Personnel Committee Minutes Palmyra Village Hall August 16, 2017 The meeting was called to order by Chair Tom Ball at 4:30. Roll call: Ball, Julie Powell, and Kathy Weiss were present. Dave Turner was also present. Public Safety Director James Small arrived at 4:32. 1.

At the present time, Paul Blount is attending the Police Academy and is being paid as an employee of the Village. According to Small, he is not able to cover EMS shifts as was originally thought while attending the Academy, per state law. He is receiving benefits as an employee and also for being in training. He was paid holiday time for the Fourth of July, he is collecting overtime each day, and is being paid mileage, per the training section of the current Employee Handbook. Small feels that this situation is an anomaly but we may see it again. Weiss commented that we may need to add another section for “Employee in Training” or something of that nature to address what compensation and benefits would be allowed for such an employee in the future. The question needs to be referred to labor attorney Macy.

Another question is how much of the cost that the Village incurs in this situation is able to be charged back to the employee if s/he does not complete the three years of employment following the training period. Small asked if we might be better off using hours of service rather than calendar time to define the required employment period following training. This also needs to be looked at by Attorney Macy. Motion by Weiss, second by Ball to call Jim Macy to ask these questions so they can be addressed before finalizing the handbook. Weiss will contact Macy to see if he can do a conference call on Monday with Small and Weiss. All ayes; motion carried. 2. The committee reviewed Clerk Mueller’s memo regarding payment of holiday hours. Motion by Powell, second by Ball to add the following language to the handbook. “Holiday hours will be paid out or used no later than the pay period following the pay period in which the holiday occurred.
