The auction of these government bonds will be conducted through auction system provided by Bank Indonesia as the agent of SBSN auction. The auction will be an open auction and using multiple price method. On the principle, all parties, both individual investors and institutions, shall be able to offer bids. However, the bids shall be conducted through the registered auction participants which have obtained the authority from the Ministry of Finance. According to the Regulation of the Finance Minister Number 05/PMK.08/2012regarding Issuance and Sale of Shariah Securities in Domestic Primary Market through Auction, auction for long term SBSN (series PBS) is participated by the participants through proposing competitive and non-competitive bids, and by Indonesia Deposit Insurance Corporation (LPS) through proposing non-competitive bids. Auction for short term SBSN (series SPN-S) shall be ableto offer a competitive Bank Indonesia and LPS through proposing non-competitive bids.

Those who offer a competitive bid shall pay according to the yield proposed. Those who offer a non-competitive bid shall pay according to the weighted average yield of non-competitive bidding won. The government has the right to sell those SBSNs larger or smaller than the indicative amount. The settlement will be conducted through BI-SSSS (Bank Indonesia-Scripless Securities Settlement System) and shall only be held with the auction participants. The provision of auction, including settlement calculation is regulated in the Finance Minister Regulation Number 05/PMK.08/2012. The auction will be conducted on Tuesday, February 23,2016 at 10.00 Jakarta Time, and closed at 12.00 Jakarta Time. Auction result will be announced on the same day with the auction date after 3.30 p.m. Jakarta Time. Settlement date for this securities will be on February 25, 20160r 2 days after the opening of the auction (T +2).
SBSN series SPN-S will be issued using Ijarah Sale & Lease Backand have obtained Shariah Compliant Statement from National Shariah Board - the Indonesian Ulemas Council (DSN-MUI) Number B-250/DSN-MUINII/2011while series PBS usedljarah Asset to be Leased akad and have obtained Shariah Compliant Statement from National Shariah Board (DSN-MUI) Number B234/DS N-MU INl/2012. The issuance of those SBSN through auction for series SPN-S uses underlying assets that are state assets which have obtained the approval from the House of Representatives and has met the requirement regulated in the Article 2 sub article 4 Finance Minister Regulation Number 56/PMK.8/2012 on Management of Government Shariah Securities Assets from State Assets. While for issuance series PBS, it uses underlying assets that are projects in the 2016State Budget which have obtained the approval from the House of Representatives through Law Number 14 Year 2015 about State Budget Year 2016Article 23 and some some others use State Assets. Bidders for the SBSN are Indonesian SBSN Issuer companies which are corporations established based on Law Number 19 Year 2008 about Government Sharia Securities and based on Government Regulation Number 57 Year 2008 about SBSN Issuers.
