Moore As I sat at the Kentucky Coffeetree Café on Broadway chatting with several key members of the nonprofit organization Walk/Bike Frankfort, it became apparent that I was hanging out with very dedicated Frankfort citizens. These are people who have enthusiastically worked to help reshape Frankfort into a great place to ride your bike or walk around the city. One of those citizens is Donna Hecker. She describes Frankfort as a city with “walk- and bike-ability.” Walk/Bike Frankfort has, in several instances, partnered with City and County governments to create pedestrian walks and bike-friendly trails and lanes throughout Frankfort. According to the Walk/Bike Frankfort website, www.walkbikefrankfort.org, they are dedicated to making the capital of Kentucky the best city in the Commonwealth for pedestrians and cyclists. These are not just empty words. Over the past five years, Walk/Bike Frankfort has worked to implement “the top ten.” The top ten are projects that have been made a priority after public brainstorming sessions. They fit into a Master Plan that includes a vision to Page 4
create pedestrian trails and bike connections throughout the city. According to Walk/Bike Frankfort member Mike Bomford, several of the top ten are either completed or in process. Bomford, co-chairman of the Planning and Implementation Committee, explained why he has been involved with Walk/Bike Frankfort. “When I moved to Frankfort, I had been a bike commuter for years. So, naturally, I started looking for a way to safely ride my bike from home to work. Unfortunately, I found myself on main roads the whole way and it wasn’t very safe. After that, I started talking to people and found others interested in the same thing I was.” Leaning back in his chair and smiling, he continued, “That’s how we got started. We really just wanted bike lanes and walking trails to be a safe, integral part of Frankfort for our families, and through Walk/Bike Frankfort we are accomplishing that.” Residents and visitors now have many choices for a pleasant stroll, a safe bicycle trek to a destination, or an historic bike trip around Frankfort. The River Walk runs along the natural beauty of the Kentucky River in Riverview Park, behind the Buffalo Trace Distillery, into Cove Spring Park, and back downtown along a wooded abandoned rail corridor to complete a 5-mile loop. It offers scenic views during all four seasons and a glimpse of history. On the east end of Frankfort, a new mixed use path along Stedmantown Lane now connects several neighborhoods with Lakeview Park, Elkhorn Middle School and Franklin County High School, keeping walkers and bicyclists off the main road. According to the website, the physical construction was done by local companies and funding for the new path came from the U.S. Department of Transportation, through its Safe Routes to Schools program. A mixed use path following an abandoned rail bed connects the main campus of Kentucky State University to downtown Frankfort. Pedestrians and cyclists have a scenic alternative to East Main Street when traveling between East Frankfort and downtown. The Copperleaf Connector is a corridor consisting of quiet residential streets
linked by strategically-placed paths, sidewalks and bike lanes that gives pedestrians and cyclists access to five elementary schools and four shopping centers along the east end of Frankfort. The Copperleaf Connector offers an alternative to busy and dangerous sections of Versailles Road and Highway 421. The Juniper Hill west trail offers bikers and pedestrians a quiet, pleasant route from downtown to Juniper Hills Park and on to the west side shopping centers and schools. It passes through many west side neighborhoods allowing residents access to important destinations with a short walk or bike ride. As we continued to talk, bicyclists whizzed by in the newly striped bike lane on Broadway, now and then stopping in at places like Poor Richards’ Books to visit. Across the street, in front of the Old Capitol, stands one of three “do-ityourself” bike repair stations in the city. As Stuart Harrod, owner of Frankfort’s Folkbike Re-Cyclery says, “When your tire goes flat, unfortunately you’re never right in front of a bike shop. These self-standing stations may help if a cyclist needs a bike pump or another easy fix.” What we were experiencing was the benefits of living in a city that has embraced the idea of sharing the road as well as making biking and walking the new norm in a society of cars. The best part of Walk/Bike Frankfort is the fun event, the Live On Bike Concert Rides where musicians perform aboard moving bikes is an outstanding adventure. And the Tweed Ride where everyone dresses in Victorian and vintage attire to ride through the streets, is always a popular event. At various times of the year, walkers plan a Full Moon Walk and Scavenger Hunts and Polar Bear Walks. There’s even a fun educational component promoting bike safety with Bike Rodeos put on by the Folk Bike Re-Cyclery. BIKES With a Story to Tell
The Folklife Re-Cyclery is not your typical bike shop. In the front room are bicycles that have been “remade,” each with its own unique story, each one waiting for the right new owner. Boxes of new bike helmets and tires are stacked in a corner. In the back is the bone yard where parts can be “picked” from the bikes that cannot be fixed. After the usable parts are removed, the rest is recycled for scrap. The business works because words like discarded, used, or worn out are not in Stuart Harrod’s vocabulary. Whether you stop by to buy just the right bike for you or to help others with your donation or expertise, you are guaranteed to feel good about the trip. This bike shop is what you might call “interactive.” There are stations where bicycles can be repaired and refurbished. Owner, Stuart Harrod, operates the downtown non-profit business located on Lewis Street. His mission said simply: “To help those who want to repair their bikes and to help those who can’t afford a bike to be able to have one.” On any given day, there may be a dad ratcheting a new sparkly seat onto his daughter’s bike or a couple of eager-to-learn teenage boys stripping down a bike for parts to make a new one for riding around town. There are also bicycle enthusiasts who come in to repair their own bikes. If someone doesn’t know how, volunteers or Stuart are always there to help. Since 2008, Stuart has been giving bikes and people new life. “There have been guys who couldn’t find a job because they didn’t have transportation. We fixed up a bike and gave it to them,” he says with a smile on his face. “We will probably give 40 or 50 bicycles to kids this year at Christmas through the local charities,” he beamed. Continuing, he explained, “I’ve already started cherry-picking the kids’ bikes that are donated and squirreling them away for the elves to work on this Fall.”

Saving the Grand Theatre is a historic preservation project whose earliest beginnings in 1983 culminated in the theatre’s 2009 opening season. Today, the Grand Theatre is a $5-million, 414-seat performing and visual arts theatre that’s state of the art in every way. At last, Frankfort residents and their children have cultural opportunities right in their own downtown.

This all sounds very grand, but with the recent recession and high unemployment rates facing our country, how can a night at the theatre help? Throughout the nation, downtown redevelopment projects that attract new businesses, new residents and more tourists not only put people to work but also improve a community’s quality of life — which in turn attracts more businesses and people. The result is a better economy for all. So, in addition to its cultural and lifestyle benefits, The Grand Theatre is also plugging the leak of residents’ dollars to other communities. No longer do Frankfort residents have to travel to Lexington or Louisville for shopping and an evening of dining and entertainment. Better still, people from outside our city, county and state are coming to Frankfort and spending their money here. And the Grand Theatre is the anchor for this new revenue. The Grand is powered by a force of 200 loyal volunteers. These include a board of directors and Board President Bill Cull. Cull has served as board president and general manager since 2005. He has a background in development and believes that with more creative thinking the Page 6
Grand can produce even more returns for the community. With a season of 12 to 15 live events, Cull says they try to bring in entertainers who will draw people from afar. “For example, we’ve had legendary saxophonist Branford Marsalis whose family is considered America’s First Family of Jazz.” Shows have been as varied as singer-songwriter Robert Earl Keen from Texas and acoustical guitar player Tommy Emmanuel from Australia. Ticket sales have grown from over 10,000 for the first complete year to over 14,000 last year for 99 events. According to Cull, this growth is not typical for arts centers around the country because of the recession. The Grand’s business growth has created the need for a core group of paid staff to handle the added events. “With a small staff in place, I truly believe we can have 200 events a year with 25,000 people in attendance,” says Cull. Each summer, season tickets go on sale after the announcement of the upcoming schedule. During this time live stream satellite programing, such as the Metropolitan Opera and Los Angeles Philharmonic, is shown on Saturday and

some Sunday afternoons. Why travel to New York or LA when you can enjoy the same performances at Frankfort’s Grand Theatre? Opera fans as well as movie goers will be pleased to know that the Grand recently upgraded to digital projection equipment providing better sound and image quality. Summertime also brings a children’s film series and live events such as puppet shows and animal shows. Additionally, the Grand hosts children’s theatre camps put on by the Lexington Children’s Theater. “Of course, we’ve got a great setting. And because we actually have a stage, kids feel they’re really performing theatre.” As the Grand’s name recognition grows and out-of-town people check to see its offerings, Cull says the theatre is attracting more and more well-known entertainers. By Kay Steele Faulk Kids grow up to live and work in the real world, and at Frankfort Independent Schools, they have the opportunity to go to school with a student population that looks like America. These are the words of Superintendent Rich Crowe, who believes this is a distinct advantage for their students once they move on to experience life and people in broader arenas. “Our diverse student population brings other perspectives, and having other perspectives is a strength for us,” he says. “Recognizing this has enriched our district and made us better, stronger and more able to prepare our students for the real world.” Frankfort Independent School District offers a variety of programs including a preschool program for ages three and four and a child care program for preschoolers needing care for the second half of the day. The elementary program is grades K-6, and Frankfort High School is the 7-12 program. Crowe says that public school districts in the rest of Kentucky would die to have Frankfort District’s student-teacher ratios. Frankfort’s elementary classrooms (K-6) have 18 students or less, and high school classrooms average 17 or 18:1. The state average is 30:1. The Science Academy is available to district students after their sophomore year. In this program students can take college and dual-credit science courses while still attending high school. In conjunction with the Kentucky International Aerospace Education group, the district also offers an aviation program, which is housed in the Frankfort Independent Schools and provides dual-credit college courses. Students from surrounding school districts are eligible for this aviation education as well as those in the Frankfort District. As early as their freshman year, this program attracts students interested in obtaining a career certificate in one of the many aviation fields such as aerospace technology, airline mechanics, airline engineering, mechanical engineering and others. Additionally, the district provides the full gambit of Advanced Placement (AP) courses. Offering another opportunity for kids to stay in school is the district’s partnership with Franklin County’s new Career & Tech-

Frankfort Independent Schools is a tradition-rich district. Both of its newly renovated buildings are 100 years old or more. Over the last two years, these renovations saved the district over $150,000 in energy costs. And these funds were put back into student programing. The Franklin County School District offers an array of student programs and services at every grade level. Always striving for excellence, the district maintains high standards for itself, its teaching staff and its schools. Both the district and all of its schools are accredited by the Southern Association of Colleges. Each county school has a full-time media specialist, or librarian. And according to Superintendent Chrissy Jones, 70 to 80 county schoolteachers are National Board Certified. This constitutes over 10% of the county teaching staff. Franklin County elementary schools provide enrichment classes such as physical education, art and music. Middle school students are taught in an innovative “team approach” that includes 6th grade, 7th grade and 8th grade teams. County middle schools offer enrichment classes that typically include band, vocal music or chorus, physical education, health, art and technology. Both county high schools provide Advanced Placement (AP) classes. And serving students from both high schools is the JROTC program held at the Franklin
County High School campus. Students struggling with regular high school have the option to attend the county’s Alternative School. Also serving students from both county high schools is the Career Technical Center, which has plans underway to include high school students from the Frankfort Independent School District. A recent $10-million project made possible a needed Tech Center renovation and addition. When you walk into the stately building that houses the Paul Sawyier Public Library (PSPL), you won’t find dusty shelves of books. This recently built and updated library has over 126,000 materials for patrons to enjoy according to Executive Director Donna Gibson including books, newspapers, magazines, and audio-visual materials. It’s a pleasant environment that is well used and inviting to patrons. Readers sit in cozy seating areas, people browse through rows of books, magazines, music cds and dvd movies. The computer section is always busy with those doing research, schoolwork, and a myriad of other online activities for free. At the checkout counter, you can still use your library card or you can utilize the biometric finger identification option. In the front lobby of the library is the new and popular Media Box. Stocked with multiple copies of free newer movies and games, patrons may check out three items for seven days. Over 3,000 items are checked out every month! The Paul Sawyier Public Library also offers materials electronically at home. Through Kentucky Libraries Unbound, patrons have access to digital books and to millions of songs through Freegal Music. Internet databases, located on the library website (www. pspl.org), include Heritage Quest, Novelist, Consumer Reports, Britannica Encyclopedia, the Auto Repair Reference Center, and the Kentucky Virtual Library. Community Outreach is an integral part of the library. Driving around Frankfort, you may see a PSPL brightly colored “outreach van.” Two outreach librarians serve the needs of adults who are unable to come to the library due to age, illness, or special needs. The Youth Services Department also has a librarian who visits daycares and local schools. There is a wide variety of programming at the library for toddlers, youth, teens and adults. Children look forward to story time and fun crafts upstairs. Teens enjoy programs

Organized by the Friends of the Library, The Lilian Lindsey Bookstore is located in the lobby and offers new and used book and

In the downtown area, tree-lined neighborhoods with charming older homes are welcoming to newcomers. Everything is close by. And the people are very accepting and friendly,” he commented. “Whether it’s downtown or not, there are a lot more choices than I thought there would be before moving. I’ve definitely been proven wrong!” he explained. “There are really great things to do here,” John remarked. “I can walk to the grocery from my home, stop by the Farmer’s Market, head out to the walking and biking trails or enjoy the summer concerts on the Old Capitol lawn. Last year, I even went to the Ghost Tour at Liberty Hall and it was really fun!” Many families find suburban neighborhoods that are close to schools and shopping such as The Heritage, Silver Lake or Indian Hills to their liking. In other areas, such as Two Creeks or Duckers Lake, there are large homes set against the rolling green of a golf course. For those who prefer, Franklin County also includes more

rural areas with country roads and winding lanes dotted with communities with uniquely-named places like Bald Knob or Peaks Mill. One of the newer and larger rental properties in Franklin County is Riverford Crossing, conveniently located near I-64 at Exit 58. A mixture of one and two bedroom townhouses and flats outfitted with modern amenities, this 300-unit complex is a neighborhood in itself. Sarah Butler, Deputy Commissioner & Division Director for Kentucky Department of Financial Institutions, chose Riverford Crossing when moving to Frankfort from Florida as a stepping stone to finding a residence. Dealing with cancer is unquestionably stressful on the patient. But it can also be extremely hard on families. The impacts of a cancer diagnosis are life-changing and, as Lee Buboltz puts it, there’s definitely a “fear factor” involved. That’s why he’s grateful to have Commonwealth Cancer Center here in Frankfort. Buboltz the father of seven daughters, was diagnosed with prostate cancer in 2005, and has also been receiving care for multiple myeloma for several years. He and his wife, Dove, make the trip to Commonwealth Cancer Center regularly and appreciate having treatment just a few miles away and provided by a caring staff. “I always see smiles on everyone’s faces,” says Buboltz when talking about the staff at the Center, whom he describes as “professional yet compassionate. I know I’m getting the best care I can get,” he says. Commonwealth Cancer Center has been in Frankfort for 18 years and is located in Prevention Park. Under the direction of Dr. Aruna Arekapudi, the Center employs four registered nurses, two lab technicians, and two receptionists. Arekapudi, an M.D. and Board certified in hematology and medical oncology, has played an active role in clinical trials on cancer and, throughout her career, has striven to keep current with the latest treatments available for patients. She has been with the Frankfort Center since 2001 and says that their philosophy is totally patient-centered. “We look for specific qualities in everyone we hire,” says Arekapudi. “We don’t want people to just do a job — such as taking blood, giving medicine – but to really ‘be there’ for the patients.” She explains that her staff looks at people “globally” — which means that there is more to fighting cancer than just the disease. “It’s all about mind, body and soul,” interjects Charlye Quenemoen, who is a registered nurse working with Arekapudi. “Every person is different; every person thinks and reacts differently, and you have to treat each person according to their specific needs,” says Quenemoen. Commonwealth Cancer Center utilizes some of the most

advanced technology for patients. For example, they have a combined PET/CT machine that can complete a total 3-D body scan in less than 20 minutes. This technology is important in helping to pinpoint the disease and to find the best and most cost-effective methods of treatment. According to Arekapudi, the Center prides itself in being part of a well-integrated medical community in Frankfort, and her staff coordinates with a host of social workers, therapists and other medical professionals to work with their patients. “We may not be under the same building, but we talk daily with the radiologists and other professionals in the community who provide the “teamwork” necessary for providing the best care for each patient,” says Arekapudi. Rita Isham is another patient who is benefitting from the individualized approach taken by staff at the Center. She was diagnosed in 2010 with breast cancer, and appreciates having treatment in her home town. When speaking about the people who work at the Center, Isham’s face lights up. “They give you hope,” she says. “They are like a big family that wraps you up in care.” Though cancer is something no one wants to have, advances in early diagnosis and treatment offer great promise. When asked what she would say to someone newly diagnosed with cancer, Dr. Arekapudi speaks directly and confidently. “Don’t look at cancer as a death sentence. We have the expertise to take care of you at Commonwealth Cancer Center,” she says. “And we’re right here, close to home.”

Cove Spring Park Now Better Than Ever By Kay Steele Faulk
Cove Spring Park has a 134-acre new addition, which makes this passive nature park total about 260 acres. The park includes wetlands, streams, springs, waterfalls, forested ravines and other natural and historic features. An archery range covers eight acres of the new addition. The new archery park features a 3D range and a static range. The 3D range is a trail running through the woods with lanes cut out and 15 3D targets of life-size animals. The static range is an open area with 30 bag or round targets set at specific distances. Also, a portion of the range is designed for the National Archery in the Schools (NAS) program so that students can practice there. The NAS program is for city and county elementary, middle and high schools that have competitive archery teams.

The archery range is currently open three evenings a week, which will change as demand grows. The range averages 30 to 35 shooters a night, and all ages participate. Certified archery instructors work the range, and archery equipment is available to the public to borrow while they’re there. Private instruction is also available. Sky Trail — a new one-mile paved loop trail, 10 feet wide and ADA accessible — runs along the perimeter of the park overlooking Frankfort and Buffalo Trace. Sky Trail is a great place to walk, run, walk dogs and ride bikes. Exhibits along the trail tell the area’s history. Uniting Cove Spring Park with the past even more was the 2012 demonstration workshop of the centuries-old craft of timber framing. This method of construction involves using rough-cut lumber put together with pegs to build a structure. The Kentucky Heritage Council partnered with the national Timber Framers Guild to bring eight guild members from various states to Frankfort to build the park’s new timber-frame shelter. The lumber was precut at the Louis County Detention Center and hauled in. The timber framers began building at 11:00 on a Friday morning and finished at 4:00 Sunday afternoon. Most of the timber framers camped at the park while building the shelter. Located at the northern city limits off US 127/Holmes Street, Cove Spring Park is open seven days a week, daylight to dark, for activities such as walking, hiking, nature observation, environmental education, picnicking and other passive activities. Buffalo Trace Distillery Public Relations Manager Amy Preske attributes Frankfort’s location along the Kentucky River with playing a major role in the distillery’s bourbon production. “The river water is used for cooling down our fermenting tanks,” she says, “and the river’s temperature fluctuations provide additional benefits to the barrels aging in our warehouses.” The river also gives the distillery its name — Buffalo Trace — after the ancient buffalos that crossed the lowest part of the Kentucky River here at Frankfort and left their traces, or tracks, behind. As America’s oldest distilling site with four centuries of architecture and a spot on the National Register of Historic Places, Buffalo Trace Distillery is a major tourist attraction to the capital city. Riverfront Development Plan Each year more than 500,000 visitors come to Frankfort/Franklin County and produce an annual economic impact of $130 million and employ more than 2,000 area residents in the local tourism industry, providing a payroll in excess of $39 million. Each tourist visiting Frankfort for a single day spends an average of $94. If the tourist stays overnight, the average amount spent grows to $144. The high value of attracting more tourists and new businesses to the area means the work of development continue. In 2009, a nonprofit organization was formed with riverfront development as its mission. Named the Riverfront Development Plan, this group operates as an arm of the Frankfort/Franklin County Tourist & Convention Commission. The Riverfront Development Plan runs along both sides of the Kentucky River as it flows through downtown Frankfort from the Julian Carroll Bridge on past Buffalo Trace Distillery. So far, progress of the Riverfront Development Plan has been amazing, and yet there is Quality of Place Magazine

so much left to accomplish. A number of the Riverfront Development projects have already been completed. These include river pontoon tours, Ward Oates Amphitheatre, canoe and kayak rentals from Riverview Park, walking history tours, repairs to Locks 3 and 4, many events staged on the river, a walk/bike trail along the river, KSU Thoroughbred Science Boat, outdoor improvements at Buffalo Trace and multiple ongoing projects with the Frankfort Department of Parks and Recreation. Projects for the future include new programming at the Ward Oates Amphitheatre, repairs to Locks 1 and 2, continued planning with Queen City River Boats, development of Frankfort as a designated Trail Town, continued work with the National Parks Service, collaboration with Kentucky River Trail Alliance, development of the Old Lumberyard property and work on the Old Lawrenceburg Road projects. According to Joy Jeffries, executive director of the Frankfort/Franklin County Tourist & Convention Commission and coordinator of the Riverfront Development Plan, the plan’s two biggest goals for the coming year are: First, a new park on Tourism’s Wilkinson Boulevard property. The new park is being developed through the plan’s private partnerships with the Frankfort Area Chamber of Commerce; Downtown Frankfort, Inc. (DFI); Kentucky Capital Development Corporation (KCDC); the City of Frankfort, Franklin County Fiscal Court and the Frankfort/Franklin County Tourist & Convention Commission. The plan’s second goal is development of the Old Lumberyard property at the foot of the Capital Bridge. This calls for a three-story, mixed-use building on the sight. The ground level will provide parking. The second level will be a signature restaurant accessible from both river and land and offices and shops. Finally, the third level will house condos overlooking the river on one side and the Capitol Building on the other. Jeffries says, “Watch for the completion of these exciting projects. When Brittain Skinner was hired as Executive Director of Downtown Frankfort, Inc, she made a conscious decision to make her home in downtown Frankfort. She chose the recently renovated Market Square Apartments located on bricked St. Clair Street. Just out her front door, she can see the majestic Old Capitol. “To live within walking distance of so many historic places like the Old Capitol and Liberty Hall, and to experience them throughout the year and at different times of day – in the snow, during autumn, at sunrise and sunset – is so special,” she commented. “It’s like a postcard.” She explained that the scale of the downtown area especially lends itself to “walkability.” “My job commute is a five-minute walk!” she laughed. Continuing, she said, “Sometimes I’ll play a game and see how many days I can go without getting in a car. In downtown I can walk for a cup of coffee, a bottle of wine at the corner wine shop, enjoy dinner, or shop at the neighborhood bookstore, all within walking distance.” Living and working in downtown Frankfort gives Brittain a sense of community. She remarked, “I love to get out and walk with my dog at places like River View Park or just around downtown. It’s such an interesting place and we like to visit with neighbors.” Whether it’s a 5K fun run/walk, a concert, a performance at the Grand Theater or an historic walking tour, Brittain says there is always something going on in the city.
