DUST President & CEO Dear Investor: My colleagues of the Greater Cedar Valley Alliance & Chamber board, professional team, and I are pleased to present the results of our work during our fiscal year 2015. This document is designed to inform you, our investors and stakeholders, of the breadth and impact of the work we do in and for the Cedar Valley economic area. As in your business, talented people drive our success. In our volunteer leadership ranks, we were pleased that Steve Tscherter, retired president of Lincoln Savings Bank, served as Chair of the board of directors. Importantly, Steve was the first chair from a city other than Waterloo or Cedar Falls, strengthening regional collaboration. Further, we added young professionals as ex-officio participants in board meetings. Bringing important voices as young business

During the year, our Director of Leader Valley, Melissa Reade, earned a doctorate degree in educational leadership from UNI. Nate Clayberg, Director of Business Retention & Expansion earned the certified economic developer designation (CEcD,) while Lisa Skubal, Vice President of Economic Development and I, earned re-designation. Director of Investor Services, Bette Wubbena celebrated a very special milestone with us this year – her 25th year serving the businesses of Waterloo and now the Cedar Valley. The broader point is that we want you to know that “sharpening the saw” – increasing our knowledge and skills - is an important value to us, as we strive to deliver top level service and information to our investors. Organizationally, the board added a fourth strategic goal, emphasizing the imperative of connecting you to skilled, talented people to fuel economic growth, and “entrepreneurial” was added to our goal pursuing an innovative, advanced manufacturing and tech-based regional economy. A new GCVAC Foundation began operations. It will initially support the work we are doing in Leader Valley.

Further, under the leadership of past chair Tom Penaluna, we began putting the pieces of a major fundraising campaign together for Leader Valley’s cornerstone program, Leader in Me ®. Building on a 40 year history, we became managers of the renamed, Cedar Valley Manufacturers Network, helping to promote manufacturing as a career and an important driver of the regional economy, find and implement best practices in production and marketing, and advocate for favorable public policies. All this, in addition to the new jobs and investment, the educational programming and networking, the recognition and volunteer commitment, and the overall return on investment that you expect and receive by being part of the Greater Cedar Valley Alliance & Chamber. ECONOMIC DEVELOPMENT

STRATEGIC GOAL: DEVELOP AND STRENGTHEN AN INNOVATIVE ENTREPRENEURIAL, ADVANCED MANUFACTURING AND TECHNOLOGY BASED ECONOMY. The core of our work is supporting the growth and sustainability of our existing businesses, as well as recruiting new businesses, and diversification of regional business types—resulting in increased business and personal wealth for everyone.

PROJECT HIGHLIGHT: ConAgra Foods Business Expansion ConAgra Foods expansion, the largest capital investment of the four projects, is an example where the road to business recruitment and business expansion intersect.

Economic Development strategies primarily focus on two key areas: new Business Recruitment and existing Business Retention & Expansion. According to Blane Canada, an economic development management consulting firm, “most of a community’s job growth and capital investment comes from companies already located there.” Based on Blane Canada Ltd.’s research, an area similar to the Cedar Valley will average 76% of their growth from existing employers. (Source: www.blanecanada. com). This year proves it out— three of the four economic development projects completed with assistance of the Alliance & Chamber were existing business expansions, accounting for 98% of our reported industrial and office new capital investment in the Cedar Valley. The

Business Expansion Announcement. In Spring 2015, ConAgra announced a second expansion of their production facility in the MidPort America Business Park at the Waterloo Airport with a $50M expansion. ConAgra’s total capital investment will exceed $150M with this latest expansion. This project will add DAVID snack seed production to its state-of-the-art manufacturing platform in Waterloo. The expansion project includes construction of processing, packaging, warehouse, and administrative areas to accommodate the new product. This expansion is expected to increase the plant production by 30 percent, it adds approximately 99,000 square feet to the existing facility. Business Retention Pays Off. In 1996, ConAgra (formally Hunt-Wesson, Inc), chose MidPort America Business Park to locate a new state-of-the-art aseptic pudding plant. However, just because ConAgra was already here did not mean they would expand here. ConAgra has approximately 100 production facilities worldwide. They can place operations

CEDAR VALLEY MANUFACTURERS NETWORK The Cedar Valley Manufacturers Network (CVMN) is comprised of manufacturers and partners uniting to strengthen the position of manufacturing in the Cedar Valley Region. The initiatives/objectives of the group include: • Attracting, recruiting and training a highly skilled workforce. • Promoting the Cedar Valley of Iowa region as a center of manufacturing excellence. • Developing the supply chain both in and outside the region. • Sharing best practices for operational process improvement. • Strengthening industry-government relations. This year, the CVMN completed a multi-year refinement of the definition and purpose. The Alliance & Chamber serves in a management capacity for the group. The kick-off meeting for CVMN was held last October, followed by three site visits of CVMN member manufacturing facilities. 2 \

where it makes the most sense. ConAgra knew that the Cedar Valley community worked with them in a highly competitive location process and then again in their first expansion. They knew the Alliance & Chamber and the City would again be a good partner with a second expansion. This good standing and relationship, and forethought to crafting a strong initial development agreement led to a decision to again invest in the Cedar Valley.

ENTREPRENEURSHIP & STARTUPS The start-up community is an important economic development catalyst for the Cedar Valley. Over the last year, there has been increased activity in the Cedar Valley to create a stronger base for entrepreneurs to build their businesses in the region. WORKFORCE & TALENT

STRATEGIC GOAL: BECOME THE CONNECTOR BETWEEN WORK FORCE NEEDS, TALENT DEVELOPMENT, RECRUITMENT AND RETENTION FOR CURRENT AND FUTURE GROWTH OF THE GREATER CEDAR VALLEY ECONOMY. Businesses and industries need a skilled, available workforce in order to succeed and grow, or consider a location in the Cedar Valley. Therefore, it is vital that we have an impact on the quantity and quality of the workforce that is available now and in the future to attract and retain new economic development investment. We must also promote a living environment that motivates our graduates and others to want to remain in and move to the Cedar Valley. This year, work began on developing a workforce guidance plan. Input was gathered from Cedar Valley employers to determine current and future workforce needs. This data will be analyzed and used by the Alliance & Chamber to develop a Cedar Valley talent recruitment strategy.

TALENT CONNECT Talent Connect services of the Alliance & Chamber are designed to help individuals advance their career in the Cedar Valley. This includes such initiatives as Work the Valley, which is a series of events designed to connect students and young professionals with employers; as well as Live the Valley, a social media platform designed to engage targeted sectors of potential workforce in quality of life and professional opportunities in the Cedar Valley.

DIVERSITY & INCLUSION One of the strengths of the Cedar Valley is that we possess one of the most diverse populations in Iowa, and subsequently a highly diverse talent pool. The Cedar Valley Diversity & Inclusion initiative is designed to increase inclusive practices of our businesses and institutions. Broader inclusion of a diverse workforce both increases the talent pool and broadens the market for business’ products and services. • The 2015 Inclusion Awards for Business went to Cadillac Lanes and Hawkeye Community College. • In 2014, we hosted the fourth annual Executive Diversity & Inclusion Summit. Over 200 business attendees gained an understanding of the dynamics of hidden or unconscious perceptions, as well as how to create and sustain a high performing team.

CEDAR VALLEY LEADERSHIP INSTITUTE (CVLI) CVLI is a professional development series designed to foster community awareness while developing individual leadership skills. The program gives leaders a broader view of civic leadership responsibilities and opportunities through direct contact with people who shape the Cedar Valley. This year’s program saw a record number of 36 participants representing a variety of industry sectors, including banking, manufacturing, education, non-profits, healthcare, and many others.

GREATER TOGETHER The Greater Cedar Valley Alliance & Chamber was created as the platform to unify economic development services for the entire Cedar Valley economic area. We work to strengthen joint efforts with over twenty affiliates and partner economic development organizations to ensure the competitiveness of the Cedar Valley region. This year saw several milestones towards further unified collaboration, including the election of the first Chair of the Alliance & Chamber Board whose main business operation as well as residence is located outside the Waterloo-Cedar Falls metro. Additionally, formal partnerships were established with the Grundy Center and Hudson Chambers of Commerce.

AFFILIATES The Affiliate Management Team is comprised of economic and community development organizations throughout the region, who are collaborating dedicated to improve the economy and quality of life in the Cedar Valley. Over the past year, this group conducted an analysis and refinement of their work. CEDAR VALLEY REGIONAL PARTNERSHIP The Greater Cedar Valley Alliance & Chamber continues to play the leading role in the development and execution of the recruitment of new industries as a part of the Cedar Valley Regional Partnership. The Partnership is a regional approach combining economic development resources and talents in an economic area including: Black Hawk, Bremer, Buchanan, Butler, Chickasaw and Grundy Counties. The Cedar Valley Regional Partnership

meets regularly to coordinate regional economic development efforts, and deliver a unified message about the attributes and advantages of expanding or locating a business here. The Cedar Valley of Iowa was represented at the International Manufacturing Technology Show (IMTS) in Chicago, which resulted in 23 leads for economic development opportunities.

REGIONAL ADVOCACY The Alliance & Chamber is the Cedar Valley’s One Voice for business and development interests. We advocate policies to strengthen the Cedar Valley business climate with local, state and federal agencies and elected officials. Our agendas also reflect important infrastructure, education, civic development, and quality of life initiatives that impact our attractiveness as a place to do business, live, learn and build a career. LEGISLATIVE RESULTS: • Continued funding approved for IEDA incentives to attract new businesses. • $2.7M awarded to the Iowa Advanced Manufacturing Network Hub at TechWorks. • Tax Increment Financing maintained as an economic development tool. • Funding continued for Talent & Workforce initiatives such as Iowa Skilled Worker, Job Creation Fund, and the Iowa Apprenticeship & Job Training Program. • Increase in base funding for our K-12 schools and higher education. • Connect Every Acre (broadband expansion) signed into law. • Fuel Tax increase passed to fund improvements to infrastructure.

GIGABIT VALLEY

The Cedar Valley is home to Iowa’s only 100% fiber broadband community scalable up to 100 gigabits. President Obama’s visit in January 2015 put the spotlight on Cedar Falls and the Cedar Valley as the place to grow a broadband reliant, operation. As a result, the Alliance & Chamber began development of a regional targeted marketing campaign to push out a strong message about Gigabit Valley.

LIVE THE VALLEY

Why choose the Cedar Valley? Live the Valley is a marketing initiative designed to provide relevant quality of life information to people and companies looking to relocate to the Cedar Valley, and can be used as a tool for employers to attract and retain talent. Live the Valley encompasses targeted marketing to key occupations and industries, and will engage talent across multiple platforms including a website and social media. Initial stages of execution began Summer 2015.

LEADER VALLEY

The Cedar Valley is the first community in the world to take a multiple district-wide approach to the implementation of Leader in Me in K-12 schools. During FY15, the Alliance & Chamber implemented an “awareness” campaign to increase the Cedar Valley’s understanding of Leader in Me and build support. The campaign included digital marketing, direct mail and email marketing, as well as the launch of a new website for Leader Valley. Learn more at www. leadervalley.org.

TECHWORKS CAMPUS

During the past year, a new website for TechWorks was developed to provide greater visibility and information about the TechWorks Campus, its properties, projects and partners. Promotion focuses on some of the unique resources offered at TechWorks, including access to the ExOne 3D printer and planned design studio. / 7

TECHWORKS CAMPUS The TechWorks Campus is a 30-acre business park featuring advanced manufacturing, research and development, education, and commercial operations. Located in Downtown Waterloo adjacent to John Deere operations, the Campus is comprised of development sites and 300,000 square feet in two historic John Deere manufacturing buildings: now known as Tech 1 and Tech 2.

The Cedar Valley of Iowa was forged by manufacturing and industrial innovation. In keeping with that heritage, in 2014 the Iowa Innovation Corporation designated TechWorks Campus as the physical location of the new Iowa Advanced Manufacturing Network Hub (IAMNH), which will become the place to connect manufacturers with resources to grow their business. One of the unique resources available to manufacturers through the IAMNH is an ExOne 3D printer, the largest printer of its kind in North America and located at TechWorks Campus. Operated through the UNI Metal Casting Center/Additive Manufacturing, Cedar Valley businesses have access to this rare technology with the capacity for prototyping or troubleshooting plans for developing new products to enhance their growth. In June 2015, the IAMNH was one of the first projects in the state to be awarded funds through Iowa’s new Strategic Infrastructure Fund. The project was awarded $2.7 million for building improvements, a design center to be operated jointly by Hawkeye Community College and UNI, and add four industrial scale 3D printers - “creating one of the best equipped 3D printing facilities in North America” (Randy Pilkington, Executive Director of UNI’s Business and Community Services).

The IAMNH is located in the Tech 1 building on TechWorks Campus and is also part of the Waterloo Reinvestment District, the first project in the state of Iowa to receive a Reinvestment District designation. The district is designed to develop transformative projects, like TechWorks that will include a museum, business incubator, light manufacturing space, research and development space, training and education facilities, innovation centers, hotel, restaurants, commercial/office space, and a marina. The progress on TechWorks Campus will help to move the Cedar Valley to the forefront of technology and establish a premier center for support of the Iowa and Midwestern manufacturing base.

Additionally, the funding allows the IAMNH and UNI Metal Casting Center to relocate services to the ground-level at Tech 1 for high visibility and easy access,

LEADER VALLEY Leader Valley is the Alliance & Chamber’s business and education collaboration platform to prepare our K-18 students with skills that are important to economic and community success. The cornerstone of Leader Valley is the Leader in Me ® initiative. The Cedar Valley is the only place in the world that is implementing Leader in Me® in every school in its core metro area.

LEADER IN ME SYMPOSIUM Three-hundred and fifty educators from across the Midwest converged in the Cedar Valley for the regional Leader in Me Symposium hosted by Leader Valley and the University of Northern Iowa. The Cedar Valley was chosen as a host site for the symposium by FranklinCovey because of the scope and scale of commitment made by our business community. Eight Leader Valley schools were showcased during school tours in the Waterloo, Cedar Falls, and Cedar Valley Catholic school districts. In addition to experiencing the leadership culture of our Leader in Me schools, Symposium goers engaged in breakout sessions to learn about best practices for developing the leadership culture in their schools. Keynote presenters included leadership guru Sean Covey, as well as education reformer Geoffrey Canada. Most impactful was seeing students fulfill leadership roles in student panel participation, public speaking, greeting, and hosting guests at their schools.

TEDxUNI was hosted by University of Northern Iowa in March 2015. As explained by TED, “TED Talks video and live speakers combine to spark deep discussion and connection.” These local, self-organized events are branded TEDx, where x = independently organized TED event.” Making the World A Better Place: One Leader at a Time!, was one of the key

ensembles brought to life by Teri Trask, Orange Elementary Principal and Mike Fisher, Hoover Middle School Principal, along with ten articulate Orange and Hoover leaders. This performance showcased the potential and impact that Leader in Me is making in our community by investing in and developing our young leaders. The presenters utilized their talents and gifts as public speakers to share the important message about just how Leader in Me is impacting students and schools across the Cedar Valley.

The TEDxUNI event was an “authentic leadership task” as students were empowered to synergize and share their message beyond their typical learning community. This experience embodies how Leader in Me® is impacting our students and our schools–creating and empowering the next generation of leaders.
