The starting point •The new MTP states that “Modernization of government and enhancing institutional and administrative capacity IAC” remain a precondition for the success of any action aimed at growth and cohesion, as envisaged in Europe 2020 strategy”

•A growing interest on IAC and Public Sector Modernization due to the European measures for fighting crisis (CSR within EU Semester) and the need for a better use of EU Funds (more integrated with national policy reforms)

The elements which are most commonly referred to institutional and administrative capacity are: quality of human resources, organizational assets, performance management systems, level of digitalization, inter ‐ institutional relations and the capability of involving citizens and stakeholders “
