Purpose of Position : To provide senior technical expertise on an enterprise-wide basis in the areas of network security with specific focus on firewall security within the Information Protection Centre (IPC) of the Corporate Security Branch, Office of the Corporate Chief Information Officer. Duties / Responsibilities : Within the branch, position is responsible for the development, oversight and enforcement of enterprise network security to ensure the protection of the Ontario Governments I & IT assets. The position: 1. Provides firewall security and network security design expertise and consultative advice to branch colleagues and client ministries based on firewall and network security design principles for the development and implementation of security mechanisms to ensure the confidentiality, integrity, availability and protection of information assets of client ministries and compliance with legislative requirements, MGS directives, ministry architectures, and industry best practices. 2. Acts as a lead technical resource, and in collaboration with I & IT management, information, application and technology architecture staff, business clients, development and technical staff, and reviews the use and application of the enterprises security architecture in order to optimize the effectiveness of the governments corporate LAN/WAN networks. 3. Provides guidance and mentoring to IPC Security Specialists and is responsible for conducting research and analysis projects on firewall security and network security design, including IPS and IDS devices. 4. Provides leadership in the development and maintenance of corporate security design policies, standards, templates, techniques and guidelines pertaining to the security aspects of the creation, collection, storage, access/security, retrieval and disposition of government I & IT assets and development of security components to maximize the protection of the corporate environment. Develops and communicates firewall and network security design criteria and techniques associated with the design of networks and access control mechanisms to ensure the security of communications and switching devices. 5. Provides input to the project management teams responsible for the design and development of logical and physical network security structures and mechanisms involving multiple purposes and systems across the Ontario Public Service. Assists with determining a projects scope and critical success factors, and performs quality control throughout the project lifecycle. 6. Provides firewall and network security design expertise and advisory services for the design, development, and maintenance of I & IT Security plans and strategies including business resumption planning and contingency disaster recovery. Participates in the development and approval of threat/risk analyses, VA/Penetration testing, security requirements, data access specifications, and the security classification of data. 7. Develops proposals for the I & IT Security component of the corporate I & IT plan and network security architecture; recommends technical design features. 8. Participates in the daily operational aspects of network security management including the review of firewall logs and the review and approval of network change requests, and troubleshooting major and persistent network incidents through the use of advanced network troubleshooting tools. 9. Leads intra-government projects for identifying security mechanisms to mitigate identified risks to an acceptable level. Ensures compliance and integration with the Enterprise Information Architecture and Cluster architectures; provides supervision, technical direction and project leadership to teams; coordinates the development of general design specifications; prepares reports, estimates, feasibility studies, RFPs, implementation schedules, recommendations; and ensures the efficiency, performance, integrity; and oversight of testing and implementation. 10. Provides input regarding the selection and use of assessment security methodologies, technology, and techniques. Serves on committees reviewing and/or evaluating new products and security tools; consults with/advises client groups on methodology use and application. Knowledge : Position requires expert level knowledge of security methodologies, tools, techniques, security design and architecture, threat/risk concepts and practices. • Expert level knowledge working with industry-standard firewalls including current generation Juniper and Cisco PIX and Checkpoint Enterprise Firewalls and IDS/IPS Devices. • Expert level knowledge of LAN/WAN/Extra Network Access/DMZ/RAS services. • Expert level knowledge in firewall log analysis using Unix commands as well as log parsing utilities. • Strong knowledge in Security Standards and emerging threats to enterprise networks. • Understanding of Business resumption planning, contingency and disaster recovery planning • Knowledge of Corporate I & IT Security strategy and I & IT strategic planning processes. • Knowledge of Government I & IT standards, policies and directives. • Knowledge of privacy and program legislation and ministry business/processes/requirements to address clients security design needs. • Experience in project planning, management and leadership. • Expert level knowledge and experience using and administering network troubleshooting tools (e.g.,Niksun Network Management suite of tools). • Position requires excellent mediation, negotiation and facilitation skills to provide leadership on project and work teams and to apply impact and influence and persuasive techniques to adapt presentations or discussion to the interest and level of participants. • Excellent oral communication, consultative and advisory skills to act as a subject matter expert on Network Security Design. • Excellent written communication skills coupled with the ability to interpret and translate complex technical terminology to simple plain language. Judgement : The position reports to the Business Manager, Information Protection Centre. The position is the senior firewall and network security design expert for the enterprise and is relied upon to exercise a high level of independent decision-making and judgement. The position requires a balancing of the business and security needs and priorities of ministries with the governments overall corporate I & IT strategic. The position offers guidance and mentoring to IPC Security Specialists The position also exercises judgement in representing the OPS on national and international standards bodies to assist in the identification of necessary areas of standardization and to recommend approaches to achieving standardization. The position requires and enhanced security clearance. Accountability - Programs : Provides firewall and network security design/architecture expertise and consultative advice for the development and implementation of security mechanisms to ensure the confidentiality, integrity, availability and protection of information assets of client ministries and compliance with legislative requirements, MGS directives, ministry architectures, and industry best practices. Leads the development and maintenance of firewall and network security design policies, standards and guidelines; the design, development and maintenance of I & IT security plans and strategies and the development of proposals for the I & IT security component of the corporate I & IT plan and security architecture. Prior to the offer of employment, in accordance with the OPS Personnel Screening Checks Policy, the top applicant(s) will be required to undergo personnel screening checks, which includes a police records check. This condition applies to all applicants. Accountability – Personnel : Participates on project and/or work teams. May oversee the planning of resources, assignment of project tasks, monitoring of project progress and review of work to ensure standards are met. Provides guidance and mentoring to IPC Security Specialists. Accountability - Finance and Materials : Plans and manages project budgets. Accountability - Impact of Errors : Ineffective firewall and network security advice and planning would have an adverse impact on the Government of Ontarios security program and governance framework, resulting in potential loss, misuse, and/or abuse of corporate I & IT assets. Contact - Internal : Frequent contact with branch/division/OPS colleagues to provide expertise as the lead technical resource on firewall design, development and maintenance, as well as input on network security issues on a range of intra- and inter-government projects. Participates on ministry and inter-ministerial committees to review and/or evaluate new products, network devices and network security tools. Contact - External : Some contact with firewall and network security specialists in other jurisdictions including national or international standards bodies (e.g. ISO 17799) to represent the OPS in the identification of necessary areas of standardization, recommend approaches to achieving standardization; with external service providers to acquire and manage services in support of project activities; with industry representatives to evaluate new products, network devices and network security tools.
