FCC is a two and a-half day course which provides an orientation to Federal Coordinating Center &

Military Health System Staff
Primary Receiving Area (FCC/PRA) program management and patient reception operations. The focus of the course is patient reception operations utilizing the VA-DoD Contingency Plan and under the National Disaster Medical System (NDMS). The FCC/PRA Basic Operations Course covers: Planning and Operational aspects that are critical to successful coordination with local, State, and Federal agencies Critical elements to program activation and available resources, application of the Incident Command System (ICS) structure to FCC/PRA operations, and logistical considerations Patient movement planning and operation coordination between DoD and Federal Patient Evacuation through the use of Aeromedical Evacuation (AE), Joint Patient Movement Expeditionary System (JPMES), and special teams. Utilization of TRAC2ES, Joint Patient Assessment Tracking System (JPATS) Applicable medical regulations, management of medical information, role of Service Assessment Teams (SAT), and discussion on funding and reimbursement process This course is open to Active Duty, Reserve, Guard, U.S. Public Health Service Department of Veterans Affairs, and U.S. Department of Health & Human Services members assigned as FCC/PRA coordinators and alternates. If space available, other FCC/PRA staff involved in management and military patient reception operations, to include: Headquarters personnel, FCC/PRA Directors, physicians, nurses, administrators, social workers, as well as regional emergency medical planners and metropolitan health system personnel designated to support FCC/PRA operations.
Personnel interested are required to submit a “Request Form” to DMRTI no later than eight (8) weeks prior to course convening dates.

All course dates may be rescheduled if the minimum student quota requirement has not been met. In the rare event of course cancellation or date change, DMRTI will notify all students as soon as changes are confirmed. Confirmed registered students will have priority in the next course.
