Guide to the Purchase of Standards
The Product Standards Information Bureau (PSIB) of the Innovation and Technology Commission (ITC) has a collection of over 120,000 international and national standards. They include standards issued by the International Organisation for Standardisation (ISO), the International Electrotechnical Commission (IEC) and the national standards bodies of the US, the UK, Germany, Australia, New Zealand, Canada and Japan etc. Members of the public are welcome to consult these standards, free of charge, at our Product Standards Library located at 36/F, Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong. Currently, the PSIB accepts purchase orders for originals of standards from various standards bodies, in particular, ISO

The PSIB has also obtained agreement from ISO, BSI, SA and DIN to make photocopies of their standards for sale in Hong Kong. Detailed procedures for purchasing originals and photocopies of standards are set out in the following paragraphs.
Request for Quotation Complete the Request for Quotations as attached to lodge your request. Other forms of written requests stating clearly the reference number(s) of the standard(s) requested, company name, address, telephone number, fax number and name of contact person are also accepted. A. Originals We shall, within 1 clear working day after receiving your request, provide you with a preliminary quotation and an order form. The preliminary quotation is prepared according to the price(s) stated in the catalogue issued by the standards body in question, an estimated air postage for dispatching the standard(s) from the standards body to Hong Kong and an overhead charge to be collected by the ITC. B. Photocopies We shall, within 1 clear working day after receiving your request, provide you with a preliminary quotation and an order form. The preliminary quotation is prepared according to the price(s) stated in the catalogue issued by the standards body in question. For request for quotation made in person at the PSIB, a preliminary quotation for each item of purchase could be made available in approximately 15 minutes.
Placement of Order A. Originals
Once you have decided the standard(s) to be purchased and the method of collection, please send us your order by fax/e-mail/mail or by hand. Whilst there is no need to make any payment at the time of placement of order, the order represents a confirmation of the purchase, unless the sum of the actual price(s) of the standard(s), the postage and the overhead charge cumulatively exceeds 20% of the price quoted. We shall, upon receipt of your order, request by fax the overseas standards body to confirm the price(s) and postage of the standard(s). B. Photocopies Once you have decided the standard(s) to be purchased and the method of collection, please send us your order by fax/e-mail/mail or by hand.
Payment and Collection of Standards A. Originals
We shall, within 1 clear working day upon a reply from the standards body, notify you by fax/e-mail/mail the actual price(s) of the standard(s), the postage, the overhead charge and courier services charge (if applicable) for the order. Send to the PSIB a crossed cheque made payable to "The Government of the Hong Kong Special Administrative Region" with the amount in Hong Kong dollars (which is the sum of the price of standard(s), postage and overhead charge) as indicated in the notification. The standard(s) will normally be available for collection one to two weeks upon our receipt of your payment. We shall, within 1 clear working day after receiving the standard(s), inform you, by fax/e-mail/mail to collect the standard(s), or send the standards to the designated address by the courier. For orders delivered by courier, you are advised to check whether the standard(s) received is (are) in order and acknowledge receipt to the PSIB by fax/e-mail/mail. B. Photocopies Within 2 clear working days of your order, we shall have the photocopies ready for your collection. You will be notified of the exact payment and date of collection by fax/e-mail/mail. Please note that extra time will be required for processing bulk orders. Upon collection of the required photocopies, you will be requested to make payment by either: (a)
a crossed cheque in Hong Kong dollars made payable to "The Government of the Hong Kong Special Administrative Region"; or
(b) the Easy Pay System (EPS). For delivery of photocopies by courier, prior payment by a crossed cheque is required. We would arrange delivery by courier. Upon receipt of photocopies, you are advised to check whether they are in order and acknowledge receipt to the PSIB by fax/e-mail/mail.
