MINUTES OF A REGULAR MEETING OF THE BOARD OF EDUCATION November 16, 2010 A regular meeting of the Board of Education, District 155, McHenry and Lake Counties, Illinois, was held at the Center for Education, in said District, Tuesday, November 16, 2010. President, Ted Wagner, called the meeting to order at 7:30 P.M. The President directed the Secretary to call the roll. Upon the roll being called, the following members answered present: Jim Nelson, Dr. Gary Oberg, Dave Secrest, Barbara Slusin, Ann Somers, Ted Wagner, and Karen Whitman. Also present were: John Lutsch, Assistant Superintendent, Business and Finance; Dr. Randy Davis, Director of Human Resources; Jeff Carr, Business Manager; Gary Ryg, Director of Buildings and Grounds; George DiVenere, Director of Technology; Dr. Steven Koch, Director of Staff Development; Scott Kubelka, Director of Curriculum and Assessment; Mark Kovack, Director of Student Services; Jeff Puma, Director of Communications; Steve Dunk, Coordinator of Instructional Technology; Paul Humpa, Steve Olson, Marsha Potthoff, and Jay Sargeant, Principals CHSD 155; and Justin Hubly, President, Teacher’s Association and Teacher/Central H.S. Karen Whitman moved and Barbara Slusin seconded the motion that the Minutes of the regular meeting held October 19, 2010 be approved as presented. Motion carried on unanimous vote. The Board of Education recognized the following students and coaches for their accomplishments. Crystal Lake South – Golf – Boys – 3 class system Nicholas (Nick) Robles (Junior) – 2nd Place; Class 3A Coach: Curt Wadlington and Brian Adcock This was the highest finish for a District 155 boy golfer since 1998 and the best finish for a golfer since 1981. Nick’s medal is the 8th in boys’ golf (and 9th total for golf) for the Gators. Crystal Lake Central – National Council of Teachers of English – 2010 Achievement Award in Writing Jamie Collins (Senior) Teachers: Angela Welder and Bill Walkner Jamie is the third CLC student honored with this prestigious award in the past four years. She is one of only 543 Seniors across the U.S., Canada, U.S. Virgin Islands, and U.S. schools abroad to win this award (and one of only 34 in Illinois). Cross Country (Girls) – 3 class system Rachel Bush (Senior) – 10th Place; Class 2A Kelly McNeely (Junior) – 11th Place; Class 2A Coach: Shannon Schroeder Rachel also earned all-state honors in 2008 as a sophomore with a 24th place finish. This year’s medals are the ninth and tenth earned in girls cross-country at CLC (and CLC’s 24th and 25th overall for girls and boys cross-country). Rachel & Kelly’s 10th & 11th place

finishes are the highest by CLC girls since 1992 and represent the 3rd and 4th highest finishes at the girls’ cross-country state championship in school history. Golf (Girls) – 2 class system Alexandra (Lexi) Harkins (Freshman) – 4th Place; Class 2A Coach: Kathy Speaker Lexi was one of two freshmen to finish in the top five at state. Her finish is the highest ever for a District 155 freshman golfer (both girls and boys) and represents the highest finish for any D155 girl since CLC in 1997. This is CLC’s 6th ever medal in girls’ golf and 11th overall golf medal for CLC. Jeff Puma, Director of Communications reported there was one request for Records Under Freedom of Information Act. Cal Skinner, McHenryCountyBlog.com requested documents relating to the prevention of employee thefts that were generated after the suspension of South High School’s Athletic Director. John Lutsch, Assistant Superintendent Business and Finance, presented the Bill List for approval. Jim Nelson moved and Dave Secrest seconded the motion that the Bills as Bills as listed on the Agenda be approved and ordered paid. Upon the roll being called, the following members voted. Aye:

John Lutsch presented the Tentative Tax Levy for 2010. John explained that the Tentative Levy is adopted in November to comply with the State Truth-in-Taxation requirements prior to the actual levy hearing in December. By law, a school district must file its Certificate of Levy by the last Tuesday in December.

The revenue

obtained from this Levy will be used to operate the District for the 2010-2011 school year. This year the District is below the five percent threshold, which triggers the Truth-in-Taxation notice, so no publication is required. Revenue obtained from this tax levy will be used to operate the District for the 2011-2012 school year. While the Levy is 4.3 percent higher than actual taxes received this year, it will yield about 3.4 percent additional revenue. This is due to the tax cap limitation. RESOLUTION REGARDING THE ESTIMATED AMOUNTS NECESSARY TO BE LEVIED FOR THE YEAR 2010

WHEREAS, The Truth-in-Taxation Law requires that all taxing districts in the State of Illinois determine the estimated amounts of taxes necessary to be levied for the year not less than twenty (20) days prior to the official adoption of the aggregate tax levy of the district; and WHEREAS, if the estimated aggregate levy, exclusive of election costs, exceeds 105% of the aggregate amount of property taxes extended or estimated to be extended upon the aggregate levy of the preceding year, public notice shall be given and a public hearing shall be held on the district’s intent to adopt an aggregate levy in an amount which is more than 105% of the extension or estimated extension for the preceding year; and WHEREAS, the total amount of property taxes extended for the year 2009 was: Educational Purposes

Section 2:

The estimated aggregate levy for the year 2010 does NOT exceed 105% of the taxes extended or estimated to be extended on the District’s aggregate levy in the year 2009.

Section 3:

Public notice and a public hearing are, therefore, NOT required to be published in accordance with the requirements of Section 35 ILCS 200/18-70. A public hearing to approve the proposed property tax levy will be held December 14, 2010, at 7:30 p.m. in the Library, at Crystal Lake South High School, 1200 South McHenry Avenue, Crystal Lake, IL.

Scott Kubelka, Director of Curriculum and Assessment, presented the Illinois State School Library Per Capita Grant. Scott explained that for the past several years, Community High School District 155 has received a School Library Grant appropriated by the Illinois General Assembly from the Live and Learn Initiative. The Grant is administered on a per capita basis with current funding set not to exceed $0.75 per student housed, for an estimated total of $5,254 in qualified attendance centers. One of the criteria for receiving this Grant requires the Board of Education to affirm that it has reviewed the Illinois School Library (ISL) Standards. By submitting the signed Grant Application, the District certifies that it provides library services which meet or make progress towards meeting these standards. At this point in time, funds from last year’s Grant have not yet been received by the District.

Karen Whitman moved and Dave Secrest seconded the motion that the required Certification be sent to the North Suburban Library Systems indicating that the Board has reviewed its libraries’ progress toward meeting the Illinois School Library Media Program Guidelines c1999. Dr. Hawk shared a letter of appreciation from the City of Crystal Lake Illinois presented to us for assisting the Crystal Lake Fire Rescue Department at a structure fire at an assisted living facility. Our school busses were requested and within 17 minutes of the initial call to the Transportation Department, busses were on the road. Within 29 minutes of the initial call, busses began arriving on the scene. We were recognized for our timely response and assistance. There being no further business, it was moved by Jim Nelson and seconded by Karen Whitman that the Board of Education enter into Executive Session at 8:35 p.m. to discuss appointment, employment, compensation, discipline, performance or dismissal of employee (Section C1) and collective negotiating matters between the School District and its employees or their representatives (Section C2).
