SECTION – I

PREAMBLE

PREAMBLE 1.0

GENERAL INSTRUCTIONS The Bill of Quantities shall be read in conjunction with the Tender documents. The Contractor shall be deemed to have examined the Instructions to Tenderers, Conditions of Contract, Bill of Quantities, Annexures, Quality Assurance, Health and Safety Requirements, Specifications and have acquainted himself with the works to be performed, and the way in which they are to be carried out. Notwithstanding that the work has been sectionalised every part of it shall be deemed to be supplementary to and complementary of every other part and shall be read with it or into it so far as it may be practicable to do so. The detailed information of the Work and materials are provided in the Specifications. The quantities given in the Bill of Quantities are approximate only and are given to provide a common basis for tendering. Payments will be made according to the actual quantities of work ordered and carried out, as jointly measured by the Engineer and the Contractor and valued at the rates and prices quoted in the Bill of Quantities. The tenderer shall fill in rates and prices for all items of the Works described in the Bill of Quantities (BOQ). Items for which no rate or price is entered by the tenderer will not be paid for by the Employer when executed and shall be deemed to be spread over and included in the rates and the prices quoted for other items in the Bill of Quantities. In the case of tender on percentage rate basis, the tenderer shall fill the percentage addition or deduction, both in figure and word, at the end of the BOQ with due regards to the specifications, conditions of contract and all other provisions in the tender documents including all taxes and duties. Such percentage addition or deduction will be applied to the rate of each item of the BOQ without reference to quantity or location of work or variation in estimated quantity. Corrections, if any, shall be made by crossing out, initialling, dating and rewriting. All pages of the bill of quantities shall be initialled. After the tender has been submitted, no variation in rates or scope of work will be allowed on any ground such as mistake, misunderstanding, etc. No deviation of whatsoever nature including that in taxes and duties shall be brought out in this Price Proposal. The same, if at all unavoidable, shall be mentioned in Form-7 of Section-III: ‘Tendering Forms’ of Volume-I of Tendering Document.

2.0

RATES AND PRICES TO BE INCLUSIVE The rates and prices shall include for the provision of plant, construction equipment, consumables, labour, supervision, materials, freight, transportation, services, harbour & dock dues, charges payable to Mumbai Port Trust, erection, installation, performance of works, care of works, insurance, maintenance, overheads and profit and every incidental and contingent costs and charges whatsoever including Sales Tax, General Tax, Turn-Over Tax, Service Tax, Octroi, Maharashtra Sales Tax on the transfer of property in goods in the execution of works, Excise Duty, Customs Duties, etc. and for compliance with the Instructions to Tenderers, General Conditions of Contract, Special Conditions of Contract, Specifications. No separate payments for mobilisation, demobilisation, Preparatory works, 3

Temporary works etc., will be made other than those specifically noted in the Bill of Quantities. The bidder shall be deemed to have included for the cost thereof in the rates and prices quoted in respective sections. The Bill of Quantities and Specifications are intended to cover the supply of all materials and the execution of all works and services necessary to complete the Work. Should there be any details of construction or materials or services which have not been referred to in the Specifications or in the Bill of Quantities, but the necessity for which may be implied or inferred therefrom, or which are usual or essential to the completion of all works in all trades, the same shall be deemed to be included in the rates and prices named by the tenderer in the Bill of Quantities. The rates and prices are to cover the items as described in the Bill of Quantities and if there is inconsistency between the Bill of Quantities and Specifications, the most stringent requirement shall prevail. 3.0

METHOD OF MEASUREMENT

3.1

GENERAL Unless stated or billed otherwise, quantities shall be net as they are finished and fixed in the Works. No separate payments shall be made for the provision of plant and equipment, tools, tackles, machinery, consumables, indirect materials and labour that is required for the delivery, handling, installation, construction and completion of the works and services. This shall be considered to be included in the Bill of Quantities for various items of works. Similarly no separate mobilisation/demobilisation payment shall be made.

3.2

CURRENCY All monetary reference herein and in the Bill of Quantities (work items) shall be in Indian Rupee Currency. UNIT RATES PREVAIL In case of any arithmetical errors in the extension (Quantity x Unit Rates) in the Bill of Quantities, the unit rates, and not the quoted amount, shall prevail. All prices in the Bill of Quantities shall be written in figures as well as in words. Errors will be corrected by the Employer for any arithmetical errors pursuant to Clause 27 of the Instructions to Tenderers.

3.3

In the event of any discrepancy/error in the percentage variation quoted in words with respect to the quoted percentage variation in figures, the percentage variation quoted in words shall supersede over the percentage variation quoted in figures. 3.4

LUMP SUM PAYMENTS All “Lump Sum Payment Items” of Work shall become due for payment upon the Engineer’s Certification of Completion of such component in accordance with the Contract, Bill of Quantities, Specifications, etc., complete except any other terms specified elsewhere in the tendering document. ***

(MAJOR REPAIRS TO LUFF BOOM AS PER DRAWING) Dismantling the Luff Boom from the crane and bringing down on the ground and re-installing the luff boom after necessary repairs as per drawing. JIB ACCESS LADDER. i) The overall dimensions of the ladder shall be 33,000 mm long x750 mm wide x 1000 mm high approx. The ladder shall be installed between the lower and upper platform of Jib. ii) The ladder shall be provided with safety cage (Guard) which is an enclosure mounted on the side rails of the ladder so as to enclose the climbing space of the ladder in order to safe guard the personnel climbing the ladder. iii) The distance between the ‘rungs’ of the ladder shall be of maximum 300 mm. The rungs shall be made of 25 mm square GI bar. iv) The either side of Rails running parallel to each other on which the rungs are fitted shall be not less than 40 mm Nominal Bore (NB) from A-Class GI pipe. v) The hand rails and intermediate rails of the cage having a height of 1000 mm and width of 750 mm in circular shape having about 5Nos. intermittent piping structure along the cage using B-Class GI pipe having Nominal Bore (NB) of not less than 20 mm and intermediate Rails at the height of 1500 mm. The spacing between the cage bands shall be 240 mm. to 340 mm as required.

Bore (NB) of not less than 50 mm and Intermediate Rails at the height of 550 mm using B Class GI pipe having Nominal Bore (NB) of not less than 40 mm. The welded steel grating shall be made out of 50 mm x 5 mm size flat bar. The Bearing bar spacing and Cross bar spacing shall not exceed 25 mm. REPLACE / REPAIRS TO MACHINERY HOUSE AS PER DRAWING: i) Repairs/Replace of 2 Ton machinery house roof. ii) Repairs/Replace to sun shade sheets of main machinery house roof. The sheet shall be 4 mm thick. iii) To replace the machinery house floor plate wherever it is possible to replace from the floor and remaining plate to be fixed from the bottom as doublers as it may not be advisable to disconnect and remove all machineries from their mountings. Approximately 6500 mm x 5500mm x 10 mm thick steel plate is required to be renewed. Before carrying out any hot work all loose grease,oil etc shall be thoroughly cleaned on the floor of machinery house. iv) The leaking machinery house roof sheet shall be renewed using galvanized sheet of suitable size. Any other possible leakage spot found shall be attended by the contractor. The 10

The approximate size of above sheet shall be 16000 mm x 1220 mm. vii) In order to prevent the rain water entering into the rest room and pintle unit, Transparent Fibre sheet of good quality of reputed make shall be provided externally on all four sides between the bottom of slew unit and upto the rest room hand rail. The appx size of this sheet shall be 6500 mm x 4000 mm (on each North side & South side) and 4200 mm x 4200 mm (on each East & West side). The sheet shall be sloping downward fitted on the resting bracket / angle and there should be sufficient spacing between the sheet and crane frame so as to have proper ventilation. viii) In order to prevent the rain water entering into the rest room and pintle unit ,all four triangular openings near portal shall be fitted with removable cover using steel plate of not less than 6 mm by means of bolting or any other suitable arrangement with rubber packing. ix) A suitable size steel cabinet/locker of Godrej or any reputed make for keeping the belongings of 3 to 4 personnel shall be provided in the rest room

REPAIRS TO THE DRIVER CABIN The overall dimension of operator cabin is 2250 mm long x 1650 mm wide x 2000 mm high. The cabin platform, windows and surrounding area shall be refurbished and the Glasses of the windows shall be replaced by toughened glass with water tight sealing. The hinges of the windows shall be made of noncorrosive metal &to resist the mechanical vibrations. The interior roof shall be covered with heat resistance sheet as per existing arrangement. An ergonomically designed, upholstered chair of adjustable height and revolving type with back rest suitably located for easy reach and easy operation shall be provided in the cabin. It shall be revolving type arm chair of reputed make. One lockable steel cabin of approximate size 500 x 250 x 150 mm shall be provided for keeping the operator’s belongings.

Sr.No ITEMS 27 Replacement of defective worn out Hoist Motor Brake Drum of Dia. 16” (Approx.) and wide 7.25” with new one as per existing arrangement. 28 PAINTING SCHEME: The painting to all the structural members shall be as follows. 1) All steel structural components shall be cleaned from dust ,rust, oil, grease by wire brushing and cleaned with a piece of cloth before painting. 2) After cleaning the surfaces, one coat of Zinc Rich epoxy based primer shall be applied by brushing. 3) One more coat of Zinc Rich epoxy based primer shall be applied by brushing / airless spray. The dry film thickness (DFT) of this coat shall not be 30 microns minimum. 4) After application of primer, all surfaces shall be given one intermediate coat of MIO (Micaceous Iron Oxide). 5) Finally two coats of finished colour pigmented epoxy paint of Industrial Gray shade having dry film thickness (DFT) of 30 microns each shall be applied. Thus the total paint thick ness shall not be less than 240 microns. 6) The surfaces intended to be painted shall be inspected and approved by the representatives of the Engineer or third party inspection agency prior to painting to the extent possible. Considering the prevailing corrosive atmosphere in the surrounding area, the long travel structural items and lower portion of the Portal shall be given extra rust prevention and painting. 7) All inner surfaces of the steel structures which are not accessible shall be treated only with one coat of primer. Other alternative systems which are equally efficient will also be acceptable. 8) The paints used Asian/Shalimar/Berger make.
