Students residing in an attendance area have priority to attend an elementary school in that attendance area. Process for Approval of Attendance Area Boundary Exception Requests: (Excerpt from Policy 798) Parents/Guardians are asked to follow the steps outlined below in securing permission to have their student attend a school outside their designated attendance area: Step 1
Parents/Guardians are to contact the principal (receiving principal) of the school in which they desire to enroll the student.
Step 2
All attendance boundary exception requests must be filed with the receiving principal between April 1 and June 15 each year. The receiving principal will act upon these applications as soon as possible, but no later than one week following fall registration. Attendance boundary requests during the school year must be filed with the receiving principal two weeks prior to the requested effective date. The receiving principal will act upon these applications within two weeks.
Step 3
The receiving principal will ask the parent/guardian to complete the “Transfer/Retention Request” form as well as the “Alternate Busing” form if applicable). On the basis of the information available, the receiving principal and the principal from the school in the attendance area where the student resides will approve or disapprove the request. The principals will consult Transportation Director regarding eligibility and bus routing for each application.
Step 4
The receiving principal will notify the parent/guardian of the decision on the request and forward the completed form to the Superintendent of Schools for the final action.
Step 5
Requests which are denied by the receiving principal may be appealed. Such denials must be explained to the parent/guardian by the principal making the decision. The parent/guardian is then referred to the Superintendent of Schools for appeal action. Once a student transfer has been approved, the student becomes the responsibility of the receiving school during that school year unless the student leaves the school or another transfer is approved. A request to return to the school in the attendance area where the parent/guardian resides must follow procedures outlined in this policy section, and the request will be judged on the criteria outlined in 3-C-1 & 2 of this policy. Approval of such requests is not automatic and is not guaranteed.
All approved attendance boundary area exceptions will be reviewed annually.
