Introduction – Led by Don Grant and Grant Reeckmann    

Staff explained that Section 94 funding of $65,000 has allowed Council to explore options for enhancing Garden Street Reserve In an effort to ensure the community have a say in their area, they were invited today to provide valuable feedback which will be used to determine the upgrades made to the park Suggestions to get the thought process underway include items such as solar lighting, BBQ area (stated this was probably not a desirable option), park furniture, play equipment, connecting pathways. It was explained that obviously all of these items come at different costs, the meeting is to get an idea of the priorities of residents, and then Council can take this information and do a proper costing.

Community Feedback   

“Something that doesn’t attract vandals” Lighting would be helpful It is very dark at night and we often pick up bottles – bins may be a good idea Response: Don acknowledged bins may be an option however, explained this would likely be under waste management, not Section 94 funding. Due to the ongoing costs associated with this, it was unlike this is something that could be done at this time. “There’s nothing for young families” Play equipment for early ages – like pre-school and early primary school would be great Response: Grant explained estimated costs for equipment – ranging from approximately $3,500 for a swing set up to $15-18k for a combination unit. Consensus reached that equipment to suit a younger age bracket would be beneficial to the area Response: Don/Grant said they could look into educational equipment. Kids play football in the area – need to ensure there is still a grassed area free of paths for them to do this Asked if signage has to come from this budget Response: Advised no, Council would try to get this from a different budget.



The community members would rather try to arrange working bees to assist in installation, than having labour come out of the budget Response: To drive the budget further, a working bee could assist with the construction of a lower level gravel all weather path. Donation of machinery, materials and/or labour could also keep the cost down to drive the budget further and stretch out other items such as additional play equipment or lighting.



Asked Council to please ensure the equipment suits pre-school aged kids and also primary school ages Response: Grant suggested a swing, rocker or combination unit might suit.

Agreed Priorities 1. Lighting (agreed that one solar light near the rotunda would help deter people hanging out there at night) 2. Path (a connecting path through to the other subdivision area) 3. Equipment for younger children 4. Park bench seats and/or additional picnic shelters Agreed actions   

Council to summarise today’s meeting and circulate this to attendees; Council to post a summary of priorities on the Kootingal/Moonbi Facebook post; and Council to prepare layout plan and cost out the agreed priorities.

Additional feedback 

Resident advised he has previously spoken to the Mayor, Councillor Betts and Councillor Webb about the lack of access for wheelchairs and pedestrians near bowling club. Response: Residents advised that kerb and guttering was identified as part of Council’s Annual Operational Plan. A Council representative will follow up and provide an update to residents as to status of project.



The walkway from Garden Street Reserve up to the school needs reviewing. Kids walk outside the school zone as the path is on the wrong side. It should have a pedestrian crossing. Response: Residents advised that this was escalated to RMS. Council will source update and provide to group.



Residents were notified of the new dog park facility at Powerhouse Park.
