Residential Trash and Recycling Services: Residential trash services are provided using three different colored, wheeled carts. Residential curbside service as of July 1, 2017 is $24.74. Recycling carts are GRAY – for clean recyclable materials such as newspapers, clean glass bottles, clean aluminum cans, paper products, etc. Grass and leaves, only, are approved for the GREEN “green waste” cart. The household cart is dark green with a brown lid, for any other types of regular refuse items. County mandates require the recycling of normal household materials, green waste and horse manure. Manure Services: Manure service for horses and cows is a separate, contracted service with Waste Management. County ordinances require all large animal waste be separated into a manure recycling container. Please call (951) 270-5654 to place your order of manure carts or dumpsters or if you have any billing questions in regards to the billing of trash or manure services. The 96-gallon manure, wheeled cart is adequate volume for 1 – 2 horses at a cost of $30.91 per month. A one month deposit is required before delivery is made. Manure carts are delivered on Mondays only between the hours of 6 a.m. to 6 p.m. and dumpsters are delivered the next business day after a deposit is made. Pick up day will be Monday, with the regular household trash. Multiple 96-gallon cart or larger volume metal dumpsters for residential or commercial use are also available and the cost depends on the size and the number of pick ups being requested. Manure cart and dumpster services charges are billed on the monthly water utility bill. Additional Carts: Orders can be made for additional 96 gallon Gray Recycling carts, 100 gallon Green Waste cart, and 96 gallon household carts. Please call (951) 2705656 to place your order. Additional recycling carts are delivered Mondays only between the hours of 6 a.m. and 6 p.m.(Please see schedule for Trash fees at the end of this web page). Trash Pick Up Day: MONDAY is the normally scheduled household trash and recycling pick up day. This may be delayed by one workday to Tuesday when a major Monday holiday occurs, such as Memorial Day in May, or Labor Day in September. Waste Management observes the following Holidays: Christmas Day, New Years Day, Thanksgiving Day, Memorial Day, Fourth of July and Labor Day. Notification of these dates will be provided in the water bill or the local section of the newspaper. Temporary Dumpster Service: If you need a dumpster for a period of less than three months, please call Waste Management @ (800) 423-9986. Missed Pick ups and Service Problems: Please call Waste Management @ (800) 423-9986 to resolve any service problems. The City of Norco cannot assist you with any service issues. If you call the City, you will be forwarded to Waste Management. Hazardous Waste Disposal: Specially scheduled pick up days are routinely available quarterly, providing convenient drop off locations for disposal of batteries (all types and sizes: AAA, AA, B, C, D, 9v,etc.), florescent light bulbs, tires, paint products; electronic devices, such as computer monitors/printers/hard drives; televisions, and other components containing lead, lithium or cadmium. Monthly Billing Cycle: All utility services including water, sewer and trash and the EMS fee are billed on 30-day billing cycle. Water meter reading dates can vary between 27 to 34 days apart due to weekends and holidays. All bills are due within 25 days.

Business Programs California State law AB 341 requires commercial enterprises which generate four cubic yards or more of solid waste weekly to participate in recycling programs. This requirement also includes multi-family housing complexes of five units or more, regardless of the amount of solid waste generated each week. Waste Management, the City's franchised waste and recycling hauler, offers commercial recycling services. Diverting recyclable material from your regular trash may reduce your monthly solid waste expenses because disposal costs for recyclables are lower than trash. Multifamily Programs The City has a mandatory trash pickup requirement for all properties in the city. Norco contracts with Waste Management to provide solid waste and recycling services. Waste Management offers a variety of bin sizes ranging from 1.5 to 6 cubic yards for business trash and recycling needs. Waste Management provides roll-off boxes ranging from 10 cubic yards to 40 cubic yards in size. These boxes are available for temporary or permanent use. Waste Management also offers recycling roll-off boxes for material such as: green waste, wood, concrete and asphalt. Construction and Demolition (C&D) Waste The City is concerned about illegal hauling activities that usually occur on construction sites. The unlawful hauling of construction and demolition debris to the landfill is a detriment to the city’s recycling and diversion efforts. Norco’s Municipal Code states that all owners of the City’s properties must have disposal service and that the service should be obtained through the City or designated franchise hauler Waste Management. The law was established to help the city meet state mandated recycling goals. Since most construction and demolition debris may be recycled, the city is working in tandem with Waste Management to assure that all reusable and recyclable construction & demolition debris is diverted from the landfill. Contractors and developers can set up service at any job site in Norco by contacting Waste Management 800423-9986. Waste Management provides roll-off boxes ranging from 10 to 40 cubic yards in size. To prevent misses on your schedule and avoid potential accidents, please ensure that no vehicles are parked in front or on the sides of the container. New: Mandatory Organics Recycling Starting April 2016, the State’s Mandatory Organic Waste Recycling law (AB 1826) will require businesses that generate 8 cubic yards of organic waste (food or green waste) to arrange for organic waste recycling services. Effective January 2017, this requirement will extend to businesses that generate 4 cubic yards of organic waste. Organic waste as defined in the law includes the following material: food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste. These categories represent the largest subsets of organic waste that is currently disposed in California. Waste Management, the City's franchised waste and recycling hauler, offers commercial recycling services. Diverting recyclable material from your regular trash may reduce your monthly solid waste expenses because disposal costs for recyclables are lower than trash.
