Equality Objectives

Introduction North Somerset Council is a public body which under the Public Sector Equality Duty in the Equality Act 2010, has a specific duty to publish one or more equality objectives to demonstrate how the Council is meeting the aims of the general equality duty. Section 149 of the Equality Act 2010 places a general equality duty on the council to have due regard to the need to:  eliminate unlawful discrimination, harassment and victimisation and any other conduct prohibited under the Act  advance equality of opportunity between people who share a protected characteristic and people who do not share it  foster good relations between people who share a protected characteristic and people who do not share it The characteristics protected under the Act are: age, disability, gender reassignment, pregnancy and maternity, race, religion or belief, sex, sexual orientation and marriage and civil partnership Under the Equality Act 2010 (Specific Duties) Regulations 2011, the council is required to publish one or more objectives we think we should achieve to do any of the things mentioned in the 3 general duties. This document sets out North Somerset Council’s Equality Objectives, which have been put together:  with the support of our Equality Scheme Stakeholder Group  using analysis of our equality information and the results of consultation activity  following review of actions identified through the completion of Equality Impact Assessments. These equality objectives help focus attention and priority on key equality issues. They have been incorporated into Annual Directorate Statements and other relevant plans. The outcomes from the objectives are monitored on a regular basis by the Corporate Management Team and our Equality Scheme Stakeholder Group.

Services and information we provide are accessible and meet the diverse needs of all our customers.

 

Customers can easily access, receive and get information online about public services. Customers have the skills / confidence to access information and communicate online. Improved broadband speeds, especially in rural areas.

Where we know that there is a difference in outcomes for equality groups, we will work to reduce it.

 



Fewer people will be victims of hate crime. Outcomes for all children are improving, and improving fastest for those with the greatest risk of poor outcomes. Vulnerable people will be better protected from abuse or harm.

      

Enabling self-help and expanding customer access to quality services (Digital First and Digital Strategy). Review of front facing community services and buildings including libraries and children’s centre (Community Access Review). Ongoing facilitation of the digital inclusion group. Deliver improved broadband infrastructure through the Connecting Devon and Somerset programme.

Hate crime action plan. High Impact Family programme. New intensive family preservation service to reduce the need for children to be in care (social impact bond). Introduce Early Help Assessments and plans to replace CAF and develop the Early Help offer in North Somerset. Develop and deliver community based regeneration (Community Builder) projects in South and Central Wards. Revise and update the Adults’ Early Intervention and Prevention Strategy. Develop new Housing and Homelessness Strategies.



The council and its partners will work to provide and enable employment opportunities for people from equalities groups.

  

Prosperity and employment are improving in the most disadvantaged neighbourhoods. Increased number of people who are currently furthest from the labour market helped into jobs. North Somerset Council is a positive employer for ‘equality groups’.

  

 

We will ensure that all who work for and with us support our commitment to promoting equality and diversity and tackling inequality and social exclusion wherever it occurs.

  

Staff and elected members will be aware of their responsibilities regarding their equality duties. More people will feel valued, respected and included. A social value aspects in council contracts

    

Helping those facing significant barriers to employment to get jobs (Team North Somerset). Apprenticeship schemes to encourage young people, including care leavers, to work for the council and our partners. Make Weston-super-Mare a university town, with a university centre for North Somerset, including law and professional services academy at the Winter Gardens. Disability Confident Scheme Assessment and Action Plan. Communications plan for Equalities and Diversity. Delivery of the People Strategy Action Plan. Embedding the Values and Behaviours Framework. Develop an agreed performance framework that can be used to measure the social value provided by the council’s suppliers. Equality impact assessment programme.
