1.0 About the Project: In the current world ICT plays an extraordinary role in School Education. ICT in schools provide lots of opportunities to teachers to transform their practices by providing the learners with improved educational content and more effective teaching and learning methods. ICT provides more audio visual educational materials that increase learner’s motivation and facilitates easy acquisition of basic skills. ICT can make it possible for teachers to engage students in self-paced, self-directed problem-based or constructive learning experiences; and also test student learning in a new and engaging ways that may better assess their understanding of the concepts. Municipal Corporation, Karnal, is aspiring to enhance the learning process of school children using diverse techniques like multimedia content and interactive techniques, by having the right mix of the conventional teaching along with digital interactive solutions. The use of digital interactive solutions in the appropriate manner shall increase retention in students and also help slow learning students to grasp concepts in an easier way. Hence, with the overall objective of improving learning outcome in mind, and also bring in latest technology intervention in the classroom. Municipal Corporation, Karnal, intends to setup smart class rooms in selected schools within the Municipal limits of Karnal city. For this purpose, bids are invited from competent bidders for the supply of equipment, installation, training and maintenance of the smart classroom system in 10 Govt. schools. 2.0 General Instructions 1. The works described in this RFP document is a single responsibility job of Supply, Delivery, Installation, and Commissioning of Integrated Offline Digital Library with Smart Class solution including Operation and Maintenance for up to 5 years. Bidders are to submit unconditional bids only. Conditional bids are liable to be rejectedsummarily. All communications in reference to this bid must be made to: Chief Engineer Municipal Corporation Karnal 2. Duration for Supply and Implementation work under scope of project in 60 days from the date of issue of Work order. Duration of Operation and Maintenance would be 5 years after the successful commissioning of entire work as per the provision of this RFP and acceptance by MCK. 3.0 Eligibility Criteria: A vendor submitting a proposal to this RFP will be referred to as Bidder in this document.

(a) Bidder should be a registered company incorporated in India and in existence for at least past 3 years having its office in India with sufficient manpower. (b) Bidder should hold valid rights from the publishers to supply digital eBooks and multi-media content. And should be authorized to supply content in English and Hindi. (c) Bidder should have experience in setting digital librariesand smart class. Bidder should hold valid rights from the publishers to supply digital eBooks and content. Bidder should have implemented at least 5 digital library or smart class solutions in education or public libraries set up. (d) Bidder should have a turnover of atleast Rs. 50Lacs in each of the last two years and should have worked in at least two projects with Government Departments. (e) Bidder should be the owner / authorized distributor of the digital library and smart class software application. (f) Bidder should have implemented offline digital library & learning solutions along with Hardware and related software and content including eBooks, videos lessons, assessment module and other teaching aids. (g) Bidder should have sufficient qualified personnel with IT and education services background. At the time of bid, atleast 3 Engineers in IT and 2 personnel with teaching or library science background should be in the roles of the bidder. (h) Bidder should be registered under GST. (i) The bidder must be the owner or supplier of e-books / digital books / online books/ videos lessons for at least 1 year, registered in India, with own software application platform. 4.0 Tender documents are accessible from eProcurement portal of Government of Haryana www.haryanaeprocurement.gov.in. The same may be downloaded and electronically submitted within the due date and time published in the portal. Technical bid and Financial bid shall be opened in the stipulated date and time mentioned in the eProcurement portal. In case of any changes in the dates shall be notified through an amendment to the Tender in the eProcurement portal. 5.0 E-Tenders will not be accepted after the due date. 6.0 Tenderer is required to deposit Earnest Money Deposit (EMD) of Rs 1,00,000/-. EMD needs to be paid through eProcurement portal by way of NEFT or Net banking or Debit/Credit card. Bids without EMD payment confirmation into the Government account will not considered for evaluation. 7.0 EMD shall be returned on completion of tender process. EMD of successful bidder can be converted into security deposit on written request thereto. 8.0 No relaxation of EMD shall be given and no interest will be paid on the EMD. 9.0 The entire amount of EMD is liable to be forfeited in following cases: (a) When Tenderer expresses his inability to accept the order (b) In case the Tenderer is not able to supply the ordered materials (c) If the acceptance is conditional 10.0 The bidder should carefully read and understand the specifications and terms and conditions of this RFP and may seek clarifications, if required. 11.0 The Board may anytime modify and amend this RFP document and the same shall be updated in eProcurement website.

12.0 This is a two bid system – (a) Technical Bid; (b) Financial Bid. Technical bid and Financial bid will be opened separately at the date and time specified / updated in the eProcurement website. 13.0 The originals of all the documents uploaded as per requirement shall be produced for verification within ten days after the opening of technical bid and failing which the tenders shall be considered as non-responsive. 14.0 Before submitting the Bid, the bidder should ensure that they are complying with the eligibility criteria specified in clause 3.0 above. 15.0 Technical bid should be submitted in the format as given in Annexure 2.Financial bid should be submitted as per the format and instructions given in Annexure 3. All supporting documents to be duly attested by the authorized representative of the bidder and uploaded along with the bid. 16.0 Other Bid Terms (a) EMD shall be non-interest bearing and shall be returned on finalization of the vendor for implementation or on cancellation of this tender. (b) Request for waiver of EMD shall not be entertained. (c) MCK has the right to reject any or all bidders without assigning any reason. 17.0 Qualified bidder shall submit 5% of the purchase order amount in the form of Bank guarantee or a fixed deposit receipt from a nationalized commercial bank as security deposit, which is refundable on completion of 12 months from the date of implementation. 18.0 This tender shall be valid for a period of 180 days from the date of publishing. 19.0 Failure on the part of the qualified bidder or vendor to deliver the goods / services within the period specified for such delivery in the contract or as extended will attract liquidated damages of a sum equivalent to 2 percent of the price of any such goods / services (including elements of taxes, duties etc.) which the vendor has failed to deliver within the time or as extended for each month or part of a month during which the delivery of such goods / services may be in arrears whose delivery thereof is accepted after expiry of the aforesaid period. 20.0 90% of the payment will be released on implementation of the project and balance 10% on successful completion of 60 days of the project.
