FUND CODES All school district accounting systems are organized and operated on a fund basis. A school district designates the fund’s financial resources for a distinct purpose which may be established by the state or federal government, as well as the school district. The Department of Finance, at SEISD, establishes and maintains Federal & State Program funds. These funds are consistent with legal and operating requirements as it is required by law and sound financial administration.

101 Child Nutrition Service School Meals-Community Eligibility Provision2cHILD The Community Eligibility Provision (CEP) is a provision from the Healthy, Hunger-Free Kids Act of 2010 that allows schools and local educational agencies (LEAs) with high poverty rates to provide free breakfast and lunch to all students. CEP eliminates the burden of collecting household applications to determine eligibility for school meals, relying instead on information from other means-tested programs such as the Supplemental Nutrition Assistance Program and Temporary Assistance for Needy Families.

206 Texas Support for Homeless Education Program (TEXSHEP) The purpose of the TEXHEP grant is to provide supplemental academic and related assistance to facilitate the academic success of students who are in homeless situations. The supplemental assistance provided by the TEXSHEP sub grant will be beyond that provided in the general education program. All the identified needs and activities win a successful application will be related to the identification, enrollment, attendance and academic success of homeless students. The goal is to ensure that students experiencing homelessness will succeed academically despite their challenges.

211 Title I, Part A - Improving Basic Programs Under NCLB Title I, Part A provides supplemental funding to local educational agencies. These funding resources improve educational quality and ensure all children meet the state’s student performance standards. Title I, Part A program use effective methods and instructional scientific research based strategies. This grant is funded by P.L. 107-110. (84.010A) (U.S. Department of Education).

211 Title I, Part A – Priority and Focus School Grant Title I, Part A Improving Basic Programs Operated by local education agencies, provides supplemental resources to LEAs to help schools with high concentrations of students from low-income families provide high-quality education, which will enable all children to meet the state student performance standards. The Title I, 1003(a) Priority and Focus School Grant provides funds to identified campuses that are supplemental to the Title I, Part A funds. It is recommended that all Title I, Part A campuses have a school support team consisting of two to three members as appropriate to monitor program compliance and effectiveness. The campus site-based decision-making committee or other existing committee could provide the school support team function. The school support team should verify effectiveness of the General Program Requirements

212 Title I, Part C - Education of Migratory Children This fund code is to be used to account, on a project basis, for revenues granted for programs benefiting children of migrant agriculture or agriculture - related workers and children of migrant fishermen. This grant is funded by P.L. 107-110. (84.011) (U.S. Department of Education) The purpose of the Migrant Education Program is to design and support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle.

224 IDEA B-SPED LEA receives a federal grant awarded under IDEA-B, the local education agencies must spend those funds only on the excess costs of providing special education and related services to eligible students. LEAs may not use IDEA-B funds to pay all the costs of educating students with disabilities, with certain exceptions (see “Exception” section below). Excess costs are those costs over and above what the LEA spends on average for students enrolled at the elementary or secondary level, including special education students. Every student enrolled in a public school in Texas receives educational support, including students with disabilities.

225 IDEA B PRE-SCHOOL SPED Funds under the Individuals with Disabilities Education Act are provided to school districts on an entitlement basis for programs and services to children with disabilities. Part B preschool provides funds for special education services to children ages 3-5. Funds may be used for staffing, educational materials, equipment, and other costs to provide special education and related services, as well as supplementary aids and services, to children with disabilities. Funds may only be used for special education.

242 Summer Feeding Program Providing nutritious meals to children in lower-income areas during summer when school is not in session The Summer Food Service Program (SFSP) was created to ensure that children in low-income areas could continue to receive nutritious meals during long school vacations, when they do not have access to school lunch or breakfast. It provides nutritious and free meals to children 18 and younger during the summer months. School districts and other eligible sponsors may serve as summer feeding program sites.

244 Career and Technical Education This career and technical education program offer a sequence of courses that provides students with coherent and rigorous content. CTE content is aligned with challenging academic standards and relevant technical knowledge and skills needed to prepare for further education and careers. 4

255 Title II, Part A - Teacher Principal Training and Recruiting This fund classification is to be used to provide financial assistance to LEAs to (1) Increase student academic achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals and assistant principals in schools, and (2) hold local education agencies and schools accountable for improving student academic achievement. 263 Title III, Pat A, English Language Acquisition and Language Enhancement - This fund classification is to be used to account, on a project basis, for funds granted to improve the education of limited English proficient children, by assisting the children to learn English and meet challenging State academic content and student academic achievement standards (P. L. 107110, Title III, Part A, Subpart 1) (84.365) (U.S. Department of Education).

289 LEP Summer Program This fund code is to be used for Summer School Program for Limited English Proficient (LEP) Students in Kindergarten and First Grade. The Texas Administrative Code (TAC) Section 89.1250, Required Summer School Programs, which requires districts to provide a summer school program for limited English proficient (LEP) students who will be eligible for admission to kindergarten and first grade at the beginning of the next school year.

404 Student Success Initiative (SSI) This fund code is to be used to account, on a project basis, for funds granted for teacher training and allocations to schools to implement scientific, research-based programs for students who have been identified as unlikely to achieve the third grade STAAR reading standard by the end of the third grade.

410 Instructional Materials Allotment Senate Bill 6 from the 82nd Texas Legislature, First Called Session, 2011, created an instructional materials allotment (IMA) for the purchase of instructional materials, technological equipment, and technology-related services. Each district and open-enrollment charter school is entitled to an IMA. The amount of the IMA is determined biennially by the commissioner and is based on the legislative appropriation. Districts and open-enrollment charter schools have access to their allotment through the educational materials ordering system known as EMAT 5

487 Wellness Grant – This fund focuses on the movement, social development, and physical activity and health of all students. Sports-Related Activities: type of physical activity that focuses on skill development, performance and competition. Athletics: single-sport, extracurricular activity offered during or after school with voluntary student participation with a focus on competition. Note: Texas Fitness Now funds may not be used to support athletics or athletics- related activities.
