FROM THE EDITOR As one of the Indonesia capital market’s regulators, it is the duty and role of Indonesian Central Securities Depository (KSEI) to conduct capital market infrastructure development in Indonesia. KSEI’s initiative aims to realize a domestic capital market that can provide a convenient and easy access for investors. For that purpose, in 2015, KSEI has prepared a series of development plans that will be conducted in the upcoming years. KSEI’s development plans are available on the main page of the 2015 inaugural edition of Fokuss. The big plans that are being prepared by KSEI consist of several multiyears projects, namely the development of C-BEST Next Generation (C-BEST Next-G) project, Integrated Investment Management System and AKSes (Securities Ownership Reference) Financial Hub. These three major plans are inseparable and intertwined with each other, and are planned to be implemented in stages starting in 2016. These initiatives are also part of KSEI’s support to the market deepening program which being pursued by Financial Services Authority (FSA) to increase the number of local investors, accompanied by the increase in the number of products and listed issuers on the Stock Exchange. At the beginning of 2015, several important agendas are also being implemented by KSEI, one of them is the selection of Payment Bank and Client’s Funds Account (RDN) Administrator Bank for the new period. This cooperation with the bank was done to support fund transfer activities. Service users’ needs have no doubt become the main focus for KSEI. To determine the Services User’s satisfaction level, KSEI organized a Customer Survey. In this first edition, see also KSEI’s journey throughout 2014.

KSEI will focus on the socialization of AKSes Facility Co-Branding with the Administrator Bank of Client’s Fund Account and continue to develop C-BEST Next-G as well as the Integrated Investment Management System project in 2015.

nnovations to further facilitate investors in monitoring their transaction activities through AKSes (Securities Ownership Reference) Facility continue to be made by Indonesian Central Securities Depository (KSEI). Regular monitoring of asset portfolios and securities transaction movement in the capital market are beneficiary in order to maintain the security of investors’ assets. Before the launching of AKSes Facility, investors only receive reports of asset and Securities movement from Securities Companies. With AKSes facility providing access to monitor capital market investment portfolio, all depository and settlement activities for transactions settlement of securities or funds recorded in KSEI can be monitored directly to reduce the risk of irresponsible actions by unscrupulous Securities Company individuals. Most importantly, investors should have the awareness to take advantage of AKSes

Facility, especially after conducting a Securities transaction, or simply to match whether the fund account balances are in accordance with the amount that has been instructed to Securities Companies. One thing that needs to be remembered by the investor is that in order to be able to utilize AKSes Facility, investor must first obtain an AKSes Card, containing the single identity number (Single Investor Identification/SID) of the investor. Since 2012, this AKSes Card has been automatically printed by KSEI after receiving the Sub Account opening request from Securities Company/Custodian Bank. AKSes card is then delivered to the respective investor through the Securities Company. KSEI has provided access for investors to be able to use AKSes Facility through several alternatives. KSEI Customer Survey

Measuring the Satisfaction of KSEI’s Service Users

Through Customer Survey, KSEI has increasingly strived to improve its services according to the needs of the service users, as well as regional market development.

A

s the Company’s regular agenda, Indonesian Central Securities Depository (KSEI) reorganized a Customer Survey for the period of 2013 mid 2014, which was held from November 2014 to early January 2015. The Customer Survey was conducted to determine the needs and requirements of KSEI’s Service Users, as well as to assess KSEI level of service towards its service users. The Customer Survey includes Customers Services; Services, information and Communication; Technology; Transaction process; Call Center and Business and Systems Development, which serves as the foundation for KSEI’s future services development. The survey was participated by KSEI’s Service Users which includes Account Holders (Securities Companies and Custodian Banks), Issuers and the Registrar (Securities Administration Agency), with the assistance of an independent consultant. For KSEI, this annual event was motivated by its commitment to continuously meet the expectations of the Service Users, improve its service quality and meet the requirements of ISO standards, namely Customer Focus. The Customer Survey was

conducted in three ways, namely the distribution of questionnaires, visits to several Service Users and Focus Group Discussion (FGD). [1] Questioner Distribution From November 24th, 2014 to December 15th, 2014, KSEI distributed questionnaire to all of its service users. This questionnaire aims to determine the satisfaction level of KSEI’s Service Users and evaluate services provided by KSEI. The Customer Survey Results from 2013 to mid-2014 showed that KSEI’s Customer Satisfaction Index (CSI) was at 78.8%. This shows that KSEI’s Service Users have been satisfied with the services provided by KSEI. When compared with the results from the 2012 Customer Survey, KSEI’s Service User Satisfaction Index rose by 0.21% from 78.56% in the previous period. As shown in the diagram, since 2009 KSEI has far exceeded the standard of its Service User satisfaction index. As a comparison, the satisfaction index in the financial industry in Singapore was only at 69%, while United States was at 77%. Service User satisfaction index is also divided by group category, namely the satisfaction index of Account Holders, Issuers, Registrars, and Fund Managers. The Service User Satisfaction Index results provide a general idea that there is an increase in Registrars’ satisfaction and a decrease in the satisfaction of Account Holders and Issuers. scribe the position of every dimension of its services, which based on the Strengths, Weaknesses, Opportunities and Threats of each of KSEI’s service and Service User group. [2] Company Visit In an effort to gather deeper inputs or recommendations on KSEI’s developments, in early January 2015, KSEI has also made several visits to several companies. The company visit aims to complete the survey process conducted through questionnaire distribution, especially if there are things that have not been conveyed. [3] Focuss Group Discussion The final process of Customer Survey is Focus Group Discussion (FGD), which will be conducted in the near future. FGD process is conducted through meetings with representatives of KSEI’s Service Users to discuss and gather deeper insights into the inputs from the questionnaires and visits, or even acquire new input during the FGD process. Based on the results of existing

Customer Survey, a future Action Plan is expected to be formulated in order to increase service quality as well as number of new services and products provided by KSEI. The entire inputs and recommendations will be the basis for future improvements, enhancements and developments of KSEI’s services. ndia, a home to more than 1 billion people, becomes a developing country with highest economic growth in the world in 2014, in addition to China, Brazil, Russia and Indonesia. Although sharing the same status with Indonesia as a developing country with the highest economic growth, the number of investors and the value of capital market capitalization in Indonesia are still far behind compared to India. Based on the 2014 data, India had approximately 19 million investors who have invested in the capital market and more than 10 thousand issuers, while Indonesia “only” had around 360 thousand investors and 500 issuers. Given these conditions, it is no doubt that Indonesia still has a lot to learn from India, especially on investor distribution, and integration of investor’s database management. In an effort to gather the latest information and developments from India’s capital market, on January 6th - 8th, 2015, the

The objective of this visit is to study the capital market transactions settlement process and facilities provided by the country’s CSD to its investors and Issuers. In contrast to Indonesia, where there is only one CSD, in India there are two institutions that act as CSD, the National Securities Depository Limited (NSDL) and Central Depositories Services (India) Limited (CDSL). In terms of investor’s distribution, both NSDL and CDSL are utilizing the networks and branches in their respective areas to distribute information regarding the capital market. In addition, they also facilitate the securities accounts opening process for those who are interested in capital market investment. Among the conveniences provided is the single identity which is required in the opening of Securities account, the PAN (Permanent Account Number) which includes tax number, identity, and other data. To realize these conveniences, the Indian government also supported the development of securities account opening infrastructure with the PAN. In general, the Securities account opening process in India is not much different from the existing processes in Indonesia, but with the support from infrastructure

KSEI organized the Selection of RDN’s Administrator Banks and Payment Banks

The cooperation between KSEI and five Payment Banks for 20112015 period comes to an end. KSEI organized the selection of Payment Banks for the next period.

ntering 2015, Indonesian Central Securities Depository (KSEI) organized the selection process of Client’s Fund Account (RDN) Administrator Bank or RDN’s Bank and Payment Banks for 2015 - 2019 period. The selection was reorganized due to the expiration of the RDN’s Bank and Payment Bank cooperation agreement for 2011 - 2015 period in July 2015. As a non-bank institution, KSEI can not perform funds transfer activity. Thus, cooperation with banks to serve as Payment Bank is necessary. Moreover, cooperation with the banking industry also needs to be implemented in line with the implementation of the Client’s Fund Account (RDN) separation obligations which came into force since 2012 pursuant to Financial Services Authority (FSA/previously Bapepam-LK) Regulation No.V.D.3. The Payment Bank will support KSEI for all transactions involving funds in KSEI’s primary system, the C-BEST (The Central Depository and Book Entry Settle-

ment System). With the involvement of Payment Bank, all transaction settlements involving funds, exercise of Rights/Warrants, and Corporate Action’s payment/ distribution (among others: payment of cash dividend, coupon and Debt Securities principal) can be performed well. The selection process begins with a presentation of the Request for Proposal (RFP) held by KSEI on Wednesday, January 28th, 2015 at the Ritz Carlton, Pacific Place, Jakarta. The event was attended by 17 banks out of 22 banks that qualified and have provided services as Custodian Bank. The RDN’s Bank and Payment Bank Selection for this period will be performed with a separate eligibility criteria. Banks that participated in the selection is allowed to apply for cooperation as an RDN’s Administrator Bank or both as an RDN’s Administrator Bank as well as Payment Bank. In addition to specific selection criteria and conditions as Payment Bank, banks that are interested to become a Payment Bank must be able to meet the criteria and requirements as RDN’s Bank Administrator. Activities

The Socialization of KSEI’s Regulations regarding AKSes, Sanction and KSEI’s Inspections As a follow-up to the effective of KSEI’s Regulation No. VII regarding Inspections, KSEI’s Regulation No. VIII regarding Sanctions, and KSEI’s Regulation No. I-F regarding AKSes on December 1st, 2014, KSEI organized socialization activities for these regulations to its Service Users. The two-days event (February 3rd-4th, 2015) which was held at the Financial Hall, Graha Niaga, Jakarta, was attended by approximately 300 issuers, 100 securities companies and custodian banks, as well as 10 Registrars. The issuance of these regulations is one of KSEI’s efforts in creating legal certainty to support the market deepening program for its stakeholders.

Management Building SRO To strengthen the spirit of collaboration, interaction and communication between the Managers of SROs, KSEI, together with IDX and KPEI, conducted the 2015 SRO Management’s Team Building. The activity, which was attended by 162 SRO’s Managers, was held at the city of Solo on February 27th-March 1st, 2015, with “Unity to Conquer the World” as its grand theme. Creativity and solidarity among participants are developed through team building activities in the form of short film making based on such theme. In addition, a social activity was also held by building a pergola in the Balekambang Garden, Solo.

AKSes Outreach Program Starting the regular capital market socialization program which has been scheduled for 2015, KSEI organized a series of AKSes Facility socialization, starting from the city of Surabaya (February 12th, 2015) and Yogyakarta (March 13th, 2015). For the socialization, KSEI also worked together with P3IEI, BAPMI and RDN’s Bank Administrator who have previously cooperated in the AKSes Co-Branding. The series of socialization activities includes educating the media and conducting workshop for Securities Companies.
