Indonesian Police arrested three Islamic State (IS) supporters in Surabaya, the capital city of East Java on 8 June 2016 for allegedly plotting to launch bomb attacks against police in crowded places on the 17th day of Ramadhan, the day when Muslims celebrate Nuzulul Qur’an the first revelation of the Qur’an. The cell, influenced by IS on social media had planned to conduct attacks in the city, resembling the January 2016 Jakarta Thamrin bombings. The three suspects are Priyo Hadi Purnomo, Jeffy and Ferry Novendi. Priyo, a former criminal inmate, was radicalised and learned bomb making skills from Shibghoh and Maulana Yusuf Wibisono in the Porong Penitentiary, East Java. Shibghoh was a former terrorist convict, involved in CIMB Niaga bank robbery in Medan, North Sumatra, in 2010. Maulana was part of Jemaah Islamiyah (JI)’s Abu Dujana network. Jeffy used to work for Abu Jandal alias Salim Mubarok At-Tamimi. Terrorism analysts believed that Abu Jandal, an influential Indonesian IS fighter, competes with other Indonesians in Syria to impress IS leaders by encouraging their followers to conduct attacks. It is believed that he helps provides funds and guidance. Another suspect, Ferry Novendi, was allegedly close to Muhammad Soleh, a terrorist inmate involved in 2004 Cimanggis bombing. The cell had surveyed a police post in Surabaya and planned to plant a bomb with light sensor or mobile phone as triggers, or suicide bomb if the previous triggers failed to detonate. Police confiscated three active bombs, two long-barrelled fire-arms, one short-barrelled firearms and ammunition, high explosive materials, chemical ingredients, cables, bomb making tools, mobile phone detonator, etc. In addition, police arrested the fourth suspect, Befri in Malang, another city in East Java, on 12 June 2016. Police seized bombs, firearms, and raw chemical ingredients from him.1

Indonesia and Australia have agreed to intensify cooperation in counter-terrorism and intelligence sharing at the second Australia-Indonesia Ministerial Council on Law and Security meeting on 8 June 2016 in Sydney. Indonesia has shared its mapping on regional elements linked to ISIS with Australia and both countries will investigate illicit funds from Australia to Indonesia that seems to have financed terrorism. The first meeting was held in December 2015 in Indonesia. The Indonesia delegation was led by Luhut Panjaitan, Coordinating Minister for Political, Law and Security.2
