Data-Based Health Planning in North Minahasa District, North Sulawesi Unreliable data results in an unclear picture of the status of programs undertaken by the city and district Health Services, since among other reasons these government institutions have to deal with many problems in collecting and managing health data in their regions. Yet, if the data is accurate, complete and systematic, it would be a very important basis for creating quality service. For this reason, the BASICS Project in collaboration with the Health Service of North Minahasa District initiated a pilot project in mid 2010 that focuses on improving the availability of quality data.

Most of the constraints on collecting and recapping health data were caused by numerous different data forms. Another reason was the unavailability of a master database which could be accessed and used as a reference by all stakeholders. This has further caused difficulty in calculating the Achievement Index for the Minimum Service Standards (MSS) and in permitting the Health Service to deliver some of its services optimally.

One of the main issues at that time was the lack of quality data at the lowest level of the system, i.e. from the health staff in the village (desa) (Village Polyclinic Poliklinik Desa or Polindes; sub-district clinic branch - Puskesmas Pembantu or Pustu; and Village Health Post - Pos Kesehatan Desa or Poskesdes).
