o Reports to and obtains the necessary authorizations from the Board of Directors and the Committee on Real Estate Projects o Has ultimate authority for the project, per the terms of reference defined by the Board and Committee o Is responsible for approving the strategy and the procurement documents, as well as the final agreement o Plays an active role in communications o Ensures advancement of the project and makes available the necessary resources to ensure the timetable is respected o Makes decisions on matters submitted to it 4

Objectives of the MRC Montreal Development
Renew our facilities to respond to current and future needs Incorporate suggestions made during the internal consultation process
Focus efforts on our mission of producing and distributing content for all of our audiences, across all platforms
How to achieve these objectives:
Offload the financial risk to private-sector partners
Make those partners responsible for development of the entire site Mixed use: residential units, including social, community and affordable housing, office space, retail businesses Opening up and reconnection with the surrounding neighbourhood 8

Possible Scenarios for MRC
Renovate current MRC premises Partially renovate current MRC premises Adopt a hybrid model: occupy part of current premises plus a new building Build a new building
Whichever scenario is chosen, MRC will remain on the site
