BALER, Aurora, February 23, 2012–

“That much of our lives is already influenced heavily by ICT should only motivate us all the more to focus on developing the necessary infrastructure and implementing the appropriate policies,” said Angara, noting that around 45 percent of the population has access to the Internet.

The 1 st artists village in the Philippines and Southeast Asia was inaugurated Monday here to generate local and international talented artists who are expected to trigger arts revolution in the country.

He further explained that ICT-enabled industries such as the Information Technology and Business Process Outsourcing (IT-BPO) industry will benefit greatly with a DICT in place.

Senator Edgardo J. Angara, a known arts patron, led the opening

“This new department will not only provide meaningful policy support to these informationdriven industries, but also ensure that other government agencies get to utilize ICT for improved governance,” added Angara, who is also Chair of the Congressional Commission on Science & Technology and Engineering (COMSTE).

In conclusion, Angara said “This bill has been in the making for a long time, having been first filed three Congresses ago. MANIFESTATION OF SENATOR JUDGE EDGARDO J. ANGARA ON ALLOWING OBJECTIONS TO JUDGES’ QUESTIONS

MANILA, February 21, 2012-“The Majority Leader is right. There is no ban, no prohibition against any of the lawyers objecting to a question. But it is in the form of the objection that lies the difference. We perhaps may not say, ‘I object, Mr. Judge!’ but we may say ‘Mr. Judge, I find a reservation or an exception to that question because it tends to prejudice my client.’

“But I think for the sake of fairness, even for the perception of fairness, I think we ought to really allow any of the lawyers to make an exception rather than objecting verbally to a question from a Judge. Even in a Grand Jury, that is the procedure. In a grand jury, it is a free-for-all, can ask anything under the sun—leading questions, even misleading questions. We ought not to think at this stage of a mistrial. CLARAA meet 2012 kicks off in Zambales

Angara, Chair of the Senate Committee on Education, Culture and the Arts, made the pronouncement during a recent public hearing on the proposed K-to-12 curricular reforms to the Philippine basic education system.

IBA, Zambales, February 20, 2012–First day of games starts today as the Central Luzon Regional Athletic Association (CLARAA) meet 2012, where some 10,000 delegates are expected to see action in 28 sports events, kicks off at the

Zambales Sports Complex in this town. Yesterday’s opening ceremonies was filled with colors as the delegates from the Central Luzon provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales and the cities of Angeles (Pampanga), Balanga (Bataan), Cabanatuan,

Earlier, the Department of Education (DepEd) made assurances that they are designing the new basic education curriculum to strengthen science education in light of criticisms regarding its announcements about dropping science as a single subject in Grade 1 for 20122013.

Gapan, Munoz and San Jose (Nueva Ecija), Olongapo, Malolos and San Jose Del Monte (Bulacan), Tarlac (Tarlac) and San Fernando (Pampanga) held a parade walking some 3 kilometers stretch through this towns major thoroughfares and ending at the sports center. Olongapo City bagged the “Best Salute” award during the parade

In a statement, the DepEd clarified that science had not been taught separately in Grades 1 and 2 since the 1980’s, and that rudimentary science concepts were embedded in such subjects as languages and mathematics.

spectators an early taste of their wares as their fellow athletes march past the main grandstand. Security and traffic was managed well as the Zambales Police Provincial Office (ZPPO) mobilized around 350 policemen Zambales police Provincial Director P/Senior Supt. Francisco Santiago said that the police forces in the area will be deployed for the duration of the CLARAA and will be augmented by the Philippine Army if needed. He ensured that peace and order is not a problem in the province.

“At that level, what children need to learn immediately is care for themselves—knowledge of their body parts, what the body parts are for, how to care for these body parts,” said Ocampo. “But the key point, I think, [is that] the teaching of health in the early grades is actually a precursor to formal science education.”

In his speech during the opening ceremony, Governor

Also at the hearing, Dr. Merle Tan, Director of the UP National Institute for Science and Mathematics Education Development (UPNISMED) said, “We look at science as both a product and a process. And for the lower grades, we’re focusing on how science can be learned through the processes. The content can be anything—it can be your body, it can be about the plants and animal around you. So [the students] observe, they classify, they infer on things that are around them. I think they are learning science by inquiring, asking questions and trying to find answers by themselves or with the help of others. So that is still science—whether it’s in health, in language or in other subjects—because the processes are being taught.”

buildings and spaces that needed much repair.

Hermogenes Ebdane, Jr. said that his government worked handin-hand with the Department of Education (DepEd) to mount a CLARAA meet that will be a memorable and successful gathering of young athletes who may someday aim to become Olympic champions. Ebdane also highlighted the newly renovated sports complex which he said was a neglected, forgotten spread of land with “From the dumping ground of rubbish and unwanted things, it is today a place where our youth and all our citizens can enjoy different sports and stay healthy” Ebdane remarked. The P100-million sports complex now boasts of a rubberized track oval, a renovated Olympic-size swimming pool, rehabilitated gymnasium, grandstands and bleachers, and a newly constructed athletes’ dormitory. “It is our hope that you will be happy and satisfied enough to want to come back for another CLARAA meet in Zambales in 2013. If you want to come back next year, you are more than welcome, and we are more than willing,” the governor capped. (Allen M. Villa) Rate this:

Angara stressed, “This issue of science and mathematics being taught at the earliest period of education is very important. If we’re going to do reforms, they have to be undertaken in the most critical areas. In this Internet-driven, information age, those areas are science, mathematics and engineering—whatever the pedagogy.”
