The Graduation Ceremony Students participating in university graduation ceremonies join a rich tradition, which dates back to the 12th Century. The ceremony, presided over by the Chancellor, serves as the official conferral of awards obtained by students. Prior to the ceremony they are “graduands” – those eligible to graduate – but upon conferral they become graduates. Academic dress is comprised of a gown, and depending on the level of award, a stole or hood and a trencher or bonnet. In line with British university graduation tradition, the Charles Darwin University Chancellor’s robes are embroidered with gold thread, while the Vice-Chancellor’s robes are embroidered with silver. The official regalia worn by members of the Academic Procession reflect the diversity of qualifications and universities represented – the hoods worn by graduating students identify them as a Charles Darwin University graduate in their chosen discipline. The official conferral of awards takes place during the ceremony and is undertaken by the Chancellor. After the official conferral of awards, each student will be individually acknowledged and presented with their award. This public acknowledgement is a very important part of the ceremony – it gives the graduate an opportunity to be congratulated on their achievement and it also serves to validate the student’s graduate status.

The Chancellor’s Chair The Chancellor’s chair was a gift to the University from the Australian National University in 2009, and was made by Mr Timothy Foster. Mr Foster is a professional furniture maker and teacher with over 30 years’ experience in industry, and divides his time between working for commission and teaching. The chair is made from Delinia timber, which is a species native to New Guinea, where it was sustainably sourced and certified by the Forest Stewardship Council. It was chosen for its rich colour, fine grain, stability and strength, and also its relevance in proximity to Darwin. The Vice-Chancellor’s and Deputy Chancellor’s chairs were made in 2011 by Mr Matt Davidson. Mr Davidson is a local furniture craftsman and builder whose work can be seen throughout Darwin, including the CDU Chancellery building and the Darwin Convention Centre. These chairs were designed to complement the Chancellor’s chair and are made from Silky Oak. This timber was chosen for its contrasting colour, although the figure and grain are very similar to the Chancellor’s chair.

The Seasons Fanfare The Seasons Fanfare was commissioned by Charles Darwin University to coincide with its 25th Anniversary. Composed by Dr Leif Sundstrup, the work celebrates both the diverse Territory seasons and the celebration of the university ritual with understated transformations representing the Darwinian principals of life. Although a modern work in contraction, the fanfare is both accessible and memorable, framing the academic environment and lasting tradition of the Charles Darwin University. The Fanfare represents both the antiquity and grandeur of university life, based on three recurring and transforming themes: The University, The Dignitaries, and The Seasons. Amongst the developing musical subjects throughout the fanfare can be heard distinct representations of the seasons including ‘the build up’ with thunder storms, slow moving breezes of the tranquil dry, and a hint of the Darwin’s Finches (Galápagos finches) which played an important part in his theories. The work is written in a traditionally classical style to reflect the long and important history of the Charles Darwin University and its maturation over the past twenty-five years.

The Mace For thousands of years the mace has been used as a symbol of government. Originally a weapon in the shape of a club, often spiked, it has evolved to become a decorative and ceremonial object of great value and beauty. The ceremonial mace is documented to have been used since the 16th Century. Carried by a Mace Bearer, it is intended to represent the protection of a person of authority, such as reigning monarchs and religious leaders. Oxford University began using a mace for ceremonial occasions in the late 16th Century and Cambridge University adopted a mace in 1626. The mace is traditionally a gift, and the Charles Darwin University Mace was gifted from Flinders University Council in 2010. Glenice Lesley Matthews was commissioned to design and make the University Mace. Glenice Matthews, well known for her work as a silversmith, designed and made the mace for Edith Cowan University. Work on the design for the CDU Mace began in late 2010 and final approval of the design was given by the Chancellor in early 2011. It incorporates images of a “flame of knowledge” linking to the traditional use of firesticks as a way of passing on knowledge, Charles Darwin’s telescope and the pandanus. The CDU brand features strongly on a tropical timber shaft with bands of sterling silver and yellow gold. Before completing the piece, however, Glenice Matthews passed away. Completion of the project was entrusted to Samuel Farmer, a silversmith who worked with Glenice for more than 20 years. In 1984, he designed and made the Ceremonial Mace and President’s Medallion for Pittsburg State University, Kansas, USA. The Mace of Charles Darwin University represents the authority of the University Council and its head, the Chancellor, and was first used in May Graduation Ceremonies in 2013.

Indigenous Stole To mark the completion of a University program and to recognise the achievements of Indigenous students, the Office of the Pro Vice-Chancellor Indigenous Leadership awards mementos to be worn at graduation. In a pre-graduation Valedictory Ceremony for Indigenous Higher Education and Vocational Education and Training graduands, all graduands are presented with a CDU Indigenous Leadership pin. In addition, those students who have completed a VET Certificate III, IV, Diploma and/or higher education course receive an Indigenous stole. These graduation stoles were first awarded in 2011 – the design was selected as it was seen to best reflect the colours of the two distinct cultures of Aboriginal Australia and the Torres Strait Islands. The decision to award these stoles acknowledges that while course enrolments for Indigenous students are increasing, completion rates are not increasing commensurately. The stole therefore celebrates and commemorates the massive achievement of our Indigenous graduates.

As Chancellor of Charles Darwin University it is an honour and a privilege to congratulate the graduands of 2014. Based on 50 years of education tradition, Charles Darwin University was formed through the merger of the Northern Territory University, Centralian College, the Northern Territory Rural College and the Menzies School of Health Research. This dynamic institution has grown into a place of learning for an increasing number of Territorians and people from across our nation and the world. Charles Darwin University offers an increasingly flexible approach to education, with a wide range of study options, high standards of teaching and an engaging learning environment. This is a university that aims to inspire its students to acquire the skills and knowledge to change their worlds for their own good and the good of the community. As well as being a celebration of knowledge, graduation ceremonies allow students to share their pride and satisfaction in achieving their goals with their family, friends, and the University staff who have supported and encouraged them throughout their studies. Graduation should not be a farewell to Charles Darwin University. We look forward to welcoming back our graduates as members of the Alumni or through continuing formal studies and to the many symposia, lectures, concerts and events held at the University each year. This is a very important event in your life as you graduate from Charles Darwin University. You will have grown in knowledge and understanding during your time as a student at the University and, by making the most of your university experiences will make a difference not only to your own future and that of your family, but importantly to the Northern Territory and the community in which you live and work. You are part of a dynamic and rapidly changing world particularly in the generation of new knowledge and innovative approaches to solving complex globally relevant problems – ongoing change is quite simply part of life. Change also provides opportunities and challenges that I hope you will embrace and as a result make a real contribution to the adaptive and evolving society in which we live. Remember Charles Darwin, the namesake of our University, once said: “It is not the strongest of the species that survive, not the most intelligent, but the one most responsive to change.” We live in an age where information on any subject is growing at an ever-increasing rate and technology is rapidly changing the way we live, work and enjoy ourselves. To respond to this changing environment, and to be a successful contributor to it, you must continue to learn and to strive to apply what you have learned to the challenges you face. Abu Nasar Mohammad Abdullah Thesis Title: Livelihood Strategies of People Surrounding the Sundarbans Mangrove Forest This thesis investigates the livelihoods of people living beside the vast Sundarbans mangrove forest in Bangladesh. The study examines how household assets, livelihood strategies and outcomes vary among households and the roles played in those livelihoods of the mangrove resources and shrimp farming. It also examines the vulnerabilities of these livelihoods, particularly to the cyclones that periodically affect the region. The research found that lower income households depend heavily on mangrove resources which help alleviate poverty and reduce income inequality. In contrast, commercial shrimp aquaculture has widened inequality leading to loss of agriculture, livestock and access to land. The cyclone destroyed assets, displaced people and prevented delivery of services, and made higher income shrimp-farming households more vulnerable than the poorer mangrove resource collectors. Policies related to forests, shrimp aquaculture and disasters were found to be inadequate, inconsistent and institutions performed poorly with respect to livelihoods and conservation of resources.

Gillian Ainsworth Thesis Title: Valuing Birds: Understanding the Relationship Between Social Values and the Conservation of Australian Threatened Avifauna This thesis examines relationships between people’s values, attitudes and behaviours with respect to threatened bird conservation in Australia. An interpretive, mixed-methods approach examined values held by different sectors of Australian society. A new typology of 12 avifaunal attitudes was developed to describe the different ways Australians value birds. Three quantitative online surveys of 3,818 members of the public examined Australian attitudes towards threatened birds. Three qualitative case studies (three matched pairs) of Australian threatened birds investigated the influence of stakeholder values, and those of other sectors of society, on threatened bird conservation. This research demonstrates the importance of understanding how social factors influence wildlife policies and processes relating to threatened bird conservation. The results provide decision-makers with insights into developing effective frames to convey a broad range of threatened bird values to policy-makers and society.

Florencia Cerutti Thesis Title: Spatial Ecology, Genetic Barcoding, and Vulnerability of Tropical Indo-West Pacific Batoids, with a Focus on Australian Species

Anita D'Aprano Thesis Title: Improving Developmental Monitoring Practices of Remote Australian Aboriginal Health Workers: The TRAK Study

Tropical batoids are important members of coral reef fish communities. Their populations are subject to intense pressure from fishing and habitat degradation, but due to their life-history traits, can only withstand modest levels of decline. Despite this, basic knowledge to ensure their effective conservation and management is lacking. This project addressed this need by combining several current and innovative research tools to provide key information for the management of batoids in northern Australia (NA) and the IndoWest Pacific (IWP). DNA-barcoding was assessed for identifying complex species of tropical batoids; acoustic passive monitoring was used to define movement patterns and habitat use of batoids in a tropical reef environment; and an ecological risk assessment framework was used to evaluate the vulnerability of tropical species of batoids to the risk of fishing and habitat degradation and to assess priority knowledge and research gaps in order to assist management of batoids in the IndoWest Pacific region.

This study aimed to design, implement and evaluate a capacity building program in developmental practice for Aboriginal Health Workers in remote Australian Aboriginal communities. This included: a) the cultural adaptation of the Ages and Stages Questionnaire (ASQ-3); b) the design and trialing of an early childhood development training program; and c) the implementation of the culturally adapted ASQ-3 into standard health service practice, in remote Aboriginal health services. Findings demonstrated that the cross-cultural adaptation of the ASQ-3 developmental screening tool was highly acceptable. The training program was delivered successfully with demonstrated improvements in practitioner competence and confidence to identify and manage developmental difficulties in young children and promote child development. However, challenges to the uptake and ongoing use of the adapted tool were identified in three areas: leadership and governance, workforce support, and health centre structures. This study sought to advance understanding of the factors needed to build the capacity of remote health practitioners in providing quality developmental care to remote-dwelling Aboriginal children. These findings have implications for policy, practice and further research to improve developmental outcomes of Aboriginal children.

Kathleen May De La Rue Thesis Title: Ruled by Remote Control: The Commonwealth's Role in the History of Darwin, 1911-1978 The Australian Commonwealth government, mindful of the need to settle the northern coast for defence purposes, and conscious of the possible criticism from other countries at the failure to develop what was regarded as a potential source of great wealth, assumed control of the Northern Territory in 1911. It continued to administer the region until the Northern Territory was granted self-government in 1978. This thesis is essentially an urban history of Darwin during the years that the Commonwealth administered the Northern Territory. It chronicles the social and economic developments in the city during this period and traces the changes to the physical landscape caused by government policies, and outside influences such as World War Two and Cyclone Tracy. Within this context, this thesis examines the impact of the government’s policies and their implementation on the development of Darwin. It ends with the granting of selfgovernment in 1978 and the end of rule by remote control from Canberra. Adam Paul Heaton Thesis Title: “I stopped to think” – Aboriginal Anti-racism Studies in Middle School This thesis explores whether Australian middle school students’ engagement in an anti-racism learning program altered their cognitive and affective responses toward Aboriginal Australians. The study contributes to addressing the ongoing problem of racism towards Aboriginal Australians in Australian society. Learning about Aboriginal and Torres Strait Islander histories and cultures has recently become a priority of the Australian curriculum, but questions remain regarding how to facilitate this learning sensitively and effectively. This study by a white non-Indigenous Australian teacher, with advice from Aboriginal elders and educators, provides important insights into how white non-Indigenous teachers can contribute to student learning about racism towards Aboriginal people (important due to only one per cent of Australian teachers identifying as Indigenous). Students’ reflections on altered cognitive and affective responses as a consequence of learning shows resonance with Transformative Learning Theory.

Danial Terence Kelly Thesis Title: Law from the Earth, Law from the Demos and Law from Heaven: Nature and Intersections of Authority of Madayin, Australian Law and Christianity in Arnhem Land In Arnhem Land in the Northern Territory of Australia, normative pluralism exists between the three major normative systems present: Madayin (indigenous customary law), Australian law and Christianity. At times, an individual may breach a rule or norm of one system in order to follow another. This thesis examines whether the Madayin normative system can be reconciled with the Australian legal system, and with Christianity, upon each system’s own terms. The primary conclusion drawn is that pluralism between Madayin and Australian law is consistent with the nature of authority of each of those systems whereas the pluralism that exists between Madayin and Christianity contains authoritative consistency from the Madayin perspective but not from the Christian perspective. Hana Morrissey Thesis Title: New Roles for Health Professionals in Patient-Centred Health Care Services in Rural and Remote Australia: Community Pharmacists Sharing the Responsibility for Chronic Disease Management Thanks to medications many people are living longer, but frequently with chronic disease. Most Australians spend their last 30 years taking at least one medication and their last 10 years taking a number. Pills only work when taken and better when the doctor’s lifestyle advice is also followed. Many Australians could achieve better, and regular reinforcement of the messages seems to be the key. Most Australians see the doctor about 4 times a year, but our pharmacist 12 times. Nine community pharmacies in eight small Australian towns took part testing spending extra time with patients each time they came for prescription repeats, checking progress, using simple tests to illustrate personal progress and reinforcing their doctor’s instructions. Almost all participants improved their understanding of their conditions and many improved control. The monthly visit to the pharmacist to collect medication is an opportunity to improve outcomes and keep people well.

I Wayan Mudita Thesis Title: Community Biosecurity in West Timor, Indonesia: The Role of Local Communities and Governments in Managing Huanglongbing and Other Diseases and Pests of Citrus The study was carried out to explore the problem of mandarin decline and the role of local governments in allowing the decline to continue unchecked. Using a mixed method approach, it was found that the decline was caused by huanglongbing (HLB), the most destructive disease of citrus worldwide. Mandarin trees and grafted seedlings were found to be HLB positive, but the local government refused to acknowledge the finding, arguing that a law had been enacted to ban importation of grafted seedlings in order to prevent the disease from being introduced. This policy was maintained to keep mandarin development projects in the region eligible for central government funding, hence allowing some officers to engage in rent-seeking activities that destroy social capital and weaken community biosecurity. Nicole Ann Percival Thesis Title: Improving Health Promotion in Indigenous Primary Health Care: Is a Continuous Quality Improvement Approach Feasible? To successfully address complex health issues and reduce health inequalities, a reorientation of health services towards health promotion is required. This thesis examined the feasibility of a continuous quality improvement approach as a mechanism to improve health promotion in four Northern Territory Indigenous primary health care centres. Using a participatory action research approach, health centre staff were supported in gathering and analysing information about health promotion at their health centre and in identifying priorities and developing actions for improvement. Annual assessments were conducted on health centre system support for health promotion and the extent to which health promotion activities aligned with best practice. Over a two year period, the findings showed that structured and facilitated quality improvement cycles can strengthen health centre systems and narrow the evidence-practice gap in health promotion. A continuous quality improvement approach offers an acceptable and feasible mechanism for reorienting health services towards health promotion.

Organic solar cells (OSCs) are a class of thin film solar cells that offer advantages of low-cost, flexibility, inexpensive fabrication techniques and large-scale production. However, the performance and stability of these cells limit their commercialization. In this thesis, a theoretical study is carried out on the various operation mechanisms, including photo-generation of excitons, diffusion and dissociation of excitons and separation of charge carriers to their respective electrodes, in bulk-heterojunction OSCs. The analysis of results obtained from the above theoretical works is used in simulating optimal designs for OSCs. The optimal designs produced high power conversion efficiencies of 12.87% and 4.70% in the bulk-heterojunction and hybrid OSCs, respectively, which are found to be notable enhancements from their corresponding current experimental efficiencies. The results of this investigation are expected to contribute towards the fabrication of highefficiency OSCs.

Hassan Ibrahim Rkein Thesis Title: The Shortage of Accountants: The Case of Indigenous Australians With an estimate of only ten Indigenous members of the Australian accounting professional bodies, Hassan’s study investigated the possible factors that impede Indigenous students from studying accounting at university level and later joining the profession. Hassan anticipated that the exploration of these factors would assist in any strategy that aims at increasing the number of Indigenous accountants. Such an increase would reflect a higher participation of Indigenous peoples in financially related national policy and decision making processes. This would in turn reflect positively on Indigenous communities and perhaps ameliorate conflict between Indigenous values and accounting values. This study suggested that the Social Cognitive Career Theory Model (SCCT) which informed this study’s data analysis needed modification to fit into the Indigenous context. Indigenous leaders and accounting professional bodies that have now set a target of having 1000 Indigenous accountants by 2021, will find the recommendations from this research study of great significance to their developing strategy.

Bronwyn Jean Rossingh Thesis Title: Culture Legitimate Accountability: Finding the Balance for Indigenous Communities In this thesis it is argued that Aboriginal communities in the Northern Territory and the Federal and State governments of Australia operate from very different philosophical world views. These positions prevent a mutual and meaningful understanding of the relationship between the accounting management of program funding and the requirements of accountability for that funding. This study provides insights into the cultural differences that play a key role in preventing the management, and to a degree the intent, of government funding from achieving legitimacy (and full effectiveness) in remote Aboriginal communities. In this context legitimacy refers to the extent to which the funding programs represent the community’s decisions in accordance with their beliefs and values (Cornell, Jorgenson and Kalt, 2007). The thesis proposes the need for intercultural partnerships between these communities and governments to achieve an ‘accountability’ that has a shared meaning, greater local legitimacy and ultimately improved outcomes.
