Overall Purpose of the Job The role of the Expert Practitioner Social Worker in Children’s Schools and Families builds on and supplements core job responsibilities of all children’s social workers, where practitioners have reached PO4/ME14 grade. It assists the Team Manager in providing a high degree of professional support to staff, facilitating the learning and development of less experienced members of the team. The Expert Practitioner will undertake more challenging and complex casework operating with a high degree of autonomy and authority. Lead on practice development to improve performance and quality of service delivery and ensure integrated, multi-agency working is at the heart of improving outcomes for children. Expert Practitioner Social Workers possess advanced social work knowledge and skills and have their practice recognised as exemplary. They consistently demonstrate a high level of competence and confidence in the full range of social work tasks, particularly in relation to child protection, court proceedings, work with looked after children, work with disabled children and partnership working, ensuring that they fulfil their duties at the level of capability required of an ‘Experienced Social Worker’ in accordance with the Professional Capabilities Framework.

Main Duties and Responsibilities                     

Undertake the full range of social work tasks, with children in need and their families; assessment, planning, implementation and review Represent the Team Manager at Management Meetings and multi agency meetings as determined by the Team Manager Liaise with and establish effective interagency relationships at a strategic and practice level to promote effective interagency assessment, planning, implementation and review Bring together and coordinate the team around the child to ensure a multi-disciplinary approach to core tasks and safeguarding Complement the team manager in ensuring Health and Safety for staff is followed including risk assessments, working conditions and risk assessments Provide support to the Service Manager and participate as representative of the Council as required in other internal and external settings Alert the team manager to complex and contentious case management issues so that positive and timely action can be taken to address risk and meet needs Ensure that the thresholds for service intervention are met Ensure that all assessments are produced within national and local timescales and of sufficient quality to ensure requisite standards are met Develop and disseminate a good understanding of evidence based practice, integrating models of best practice into day-to-day service delivery Ensure that the professional development needs of all staff are met by regular supervision, one-to-ones, annual appraisal and training needs assessment and that new staff have appropriate induction Provision of professional support to staff as determined by the Team Manager ensuring social work practice is carried out in accordance with the statutory guidance and the Council's policy Help to identify learning needs within the team and contribute to the development of team learning, including review of the impact of training on the quality of practice and outcomes for children Participate in working groups set up to improve the quality of practice and service delivery Contribute to case/practice audits and take part in peer audits as required Engage positively with professional supervision and annual review processes, taking personal responsibility for the quality of practice Achieve practice standards and meet targets to improve performance consistently Act in the role of mentor and provide coaching as required to newly qualified social workers and those with less practical experience Actively support the delivery of team based learning and development days Promote and model the key policies of the Council in relation to social care with children and families, especially multi-disciplinary working, integration and whole family approaches Develop professional expertise in two or more of the key risk factors affecting the welfare of children; parental alcohol/substance misuse; 2

parental mental health problems; domestic abuse; learning difficulties; and homelessness Promote and demonstrate the meaningful participation of children, young people and parents/carers in all aspects of decision making and in shaping service delivery Understand, promote and integrate into practice Council policies in relation to valuing diversity and promoting equalities in all areas of both staff and case work Ensure that staff work within relevant legal, regulatory, procedural and policy frameworks Assist in the production of a team plan with identified targets and objectives in keeping with the business planning process, ensuring that individual team members have targets and objectives set and monitored through the professional development system to support the overall team/Service objectives All Social Work Staff are required to adhere to the various professional standards, including the Professional Capability Framework and the Health and Care Professions Council Standards.

POST TITLE: CSC & YI Expert Practitioner Social Worker Grade: PO5/ME15 Date: December 2012 Qualifications & Knowledge a. Degree and a relevant Social Work Qualification (CQSW / Diploma SW / CSS). Registered with Health and Care Professions Council Standards (HCPC) or have proof of application for registration. b. Knowledge of policies, statutory regulations and guidance relating to safeguarding and child protection c. Knowledge of professional practice and service delivery issues in the relevant area of work d. Knowledge and understanding of relevant legislation (Children Act 1989 and 2004), guidance and new practices and their implications, in relation to child care practice e. Knowledge of equality and diversity practice and the capability to apply it to work with vulnerable children, young people and their families f. Knowledge of the underlying causes of vulnerability and aspects of effective safeguarding of vulnerable children and their families g. b. This post requires an enhanced Criminal Records Bureau check to be carried out and it is the London Borough of Merton’s policy for a re-check to be done every three years c.
