Version 1: December 2013 Professor Martin Charter, Convenor, ISO14006:2011 & Director, The Centre for Sustainable Design ®, University for the Creative Arts, UK What does ISO14006:2011 cover? ISO14006:2011 provides guidance on how to incorporate environmental aspects into product design and development (eco-design) within the framework of environment management systems (e.g. ISO14001:2004) and quality management systems (e.g. ISO9001:2008). What does ISO14006:2011 not cover? ISO14006:2011 does not give details on how to carry out eco-design at the design level. It adds specific guidance to the relevant clauses of ISO 14001, on how to address the environmental impacts of an organisation’s products and/or services within the context of the environmental management system. When was ISO14006:2011 ISO14006:2011 was published by the International Standards Organisation (ISO) on the 8th July 2011. Has ISO14006:2011 been published at national levels? Each member of ISO has freedom to publish ISO14006:2011 as a national standard. Some ISO member bodies, for example, the UK, have published ISO14006:2011 as a national standard in national languages (where applicable) and some have not. Refer to your national standards body for specific details. What is the relationship between ISO14006:2011 and European Standards? Sometimes an ISO standard is also adopted by European Committee for Standardization (CEN) or European Committee for Electromechanical Standardization (CENELEC) as a European Union (EU) standard. The ISO 14006 standard was approved by CEN on 8th July 2011 as European Standard EN ISO 14006:2011. According to CEN Regulations, this European Standard had to be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by January 2012, and conflicting national standards had to be withdrawn at the latest by January 2012. For example, in the UK, British Standards Institution (BSI) published British Standard BS EN ISO14006:2011 in December 2011.

According to the CEN/CENELEC Internal Regulations, the national standards organisations of the following countries are bound to implement this European Standard: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. What type of standard is ISO14006:2011? ISO14006:2011 is a guidance document in the family of the ISO14000 environmental management systems standards (TC207/WG) Can an Organisation be certified to ISO14006:2011? ISO14006:2011 is a guidance standard and is not designed to be certified. ISO14006:2011 refers extensively to the certifiable environmental management system standard ISO14001:2004. Certification companies cannot certify companies to ISO14006:2011. However, national standards bodies can design national standards, for example, to enable the auditing of systems to manage environmental aspects within product design and development (eco-design) within environmental management systems but certificates cannot refer to ISO14006:2011 in the title of the certificate. What are the implications for ISO14006:2011 in relation to revision of ISO14001:2004 and the publication of ISO14001:2015? ISO14001:2004 is a management standard focused on environmental management systems. The focus of ISO14001:2004 has primarily been on manufacturing systems and not on product design and development systems. ISO14001:2004 certifications have been primarily focused on manufacturing systems. The scope of ISO14001:2015 is expected to incorporate more text on environmental aspects of product design and development (ecodesign). Therefore, companies would need to include more evidence of the management of eco-design within an environmental management system. The guidance provided in ISO14006:2011 will be useful for companies that want to upgrade their management of eco-design. Companies may then choose to refer to adherence to the guidance in ISO14006:2011 in relation to systems to manage eco-design in the ISO14001:2004 or ISO14001:2015 certification process.
