MITCHELL SHIRE COUNCIL ENVIRONMENTAL PROGRAMS Mitchell Shire Council recognises the importance of responsible land management and is committed to supporting the protection of land and water resources within the municipality, and in the Port Phillip, Goulburn-Broken and North Central Catchments. Land Management Rebate Scheme Council’s Land Management Rebate Scheme encourages ongoing land management practices that arrest land degradation and enhance land and water resources. Is your property over 4 hectares in area? Do you responsibly manage your land and take steps towards eradicating and/or controlling weeds, pest animals, salinity, erosion and take steps against the loss of native plants and animals? If you answered YES – you are eligible for the Land Management Rebate Scheme. Application and Works Completed forms are sent to eligible properties each May and a rate rebate is given subject to these forms being returned and environmental targets being achieved. Pest plants and animals, salinity, erosion and loss of native flora and fauna have been identified as the most serious environmental issues affecting our municipality. Works undertaken to address these are eligible for the rebate scheme.

Conservation Covenant Grant In April 2005, Mitchell Shire Council resolved to implement an annual grant program for properties with conservation covenants in partnership with the Trust for Nature. A conservation covenant is an agreement between a landowner and the Trust for Nature which protects and enhances the natural, cultural and/or scientific values of the land. The covenant is registered on the property title and binds all future owners. Weed Control and Revegetation Program Council has a weed control program on all Council owned land. The program targets declared noxious weeds and environmental weeds throughout the Shire. The program also includes revegetation with indigenous species. By introducing native competition for the weed species it is hoped that a comprehensive weed control result is achieved and the overall environmental values of our reserves enhanced. Cities for Climate Protection Council showed its commitment to reducing greenhouse gases by becoming a member of the Cities for Climate Protection (CCP) Program. The CCP Program is an international campaign that helps local governments and their communities reduce greenhouse gas emissions that contribute to global warming. Council has implemented a number of projects that achieve direct and indirect greenhouse gas emission reductions, for example fitting energy efficient lighting tubes where needed, solar heating/power and de-lamping where appropriate.

Stormwater quality Mitchell Shire Council adopted an Urban Stormwater Management Plan (SWMP) in 2003 and reviewed the plan in 2008. The SWMP provides a guide for Council in improving the environmental management of stormwater for major urban areas throughout the Shire. Council has undertaken several stormwater projects including: • Improving water quality in the Dabyminga Creek, Tallarook • The drain is just for rain – education program • Litter traps in the Wallan Creek • Goulburn Broken Stormwater Project Environmental education and events Council produces a quarterly environmental newsletter "Kil-more Weeds and Sey-mour Trees". This newsletter covers current land management issues, policies, information on local groups, grants and current environmental activities. The environment officers at Macedon Ranges, Mount Alexander and Mitchell Shire Councils have also joined forces to produce a comprehensive weed identification and control guide titled “Central Victorian Weed Guide”. The unit also sends out New Rural Landholder Kits every six months to properties over 2Ha in size. This includes information on native vegetation, weeds, local environmental groups, fire prevention and environmental contacts. Council supports many local community environmental events including: National Tree Day, Clean up Australia Day and Weed Buster Week. In the 2007/08 year Council supported 19 National Tree Day and 10 Clean up Australia Day activities. The Environmental Programs Unit also has a strong presence at the Seymour Alternative Farming Expo each year.

Efficient water use Mitchell Shire Council is committed to continuing and expanding efforts to conserve our valuable water resources, with water efficiency works including water tank installation, timer taps and the use of drought tolerant plants in landscaping. Council has developed a Sustainable Water Use Plan. This plan looks at Council’s water consumption and identifies actions to reduce it. Actions include planting of drought resistant turf on some of Council’s sporting grounds, water tanks on Council buildings and reusing the backwash water from Council swimming pools. Other grants for environmental works Grants may be available in your catchment to encourage landholders to undertake environmental works such as: • Tree planting/direct seeding • Fencing remnant vegetation for protection • Enhancing remnant vegetation with shrubs and understorey • Erosion control • Waterways fencing and revegetation • Ongoing stewardship and management Under some schemes, landholders may also be eligible for annual payments to manage their land for biodiversity improvement. In addition to these agencies, Landcare groups have also been successful in attracting funds, encouraging and assisting their neighbours and other landowners with these important works.

Salinity and soil erosion in the Mitchell Shire The clearing of native vegetation has resulted in surplus rainwater entering the ground. This process, known as ground water recharge, occurs most readily where there is little vegetation to soak up the water. This excess rainwater may eventually reach the water table, causing groundwater levels to rise. This brings salts and concentrates them in the ground water. When saline water tables rise close to the soil surface, they can cause saline discharge which affects plant growth and in turn leads to erosion. Where saline water tables come close to waterways, stream salinity can increase affecting wildlife and agriculture downstream. Key steps in reducing salinity: • Strategic revegetation • Protect existing vegetation • Manage pastures so hills don’t bare out in summer and autumn A large part of land in the sensitive to soil erosion, sedimentary and granitic soils. inappropriate land management sheet and tunnel erosion.

Actions for vegetation management on private land. Many landholders have some of the original native vegetation that once existed before European settlement on their property. Called remnant vegetation, some 94% has been cleared or modified on private land in Victoria. Other landholders may be looking to establish vegetation on their property for a variety of reasons such as salinity control, erosion prevention, animal habitat and carbon sequestration. The following are important ways in which landholders can contribute to improving environmental values on their land in order of importance. 1. Protect existing native vegetation from threats 2. Enhance the quality of existing habitat with shrubs and understory 3. Increase the amount of suitable habitat in the landscape through revegetation 4. Promote connectivity of existing habitats (eg corridors and stepping stones) Use local indigenous plants Local plant species are more likely to provide a wider range of resources for wildlife, such as food, shelter and nesting materials. Match your plants to the land Natural vegetation is strongly determined by soil type, topography and climate. The plant species found on hill tops are different from those occurring on valley floors and drainage lines. Plant survival rates will also greatly be improved by planting appropriate species. Revegetate using different species Make sure you not only plant trees, but also understorey and small shrubs. These layers will provide a wide range of habitats for animals to use.

Focus on gully and waterways as these provide vital refuge in dry times. Actions to improve the quality of existing remnant vegetation can include: • Reduce or exclude grazing by stock and pest animals • Leave fallen and dead timber on the ground or standing • Retain leaf litter and organic matter where it lies • Control weeds and feral animals The Department of Primary Industries provides advice to landholders about vegetation management and other land management issues on their property. Pest plants (weeds) in the Mitchell Shire Weeds are generally a problem because they compete with native plants, pasture or crop plants, but often do not fulfil the same functions as natives. Weeds are usually poor fodder, provide rabbit and fox habitat and often have poor root systems that do not protect the soil from erosion. Also, because weeds can displace native plants, there is loss of native habitat. There are information sheets available on a variety of weeds, from the Council or your local DPI office. Weed classifications and responsibilities There are four categories of declared noxious weeds, which are weeds identified in the Catchment and Land Protection Act 1994 (CALP Act). Each has its own requirements for landholders. The categories are: State Prohibited - These weeds pose a significant threat if they invade or are present. They pose a serious threat and can reasonably be expected to be eradicated. DSE are responsible for the eradication of these weeds on all lands. Regionally Prohibited - These weeds are not widely distributed but are capable of spreading further. It is reasonable that they could be eradicated from a region and they must be managed with that goal. Landowners must take all reasonable steps to prevent the growth and spread of all Regionally Prohibited weeds on their land. Regionally Controlled - These weeds are usually widespread and considered important on a regional basis. Landowners have a responsibility to prevent the growth and spread of these weeds on their land. Examples include Gorse, Blackberries and Paterson's Curse.

Restricted Weeds - This category includes plants that pose an unacceptable risk of spreading in Victoria or to other parts of Australia if they were to be sold or traded in Victoria. Trade in these weeds is prohibited. Enforcement - DSE are responsible for ensuring land owners/managers comply with their legal requirements to control weeds. Environmental weeds Environmental weeds are invasive plants that impact on the sustainability of native vegetation communities by competing for resources. Environmental weeds are often ‘garden escapees’, spread by dumping garden waste, vehicles, stock, wind and water. Species that are native to Australia but not local (indigenous) to an area are also potential environmental weeds.

The Catchment and Land Protection (CaLP) Act 1994 declares wild rabbits, wild dogs (including dingoes and their hybrids), feral pigs, feral goats, foxes and hares as Established Pest Animals.
