ESA optional programmes with participation of the Czech Republic The activities of European Space Agency (ESA) are divided into two groups: mandatory activities and optional programmes. Each member state subscribes to participate in ESA optional programmes at the ESA Council at ministerial level. Optional programmes: The Czech Republic subscribed to financially participate in range of optional programs at the ESA Council at ministerial level held on 20th-21th November 2012, Naples, Italy. The following optional programmes are concerned: At the previous ESA Council at ministerial level held on 25th-26th November 2008, Hague, the Netherlands, in conformity with ESA foundation treaty, the Czech Republic subscribed to financially participate in range of ESA optional programs – the list and the description of each optional ESA programme, participated by the Czech Republic at the 2008 ESA council at Ministerial level.

MetOp-SG (Met-Op Second Generation Programme) Meteorological satellites development Description: MetOp-SG is a completely new ESA optional programme which will be realized in close cooperation with EUMETSAT. The objective of MetOp-SG programme is to develop meteorological satellites which will revolve around the Earth on the polar orbit and collect data of high definition and quality, which could replace the first generation of MetOp satellites. In this programme, ESA will be responsible for the development and production of both satellite prototypes, and also for satellites series production realized on EUMETSAT’s behalf. Connection to other programmes: As a member state, the Czech Republic participates in this international organization obligatory activities, which also includes attending programmes for the new meteorological satellites development (MetOp-SG and Meteosat Third Generation, abbreviated as MTG). With respect to its main specialization – meteorological data and services providing – EUMETSAT doesn’t have capacities to ensure satellite development and production itself. For this reason, EUMETSAT asked ESA for the cooperation, which results just in the optional programme MetOp-SG. Duration: 2013-2022 Czech financial contribution: 3,00 mil. EOEP-4 (Earth Observation Envelope Programme) Description: It is the backbone of ESA activities in the field of Earth observation. EOEP is made up of two main components: The Earth Explorer Component (EE) involves studies, development, launching and commissioning of EE missions, including successive devices and scientific support of these missions. In general, the component of development and utilization includes 10 segments designated not only for the very basic preparation of missions (studies, conceptions), but also for development of necessary components (from TRL 1) including the critical ones, development and maintenance of terrestrial segment mission including access to gained data, development of scientific utilization of data from EO missions, new algorithms and methods processing development, transfer of scientifically proved results designated for user needs satisfaction (applications), competitiveness strengthening of service sector in member states by the development and support of service market concerning Earth observation with focus on SMEs. EOEP is closely connected to TRP, in which TRL 1-3 technology is developed by ESA. Technologies with such a low TRL are however developed in the frame of EOEP. In other EOEP components, these technologies are moved on the 4 th or 5 th level in order to be prepared for development competition in some of various application programme, which result in already realized missions. Connection to other programmes: The majority of EOEP-3 activities are finishing at least by the end of 2013, except for EE contributing missions planned till 2016. The overlapping of activities concerning 3th and 4th programme period is minimal. EOEP programme is closely connected to TRP programme. Duration: 2013-2016 Czech financial contribution: 4,23 mil. FLPP Period 3 (Future Launchers Preparatory Programme) Objective: To help determine how Europe maintains and strengthens its independent access to space in the long-term and to achieve a significant step forward in maturation and validation of critical technologies so as to prepare for the Next Generation of Launchers (NGL). To propose a concept of new generation of launchers, experiments with sample return vehicle, solid and liquid propulsion experiments. Description: The Programme has been investing in the development of technological and industrial capabilities in all main space transportation areas since 2003. It does this to prepare for the decision on Europe's best next-generation launch system, able to meet future institutional needs while also maintaining competitiveness in the commercial launcher market. IXV vehicles have been developed, tested and flying models produced during this phase. Activities are funded 100% by ESA. Connection to other programmes: FLPP 3 follows FLPP 2.1 and FLPP 2.2. In the frame of the programme, technologies used for Ariane 5 and Vega are also being developed. ARTES 1 (Element 1: Preliminary Studies and Investigation) Objective: The programme is designated for preparatory activities – strategic analyses, market analyses, technological and system feasibility studies in the field of satellite telecommunication – and also for satellite communication standard support. As stated above, the participation in the element is obligatory if the Czech Republic joins another element of the ARTES programme. Description: This element is a tool for definition of strategic goals of the whole programme ARTES (Advanced Research on Telecommunication Satellite Systems). Activities executed within this element are part of these groups: market analyses, feasibility studies of systems and technologies, terrestrial services development and standardization; Activities are funded 100% by ESA whereas companies and institutions compete for contracts by public tenders. Activities are partially inspired by the ideas of representatives of space industry and research which ESA gains through an initiative called “Call for Ideas”. This programme is intended for all member states of ESA participating in ARTES programme. Connection to other programmes: The new programme phase – already number six – is nowadays preceded by a current phase to which the Czech Republic allocated resources of 0,12 mil. € (2008 monetary value). ARTES 5 (Element 5: ESA Telecom Technology - Sub-element 5.1) Objective: Focusing ARTES 5 programme activities on technological innovation in the field of satellite communication facilities and systems, the programme provides a long-term industry preparation for reacting to upcoming commercial or institutional opportunities. The programme is specialized in the support of spatial, terrestrial and user technologies as well as in the support of system activities. Description: it supports the early development stage till the phase when the object of development reaches the state corresponding to the end product stage and when its output parameters are put to the test; The 5.1 element: “The working activities plan for competitiveness” is 100% funded by ESA. This plan consists of objectives and descriptions of each activity and ESA updates it annually on the basis of Call for Ideas challenge. Any industrial organization, university, research organization, national spatial agency or ESA itself can react on this challenge. The 5.2 element is also financed by ESA: “Out-of-competition activities initiated by industry” in the maximal extent of 75%. ESA can fund up to 100% of works carried out by universities and research organizations on condition that these institutions act like subcontractors and if the funding value does not exceed 30% of total activity costs. Activities in ARTES 5.2 are defined by industry and presented as replies to “Open Call for Proposals” challenge (EMITS/Open invitations to tender). In case that industrial sphere suggests this section, then the suggestion has to be based on the plan of product development continuation till the phase when the product is ready for commercial use. Advantages: Assistance from ESA experts in the area of satellite telecommunications. Possibility of exchanging information at workshops organized by ESA. Submitting of proposals from the candidates during the year. Free to choose: either a company can keep its idea to itself and co-finance the project supported just to 75% or it can share its idea but risks that will not gain the invitation to tender (ITT) concerning 100% project funding. ARTES 14 (Element 14: Next generation Platform Element) Description: The telecommunication platform development designated for the market segment of 4-6 ton will be the objective of the element firstly opened for the contributions at the 2012 ministerial conference. During 2020 – 2030, the platform could occupy the major part on the above-mentioned market. The French spatial agency CNES is interested in this platform development as well as EADS Astrium a TAS societies which will cooperate on its development to a large extent. The sub-programme will be divided in two sub-parts: the first part’s objective is the development and construction of the first flight prototype of this platform and the second part’s objective are missions based on the first part (commercial, realized ideally by the PPP form). ARTES 20 (Element 20: Integrated Applications Promotion) Description: The programme is aimed at the integrated applications development, implementation and pilot plant. Integrated applications use elements, technologies and products of at least 2/3 of the following domains: Earth observation, satellite telecommunication or satellite navigation. Activities in the programme are – in a simplified division – divided into activities which raise public awareness of integrated applications, feasibility studies and demonstrational projects. The second and the third type of project has to be at least half-financed, with the exception of the projects initiated and invited to tender by ESA. Objective: Development of innovative solutions (applications) combining several technologies such as navigation, telecommunication and Earth observations The goal is to foster the use of integrated space technologies, alone or in combination with a variety of terrestrial systems, in a wide range of operational services for society and public policies, thereby exploiting more systematically European investments in space and existing European space capabilities. The main purpose of the programme is using and combining already existing systems and technologies for creation of services which will be exploited by the majority of users. One of the conditions for starting of a new project is that such a project has to use elements (or products) at least of two of the following four areas: Earth observation, Satellite telecommunications, Satellite navigation, Technologies (development for the human flights). It is divided into different activities: Basic activities :

First phase (“awareness activities”) – consultancy with potencial and future users of those applications. The important are, in particular their needs; Phase of realization; „Demonstration activities“:

EGEP (European Global Navigation Satellite System Evolution Programme) Objective: The programme objective is to maintain and further develop European societies knowledge level in the field of GNSS, which has earned a reputation thanks to Galileo and EGNOS systems development. Activities in this programme are aimed at the new generation of GNSS satellites development, terrestrial segment, user terminals and also at improving of parameters in their totality. Description: The programme serves for further GNSS systems development from the technological and efficiency point of view so that these systems meet requirements in the short, medium and long term. The programme is focused on fulfilling of following concrete goals (in the framework of new generation of EGNOS system): increasing of accuracy of the system; evaluation of integrity for all reasonable GNSS systems; adjustment of offered services for different groups of users. The programme includes R&D activities composed of system definition and support studies, technology R&D, test-beds and system pre-developments and accompaniment activities. GSTP-6 (General Support Technology Programme) Description: GSTP programme is one of two basic technological programmes, which ESA uses for the preparation of key technologies for its future missions and for improvement of European industry competitiveness. The second complementary programme is TRP programme (Technology Research Programme) which is designated for the development of technologies which are only very basically ready for use. GSTP programme is specialized in technology improvement on the level of industrial product, which is tested in relevant environment. This way, ESA can be sure that the technology can be used for a concrete mission and will not present any technical risk. Detailed description: GSTP is of very high interest to industry and academia and due to its confirmation support mechanism for single activities (and guaranteeing a geo-return of 100%) it allows Czech priorities to be addressed. In this programme 5 year work plans are used with regular updates every year. Participating states must explicitly express a support to each activity in order for a company to participate in tenders. Activities are 100% funded by ESA (50% in non-competitive tenders). Participating states must explicitly express a support to each activity in order for a company to participate in tenders. Any company desiring to participate in some planned activities, has to contact the Czech delegation to IPC (Czech representatives in ESA organs) before invitation to competitive tendering. Programme has been divided into 4 elements for the sixth phase: Element 1 - Support Technology Activities for Projects and Industry – It will be the programme basis and it directly meets the programme target: technologies and products development for ESA missions. TRL (technology research level) projects are funded within this element on the 3rd level (laboratory experiment level) till the qualification of product/component for its use in mission (TRL 5 – 7). On the basis of needs analysis concerning future spatial projects, working planes are worked out by ESA. According to these plans, ESA invites to tender. Member states can suggest inserting of concrete technologies into the working plan and like that, they can implement their own technology for future use in ESA mission. Element 1 includes technologies development in the field of Earth observation, scientific programme, preparatory programme for robotic and piloted exploration, means of transport (carrier rocket) and devices for returning down to Earth, navigation, inhabitants protection, general technologies and technological transfer which implies that it includes all ESA activities, with the exception of telecommunication subsystems, which have specific programme for ARTES technologies development. Thanks to this broad range of GSTP, the programme is very flexible and enables delegations to orient invested funds diversely. Element 2 - Competitiveness – in this part of GSTP, ESA will publish the permanently opened challenge. Through the challenge, companies and institutions can offer proper projects co-funding. This attitude enables companies to strengthen their short-term competitiveness without having to wait for periodical invitation to tenders and challenges or working plans updating and establish or strengthen technological transfer (mostly spin-off, but also spin-in). This element provides absolute liberty for companies in terms of topics proposal and projects objectives, but as a matter of fact, companies are motivated to formulate projects of good intention because costs are not funded by ESA more than up to 50%. Element 3 - Technology Flight Opportunities (TFO) for technologies and products. With the approval of member states, flight opportunities will be regularly published by ESA in order to make developed technologies enable for European societies qualification. Part 4 – In Orbit Demonstration: responding to industrial requests by making berths available for in-orbit technology qualification aboard small demonstrator satellites, along with the demonstration of novel research and operations techniques. PRODEX (Programme for the Development of Scientific Experiments) Objective: It provides funding for the industrial development of scientific instruments or experiments, proposed by institutes or universities in the Czech Republic, that are selected by ESA for one of its programmes in the various fields of space research (space science, microgravity, Earth observation, etc). Description: The instrument and experiment proposals are first, at national level, evaluated by the Czech PRODEX committee and then are reviewed and selected by ESA in accordance with its own rules and procedures. No instrument or experiment not selected by ESA shall be funded under this programme. Czech subscription to PRODEX cannot be used to fund development in other Member States. Programme represents a very good platform for national funding of Czech scientific instruments to be flown on-board spacecraft. Ministry of Education, Youth and Sports (MEYS) established the Czech PRODEX Committee at the beginning 2010 in order to review project proposals and to follow up on the development of the programme. ELIPS-4 (European Programme for Life and Physical Sciences and Applications in Space) Objective: The programme is focused on fundamental and applied research in life and physical sciences in space, technology demonstrations in space, energy and biotechnology. Description: It offers to Czech Researchers a unique opportunity to perform research on ISS and other platforms such as sounding rockets, parabolic flights and drop towers. It is divided into three 5-years periods (the third period started in 2008 and the fourth in 2013). Duration: 2013-2016 Czech financial contribution: 1,00 mil. EUR

MREP-2 (European Space Exploration Programme - Aurora, Mars Robotic Exploration Preparation Component) Description: //will be added soon// Connection to other programmes: //will be added soon// Duration: 2013-2017 Czech financial contribution: 0,8 mil. SSA (Space Situational Awarness Programme) Description: The programme objective is the creation of united European system which will be providing information concerning environment state and potential risks in long distance or close proximity of Earth in time and on high level. The programme declaration takes into account the use of already existing infrastructure and capacities presented in many European countries. The Programme is divided into 4 segments: Part 1 - the crucial segment is Space Surveillance and Tracking, in a simple way, it is a system for detection, observation, categorization and identification of artificial objects (for instance satellites, carrier rocket of higher level or spatial fragments) in the close proximity of Earth. The segment has three main categories where there will be divers activities realized: the net of radars and telescopes (concluding contracts concerning operation and/or data providing with existing workplaces), data processing (correlative processes working out, data gaining procedure, optimal calculating of orbital parameters, mechanisms for catalogue maintaining and changes detection) and some services testing and concrete services validation (artificial units catalogue, warning against collision, artificial units breakdown detection, atmosphere entrance estimation, object description and so). Part 2 - will be focused on NEOs observation, small units in the solar system with orbit parameters able to closely approach to Earth. NEO segment of SSA system will observe these objects, predict their orbit changes and also evaluate the risk rate of possible Earth collision, archive observed and calculated data, inform about newly founded objects and other services, all executed in the close cooperation with other space agencies. Part 3 - concerning the development of terrestrial sensors of SSA system – radars developed in the frame of previous programme phase (parameters maintenance and improvement) and telescopes. Part 4 - will be focused not only to the long-term development of technologies needs for satellites, optical telescopes, data systems on the Earth but also to instruments evaluating potential NEO collisions. Connection to other programmes: It is partially interconnected with GSTP as well as with TRP (some earlier phases of technologies development) and GSP (selected activities are directly co-financed by GSP), some complementary activities are realized in the 7th EK framework programme or more precisely, they will be in H2020 programme.
