE QUALITY & THICKNESS OF THE PAPER EMPLOYED USED DURING THE PRINTING PROCESS. THESE VARIATIONS ARE KNOWN AS THE “VARIETIES”. THE “VARIETIES” AROSE FROM THE FACT THAT THE PLATES AND THE COPPER STEREOTYPES ASSEMBLED FOR PRINTING WERE EACH MADE AND ENGRAVED BY HAND. THIS IN CONSEQUENCE RESULTED IN THE SHEETS OF ALL VALUES IN THE SHEETS OF ALL VALUES BECOMING UNIQUE, RETAINING ONLY A SIMILARITY TO THE GENERAL DESIGN. IN THE PARTICULAR CASE OF THE “5 CENTAVOS” GREEN STAMP, WHICH WAS ISSUED IN LARGE QUANTITIES, REQUIRED THE PLATES TO BE RETOUCHED AND EVEN COMPLETELY RE-ENGRAVED FOUR TIMES. DUE TO THE WORN-OUT PLATE MR. RAMON ESTRUCH TRIED TO IMPROVE IT AND HE RE-ENGRAVED “ONLY” THE POSITION N24. AFTER THIS ESSAY, HE TOOK THE SAME AS A PROTOTYPE AND MADE THE NEXT RE-ENGRAVING OF THE ORIGINAL PLATE.
